Defeated candidate launches destructive attack on South Sudan army in Jonglei

April 30, 2010 (JUBA) – A defeated candidate and former Lt. General and Deputy Chief of General Staff for Moral Orientation in the Sudan People’s Liberation Army (SPLA), has launched a deadly assault on the army’s military barrack of Doleib Hills area near the Upper Nile state’s capital, Malakal.

Sudan People's Liberation Army (SPLA) soldiers parade during the fourth anniversary celebration of the signing of the CPA -(UNMIS)Southern Sudan officials on Friday confirmed that General George Athor, who recently contested as independent candidate for governorship of the region’s largest state of Jonglei, was behind the attack.

The SPLA’s Head of Information and Public Relations, Colonel Malaak Ayuel Ajok, on Friday in a televised statement on Southern Sudan TV announced that the surprise attack occurred at around 1:30AM in the early morning of Friday.

Col. Malaak said many of the attackers were killed and five of them captured. He said the captured soldiers confessed that they were ordered by General George Athor to carry out the attack.

He said hundreds of soldiers loyal to General George Athor involved in the operation.

The defeated Gen. Athor denied ordering any attack. He told Reuters that soldiers in Doleib military barrack had mutinied after receiving orders to arrest him.

Col. Malaak said Gen. George Athor got angry after he was declared the loser in the Jonglei state’s gubernatorial elections. The independent candidate said he won the elections but the results were later on rigged in favor of Kuol Manyang Juuk, the incumbent governor and declared winner in Jonglei state’s gubernatorial election.

The first elected governor of South Sudan’s vast-populous Jonglei, the incumbent Gov. Kuol Manyang scored 165,387 votes. George Athor Deng (Independent) comes second with 67,639 votes as Joseph Duer Jakor (NCP) trails with 16,704 votes.

Senior government officials also confirmed the clashes, saying the cabinet for the semi-autonomous region was briefed on Friday by the minister of Internal Affairs, General Gier Chuang Aluong, about the developing situation.

Also, Jonglei elected Governor Kuol Manyang Juuk, held a closed door meeting with SPLA senior officers but there was no public statement.

The number of casualties was not yet confirmed as officials said more details were still emerging, but according to the security chief, among the dead SPLA soldiers included many SPLA officers in addition to a number of civilians who were caught in cross fire.

Military depots were also looted by the attacking force and among the weapons they captured included a number of anti-tanks and 12.7 artillery.

Eye witnesses in Malakal town said about six vehicles were packed with the wounded and taken to Malakal Hospital.

General George Athor, who confirmed the incidence, however told the BBC that he was not directly involved in the incidence, saying it was an internal mutiny within the SPLA forces.

He however added that it was an action against the “corrupt SPLM” system, saying he was sympathizing with the soldiers who carried out the attack.

The attacked military barrack is located inside Upper Nile state, not far from Khorfulus, the home town of General Athor, where is he is currently based and situated on the other side of the border in Jonglei state.

Officials suspected that General Athor was planning heavy attacks inside targeted locations within Jonglei state and that his initial attack on the barrack across the border in Upper Nile state was to snatch the weapons and ammunitions for use in his planned activities in Jonglei state.

Officials quoted General Gier Chuang as saying that General Athor has already coordinated his activities with other SPLA elements including in the Southern Sudan’s capital, Juba, and that he has about seven Brigadier Generals and several Colonels on his side.

General George Athor lost to the incumbent Jonglei state governor, Kuol Manyang Juuk, according to the declared results by the National Elections Commission (NEC) but earlier warned that he won the elections and the ruling SPLM party latter on rigged it in favor of Kuol Manyang.

Jonglei state is the largest state in Southern Sudan inhabited by about five different ethnic groups which population is pre-dominantly of the Nuer ethnic group. Both General George Athor and his rival, Kuol Manyang, are from the Dinka tribe, the largest ethnic group in Southern Sudan.

Officials said the government would take measures to control the situation before it gets out of control.

Col. Malaak Ayuel in his televised statement on behalf of the SPLA Chief of General Staff, Lt. General James Hoth Mai, warned General George Athor to stop attacking the SPLA forces, saying the army was capable of responding to the situation with full force.

    According to this report, George Athor has hand in the attack of SPLA Barrack.
    He must be accountable with any thing in the South if it want our of controlled. This guys is really stupid if he does this because he was among the respected fighters during the war. He lost the election by big Margin.

      This is what I always said that the Southern Sudan Government is weak and weak. George Athor is not strong than anybody. He is just a human being and if there are laws in Salva Kiir Miyardit’s Administration, then George Athor could not decide to attack the Army in Jonglei. Now, it prove that there are no laws in Southern Sudan.

