Militia leader returns to Khartoum after violent standoff

February 25, 2009 (KHARTOUM) – The government-sponsored Sudan Media Center reported late today that Maj. Gen. Gabriel Tang Ginya, a southern militia leader, returned to Khartoum following clashes in Malakal town in which SPLA troops sought to capture him.

Annango Agawo, the deputy chairman of the National Congress Party in Upper Nile said Gen. Tang has been moved to Khartoum by the United Nations after a familial visit to Malakal.

But earlier in the morning the Government of Southern Sudan (GOSS) had issued a statement encouraging Sudan Armed Forces (SAF) to hand over the militia leader to state authorities, who had resolved in an emergency meeting of the Upper Nile State Security Committee to arrest Tang in connection with fighting in the same town in 2006.

The arrest attempt was reportedly endorsed by the governor, who is currently in Khartoum. “We must stress that any attempt to evacuate or protect Tangginyang and his accomplices will constitute a crime of harbouring and aiding criminals,” stated GOSS in its paper signed by Gabriel Changson Chang, minister of Information and Broadcasting.

Yet the government-sponsored news source (SMC) stated that Tang had the permission of the Sudan Armed Forces to visit the town and informed the ceasefire commission in Malakal about his private visit. He was accompanied by two guards wearing civilian clothes, the report underlined, whereas GOSS elaborated that he was received in Malakal by SAF Military Intelligence.

SMC went on that the SPLM/A protested upon his arrival last Monday, adding that the security committee led by Thon Amum, the state minister of information, demanded Tang’s return to Khartoum by the same plane. He refused and UNMIS proposed to return him on Tuesday to Khartoum; he also rejected the offer and went instead to the army barracks in the northern sector to spend the night.

Sources say that fighting broke out the next morning, Tuesday at about 8:00. According to SMC, the SPLA brought troops from its camps outside the town to arrest Tang and that caused the fighting where 20 people were killed among them “ten northern traders.”

The fighting was stopped only after the arrival of Riek Machar (SPLM) and Harun Ahmed Harun (NCP), a high-level delegation sent from Juba.

The report accuses the SPLA of inciting Dinka to commit revenge crimes against the Shilluk on the grounds of incidents this past January. It adds that "armed groups" attacked nearby oil production areas in Melut and Adraeil and Shilluk neighborhoods in the town, saying 20 people were killed. On the other hand, GOSS noted that “the so-called Petroleum Police” clashed with the civilian population in Faloj hours after the incident in Malakal.

SMC’s innocuous explanation for Tang’s visit contrasted starkly with that put forth by the Government of Southern Sudan, which said the militia leader “is being used by SAF as a catalyst to start another civil war in Southern Sudan.”

The southern government insisted that a tense standoff resulted in Tang’s forces opening fire against the SPLA, prompting return fire. “We believe such incidents are intended to divert our attention from the real issues facing the Sudan and divide the people of the Sudan at the time we need to unite our efforts to address these thorny issues,” said the statement from the regional government.

Likewise, the SPLM chapter leaders in the United States declared that the incident is “the National Congress Party tactic of putting Sudan back to war; the track the SPLM doesn’t entertain and as SPLA continued to avoid full scale hostility between SPLA and SAF, each time SAF tries to pull the trigger, we the SPLM Members in the USA don’t want to continue losing lives to such acts.”

SMC said that the situation is still tense in Malakal despite the departure of Tang to Khartoum. So far there is no independent confirmation from UNMIS that Tang has in fact left Malakal.

    What Tang Ginya did in Malakal any Southerner belong to NCP could not do that. Tang was invited by Paulino Matip and other Militia to joint SPLA he refuse. Tang is a criminal like Ahmed Harun who kill his people in Darfur.
    Upper Nile should not allaw Ahmed Harun in Malakal is the one who cause fighting between Collo and Dinka during CPA celebration, now he send Tang becuase he want South Sudan to be like Darfur.

      Short up Joe. Tang is not a criminal. He is a son of southern Sudan. He deserve to come to his mother land. If you read all the articles and how the incidence came about, the stupid so call SPLA were the ones responsible for esclating the problem by trying to force Tang to leave his birth place.

      After he did not comply with the demand, then they try to use force, the old school procedure how SPLA use to do things in the struggle. They forgot that this is peace time. That army cannot be use anymore to deal with issues like this. Thank God that Dr. Riek came to settle the situation by convincing Tang to go to Khartoum. That’s how it should have been done.

