Sudan president says Abyei referendum to include all tribes


July 23, 2009 (KHARTOUM) — The Sudanese president Omer Hassan Al-Bashir today declared his party’s acceptance of the ruling on Abyei borders rendered yesterday by an arbitration court on the Hague.

Al-Bashir addressing Arab tribe Misseriya representatives in the Sudanese capital said that the tribunal decision is binding because it is a step to bypass war.

The Sudanese head of state hailed the role of the Misseriya tribesmen in "protecting the homeland" referring to the civil war years when they helped fight Sudan People Liberation Army (SPLA).

The Permanent Court of Arbitration (PCA) Abyei’s award confirmed that the boundary of the nine Ngok Dinka chiefdoms transferred to Kordofan in 1905 are part of southern Sudan based on tribal understanding of the Abyei Boundary Commission (ABC) panel of experts.

It also said that their eastern boundary in 1905 does not extend to line of Upper Nile border and attributed the oil rich area of eastern Abyei to northern Sudan.

The borders of Abyei are particularly important to southerners because Abyei residents have been promised a referendum on whether to join southern Sudan in January 2011, under the terms of the peace deal.

On the same day, south Sudan as a whole is also due to vote on whether to split off as a separate country.

Al-Bashir said that all Misseriya Abyei residents would have the right to vote in the referendum even where the land was awarded to Dinka Ngok.

He also promised the Arab tribe development and to reap the benefits of the oil fields with services to their areas.

Sudanese state media quoted Misseriya leaders as expressing satisfaction over the ruling.

However, Hamdan Ahmed Ali, a Misseriya tribe member calling himself "The Emir of the Mujahedeen" told the London based Al-Sharq Al-Awsat newspaper that most of the tribe reject the ruling.

Ali said that his tribe does not care about the oil as much as they care about the land.

"Oil means nothing to us and it cannot be a substitute to the pastures, water and the land owned by our brothers among the Dinka Ngok" he said.

Ali blasted the ruling National Congress Party (NCP) accusing the latter of betraying them for the sake of oil.

However, he ruled out any return to war or bearing arms against any party but cautioned that they will choose joining the South in the 2011 Abyei referendum.

    Mr. President,

    You are deadly wrong; Misseriya will have no single vote in the Referendum there, especially after Arbitration ruling in which the land of Abyei now is exclusively 100% for Dinka Ngok.

    We dare you to try it!!!

    The SPLM/GOSS must not take lightly; they have to make everything possible to counterbalance this serious statement...

    I do not know how that will work that the so-called Arab tribes will vote in Abyei referrundum? They can’t vote in the Areas of Dinka Ngok. Do we need another arbitration for that. Even your own dogs will tell you that it will not work. You got the oil free of charge thanks to the blind arbitrators. Sir, we’re done with you for good.

      International community have done it exactly to my expectation,nobody is laughing too much nor too sad but see it clearly misseriya are the victim coming up refferedum 2011 when south become an indefendant state. Claiming back Abeyi land of Ngok Dinka with it people to south sudan is a victory itself despite of lost of oil to north side,that oil is comparison with Pibor oil field of jonglei state leave alone many states in south where oil have been founded. Ngok are to vote for themself according to cpa documentary and if the join south no doubt that misseriya are left with foot and mouth disease for cows and nose bleeding for humans because of water. please Goss becarefull.

      Dear Commentors and fellow Southerners.

      We are African for Sudan and Sudan by its name and nature is quoted in history as land of the black people, being our land in other quotes.

      Arabs came as traders and were accepted by us as inhabitants of this Country they have fought for colonialism like us as members of this state, the boundary demarcation of 1-1-1956 give them rights to own the Northern parts of Sudan, but with dominion nature of ruling the country the best after colonialism the marginalises us in our own land.

      This is why we are still addressing to resolve the issue of Abyei with the solution of the PCA ruling. If we can talk of Misseriya, these people are not originally Arabs, they are black African Sudanese, but were tamed to be Arabs by the real Arabs, Part of Abyei which they had inhabitate now belongs to them as their land by the court ruling, but we have accessed and acquired the right to own our people ’’ Ngok descendants of the father Padaang’’ of which actually real arabs cann,t claims.

      Ngok and Misserya have shared Abyei for long time as African, the Ngok welcomed them for pastures and water, these people have interclan marriages, with this i can agree with the President Bashir that they have the right to vote in Referendum in 2011, you quote what their leader has said here, they they have an inspiration that they are African and can live together with the Democratic South Sudan after 2011.