      My dear Southern Sudanese fellows let open our minds for the betterment of our future. Southern Sudan is already floating on the water. Arabs are behind us and some others Southern Sudan- black Arabs are still being sponsored anonymously in Southern Sudan. This is what I said that the Administration of Kiir is like someone who is running and don’t even know where he is going to.

          This is the unfortunate incidences I was predicting before the elections. It may spread like wild fire to other areas or states.

          If you remember my comments before elections I was saying if there could be a way out as an understanding between the NCP and SPLM, it was better that the elections be postponed indefinitely until the referendum is conducted first in January 2011.

          My fear was for such post-elections violence in the South.

          Now the NCP will use this violence to delay the conduct of the referendum. Registration for the polls is supposed to begin in July but I doubt that it will happen given the seriousness of the current situation.

          Jonglei state may soon be in complete mess as rumors indicated that General George Athor is targetting Bor town and other some counties in the state.

          My friends, this is a result of incompetent and corrupt system applied in the SPLM. It started with those unpopular nomination of candidates by the so-called political bureau and then when those popular candidates decided to run as independents, then the SPLM disowned them. And when they won elections, then the SPLM rigged the results in favor unpopular official candidates.

          It is unfortunate that there are those in the SPLM leadership who only entertain the mess they have caused. Now they are reaping what they sow in the system.

          I appeal to General George Athor to take it easy and forgive the SPLM for now. This is for the sake of our people and the coming referendum. We cannot afford to fight ourselves now before we secure our independence.

          Please, General Athor, stop the fighting. Let us do our referendum first and then after that, any body can kick butts on any side, left or right.

            For any election to be conducted, there has to be an organisation in all the organs of government to avoid any clash within the army/government.

            Now who are these soldiers George Athor uses for his personal gain? Gen. Thor shouldn’t have resorted in such a brutal act if he was a determined soldier who was figting for the full liberation of the south sudan and other marginalized areas by the Khartoum islamists government.

            Inother hand, Goss carries a blame because, there where no clear polices/strategies laid for a soldier/ general to contest an election. In an organised government, soldiers are not allowed to contest an election before giving resignation letter.

            That the Goss is the government of a willing person, we shouldn’t avoid hearing or seeing an attack like what Athor staged. In CES, Gen. Gore is a waiting to also stage and in NBG Gen. Dau also in the waiting list.

            What are the policies of Goss to integrate these Generals who lost elections into the government?

            Could south sudan be a battling ground for the Generals who lost their election victory?

            Many independent candidates who ran against the SPLM were DC members of Riak and Lam. Their strategy is to have had the independents win most or all the states gubernatorial seats, then Riak and all the independent governors will defect to SPLM-DC as thier party of choice, regardless of if Lam lost to Kiir or not. Seemed like a very smart strategy, but a dumb one as they do not realize that they are not incharge of the military wing ( SPLA).

Your prediction about your so-called brief abruption of war skirmishies after the election is true, but it was a no brainer, because your malitias have been doing these primitive activities ever since day one. So, what is new there dummy? Better dump your garbages in your own backyard you foolish arrogant.             You guys don’t forget your nature in the whole Upper Nile Regions. The nature of all Upper Nile is something can not be deny by those living in Upper Nile Regions they are all same making destruction in order to be appointed just like Nyagat Riak Machar Teny did and so how do blame George Athor Deng while Riak Machar Teny did a disaster ever in Southern Sudan’s history.

            Also on the other hand, I agree 100% that, there is no law in Slave Kiir’s administration otherwise, Riak Machar Teny wouldn’t come to lead people while he had killed hundred of thousand innocents people just because of leadership desperation in the movement, now do you think Riak Machar will advice someone not to do mistake.? There is no laws in Southern Sudan this is why there is too much corruption going on because if these ranks saw the Top leaders are heading wrong direction then, people do not have confidence on them and that is why there are many people disagreeing with the direction of Slave Kiir and Riak Machar Teny both are wrong leaders in Southern Sudan special Riak if not told to resign then, most generals will defected from GOSS because of him.

            Losing election does not warrant this barbaric attack on innocent soldiers who were not involved. If George Athor was elected, I think these soldiers would be his protectors as they are now. Why not go and kill the politicians whom he accused of rigging elections he won and favor his rival? Killing SPLA soldiers is a grave crime one must pay for. They are not politicians such that they are targeted in such inhumane way.
            I cann’t even hold my tears since FRIDAY when I heard this incidence. Southern Sudanese owe much to SPLA soldiers and we should not forgive any person who targets them.
            Resorting to violence when one lost elections, is like an eye for an eye which can leave the whole world populated by one eye inhabitants. So, to kill when one loses in south Sudan, will leave these politicians with no people to rule.
            Even after referendum, we don’t want such incidences to happen. There are other mains to pursue instead of taking innocent lives.