      The political spectrum should have been informed instead of the stupid SPLA taking the matter into their own hands. This shows the weaknesses of the stupid SPLA and the so call SPLM. SPLA and SPLM are the threat to southern Sudan interest. Until these two names are abandon and let go, confusion will be misleading the true sons of southern Sudan.

I have to reiterate that Tang is indeed and also a criminal, this guy who identifies himself as nuar is a criminal too like the militia man his uncle. You defend Tang, know that your conscience is dead just like your uncle’s. Who on earth comes to her motherland to instigate killings.

            While I don’t agree with the guy who calls himself "Nuer" by describing SPLA and SPLM as ’stupid’, I also don’t agree with you, Angelo Yum, when you said it was not right to evacuate Tang Ginye to Khartoum by the Vice President if he did so. This is the wisest decision to avoid more fighting in the town. What order of arrest do you want the Vice President to issue against Tang Ginye? The order of arrest was issued since 2006’s first clashes with Tang by President Salva Kiir. But did Kiir arrest Tang Ginye successfully. Tang live in Khartoum for three years where Kiir’s office is as the First Vice President. But Kiir failed to convince or put pressure on Bashir to arrest Tang Ginye in Khartoum. Also the fighting in Malakal was caused by the failure of the SPLA forces who tried to arrest Tang Ginye. It became a fight and the forces of Tang Ginye first chased the SPLA forces out of the town. Then Gen. Peter Gatdet Yak, came with mother units of SPLA and took control of most of the town except the airport. So in this situation, how could the order of arrest be implemented when it was already tried foolishly by the SPLA and failed. Then how could the Vice President arrest Tang Ginye? This would mean another escalation of fighting if the Vice President tried to arrest him again among his forces! The best thing the Vice President could do is move him back to Khartoum to avoid killings. Then other ways could be sought with Bashir to handover Tang Ginye peacefully. So, don’t talk of "order of arrest" which was already issued but failed. Talk of how to remove Tang Ginye from Malakal so that no more confrontation with his forces plus the SAF which now remains in Malakal according to the CPA. It is not an easy task my ignorant friend! I am proud of wise decision by Dr. Riek Machar to convince Tang Ginye to leave Malakal!

        Mr. Nuer,
        In a free society you cannot order others to shut up. Tang is a criminal because of his past record and the SPLA as guards against any intrusion into Malakal by Tang and others were justified in asking Tang to leave. He is a criminal because he had killed people here in Malakal in 2006 and only a fool would not be elert on his arrival. His refusal has resulted into the loss of lives. Stop supporting the likes of Tang please.

        Secondly, do you know the population of SPLA/SPLM members whom by wishful thinking will vanish? These organs have come to stay and we will stay until we see the fruits of human kind transformed into services trickling to an ordinary southerner. Join the government and put your corrections from within rather than advocating for more divisions which are of no help at the moment.

        Your writings are far detached from what we do in Southern sudan. Try your worst but we are prepared to protect our civilians from any external aggression in the likes of Tang. It is a matter of time he will face justice.

        I am also Nuer. I lost my brother, he was killing by SPLA not by Tang but Tang was the cause.

        Tang was not born in malakal and is not belong to malakal, is belong to Jonglei state let him go to Kuel Mayang or come to Juba if is looking for post.

        Don’t put Riek in problem, if he contributes to send Tang to Khartoum then that was a mistaken. On November 2006 I was in Malakal he was taken by Arab and other people die.

        Nuer, Read CPA there is no Militia is only SPLA, SAF and JIU talk to your Uncle let him joint one of the three and if he joint SAF then there is no SAF in Malakal is only SPLA and JIU.

Tang did in malakal because he fail to understand what the SPLA stands for and it work to southern Sudanese people. the waring situation today in upper Nile capital is not cause by SPLA rather then defending the political interest of the southern Sudan and CPA, Tang as the SAF General has no political right to intrude south Sudan without any permissions from the state authorities in Upper Nile or Goss in general otherwise his present will be regarded as the political violation by Khartoum who are behind this man and others like you because he is your uncle. Tang forget you as his supporter and decided to be a northern Sudanese because of the cash given to him by basher, however my advice to you and your uncle is to wait closely until Wednesday when the era of your step uncle basher will end suddenly through ICC