      Remember their land was not even developed by the dominant Government in Khartoum just like our land, they were marginalised like us, but they never recognise and now are trying to get to knowing that, the fact that they are Moslem can not totally change their nature of Africanism, just like we have the Jinubin Moslem in Khartoum and Juba.

      So Mr. Kur and fellow Commentors of Sudantribune, iam trying to highlight you more about this.

      SPLM leadership,

      congretulation for bringing Abyei lands and its people back to South Sudan.I have another issue here, You have remain with two borders to claim, 1. the South Sudan border with the Ugandan is Gulu according to the history, 2.the next border with the Ethiopian is Yitang or Gumbella.

      I believe if the Goss sucessfully claim all the above mentioed borders with their people , it would decrease the chances of people like Acholi, Madi,Kakwa and Anyuak ranning to Uganda and Ethiopia at the time of war respectively. According to the data collections from all the comments posted to sudantribune website, it showed that most of the people who are wagging for war are people from the above named borders, Simply because they have somewhere to run during the war but others like myself have nowhere to go at the time of war.the data was based on the recognitions of names and others.

      Let the Goss or the SPLM claim those borders soon before 2011. Leave alone the oil field in Abyei area, we have a plenty of oil all over southern sudna vast areas, even in my own village, we have a deep sea of oil under ground. War is bad, I don’t like it.God bless s. Sudan

        The disputed area of Abyei, particularly the oil rich Heglig of Abyei, is something very important to us to have then your Uganda and Ethiopia lands you are claiming. We are not in the South to waste and bleed our blood for those gone lands whatsoever. Are you trying to talk us into Gambella and Itang area? I bet you haven’t live in any of that area to know much about those people. If you did, then sorry we don’t have and left guts to claimed those lands back. Any can join them individually if they say they don’t want to live with their compatriot Ethiopians. We don’t need more criminals and problems to come and have with these people, enough with those we had now. I thought you should have too, Chol! Those people haven’t been so nice to us when we were in the Ethiopia than their government is and the other Ethiopians tribes. If they want to fight their government in order to joined Southern Sudan, then it’s upto their bleeding course but we not going to fight back their land to them. Bad luck for them anyway.

    Iam warning Abyie people about the words that was said by Missriya tribe or their leader Emir of the Mujahedeen, that they may choose to vote to be with Abyie people. Please,Abyei nation let us be honst to each other,if Misseriya people are going to vote for staying with you,it means there is secrets you are hiding from people of South Sudan. First, Missseriya took your land with oil in it,but what they still want is the land for their cattles or cow,goat and cameles to eat and also in the future they are going to claim for that land again,it sound like imposibal but not. We want to hear from Abyei people before 2011 because Arbe are going to use oil money to buy some of you.Please we do not want stupid ideas again.

    it too little too late to give misserable misseriya false hope about the year 2011 referendum.
    the ruling court has pointed out the nine DINKA NGOK chiefdom boundaries which were transfered to south kordofan in 1905, therefore, under article 8.2 of CPA doesnot give
    msisserable misseriya a chance. the abeyi now is belong to ngok dinka and they are the the resident of the ABEYI. only what the GOSS need is to tell the misserable misseriya to leave the abeyi to the NGOK DINKA.
    from 22/July 2009, the residents of Abeyi will be Ngok. therefore, if they are the residents, then there will be no misserable misseriya who will vote on the referendum day.

    8.2 The residents of Abyei shall cast a separate ballot. The proposition voted on in the separate ballot shall present residents of Abyei with the following choices; irrespective of the results of the Southern referendum:

    a. That Abyei retain its special administrative status in the north;
    b. That Abyei be part of Bahr el Ghazal.

      No for Messeriya In new Sudan:

      Messyria should know that the reason for separation of south is because we don’t agree with northerners and not land. We will not accept single messyria in the south for what ever good reasons they have. Messyria people shouldn’t waste their time to vote in referundom. If they want to join south they have to apologize, bring back children and properties they looted from the south during the war time. The only thing south may accept is having good relationship with north if the north agree with that in practical form.

        The above name is claiming that, the Land was important for them. Did Misseirya Tribe carry Land from Middle Eas to Africa? if not then,try to go back and claim your Land there in the Middle East otherwise wait Sudan maybe divided in to three small countries like Siberia in Europe this is not joke. Again Sudan is not going to be same any more keep in your mind.

        Well, I will tell you MR, Ali of Misseriya Tribe, the whole Sudan country was belong to Black Native African Tribes and if you guys have been forgotten your history at the time your grand grands parents arrived in Africa then, you need to go back and ask your Arab politicans why Arab as your Tribe came to Africa? Probably, the answer you will get is same like what I can tell here, all Arab being a settle in Africa continent came for Trade only.