            George Athor must pay for this heinous crime against the soldiers he once commanded. The Devil is visiting south Sudan again like in 1991. I trust God would not allowed it to happen as some pray for it.

        Let Salvatore Kiir enjoy the Dinka SPLA split and killing between two Dinka generals, George Athor Deng and Kuol Manyang Juuk.

        Now there are wild rumors that George Athor is targetting Bor town and NOT Bentiu town as Kiir and his tribalists had wanted to occur between Angelina Teny and Taban Deng Gai.

        However, we don’t want such a situation before the referendum is conducted.

          You understand and i do that some injustice was done to independent candidates.among them are George Athor, Angelina Nyajany, Alfred Lado,general Gatluak deng/Gabriel Changson chang, and General Dau Atorjong. the cause of this fighting is the result of General George athor feeling mistreated and denied his rightful winning which was given to Kuol manyang juk.

          whether George athor did order some soldier by himself, or they refuse orders to arrest him as he said, or took the initiative by themselves to attack the SPLA barrack in doleib hills it is not a good omen for south at this moment to involve in internal strife which can weaken our position and the CPA.

          our hope is that the fight may be curbed in the shortest possible of time and not spread to other areas and enlarge.
          George athor we know has all the right to protest the way he was cheated in the election as been done to others but he should also put into consider the stability of south and hopes of millions waiting for 9 January 2010 to achieve our independent

            I also suspect that Madam Rebecca Nyandeng de Mabior is partially responsible for the mess in the SPLM that is now haunting her state and others’ states.

            Her recent nude or nasty statement threatening Salvatore Kiir that she would strip herself naked in Juba and walk naked to the tomb of John Garang and remove her husband’s bones from his grave and take the bones to Bor town if Gen. Alfred Lado Gore was declared the winner is so devilish.

            May be Nyandeng did the same in the case of General George Athor and in the case of Angelina Teny or any other gubernatorial independent candidate.

            The former First Lady wants to take the nation down with her husband. Shame!!!

      Gen. George Athor is a highly regarded general and one of the most competent field commander in the SPLA. He could not be behind this rather uncoordinated and weak attack on the SPLA barrack. He has a lot of supporters and I could myself as one. It is important to not drag his good name into this bizarre assault on SPLA. There are a high number of mid-high ranking SPLA officers who could help him do a good job that what happened in Malakal.

      Are there disgruntled elements who believe that the current SPLM leadership is corrupt and should be removed? Yes. Is Gen. Athor one of them? Possibly; but that would not lead him to do a poor job about it. He is better than that and those who participated with him in various operations will find it hard to believe he masterminded this attack. It was done in his name but not on his orders.

      I believe vast majority of our people in the South can not recall even the most recent events which shows symptoms of alzheimer. To remind you, Shilluk malitia under close supervision of Oyai Deng and Adwok Nyaba launched two attacks with heavy weapons (some of which were left behind)to Figi county (namely Atar and Khor Fulus)in the last six months. The principal of Atar secondary school among others was killed. Yet no one tracked these forces, who were believed to be armed with weapons smugled by Oyai to his area after capturing Torit in 2001-2002.

      The recently attack launched by citizens of Figi county, came as revange for the previous attacks by Oyai, Adwok and Lam Akol’s Shilluk malitia. This implies that freedom fighter and traiters defeater Lit. Gen. George Athor Deng Dut has nothing to do with this attack. If this attack was perceived as being arranged by Athor; why attacking Upper Nile state then and not Jonglei state where (Athor rival) Kuol Manyang is. Athor is capable of attcking not only Bor, but Juba town itself. You guys do not know what you are talking about. This fellow has unbelievable maneuvering military tacticts which enabled him defeating traiter Riek Machar and his compatriots in 1991. Despite of being only equiped with less weapons and lack of bullets.

George Athor is a great man who have exerted alot of efforts in the past war which ended between South and North Sudan and in this point i don,t think that he may resorted to such a brutalality attack on his SPLA forces because of being declared as a losser. The greater Upper Nile as whole is not safe from those of NCP/ SPLM- DC may be they are the one who want to cause this confusion now and breif their men to says that is george Athor who is responsible for the attacks.

          The recent attack was launched by Figi county citizens as a counter attack to previous two attacks launched by SPLM-DC malitia to Khor Fulus and Atar couple of months ago. It happened that Oyai ordered the weakiest incumbent SPLA-chief of staff 1st Lit. Gen. James Oth Mai to urgently deploy SPLA around Shilluk terrotory after any attack carried out by Shilluk (Lam Akol’s malitia). When a Shilluk’s malitia launched a planned attack on Dinka village of Bienthiang in Upper Nile state on Agust 3rd, 2009, which resulted in slaughtering of Paramount chief Thon Wai Awien (84 years old by then)and his entire family. Oyai ordered James to create a barrier around Shilluk villages. The happened after Shilluks attacked Figi. This time arround and when Figi citizen were launching revange attack, they were encountered by SPLA. So the main idea was not to attack SPLA rather.

