Dissent seen in Sudan ruling coalition over aid expulsion


March 10, 2009 (WASHINGTON) — First Vice President Salva Kiir Mayardit and other senior government figures, including some in the National Congress Party (NCP), object to the expulsion of 13 aid groups from Sudan, said an official belonging to the Sudan People’s Liberation Movement (SPLM).

Last week government security forces implemented a decision to kick out 13 aid groups whose services benefited 4.7 million people in Darfur alone, according to the United Nations. The NGOs were accused of working secretly to defame Sudan by passing information to the International Criminal Court (ICC).

"The First Vice President of the Republic, who is the Chairman of the SPLM and President of South Sudan, he is not consulted; the Minister of Foreign Affairs who is SPLM is not consulted; the Minister of Humanitarian Affairs who is SPLM is not consulted; and even the top leadership of the National Congress Party, some of them are having different views of this," said Ezekiel Lol Gatkuoth, the Head of Mission to the United States for the Government of Southern Sudan.

Gatkuoth suggested that spy chief Salah Gosh is responsible for the decision, saying that it was the security force that convinced President Al-Bashir to order the expulsion and that the matter was not open for discussion at a council of ministers held last week on Thursday. SPLM members were silent at the high-level session, he noted.

Neither the cabinet-level minister of humanitarian affairs Harun Lual, who is SPLM, nor the state minister of humanitarian affairs Ahmed Haroun, who is a wanted war crimes suspect, were consulted on the matter, he disclosed. Haroun has been excluded from ongoing discussions with UN humanitarian aid officials because of the International Criminal Court arrest warrant against him for his alleged role in atrocities in Darfur.

"The SPLM is strongly condemning this unilateral decision by the NCP for expelling the NGOs from the region of Darfur and the three areas, which are Southern Blue Nile, Southern Kordofan and Abyei," said the official, highlighting that the decision also affects aid operations in these three areas of special constitutional status.

Likewise, according to UN Emergency Relief Coordinator John Holmes, who spoke in New York on Monday, it was unclear whether the aid efforts would be allowed to continue in these areas.

An SPLM crisis management team headed by Deputy Secretary General Yasser Arman and Foreign Minister Deng Alor and others is in the capital to support a reversal of the decision. Under the laws governing the aid organizations, the ousted groups are allowed a 30-day appeal process, which is being vigorously undertaken by the aid groups.

Despite these efforts, Foreign Affairs Undersecretary Mutrif Siddig has declared that the move against the aid groups is irreversible.

But Gatkuoth, who also represents the SPLM party in the United States, stressed that "we are challenging this, we are telling them they should reverse this, because there are no linkages between expelling NGOs and what happened in The Hague by the ICC. This is a wrong decision that has been taken, and a decision like this, in accordance with the CPA agreement, should actually be done based on the consensus of the First Vice President of the Republic of Sudan."

He also reiterated the offer made by First Vice President Kiir that the aid groups could relocate their headquarters to Juba as a temporary arrangement. But he acknowledged that this move would not make it much easier for them to operate in Darfur.

The council of ministers held another meeting today.

    SPLM is pushing for a war with National Cogress Party which is not in the interest of Southern Sudan. Shut fuck up SPLM people.

    Let the Western world deal with Bashir alone in the north. NGOs in southern Sudan have not been kick out. Don’t make a mistake that southern Sudanese will have to pay for.

    If SPLM is talking as a party, don’t mention southern Sudan. Go to Khartoum and raise your voice there as a national party. Don’t talk as national party while you are in southern Sudan.

    Southern Sudanese don’t care that Bashir Kick out the NGOs in the north. You should not blame Bashir for that. Blame the ICC. They made the first move first and Bashir is only finishing the move which is just the beginning.

      Better respect that name on which you are login in as “Jesus Christ”. The name Jesus Christ doesn’t have to be misused, shame on you for misusing God’s name on this web. This name has got a meaning on Christian faith; it’s the name above all names in this world, it’s on this name that every knee will bow and every tongue will confess and proclaim that Jesus Christ is Lord. It’s the name that to be used on divine purposes rather mixing with nonsense on this web. That name Jesus Christ is so Holy and has to be respected.

          You are the one who need to go to school man, but I may suggest that Sunday school is best for you, whereby, you will be taught properly about the basis of Christian faith and of the name” Jesus Christ” and who is he?       Why are you fearing war anyway? Do you think the Khartoum government is strong to launch another civil in Sudan? I do not believe so Khartoum government will begin another civil war in this critical situation. No confrontation but the remaining war is the war of threatening through speech. Did not you read today that President has canceled his trip to Ethiopia. That is the part of his failure, and his government will never attempt to create fighting in Sudan anymore. Why you fear to die while the person you named after him was offered himself to die for the sake of the whole world. Big, a big coward, the southerners are not coward man I have never seen in my life ,but I do not know where you originated from. If the Khartoum government fights us we will fight them as usual. We will never allow killers, murders, scavengers to attack our territory.

      Guys do not even take a slighter chance to respond to such man.He might be one of the people who have no back ground on the hardship the Africans people are in, in the South and the marginalised Sudan as a whole.He has lost hope in life and he does not see any thing positive for living.It is obvious that, when some people lost hope in life, they just resort to such approaches such as wishing for all out chaos and disasters for every one so that he does not go alone, rather than seeking help from God. You can see the man denied the existence of God. He might be one of the guys who he is too alcoholic,who never even studied properly. He might be looking for jobs in Juba but failed to secure a job because he lacks basic qualifications.
      From my own analysis, he is a person who is not worth talking to if you guys happened to meet him personally.
      We in the South must understand that, when we went to the bush, we sacrificed ourselves so that many generations to come in the South will be free and live in their country as human beings. We are not doing it for ourselves who are alive today. We are still in the midth of the struggle against the enemy to get free. It can happen during our live time or not, but the struggle can continue no matter what. This cowardice tendency of saying don’t take us back to war should be discouraged completley.Even if you don’t want the war, what will we do if the enemy decid to deny us the referendum? will we surrender? never, the struggle will continue. We have fought off the fear of any body long time ago we will never be cowarded back to those dark days again. If the South defeated the enemy during those dark days, who the hell today can impose those past fears on us again?
      So do not bother to respond to some body like the man who is spoiling the name of our lord christ Jesus. It is my first time to see a Sudanese playing with the holly name of our saviour Christ Jesus even in the western world where our guys who are there adopted liberal and diverse cultures.