        According to Arab Africa history,I know MR, Ali of Misseriya Tribe will not listen to me, but it is obvious that all Arab immigrants came to Africa continent just only to make theirs Business that is the definition. However, I do blame our grands parents for accepted such people who never feel sorry for they did to human.Basically, I am fully understand that, you know for being a honest people some time mean lose simply, because Africa were very honest at that time to wecome Arab Immigrants to shared thier Land with them they thought these in Sudan will lived with them peaceful unfortunately, Omar Hassan al Bashir turned be killer against almost all African Tribes in the Sudan. We are not happy about the oil areas that have been giving to Northern Sudan because you were came as Immigrants while you found that,there Ngok Dinka native in there already and so don’t tell us that, your Tribe are not happy about the result from the ruling court we are they one who apparently, still have doubtable from the court ruling. The word for Abyei mean Tree but different type of Tree and they Dinkas used to eat fruits on its even now a day in the Dinka areas, but the real question here, how do you claim Abyei Land when the Abyeians native are very title to that name? Keep in mind that, we are going to talk about many more places including Khartoum is another Dinka word mean the meet direction but when your grand parents came in 60 years ago, the change pronoun and they rename it that sound like this Khartooum. Today on they Sudanese African Tribes are very much have understood fully what this man Omar Hassan al Bashir did to them and we are going to talk about others things that, Sudan led by your Northern Sudan’s government own while you guys does know exactly that Native are indeed need theirs properties back.

        MR, Ali of Misseriya Tribe, you can not be upset for the Land that you didn’t bring with you. You guys never carry Land from Middle East to Africa you should be a shameful for claiming native Land. Eventually, all Africans in the Africa continent are now surprise, they begin now to study what lesson Omar Hassan al Bashir did to they Sudanese Black African Tribes and I think the rest Arab Africa will also blame Omar Hassan al Bashir for being a genocidairs leader in the Sudan. In fact there is no doubt that, Omar al Bashir had tried his best to get ride with none Arab even though some African Tribes were already shared same Islamic Region with you guys, Omar Hassan al Bashir seem to single out because they are odd to be consider believers in any way.       Bashir needs the Bagarra (Ummr) to take another land so that Bashir can get other oil field like he did in Heglig;however,he should not be excited about the Heglig ruling.Panaruu will file another court case for its land (Heglig).Even if Panaruu does not have a good leader to represent them in both sides,Panaruu will act alone.

Let us take this seriously because of the fact that he’s planning to rig the Abyei’ refrendum result.If we allow Messeriya to participate in Abyei referendum, the NCP will import all sorts of fake Messeriyas (Arabs form Eqgypt, Talibans from Afghanistan etc) to posture as Abyie inhabitants inorder to increase the number and votes for those who will vote infavour of joining the north.

    There is no doubt that the PCA has ruled in the favour of the North rather than the South Sudan. The North has been awarded the areas they were not expected before the decisions were announced. Mr. Bashir if you consider the PCA has binding document than you should not deceit Misseriya leaders that all people in Abyei will vote for referendum in 2011. This will never happen again when the Abyei boundaries are demarcated based on the PCA ruled. Only those people living within the Abyei boundaries will have the right to have their voice during the referendum in 2011, but the excluded areas of the Abyei will not participate in the referendum.

    Mr. President, you are now looking for the way to deceit people of Abyei by allowing Misseriya to participating in the referendum. This deceiving tactic will not function because you are going to register all the nomad Arab tribes as resident of Abyei, to outnumber the Dinka Ngok in the Abyei in order to say that Dinka Ngok have chose to be the part of the North Sudan. This planning will never work and should never be accepted during the referendum period.

    Also, it has been indicated that Hamdan Ahmed Ali, a member of Misseriya tribe said that most Misseriya people are rejecting the PCA ruling. This is not really true because the Misseriya people and the Northerners are celebrating the PCA decision as the northern representative call the PCA ruling as “victory”. Mr. Ali if most Misseriya are rejecting the PCA ruling than why they did not support ABC decision that including the areas that are now excluded as part of Abyei in the first place. Mr. Ali, you should assure Misseriya to celebrate today, but tomorrow will be different if the people of Abyei chose not to be part of Northern Sudan. If they chose to be the part of South Sudan than Abyei will not be under the control of North Sudan, but under the authority of South Sudan if South Sudan separate from North Sudan. If South Sudan separate as I expect, than there will be limitation regarding roaming and grazing areas of your nomad tribes, because Abyei will be in different jurisdiction and the rules of different jurisdiction will be different with that of Northern Sudan.

