Kiir directs to not hinder freedom of political parties in South Sudan

November 24, 2009 (JUBA) — The First Vice President of the Republic of Sudan and a President of the semi autonomous region of Southern Sudan, General Salva Kiir, has issued a presidential directive instructing ten southern state governors to allow political parties to conduct their political activities freely without interference.

The presidential order ahead of the general election next April and after accusations from opposition political parties that their activities are regularly interfered by the local authorities who are generally affiliated to the ruling Sudan People’s Liberation Movement (SPLM).

In a letter addressed to the governors of all the tens southern Sudan states, Luka Biong Monoja, GOSS minister of cabinet affairs requested the governors to cooperate "with all the southern political parties and not to hinder their work."

The letter of November 9 seen by Sudan Tribune, further makes clear exception for the SPLM-DC, a dissident political party founded last June by the former foreign minister Lam Akol.

"Except the so called SPLM-DC", says the directive.

Speaking to Sudan Tribune on Tuesday, Dr. Luka Biong said President Kiir has issued an order instructing state governors to ensure that nobody interrupts political activities of the other southern political parties.

"The president decision shows that SPLM still respects and commits to its principles contained in the constitution," he said.

The minister also stated that the presidential order "will serve as reminder because state governors are already familiar with the history of the SPLM."

The continuous claims and unfounded allegations about SPLM being involved in arresting and detaining members and supporters of the other political parties have no proofs, he further said reiterating that most of the cases often claimed to be political are criminal cases.

However, Luka declined to comment on a question related to the letter where he indicates to governors that the presidential directive does not include the SPLM-DC.

The SPLM-DC accused the southern Sudan ruling party of obstructing its political activities, intimidating and arresting its members and supporters in southern Sudan particularly in Wau and Yambio where some of them are still being held without charges and fair trails.

Further Mr. Tong Lual Ayat the leader of the newly formed United Democratic Party had been arrested for more than a month in northern Bahr el Ghazal State without charges. He had been arrested after launching political activities of his party.

This is why I don’t stick SPLA-DC poster on my car because of such threats. Keep barking with some of your street parties in South but DC will make the change happen right here in Juba, everyone is ready to support DC just people fear the insecurity of your corrupt government. Visionless SPLA is one step to its destination, soon your gang members of SPLA will surrender themselves to DC..

    Excellence article.

The DC should and must not do activities in the South.
Let him perform his activities in Khartoum because that is Lam favorite place for politics.

The others Southern political Parties must coperate with SPLM otherwise they will not be permitted to make their political compaign in the South.

I agree, most Governors knows the History of SPLM.
They will performs their dities effectively.

That is fine. But, why not allowing all parties to operate in the South? Why there was/is an exception of the SPLM-DC? Why ruling out NCP, CP, Umma etc. Why SPLM is freely operating in the North? Why SPLM is behaving in an immoral way with its partner, NCP, to implement the CPA - the hope of South Soudan?

The question remains, are the governors and the SPLA Terrorizing Lords are ready to obey the decree?. I hope so.

SPLM Must be revolutionized. It must change to lead the future South with the participation of all. No one should be singled out, if the new South is to be peaceful, prosperous and a land of development and human rights.

I sincerely hope that things may improve on the ground. Decrease without goodwill and sincere implementations worth nothing but generating more division and disputes.

      Mr Adam,

Dr Lam Akol is a Southerner and his party is not a south party. It’s north party. This was a very SMART SECRETED PLANNING from NCP to create Dr Lam’s party in order to disintegrate Southerners during 2011 election and to bring misunderstanding among Southerners. This is a very SMART PLANNING. This is a very SMART PLANNING that many blinded Southerners will unknowingly follow. SPLA-DC is more than a tool against south’s independence.
I agree that SPLA-DC MUST not operate in south. Also I don’t support south to have more than one part at this time because we are still fighting north. I prefer Southerners to unite under one umbrella no matter what indifferences we have.

Kiir had made my day through his bright comment of today, Thank you Kiir.

Matter of fact, there are silly not silly but stupid animals who want to force people to the registration without explanation.

Some people who are from the tribe I don’t want to mention here are even annoit for other tribes in SouthSudan that they accuse them of refusing to register. Guys this is election year, and election means people have to choose whoever they want to vote for, otherwise, there could be no election if freedom of choice to the candidates is not observed.

I want to advice those who are angry because one or two or even many tribes don’t support your candidate to calm down or continue to be in everlasting sorrow as you want but the truth of the election will remain the same. No body will be intimidate by your anger or the way you think. If I don’t want to register, I don’t want to register and that is my choice period and you don’t have anything to do about it bro.

