June 7, 2012 (JUBA) - The speaker of South Sudan’s state of Northern Bahr el Ghazal said on Thursday that he will not step-down without being informed of the reason why he has been called upon to vacate his parliamentary seat.

“If the same people who elected me have again decided that I should step down, then I have no objection. But one thing must be clear; I must be informed of what law I have breached to be asked to step down,” said Aguer Wol Aguer, speaker of the Northern Bahr el Ghazal Parliament. 

He is accused of insubordination and failure by the Assembly to deliberate on the 2011/2012 state budget.

Aguer claimed that in his opinion his dismissal is linked to the stalled formation of a new state parliament.

He said that a power struggle taking place in the state parliament was delaying the formation of the cabinet.

He accused some members of the house of collaborating with other individual members in the cabinet in order to mobilise people to bring about his removal from power, as he did not block a motion to impeach the minister of finance, Ronald Ruay Deng, in 2011. He also claims that he is being victimised because of his stance on the taxation of MP’s salaries.

Aguer claimed that the dispute began in April when a group of around eight members plotted to drive him out of power.

He said he is prepared to step-down once the constitutional procedures are followed to impeach him, but that currently his opponents “have not been able to come up with single evidence.”

    Mr. Speaker,

    You need to know that if the state budget 2011-2012 was never deliberated and passed, then your state has been performing under no legal budget throughout 2011. That is a serious breach of law. That alone is enough to call for your resignation.

    If the parliament is not re-instituted and the state cabinet is not formed upto now, then what else do you call a failure. Just resign!

    Mr speaker, you are just wasting your time but in the end, you will resign. Who do you think is following the law in your gov’t? And who do you think will back you later in that assembly when Lt Gen Paul Mlong come and threat the mps as his soldiers? You are just wasting your time but still you will resign. Your state is still under the rules of the Bush. Resign comrade

      MPs in Lakes State need to act fast and remove their Speaker. He is the worst of all if you can compare him with all the speakers in the other states. President Kiir declared zero tolerance on corruption. Lakes speaker is corrupt.

    Why every parliment in the ten state of south sudan has problem,it means there are things to be corrected.Otherwise all elected members are for their Stomach than development to their peope.

        Dear Readers

        Northern Bhar el gazal and & Lakes state are the two failures state in southern Sudan. How can the state gov’t run for one year with out budget being passed by Parliment and still yet Mr. Speaker find himself no reason to resign. Mr. speaker you condemn your self when you told about 2011-2012 budget not approved by your leegislature.

          It is not the speaker to resign. You people stop shooting the shadow of the elephant when there is an elephant.

          The speaker did not refuse to deliberate the budget but few troublemakers delayed the process for their own benefits.

          Speaker wanted to know what happened to unreported budget but instead of answering that question. They say please resign. Resign for what?

    The joke is there is no Budget! Aguer consumed that money because he’s a corrupt bureaucrat. You can wait for this ’budget’ to arrive, only to find it does not exist.

    Resign, it’s not as if you have a choice in the matter.