    I hope the stupid guy will hear the concern of the SPLA/SPLM. It was since in 1990 the aim of rebel between South and North so Mr. Omar think big for absent minded with guys.

    Omar must be playing with fire, you must be very careful with your comments this time.
    The declaration of Misseriya participation in Abyei upcoming referendum is ablundent lie and provocative.

    Abyei belong Dinka Ngok and the Hague Court had clearly stated that Ngok of Abyei will decide through separate referendum.

    Don’t you think that South can execute Rome arrest warrant orders? If Bashiir violate court of arbitration decision then we (Southerners) have right to captured the dictator and surrender him peacefully .

    Abyei mean Africa to us, you must be commenting wisely incase not to spark any further atrocities.

    SPLA is keenly watching every step you made.

We are tired of your change of color. You decieved our grand grand parent and the whole world being Arab as it been indicated when we have problem, you ran to the middle east not south Africa, Tanzania, or any inland African countries. Shame on you people.

      Back to the decision of Abyei Arbitration Tribunal Court, It was a done deal and if you clown from Messirya never got it, go to Khartoum and ask Al Bashir what was exactly said. I have the piece of AAT document in my hand and you should not be fabricating any line in that document to us. In it final, It says " 1) the provincial boundaries between Bahr el Gahazal and Kordofan in 1905 were uncertain; 2) there was very limited administration by the condominium offficials in the area in 1905; 3)the condominium officials had limited knowledge of the extent of territory used and occupied by the Ngok Dinka ( not Messirya); 4) The transfer was effectuated to pacify the area and to protect the Ngok Dinka from raids by the Humr". So, if this document was not translated in Arab, you have to ask Al Bashir and read the wording by yourself. The north Sudan is in jeopardy even after we fully annexed from you in 2011, We will not leave you alone. It will not gonna happen. We will drag you and drag you until you accept to annex yourselve to either Egypt, Libya or fully immigrate to Saudi Arabia. Africans are tired of you folks. Did you see what are you doing to the Darfurian in western Sudan, another future country or they will demand their freedom and joint their brothers in the south and than the Nubian and so on. Long story is it?

      However, last month, did you remember when the President of the free World Barack Obama went to Middle east to deliever his speech to Arab World. What country was it and what continent? It was Egypt, The new middle east. The Africa people will always be careful with those blood suckers. They are not African, we need to be wise to those brutal creature who have drain Africa for long time since barter trade. Ali, and your Messirya tribemen, you have exarbated your chance with people of south and particularily the Ngok Dinka. You decieve yourselves base on wrong fabrication and unfound claim and took the land owners to the world court to present the bogus claim. Shame on you Messirya to claim that you will vote in 2011 to be the part of south sudan. Hell no, we will not allow you and never be fool by your trenches ploy for years. It has just ended and say thank lord for giving me this oil that we never dream of. But the problem is til when will the oil be with Khartoum? After the referandum, there will be no the Government of Sudan or the Government of National Unity. You see the dynamic, and the oil area is too complicated to cheer on it. Messirya, you have been manipulated by your Master in Khartoum for years and if you buy into voting for the referandum in 2011, you are doom of roaming charges for the pastures and water.         Almost all of you disagreed with Mr. president’s statement regarding Abyei residents’s voting during its referendum. Don’t forget that there are other tribes within Abyei area a part from those oil fields. As such, those Baggara tribes especially the Misseriya will vote for Abyei referendum as far as the residency concerned.

        Of course, the arabized Nubian govt/NIF will try its best to make sure that the whole Abyei area which was sold out to Baggara tribes by Deng Majok just for his family benefits in 1905 be part of North by the year 2011.

        No blaming since most of you are lack of understanding about the advantages/disadvantages of residency/citizen of the land. Therefore, don’t be surprise after the News air out that Abyei citizens voted to remain in the union rather than joining their kins in the South as you blindly hoping for since than.

        The tough question/issue you guys can deal with should be; how long will Abyei keep South hostage? How the GoSS can prevent Mr. Omar’s govt not to bring more arabized Nubians to Abyei area in ordet for them to overnumer Dinka Ngok of Abyei?

      Mr Adam.If only one Rashaida are arabs in Sudan,why does Islam & Arabs inspired u to descriminate & fights your own bloods (African from Darfur & S.Sudan)?.As long extremism is on the rise African communities will continue to have their own seperate states within Sudan where the can be rule as a citizens but not as a victims like it had been ever since .