          Someone has to be high and out of his MFn mind to believe that SS hero George Athor who was defeated in Jonglei state attacked Upper Nile state to express his rage for being defeated. George Athor is targeted by those who were not supporting him.

          George Athor started his school in Adong primary school after which he was admitted at Abwong intermediate school and later on Tonj intermediate school. Mr. Athor joined the movement after starting his senior secondary school.

        First of all, The attack that took place was not done by General George Athor. Somebody is implicating General George Athor in this mess just to cause problems in Jonglei State. I believe the attack was ordered by none other than Gatwech Dual and he instructed his attackers to say that they were under George Athor command.

        Secondly, Dinka Bor does not have its separate forces beside the SPLA forces. The SPLA division in Jonglei State which is being commanded by Traitor Bol Kang include Dinka Bor sons. Dinka Bor has its own sons who are commanding SPLA forces all over South Sudan. Example is Major General Jok Riak who is commanding division one based in Renk. So do not talk trash about Dinka Bor. We are more than capable of protecting ourselves. More importantly, we are more than capable of putting our lives in frontline for the defend of South Sudan as we did during the war time.

    This is the unfortunate incidences I was predicting before the elections. It may spread like wild fire to other areas or states.

    If you remember my comments before elections I was saying if there could be a way out as an understanding between the NCP and SPLM, it was better that the elections be postponed indefinitely until the referendum is conducted first in January 2011.

    My fear was for such post-elections violence in the South.

    Now the NCP will use this violence to delay the conduct of the referendum. Registration for the polls is supposed to begin in July but I doubt that it will happen given the seriousness of the current situation.

    Jonglei state may soon be in complete mess as rumors indicated that General George Athor is targetting Bor town and other some counties in the state.

    My friends, this is a result of incompetent and corrupt system applied in the SPLM. It started with those unpopular nomination of candidates by the so-called political bureau and then when those popular candidates decided to run as independents, then the SPLM disowned them.

    And when they won elections, then the SPLM rigged the results in favor of unpopular official candidates.

    It is unfortunate that there are those in the SPLM leadership who only entertain the mess they have caused. Now they are reaping what they sow in the system.

    Even the recent incidence in Bentiu, Unity state, would have been a serious issue like that of Jonglei state if the Vice President Dr. Riek Machar did not intervene by telling his wife, Angelina Teny, to forget about the elections results even if she won it and allow Taban Deng Gai to continue as governor.

    But who will do that in Jonglei state which is known for any thing bad such as underdevelopment, corruption, ballots manufacturing, etc.

    I appeal to General George Athor to take it easy and forgive the SPLM for now. This is for the sake of our people and the coming referendum. We cannot afford to fight ourselves now before we secure our independence.

    Please, General Athor, stop the fighting. Let us do our referendum first and then after that, any body can kick butts on any side, left or right.

Alfred Lado Gore was declared the winner is so devilish.

            I think you don’t know the SPLM history. If you do, you cannot call late Kerubino Kuanyin de Bol a coward brother. Kerubino was the first to fire the bullet and killed hundreds Arab soldiers and several officers in Bor town on May 16, 1983, followed by his best friend, late William Nyuon Bany in Ayod and current GoSS president and cousin of Kerubino, Salva Kiir Mayardit.
            He was the real founder of the revolutionary movement before being named SPLM/A after handing it over to late Dr. John Garang because of his military seniority to the trio. Kerubino was a victim of conspiracy as well as William Nyuon. The two died in the hands of the sellout individuals you call today as braves. It’s a good news that you expose the person who killed Kerubino and I thank you on behalf of Twic people.

        If Gatdet Yaka went after General athor, he definitely will get him in no time. i know the man very well he can surely bring him dead or alive.

        you remember the incident and fight in malakal, the JIU(full of cowards who were put there because they can receive their salaries regularly) was embarrassing and they were running cowardly and leaving the town to SAF but Gatdet intervened and saved our face from sure defeat and show the SAF how business is done. another incident is the abyei fight in may 2008 he was the one who directed the fight unitl all those 31 division was scattered to nothing and its members were just wandered about in the forest.

