South Sudan army ceases cordoning ex-SPLA General turned rebel

May 22, 2010 (TURALEI) — Officers from the southern ruling army, the Sudan People’s Liberation Army (SPLA) have said they have stopped deploying their forces to barricade former SPLA deputy chief of General staff, Lieutenant General George Athor, from moving out of his base.

Our forces previously deployed around areas suspected of hosting General Athor have received military instructions from the SPLA general headquarters never to conduct offensive reconnaissance, said an army officer who requested to remain anonymous.

"These instructions are helpful because they have reduced fear and tension in the area and situation is now relatively calm. Athor is even moving freely in the area, the senior SPLA officer said. "His movement is not being restricted. I understand he was on Wednesday in Baliet County and there was no problem because he did not attack any military base on his way to Baliet," the military source stressed.

According to the source, the recent instructions from the SPLA General headquarters in Juba advise the army to only monitor his movements and react vigorously in self defense in case he attacks any military base. Recent orders from the headquarters instruct the army to only fight back in self defense in case he launches any offensive against any military base in the area, he said.

This came following recent reconciliatory message made by SPLA General chief of Staff 1st Lieutenant General James Hoth Mai, at 27th anniversary of the formation of the SPLA/M, in the regional capital of Juba on 16, in which he called for reconciliation and forgiveness among political leaders.

The General, who reportedly called for peaceful dialogue and initiation of reconciliation and forgiveness, also said "Southern Sudanese cannot afford to let the referendum period reach us while in disharmony".

"Time has now come for reconciliation. The political atmosphere and scars left by the last general elections requires a lot of work to be done by our political leaders and all of us," General Mai said, adding he called political leaders to reconcile their differences.

"And for this reason, I call upon comrades Kuol Manyangs, George Athors, John Luks, Dr Riek Gai, Joseph Duers, Imail Konyi, John Kongs, King Agada, and others of Jonglei State to bury your differences and forge a way forward for the benefit of your people," he said.

"Most importantly, I call upon comrade Salva Kiirs, Riek Machars, and the entire Government of Southern Sudan to initiate the reconciliation drive and say enough is enough! The tribal conflicts have become a nuisance to our young Government. May I call upon individual tribes in southern Sudan to embrace peace and harmony with your neighboring tribes," General Mai appealed.

President Kiir in his inaugural speech in Juba yesterday positively responded to the call of the General chief of Staff and pledged to initiate reconciliation initiatives and asked all to do the same. He accepted call for reconciliation because "Southern Sudan has suffered myriad of conflicts for decades that he will do his best to reconcile the people".

"I shall not go back to history but will unite all the people to live at peace with each other, Kiir said urging all leaders to equally play a role in reconciliation initiatives. He said this is the only way the region and Sudan at large can forge a head. Let us heal our wounds, preach harmony and forgive each other," Kiir emphasized.

The renegade general fought against the SPLA for more than four times, since an attack by his partisans on April 30 on a SPLA base in Doleib Hills area.

The defeated candidate for Jonglei Governor, said several times willing to seek a negotiated settlement for his rebellion. He however rejected calls to move to Juba asking amnesty to his followers and removal of Jonglei elect governor.

After the different clashes with SPLA troops, General Athor demanded the cancellation of elections results and dissolution of South Sudan government. He said a new transitional government should be formed with participation of all political parties and independent candidates before calling for elections after the referendum.

    Thanks to the visionary general James Hoth Mai, this is the exact situation, for politicians to negotiate in case there are political differences between them.

    We can’t afford at this referendum times, the hypocritical rhetorics of Kuol Manyang, Makuei Lueth comments. To crash who and who militarily within us when the big enemy is waiting to screwed us all up. These Jonglei politicians are evils and are a disaster to South at this times esp if they continue to make dubious and destructive comments as such.

    Thanks once again Gathoth Mai, you are a true hero.

      I wish our Southern Sudan leaders to produced such kind speeches always to make us feel there are better people governing us in the right way.

      I would also be happy if rest of them in the region both great politicians and great general would adapt the same persuasive talked being used by general chief of staff Major.General James Hoth Mai, that’s well says ever! For people of tomorrow who can see a visionery pictures towards the future rather he/she pretending themself to be good at everythings of which they don’t know.

Let them not forget the conquences toward referendum. Comrades like the above mention are dreaming to crash Geroge Athor by militarily, I real doubt, even if they recruit their Mothers and wives plus their sons of their community particular Great Bor to fight Great Apadang, ha man, Bor will learn the lesson that they will past from their generation to generation, because Apadang is a tough community in the term of the fight. Good choice from within the leadership of SPLM, now the Apadang communities’ leaderships elders are working very hard to bring their son back to SPLM by any main and by anytime from now without saying Gerge Athor Will be crash by forces which I don’t thing whether that will happen if SPLM leadership is wise.           MAY 21/2010, SSN; Nhial Deng Nhial is the strangest Minister of Defense in the world. For it doesn’t happen anywhere except in Southern Sudan where the military is faced with a serious rebellion while a minister for defense is neither seen nor heard speaking at the scene of the threat.