          Tang has to find his job in proper way not at the expenses of other people’s life. he should learn that days of civilian exploition to fill your pocket with dirty cash are over. Tang should remain in Khartoum like Bouna Malual and other southern sudanese who have put their own interest first. Nuer community should abundunt or disown this man like what Dinka did to Bouna Malual.these kind of people are harmless if they don’t get support from southern communities of their root.         I regret when I hear a Southerner saying such a word while there are innocent people bearing the effect of the atrocities committed by this Tang Ginya. First of all, where was Tang Ginya when Paulino Matip joined the SPLA, he decided to join the SAF hence giving in to the demands of Northerners. He could have come to Malakal with permission not with 20 bodyguards as said by our correspondent on the ground. Secondly, Tang Ginya is a betrayer,murderor,unrealistic and unpatriotic because he knew what he did in 2006 and came to Malakal without permission from the local authorities. Therefore, what do you think the SPLA can do as the custodian of peace and security in the region to accommodate a criminal in the town. On the other side of the coin, there is a rule that if you want to enter someone’s house first ask before entering,here Gen. Tang Ginya just entered into someone’s house because if he was really coming to see his people he could have landed at Jonglei which is his state Headquarters not Upper Nile, this indicates that there is a bewitching hands behind him and shown by the way he behaves.

        You want to involve Dr. Riek Machar but the DR. had already cleansed himself by doing what is needed by the people of Southern Sudan no matter of being a NUER as you earlier said. YOU are narrow minded person who goes with wherever the wind goes no matter whether it is flowing to no ware. Guest what this means "I am not bound to win, but I am bound to be true. I am not bound to succeed, but I am bound to live by the light that I have. I must stand with anybody that stands right, and stand with him while he is right, and part with him when he goes wrong," Abraham Lincoln. I am not an SPLM supporter nor am I NCP supporter but stands for the cause of the Southern Sudanese EITHER through their struggle for justice, equality and freedom or through encouraging their views and analysis in a concrete manner not siding with the warlords like Maj. Gen. Tang Ginya who is considered by every Southerner as an outlaw. I am really disturb by the way you commented on this web page concerning Gen. Tang. If people like you are still supporting warlords then we are far behind primitivity line which we claimed to have come out of it.         If Gen. Tang is not a criminal how do you describe a criminal than? This man has nothing to offer to the people of Southern Sudan but death and suffering. You might be a small boy who has not witnessed what happened in Upper Nile during the liberation struggle, but for those of us who have seen the brutality of war, we don’t see Gen.Gabriel to be anything else but a war-monger, a blood thirst, and a top criminal person whose sole agenda is to implement the his masters’ plan in Southern Sudan.

        Could you tell me why Gen. Tang chosed to remain with Jallaba while his comerade like Poulino Matip have prefered joining their brothers in SPLA? What expectations would Southerners get from this man?

        SPLA is never stupid, but lacks proper planning. if it’s well organized, than Gen.Tang would have been by now in Jail. But let me assure you whether you believe it or not, Mr. Tang has already booked a place in jail. It’s only matter of time when he would check in...

Tang is a illetracy man who do not know how to read or write his name is like Matip and Kuang Chol. if they are like Riak Gai they should be given a post in government. even if he come to south he not eligible for the post of minister.

Yes, I am from Greater Nasir, but to me, that is just a geographical location, all Naath are free to go any where they like, within the bounderies of the Federal States of Nuerland, (FSN)and General Tang is not exceptional!! the retaded called Dr.Machar is a sell out idiot, he ruined the legacy and respect of Naath, we have to replace him with real and brave Men, as he is a traitor cowed that Nuer never produced in the story, he should have died in the Garang war like many Naath that died because of him!!