          Sudan’s Painful Road to Peace, the latest book written by a Sudanese Journalist/Writer Arop Madut Arop, is a full story about the founding and development of the Sudan People’s Liberation Movement/Army and its subsequent military campaigns (1983-2005). The SPLM/SPLA Campaigns which have now changed the political landscape of the Sudan and which may alter its political map apparently forever, were concluded with the signing of the Comprehensive Peace Agreement (CPA) between the South and the North in Kenya in January 2005. Because of SPLM’s political importance and the impact and effect it has had on regional politics in general and at the entire people of the Sudan particularly in the south, its constituency, the world at large awaits anxiously the smooth implementations of this important historical landmark agreement in spirit and letter. It is important to keep on reminding ourselves each year when we commemorate the founding and development of the SPLM/SPLA. This demand that during the celebrations we must throw some highlights on the Movement not only as reminder for the veterans who made this history but for the younger generations who will inherit this land mark episode. It will also refresh the memories of the generations who have fought, sacrificing so much in order for their people to enjoy the fruits of freedom, dignity and wellbeing like the rest of the civilized people worldwide. For the benefits of the readers of The New Sudan Vision on this historical day, we hereby give you some of these highlights below:
          Background to the Bor Uprising
          Before we talk about the founding and the development of the SPLM/SPLA, it is very instructive and important to give some highlights about the politics that led to the start of the second war. Indeed, the politics that preceded the SPLA war in 1983 were that of dismantling of the Addis Ababa Agreement by the May Regime and attempts being made by the people of the Southern Sudan to maintain it (1972-1982). The struggle between the May Regime and the regional government unfortunately led to widespread discontent throughout the Southern Sudan. This discontent soon led to the formation of many underground insurrections each mobilising the people of the South Sudan for the resumption of the war of liberating their region, a liberation struggle brought to a halt by the May Regime in 1972, when the south was given portions that fell from the high tables of the northern political elite which they euphemistically called regional self rules. Basically, some of the main effective underground cells were, the National Action Movement (NAM) led by veteran politicians, Joseph Oduho, Akuot Atem de Mayen; Benjamin Bol Akok and Samuel Gai Tut just to mention a few. There was also the Movement for the Total Liberation of Southern Sudan, headed by students movement mainly in Equatoria and SOSSA student organisation based in Egypt. The most important and effective rebel cell was the Anya Nya Absorbed Forces Underground Movement that had notoriously been active through the ten years of peace in the Southern Region. This underground cell was born and bred by veteran Anya Nya Absorbed Forces who were opposed to the Addis Ababa Agreement. Some of these officers who were initially opposed to the Addis Ababa Agreement right from the start and who were mainly from Bahr al Ghazal Region, were located in Bussere (Camp some 12 miles South of Wau Town). Though the leader of this underground cell was Colonel Emmanuel Abuur Nhial, the brain behind it was three officers: Captain John Garang de Mabior, Lt. Colonel Stephen Madut Baak, Lt Colonel Joseph Kuol Amoum, Lt Colonel Deng Aluk and Major Albino Akol Akol. This movement did also have membership in Upper Nile and Equatoria.
          When the plot was discovered that this group may wreck the peace agreement and return the country back to war, both the regional and national authorities acted immediately. Colonel Abuur was promoted to Brigadier and posted to Wau as second in command to a northern Commander in order to keep him away from Bussere Camp. Captain John Garang whom the authorities feared most being a University graduate was promoted to major and transferred away from Bussere to Bor as commander of the absorbed Forces there. He was later transferred to the North and in order to keep him away from the Sudan, John Garang was given scholarship after another for the next ten years.
          As for Stephen Madut Baak, another notorious officer who was totally opposed to the Agreement, he was transferred to Jebeit in Port Sudan as trainer officer of Non Commissioned Officers (NCOs). The rest of the most senior Anya Nya officers, among them Andrew Makur Thou, Joseph Kuol Amuom, Albino Akol Akol, Alison Manani Magaya and Habakuk Soro while keeping them under security surveillance were given higher positions in the government each time they show signs of rebellion.
          In effort to rid them from the army where they pose threat to the peace agreement the Anya Nya most senior officers were later on put in the interim Government of General Rassass in 1981. Many of them were either given early retirement from the army or given constitutional post after another and always away from the south where they may have some influence on the deteriorating security situation triggered by the May Regime’ policies of dismantling the Addis Ababa Agreement.