          This queer indifference from the second most ranking officer in the South Sudan’s military is to be expected from someone who had never smelled a bullet shot during the liberation war. Southerners must now expect the worst from their Defense Minister if another serious situation erupts before the referendum. As the referendum approaches, it will soon be either a “fight or flight” situation. Gen. Nhial will probably choose flight over fight.

          Born in the late 1950s as Abraham Wiliam Deng, Nhial was favored throughout his young and adult life for no reason other than being the son of the respected Southern Sudanese politician, William Deng Nhial. He began his education at Comboni School in Khartoum and was later sent to Tonj Intermediate School so as to get to know his people. After the assassination of his father, he returned to Comboni where he continued up to Khartoum University. His intermediate and university days were marked by seclusion and loneliness, interacting with colleagues only when practicing his hobby of basketball.

          During those days, Southern politicians across the board used to favor him for the good name of his father. The favors extended to him included the alleged award of foodstuff contracts which were known at the time as QUOTAS of Southern Region, usually awarded from Coordination office in Khartoum. By the time Nhial graduated from the university, his trade skills had sharpened and he continued to trade in foodstuff Quotas for a while before leaving for the Gulf to play basketball.

          Upon returning, he joined the Attorney General’s Chamber for a few months. After the inception of the SPLM, Nhial joined the movement and, as it was to be expected, the tendency of favoritism to the son of William Deng Nhial unstoppably continued. He was kept away from the heat of battles as well as from any hard tasks until peace was signed.

          When the Government of Southern Sudan was being formed, Salva Kiir charged him with the top diplomatic responsibility at the Ministry of Regional Cooperation. Nhial, who had no experience in government, failed to show any skills and had to tender his resignation in mysterious circumstances.

          When he resigned, many people genuinely thought there was something serious that he didn’t like in the system. Little did they know that the man was covering his failure. After persuasion by some relatives, he agreed to return to the South where Kiir again placed him at the helm of the SPLA. That was at the time when accusations were rife that corruption was engulfing every corner of the SPLA.

          In appointing Nhial, Kiir was responding to public outcry for a nationalist person who would build and organize the army to perfect standards of professionalism and military power. Unfortunately, the confidence that Kiir placed on Nhial proved to be a misplaced one. He is not worthy of any confidence because he showed more trading skills than military knowledge. Basics of any military must include the notions of command and control.

          This man is neither in control nor in command. The only control he exercises is the control for contracts.

          Since Nhial came to office, the corruption that he was supposed to fight has entrenched deeper and deeper. Nhial maintained the same corrupt faces in the military and allegedly took for himself contracts that he should have abrogated from his first day in office. The only contracts that he approves are the ones in which he allegedly gets direct kickbacks through some lousy agents who negotiate on his behalf. Those who negotiate his share and kickbacks have become very well-known in the markets.

          The SPLA does not need a trader-General like Nhial. It needs a nationalist or a General who has proven his worth in the middle of shots and shells. Someone who will be able to provide the needs of the army and turn it into a deterrent force capable of handling the likes of George Athor and also ready to hit the enemy in case the referendum is threatened.

      What is the reasons of arresting the situation in that way, Is it not against the negotiation?, after all what will we gain in case this mighty,tactical , young Genenral is kill by his own brothers.

      Thus, we better follow the foot step of United Nation mission in Sudan [UNMIS] as peace matter allot in modern world, we should not behave like Bismark and D Hitler of Germany History who have no amnesty in this particular moment, our own brother who made mistake for the first time should for give as diplomacy transformation matter a lot, the matter is referendum and long expected independent of the South Sudan.

        The SPLA was defeated by Lt George Athor Deng Dut. Look, Lt Gen Bol Kong was defeated on wednesday by Major General Cibitek Mabil at Ayod and Bol Kong is on the run now. Please, be advise that SPLA cannot control the movement of George Athor any more because he is with the people of South Sudan who prefer him over your looting uncles in Juba.

        For your information, the SPLA soldiers don’t want to fight George Athor because they are not being paid and their families in their constituencies were humiliated by SPLM through SPLA.

        Please, the SPLA got its butts kicked and pretend to withdraw by themselves while they were defeated in the battlefields throughout Jonglei.

            Goss totally fail to govern South Sudan, five years wasted without development. no roads, no hospitals, no schools, and no security.

            Goss mishandle the Gen. Athor case, the rebel is roaming freely in South Sudan. James Hoth Mai is coward to face Gen. Athor.

            Goss used state of fear and stick to deal with peaceful Radio and TV strike, treated them like rebel. the staff has right to go on strike for unpaid wages.

      Dinka Boy, I know that you battling Nuer folks on daily bases here on this website, but if we need Southern Sudand succeed and not be like Somalia after independent you love, you need to quit blaming Nuer for the past. How do you like Dinka leading government right now?