    General Tang Gyienya is like Gach Tut Yaang and Chol Deng,m he is our Nuer hero, he is the only man left uncontrolled, those blind Bentiue Nuer run to juba to joint their Dinka dealers, those can never do something for Naath community!       MR, Nuer. Some one name himself as A Nuer and he has no other last name, I think you want to give bad name on Nuer Tribe and I belief so. Basically, I think we need to be very smart of cours thinking for our unity in the Southern Sudan not just to go back for the past happening. There are many hundrds of importants people that were deaths during the SPLA / SPLM movement by mistaken as a lack for people who have no structure ideology and I will give you these two examples here, you know very well MR, Kurebino Kuanyin Bol and MR, William NYoun Bany. Southern people know them who killed them. There are many heros in the Southern History for our struggle. Back to that comment you brought up by your shalow mind who have nothing to tell Tang to stop killing, please do not name yourself as Nuer because is A Tribe and I respect the Nuer Tribe even I am none of Nuer is A Tribe. I can tell that, when you brought up Dinka issue I was trying to think what is in this guy’s mind because if we all Southerners people thinks like this guy who name himself Nuer then, we would n’t have peace agreement which was signed in 2005. To me I want this guy who seem to defending General Tang Gyinya to think, if we want to make continually conflicts between Tribe and Tribe then, we will be like Somilia country which is so bad and we will have no hope, no futures for the next generation to come. I think MR, Nuer comment is unaccepteable and he will be judge like some one who stuck with bad Ideas probably, he is running out of Ideas to tell us what he think about general Tang. I got to you that, Nuer Tribe and Dinka Tribe were brothers of one mother 600 years ago, the only reason why theirs languages is different was because either one of them learned another language from different people in 500 years after they lived separately within and both Tribes have no place to be found where they came from? . In Northern Sudan if there is a clashes between Dinkas and Arab, then Arab will not leave Nuer people because they knows Dinkas and Nuers are same mother according to the history unfortunately, Arab in Northern Sudan hidded our histories for two Tribes which are Nuer and Dinka. I am absolutely from Dinka but I do not like what General Tang did for the people of Malalkal no matter how differences we spoke, no matter how differences we have perhaps, any nation in the world have differences but their argument do end peaceful ways as you know if you are in a broad nations.         Tang Ginye lives in Khartoum for three years since 2006 ’arrest warrant’ where Kiir’s office is as the First Vice President. But Kiir failed to convince or put pressure on Bashir to arrest Tang Ginye in Khartoum. Also the fighting in Malakal was caused by the failure of the SPLA forces who tried to arrest Tang Ginye in implementation of 2006 defunct ’arrest warrant’. It became a fight and the forces of Tang Ginye first chased the coward JIU of SPLA forces out of the town. Then Gen. Peter Gatdet Yak, came with mother units of SPLA and took control of most of the town except the airport. They failed to arrest Tang Ginye miserably!!! So in this situation, how could the order of arrest be implemented when it was already tried foolishly by the SPLA and failed? And if the SPLA forces have failed to arrest him, then how could the Vice President arrest Tang Ginye who was well protected by his forces plus SAF? This would mean another escalation of fighting if the Vice President tried to arrest him again among his forces! The mission of the Vice President was to stop the fighting as he successfully did (thanks to his bravery, courage and love for human life), but not to try to arrest the General again which would resume the the fighting he stopped. The best thing the Vice President could do is move General Tang Ginye back to Khartoum to avoid killings ( and if it is UNIMIS, that is a wise decision by this international force). GOSS leaders in Juba who blindly talk of arresting General Tang Ginye or accusing any one evacuating him talk of reality. Or they just want to make it a political statement to try to find fault in Dr. Riek Machar when they could not do any better than what Dr. Riek Machar did. Why didn’t they capture or arrest Tang Ginye since 2006, and why did they fail to arrest Tang Ginye instead of ordering for a failed arrest that has now killed innocent people in Malakal. GOSS and SPLA also failed to detect Tang Ginye when he was boarding his plane from Khartoum to Malakal. The GOSS and SPLA can be held responsible for ’negligence’.

        But now that the fighting has been stopped from escalating by the true liberator and peace lover, Dr. Riek Machar, then other ways could be sought with Bashir to handover Tang Ginye peacefully. So, don’t talk of "order of arrest" again which was already issued, but failed. Talk of how good it was to remove Tang Ginye from Malakal so that no more floody confrontations with his forces plus the SAF which now remains in Malakal according to the CPA. It is not an easy task my ignorant friend! I am proud of wise decision by Dr. Riek Machar to convince Tang Ginye to leave Malakal! Those who wanted the Vice President to try again to arrest Tang Ginye used it for political reasons to get the Vice President into trouble to renew the fighting and may be to get killed. These are evil thinkers!!! May God rebuke them!!!

        Keep trying to change your ethnicity from coward Jaang community to Mighty Naath community. When the time come for Naath community and ready to welcome them (Tang, Koang and the rest) to come to South Sudan, no one will dare to question Dr. Riak or anyone from Naath community about that.

        Next time spell it Ngundeng, Lou Nuer, Jikany Nuer, otherwise you don’t sound to be from Mighty Naath community.

        Dr. Riak sent Maj. Gen. Tang Ginye (Gatwech) to Khartoum and no one from your coward leaders who can ask him (Dr. Riak) why he did that?