          The May Regime having effectively got rid of the Anya Nya senior officers in the army it was natural that the next move was to transfer the remaining Anya Nya officers and men of Battalions 110,111,104,105,116 and 117 away from the south and scattered them all over the northern Sudan were they would only be individuals. But even this attempt to nib the underground revolution in the bud didn’t stem out the underground cells completely. On the contrary the movement was taken over by junior officers among them Francis Ngor Makiech and Salva Kiir Mayardit, Abdalla Chuol and Chagai Atem. Such was the political and security hostile environments in the Southern Sudan when the actual leader of the Anya Nya Absorbed Forces Revolutionary Movement, Colonel John Garang de Mabior returned to the country from USA in 1981. The authorities, aware of imminent danger John Garang presence in the south would contribute to the discontentment prevailing in the south resulting from the May Regime scorched earth policies, Colonel Garang was posted to the Army General Head Quarters in Khartoum. This positing was a blessing for Garang as it enabled him to reorganize the underground revolution discreetly by remote control.
          In February 1982, it was decided that the Revolution should be launched on August 18th, the date on which the first uprising took place in Torit in 1955. But discovering that the plot was discovered by the authorities and that the potential rebellious battalions were earmarked for transfer to the North, the Underground Revolution changed the deadline. Under the disguise that he was going on leave so as to start his agricultural farm in Jonglei Province, his home area, John Garang de Mabior moved to Bor in order to launch the revolution by proximity. Garang remained there till the Bor Uprising when he led the rebels forces to Ethiopia where he later launched the revolution..
          The Adura, Bukteng and Bilpam camps
          Following the Bor Uprising many of the leaders of various insurrections mentioned earlier started moving toward Ethiopia. The First to arrive were two of the leaders of the National Action Movement (NAM), Samuel Gai Tut and Akuot Atem de Mayen who made Bukteng Village there command post.
          On arrival on the borders with Ethiopia, the two leaders contacted Gordon Kaong Chol, the leader of the Anya Nya Two Movement at his Command Head Quarters at Bilpam. It is to be recalled that Anya Nya Two was founded in 1977 by Vincent Kuany and James Bol Alangjok, the leaders of the failed Any Nya absorbed forces uprising in Akobo in 1975.
          Gai and Akuot instead of waiting for the various rebels groups that had already started moving to Ethiopia after which they would launch one united movement apparently after reaching consensus, put a proposal that, Gordon Kaong would be the leader of the military wing and (they) Gai and Akuot would lead the political wing of the Movement about to be launched. Apparently Kaong may have been aware of the coming of John Garang group that has been in touch with him for a long time turned down the proposal. By the end of May the Ethiopian authorities have cited the Sudanese rebel Colonel John Garang de Mabior and his group and located them to a village called Adura.
          Sooner than later the news about the outbreak of war in the south attracted hundreds of thousands of Southern Sudanese who began in earnest pouring into Western Ethiopia in order to join the revolution that was being launched. These refugees went to one of the three refugee main camps according to their choices.
          The three main camps were Bilpam under Gordon Kaong Chol, Bukteng under Samuel Gai Tut and Akuot Atem and Adura Camp under John Garang de Mabior, Joseph Oduho, Martin Majer Gai and others.
          It is to be noted that Gambela Region is inhabited by the people of Southern Sudanese origins, Gajaak and Gajok Nuer and the Anyuak.
          Early in June Lt Colonel Francis, Captain Salva Kiir Mayardit arrived and joined the Adura Camp. It is to be remembered that following the uprising in Bor, Ayod, Waat, Pibor, Fosalla and Akobo, Francis and Salva had attempted to take over Malakal and failing to do so left for Ethiopia where they were directed to their colleagues in the Underground revolution.
          Sometime later two leaders of the Abyei Liberation Front; Deng Alor Kuol and Chol Deng Alaak arrived. They too were directed by the Ethiopian authorities to the Adura Camp.
          The Third Group that joined the Adura Camp was the Student Revolutionary Group headed by Pagan Amum Okiech, Nyachigag Nyachiluk and Lado Lokurnyang and Oyai Deng Ajak. Finally the leaders of the battalions 105, 104 that revolted in Bor, Ayod, Pachalla, Pibor and Waat led by Kerubino Kuanyin Bol and William Nyuon Bany arrived in Ethiopia. They too joined the Adura Camp.
          The formation of the SPLM/SPLA and the leadership question??Following the arrival of hundreds of refugees, it was time for the leadership to meet and decide first the question of who would lead a united movement. This was very necessary because they should meet the Ethiopian authorities as one group in order to seek political and financial support. Importantly they would need logistics for effective launch of the Movement.
          But before various groups could meet to elect the leader of the group, Akuot Atem, after receiving reports that the Ethiopian authorities were already in contact with Colonel John Garang and suspicious that the Ethiopians may impose Garang on the refugees as the leader suggested that a government be formed before meeting the Ethiopian authorities. Despite the fact that most of the people thought that it was not yet time to do so, Akuot assuming that he had the majority of the refugees went ahead and formed his cabinet. He made himself Chairman, his friend Samuel Gai Tut Minister of Defense, Joseph Oduho Foreign Affairs; Martin Majier, Legal Affairs and Justice and John Garang Chief of Staff. In order to meet the Ethiopian authorities to enable them launch their Movement and despite sensitivities already expressed by Akuot Atem behaviour, the Sudanese met and a delegation headed by Akuot Atem de Mayen was formed and in the membership of Joseph Oduho, Colonel Dr John Garang de Mabior, Samuel Gai Tut and Captain Salva Kiir Mayadit. The meeting was then arranged in order to meet the Ethiopian Chief of Staff General Mesfin who would subsequently arrang for the group to meet Chairman Megistu Haile Mariam to sanction the launch of the Movement.
