NCP & SPLM officials say close to resolving differences

December 12, 2009 (KHARTOUM) – Senior officials from the ruling National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) said that they are inching closer to resolving outstanding disputes on a package of democratic reforms bills ahead of next April’s elections and on a procedural law for the south’s referendum scheduled for January 2011.

The SPLM’s Vice president Malik Agar told reporters in Khartoum that the positions of both sides are getting closer with few details to iron out in the coming hours. Nafi Ali Nafi, the NCP’s Deputy Chairman for Partisan Affairs echoed the same call at a party’s convention with Southern youth and students.

Nafi added that disagreements over the Comprehensive Peace Agreement (CPA) is not related to the laws, borders or oil revenue but the insistence of some on forcing its ideological views when interpreting the accord to say that Sudan should be a secular state.

Two lengthy meetings between Sudanese president Omer Hassan Al-Bashir, First Vice President and SPLM chief Salva Kiir and 2nd Vice President Ali Osman failed to break the deadlock.

The Sudanese state media said that the meetings will resume on Sunday morning to continue discussions.

The relations between the two partners in the government of national unity reached a low point following protests held earlier this week that included a coalition of Northern opposition parties along with the SPLM.

The Sudanese authorities banned the protest the day before and deployed police to the streets to curb the demonstrations arresting a handful of SPLM senior figures.

The US condemned the crackdown and called on Sudan to allow peaceful freedom of expression without intimidation to allow for a conducive environment to hold the elections.

The SPLM and NCP have failed to agree on a package of democratic reforms bills ahead of next April’s elections and on a procedural law for the south’s referendum scheduled for January 2011.

Yesterday the NCP warned that they are prepared to go to war if all fails with SPLM.

“We have offered 40,000 martyrs and are prepared to offer 100,000 martyrs,” Nafi said at a rally in the Sudanese capital.

He accused the organizers of the demonstration of receiving external money with the aim of toppling the government. He said that passing the laws was not the motive for the march of this week.

Nafi warned that all the disputed laws would be passed by December 23rd even if the SPLM legislators continued its boycott of the national assembly.

    Why is NCP threatening war??????. SPLM is more than prepared for anything now adays. It’s not those olden days when SPLA had limited military hardware,training and expertise during the war, THIS IS A NEW ERA, SPLM is a modern defence force capable OF over running Khartoum head on.     So what! Let them go to hell. If war is gonna solve problems why not it did not solve this chronic conflict? The philosophy of the NCP’s Government has been clear to believe in WAR since they took power through “Battle Tanks” in damn YEAR 1989. Such philosophy proved to be a failure.

    Now they [Arrogant NCP’s Leaders] are telling ready to go to war! Why not go to hell and let the Sudanese people enjoy the rest of their agony!

    1. Financial costs to taxpayers of capital punishment is several times that of keeping someone in prison for life.
    2. It is barbaric and violates the “cruel and unusual” clause in the Bill of Rights.
    3. The endless appeals and required additional procedures clog our court system.
    4. We as a society have to move away from the “eye for an eye” revenge mentality if civilization is to advance.
    5. It sends the wrong message: why kill people who kill people to show killing is wrong.
    6. Life in prison is a worse punishment and a more effective deterrent.
    7. Other countries (especially in Sudan) would have a more favorable image of South.
    8. Some jury members are reluctant to convict if it means putting someone to death.
    9. The prisoner’s family must suffer from seeing their loved one put to death by the state, as well as going through the emotionally-draining appeals process.
    10. The possibility exists that innocent men and women may be put to death.
    11. Mentally ill patients may be put to death.
    12. It creates sympathy for the monstrous perpetrators of the crimes.
    13. It is useless in that it doesn’t bring the victim back to life. 1. The death penalty gives closure to the victim’s families who have suffered so much.
    2. It creates another form of crime deterrent.
    3. Justice is better served.
    4. Our justice system shows more sympathy for criminals than it does victims.
    5. It provides a deterrent for prisoners already serving a life sentence.
    6. SAC testing and other methods of modern crime scene science can now effectively eliminate almost all uncertainty as to a person’s guilt or innocence.
    7. Prisoner parole or escapes can give criminals another chance to kill.
    8. It contributes to the problem of overpopulation in the prison system.
    9. It gives prosecutors another bargaining chip in the plea bargain process, which is essential in cutting costs in an overcrowded court system.

    For the first time, Nafie spoke in coded language. They already have 40.000 martyrs in the South masquerading as SPLA forces. The 100.000 is a number that is representative of current SAF active service numbers concentrating in Darfur and along North South border. SPLM is in for a rude awakening unless they do something to clean up their house.

    If you have pure nyagateen as number 2s in army and party leadership, what do you expect?

    ‘if we had offered 40,000 matyrs why we wouldn’t even offer 100,000 more matyrs’!!!

    Just laughing at the assistant president sternly for it’s not reflecting anything sensible enough to scare away our objectives. We working to achieve freedom based on democratic principles by any means…So,this period of years towards approaching the end of the CPA ‘re our best moments of lives to work and convince your government more politically on our interests.

    However,should you still go by the ‘taliban’ regime,we won’t accept your ill- principles !
    To the best of my recollection,the war will be fought in Khartoum this time….it’s not gonna be based in Junub.Also,be rest assured that..you need to make more cushion to absorbed missiles this time.We fully prepared to destroy your regimes that’s against the interests of South Sudanese and rest of the marginalised people in Sudan.

    Nafi said “… but insistence of some on forcing its ideological views when interpreting the accord to say that Sudan should be a secular state.” Well, with this statement Nafi has conceded that Sudan cannot be a secular state under the current Islamic regime effectively endorsing the option of separation for the South because Southerners cannot live under Sharia Law in the Sudan.

    Look at that funny picture of Kiir, Turabi and Al-Mahdi.

    Is Kiir close to wearing Islamic white dress or what? Look at him, they have dressed him in white clothes to match their jalabia in Khartoum. It is a matter of taking off that black hat on Kiir’s head and putting on the white islamic calf, and that will be it. I think that is reserved as the next step.

    Again, the article talks of presidency meeting of Beshir, Kiir and Taha but the picture tells a different story of Kiir, Turabi and Al-Mahdi. Have the guys in opposition taken over the role of presidency, or what? Wow! What a safe politics!!!

    and Malik Agar?

    Effectively from 2005 when SPLM party organised its
    positions,i never know who is the excually v.chairman of the SPLM party.

    I do not think the threat of war will help any body. We fought for 25 years but we can still fight for 100 years if that what freedom requires. The devil Nafi will not stand on our way, we will remove him by all means. We have offered 2.5 millions heros and we are ready to offer 5 millions more if need be.

Tell me, we are ready to answer any challenge coming from you in the moment because, we are not SPLM/A of Anya-nya One. we wanrned you before you warn us? also when u arrested 3 people there in Khartoum from us, we will arrest 30 people here in Southern.
    We don’t have any problem with public prosecutor, and Islamic Religious let them continue with their prayers but you respect black land.

    To sit between the owls is braveness if you can see in the eyes of both Sadiq and Turabi. Turabi turned his eyes away from Salva Kiir as if he is not interested, but he is full of political laughing and as well as Owl Sadiq. Sadiq is just staring downward with bullying.
    Sudan can’t be comfortable while these Owls are there. They are there to play game over politic instead,nothing else they can do as a good thing that can bring peace in Sudan. Both always think of daster.
    But this time Southerners, keep your eyes close and make no mistake to leave these Owls to play their political game over us again.