Now Kiir comment is highly welcome and it may help him if others don’t continue to harm him as they do in term of their own benefit.

I love your statement Kiir, if you continue to be frank, I will divide my family between you and other candidates.

    God bless

I think it is not right and unacceptable to allow all Southern Sudan parties accept SPLM-DC. SPLM-DC is also Southern Sudan Party legally and has right legally to run its activities like others and like SPLM. What Kiir is doing know against SPLM-DC will accepted by people of Southern Sudan. And Hi is doing this because people of southern Sudan now began to accept DC than SPLM. Kiir have no right for this.

And kiir knows that SPLM-DC will win the coming election.

Bravo Mr. President that is the real democratic transformation that the Country is yearning for. This is enshrined in the SPLM vision and constitution. Southern Political Parties are free to operate in Southern Sudan and that is a good step in the right direction. The question to be answered by these parties in question is the alliance they have formed with the so-called SPLM -DC in which they elected Dr. Lam to stand for Presidency of South Sudan. SPLM-DC is not working for the interest of the marginalised people of Southern Sudan because it is being financially funded by the NCP and Arab League so as to sabotage the destiny of Southerners and that is independence at referendum. Therefore, these Southern Political Parties should immediately dissolve their alliance with the SPLM-DC because they have been given conducive political climate by the SPLM. If you stand together through thick and thin with the other Northern Political Parties such as Umma Party, PCP etc then you can change Sudan forever and get rid of the Islamic fundamentalist of NCP led by a war criminal Omer Bashir wanted by the ICC. if This happens the history of the NCP will go into dustbin and Bashir would languish in the cell at the Hague and Sudan will prosper and our forseeable independence of South Sudan will be amicable and would live side by side with our Northern neighbors. Our independence is ultimate and we warn any one tempering with the people ’s destiny that God will punish you and we won’t for give you and we shall fight to the last man to achieve our destiny.

My dog here we are talking about the letter for Southern Sudan Parties to operate their activities in Southern Sudan, but if you mean that SPLM-DC is Shilluk then you are real dog. SPLM-DC is a popular party and if you have problem with Chollo kingdom you don’t push SPLM-DC, you jus come with what you have and then fight, your mother will cry for ever.

There are people of high definition whose P.H.s where not purchased from Kisumu-Kenya but London, and are 100 percent better off than you, and fit to be Joshuas of Southern Sudan and can lead the people of southern sudan to the promise land. you better Lay off your tools and give chance to literate Southerners!

This is the man who betrayed and continues to betray the people of South Sudan. 2010 is in fact a pay back time, the masses wil shun Mr. Akol and His shameful political aspirations will come to a dead end.

On behalf of SPLM-DC, Lam Akol is the lion without teeth to SPLM so no need of fearing him since he is a man of himself not community call South Sudan.

It is now high time to shame the SPLM nationally and internationally on its violation of the CPA, Interim Constitution and Liberal Democratic Principles with the 9/11/2009 letter directing the 10 Southern States not to allow the unbeatable SPLM-DC from political activities in the South. How comes the SPLM is shamelessly meddling into the business of other registered political parties in the country? Where is the Council of Sudan Political Parties and National Elections Commission? They should warn the incompetent and dictatorial leadership of the SPLM to respect themselves and the credibility of this historic movement. Let Salva Kiir and his cronies go back to military barracks if they are unable to adopt to civilian politics of multi-party democracy in the Sudan.

The Party for Lam Akol Ajawin is same as the National Congress Party and I don’t think there is a need for him to hope in Southern Sudan leadership rather than trying to take part in National Congress Party. If we let Lam Akol to competeting with SPLA general Oyai Deng Ajak and the SPLM Secretary general Pagan Amum in their own Shilluk Community I would assure you that, Lam Akol Ajawin will fail in his Shilluk Community how come you support some body movable man.? Lam Akol he think he is PhD holder unfortunately, many people in Southern Sudan view him as same like Secondary School and even High School Student is better than Lam Akol Ajawin.

Lam Akol’s mind is very narrow and I can not even Imagine or comparing with some politicians in the world, he like to move from government to government like that, which mean he is just a person of interest only and he can not and will not lead any one even he can not lead his own Shilluk Tribe leave about Southern Sudan president. I am glad that, SPLM Party block him a way, he is same type of Omar al Bashire’s agenda in the Sudan and the SPLM Party must not allowing him to come to Southern Sudan to make his Idiot mobiziation we are fad up of such politicians in Southern Sudan for many years and their times with Omar al Bashire are coming to end in this short time.