          General Mesfin asked the group to write its manifesto as a precondition of meeting Mengistu. The group came back and Chairman Akuot Atem was asked to write the position paper which he did. Akuot’s paper contained the following conditions: That the Movement was a socialist oriented Movement fighting for the total liberation of the Southern Sudan. When Akuot paper was presented to General Mesfin it was turned down. The group was told in no uncertain term that the Socialist Ethiopia would never favour the breakup of a sisterly state as stipulated in the African Unity Charter. The Group went back to the main refugee camp of Itang dumfounded and unable to comprehend what the Ethiopian wanted them to do as a precondition for soliciting support from her. The most elderly Joseph Oduho made special appeal to Colonel John Garang to write a position paper that would be acceptable to the Ethiopian authorities. Colonel Garang accepted and wrote the paper that later became the SPLM Manifesto.
          Garang paper stated that the Sudanese Movement about to be launched should fight for the creation of a socialist oriented united secular Sudan and that all the scattered rebel forces including the Anya Nya Two be grouped to gather in order to start the liberation struggle of the whole country.
          When this document was presented to Chairman Mengistu it was accepted and the Sudanese were asked to launch their Movement. Thus the name of the Movement was to be called the Sudan’s People Liberation Movement and Liberation Army SPLM/SPLA. And John Garang as the Chief of Staff for the Movement about to be launched, was asked to remain behind to in order to work out logistics requirements before the official launch was inaugurated. But when the group arrived back at Itang Refugee Camp an incident happened that upset the smooth launching of one movement and which would lead to the start of the beginning of the war as two movements instead of one.
          The incident was that, Colonel Kerubino Kuanyin Bol has just shot dead a refugee by name Marial Alek, allegedly for insubordination and impudence to his most senior commander. The death of this innocent refugee set the refugee camp ablaze and would have spread into seemingly sectional violence. On hearing of this incident in the refugee main camp, the Ethiopian Security acted fast and sent a force in order to maintain law and order there. Chairman Akuot Atem, already suspicious that the Ethiopians’ request to keep Colonel Garang behind to solicit logistics requirement told his supporters that the coming of the Ethiopian security personnel to the camp was an attempt to impose John Garang on them as an absolute leader of the new movement to be launched. As if that was what he wanted; Akuot Atem ordered his supporters to collect their belongings and moved back to the Sudan where they would launch the People’s Revolution for the liberation of the Southern Sudan there. Thus all and sundry in the Bukteng Camp and some from the Itang Camp moved to Bilpam Camp to join Gordon Kaong soldiers.
          To make things worst, Lt Colonel William Nyuon Bany who had just arrived with his forces from Ayod, attacked Bilpam and dislodged both Gordon Kaong and Akuot Atem groups from Bilpam. After some skirmishes with William Nyuon Bany forces, Gordon Kaong and his forces followed Akuot and Gai forces to Bukteng Camp inside the Sudan border. They remained there till they later launched an alternative Movement they would also call SPLM/SPLA. The rest of the Anya Nya Two and those who disagreed with Akuot Atem and Samuel Gai Tut went to Itang where they joined John Garang de Mabior Group. It was against this background that John Garang de Mabior was elected by the group that remained loyal to him in Itang in August 1983, as Chairman of SPLM and Commander in Chief of the SPLA. Immediately the following were appointed members of the top leadership of the Movement called the Politico-Military High Command:
          1. Colonel Dr John Grang de Mabior Chairman and Commander in Chief of SPLA
          2. Major Kerubino Kuanyin Bol, promoted to Lt. Colonel was appointed Deputy Chairman and Deputy Commander In Chief so as to bring him nearer to Colonel John Garang in military hierarchy.
          3. Major William Nyuon Bany was promoted to Lt. Colonel and appointed Chief of General Staff of the SPLM
          4. Captain Salva Kiir Mayardit was promoted to the rank of Major and appointed Deputy Chief of Staff for Security and military operations,
          5. Nyachigag Nyachiluk was given a military rank of Major and appointed alternate Member of Politico-Military High Command.
          It was in this light that the struggle whose manifestations were to haunt the South Sudan liberation struggle throughout the Campaigns (1983-2005) thus started as two antagonistic movements contrary to what others say it was one movement that split up into two. This was made clear by Dr John Garang in an interview with the author of the Sudan’s Painful Road to Peace in 1986 that: Our objectives was to convince the Anya Nya Two to join us. The Anya Nya Two also attempted to convince us to join them. The failure of the two groups to join together as one organisation, unfortunately led to the start of the war as two movements that brought untold sufferings and setbacks to the people of Southern Sudan they had wanted to liberate.

