Machar inspects new South Sudan’s proposed capital


April 8, 2012 (JUBA) – South Sudan’s Vice President, Riek Machar, has visited the area of the countries proposed new capital, Ramciel, in Lakes State and inspected a number sites in the area.

On Friday Machar visited Guthum area within the territory of the new national capital where a possible sea port for the capital could be located as well as the Holy Cross site where the first Christian mission was established in South Sudan.

The Vice President’s Press Secretary, James Gatdet Dak, told Sudan Tribune that Machar further enlightened the host communities of Ramciel area about the coming phase of ground survey of the new capital and the eventual relocation from Juba.

“The whole of South Sudan is coming here,” Machar told a crowd of Ramciel inhabitants who responded with applause.

The national government last year resolved to relocate from Juba to the new capital because of a number of reasons. Machar told the population of Ramciel that one of the reasons for relocating from Juba to Ramciel is to resolve the issue of land which was difficult to ascertain in Juba.

Unlike Juba, Ramciel’s current local population is small with scattered villages far from one another.

Juba was also disqualified because of administrative stalemate over which level of government – national, state, local - its jurisdiction should fall under.

He also said Ramciel is located in the center of South Sudan. “If you travel from Eastern Equatoria, or from Raja in Western Bahr el Ghazal or from northern part of Upper Nile, you would probably reach Ramciel at the same time,” he emphasised.

Juba, located in Central Equatoria State on the southern border with Uganda, is by far the largest town in South Sudan and has been the capital since an autonomous government was formed there in 2005 as part of the 2005 Comprehensive Peace Agreement.

Under the CPA South Sudan voted to become independent last year.

This is the third time the Vice President has visited Ramciel area. The most recent time was in 2011 after South Sudan’s cabinet resolved to relocate to the site. He first visited the area in 2003 before the signing of the CPA in his capacity as the SPLM’s Vice Chairman for Administration and was asked by late leader John Garang in Nairobi to inspect the area for a possible site for a new capital.

Garang, who died in a helicopter crash in 2005, approved Machar’s report on Ramciel as the new capital but the decision was later on changed after intellectuals and elders from Equatoria region sent a delegation to Nairobi and presented a protest to the late SPLM Chairman.

Machar informed the inhabitants that a South Korean company will soon come to the area to conduct a ground survey.

The South Korean Land and Housing Corporation won the contract out of 66 international companies that competed in the bidding exercise in order to carry out the feasibility study of the proposed area.

After the decision was made to relocate last year, the minister of Housing and Physical Planning, Jemma Nunu Kumba, was directed by the cabinet to work out plans for the relocation to the new capital.

In a meeting on Wednesday chaired by the country’s Vice President, Riek Machar, the minister and the company presented the work done including the aerial imagery survey of Ramciel.

The company reported that the next phase will be to carry out the ground survey including mapping, feasibility study, environmental and social impact assessment, city structure framework and demarcation of zones which should be completed by October this year.

The government is currently mobilising foreign investment to finance the construction of the new capital city.

He has now proved his leadership capabilities by visiting all the areas of this Republic starting from wild youth zones to the proposed area of our National capital. Let us move to Ramciel Dr Riek so that we free ourselves from the hatred of Bari community in Juba. Lets leave to that National capital and leave this tribal capital to Bari

            You are right George, this people will never learn how to associate themselves with other people. Nuer people think, but not all of them that Riak is their leader and not for Southsudan. How can Riak visit to Ramciel be a great thing, while there is nothing accomplished in his visit? Let them know that Riak is there for the South, and not only for Nuer and therefore, learn to report truth.

      Viper, the relocation of capital to Ramciel does not relief the pain still in people’s heart here in Southsudan. Yes, the people are moving to Ramciel, but what of Juba University, are we going to relocate it too? I think there is something that need to be address here in Juba. Juba people always claimed to be the only educated society, but their actions don’t show a civilized society.

        Johannesbour is largest city in South Africa, perhaps in the entire continent. Yet it isn’t the capital of the nation, the capital is Pretoria.

          Kuku, the cities you reference in and round the world are not inhabited by one tribe only the way Bari wishes and also don’t prevent the government and people to own and built freely, they won’t be financial power houses the way they are.

          Universities would be built in Rumbeek, New capital Ramciel, each would consist of different trades and anyone of those Universities would accommodate all of us regardless of the region we came from in Africa.

    Dear people,
    I have not see any implication on this report. I think in the system of adminstration, one has to delegate his/her deputy to conduct the work, provide that the decision is being made by the group. I have seen people debating on who coined the idea first. This is not worthy things to discuss. I think Ramicel is not just a free man land. At least it was located in Lake State.

    Juba was already a city of a state that GOSS cannot just force itself to take the responsibility of administering it. Washington DC, does not belong to any state thought part of it is from the land of Virginia state. It is good for the GOSS to have a brand new capital. Those who would be moving there of course would be people working for the central government and people with businesses.

    Goss has built nothing new in Juba. The ministries and the Amarat were built by Yugoslavian following the Adisabab agreement. Goss only rehabilitated the streets. The houses and hotels are built by individuals and it is not for pbulic use my friend. Those who would be living in Juba will build houses and other structures and those moving to Ramciel would build hotels and houses, no big deal.