    Dear Southern brothers,

    I just want to thank you all for showing concern about the barbaric assult luanched on SPLA barrack near the Upper Nile region in Jonglei State. Many were happy, and thannkful to the citizens, and candidates of Jonglei State during election process for maintaining calmness, and peaceful atmosphere until election ended with out incidents of clashes.

    Jonglei State in the past two was the point of focus on tribal clashes which caused more 2000 death, which planted fear and concerns during the elections, but nothing happened. I give the citizens of Jonglei State big thank you for their understanding of democratic process.

    As recent assult on SPLA forces is concerned, I want to send my condolescence to the families of the victims of the attack allegedly have been incited, and encouraged by, "Generaal George Athor former independent rival of State Governor Kuol Manyang Juuk.

    I would also like to thank the other candidates who accepted the feat as its will lead our State to peace, freedom, unity, and democracy. If General Athor is believed to have hands or behind the attack, therefore, it is such a big mistake he has ever done in his military career to turn his fellow army, and citizens of South Sudan.

    I would not rush into judgement before I have trusted evidences that General Athor is sincerely responsible for this recent insane, and vicious military operation which left civilian death in the cross fire.

    Although there are evidencs or not, I extremely condemn this kind of act which hinder peace, and unity in the State of Jonglei. GoSS must work cooperatively with Jonglei State authorities to investigate the incident so that whoever is behind it to be bought to justice.

    Kiir must be so serious, and commading for rapid investigation so this incident does not escalate to and outburst stage. Again, and again, I condemn this kind of act that politicians are playing in the process of democracy in south Sudan, and should not be taken slightly.

    This is a serious national threat to the deomcratic process to our country. Lastly, if it is found out that George Athor is the master mind player of such attack, he must face charges for displaying rebellion act against the Governor of South Sudan. The people of South Sudan should not respect him as a hero and more for his current evelish behavior, and military operation in the cillian areas.

    I urge the people of Jonglei State to remain calm not to take it personally, but to leave the situation to be handled by the government. Government officials must take to swift action to investigate, and assess the situation immediately.

    I would love to see SPLA/M armed forces to maintain calm atmosphere, and leave the investigation to on, and be vigilance any other possible incoming attack on them. May God rest in peae the fallen citizens of Jonglei States, and SPLA soldier. May God bless South Sudan. United South Sudan must prevail. Thanks you all.

    This generals who are trying to cause chaos did not know what politic is all about.
    The should preserve themself in the army other than causeing chaos like some have just done.
    The didn’t know that democratic election involve only two thing which one person can’t go with together at time WIN OR LOSS.
    The paintfull part of democracy is when you go with ’LOSS’ which one has to tolerate until the next chance to compete.

      Personal Interest and betrayal in SPLA/M.

      Our in sudan have particular interest of runing SPLM political as their own property. It seem like when you are not closed to those Formers Garang Central Cammand.

      Those were far away in the front line; are discorn for leadership. If you are not closed friend to Pagan, Kiir, Gier,Mijak,and others you are SPLA/M. who are using other people in fire. When it come to leadership,food they are not like.

      We all fighting for the justic for everyone to join in, but if you distagree with One of Top SPLA/M. Doe not mean are not SPLA/M. Those who steer people hatred are those who running SPLA/M affairs are using SPLA/M as a tool to dominating others that you rebell. We are rebel from because of Arab humiliation in our land.

      Athor Deng Dut is a Military minded like those in SPLA/M. He need some time lobbing as a politician do. He do what SPLA/M does. He is getting betraying with in line as of us knew; he should wait and rise vioce to be heard. Some SPLM Racial personal are making South Miserable State. Law is the one that protect personal Interest.

      SPLA/M within itself are intimidating the whole south citizen who are SPLA/M all Widows,Orphan,Disable and Soldiers in SPLA/M are Mistreated. All of those former thiefs got Highest ranking in SPLA/M,Racial influent in the moment personal interest.
      Everybody has a right in SPLA/M.

      Gen. Athor Deng has a credit in SPLA/M. event if this incident happen. Those are running SPLA/M are mass murders and some minor
      murders In SPLA/M. He has a right to defence himself for the threat he is facing; even if he is not right. He can not be Murder like Akol Ayien Chol,Akuot Atem and others who where murders for jealously.

      If our people were using traditional of conviencing without greedy for leadership. We would have take over the country for some years ago. Tradition law of doing thing lost minized inner propblem and life threatening;and outrage action. If we are not looking wide and inner problem; we are so doom
      to Governed ourselves. To liberator the country you people.
