South Sudan’s new currency launched amidst concerns over omission of date


July 19, 2011 (JUBA) – The new currency for the newly born nation of the
Republic of South Sudan was officially launched on Monday by President Salva
Kiir Mayardit, amidst citizens concerns that the date on which the notes were
printed was not indicated.

Kiir was the first government official to change his old currency with the new
one at the premises of the Central Bank of South Sudan, accompanied by the
caretaker minister of finance and economic planning, David Deng Athorbei, and
the bank’s governor, Elijah Malok.

In his speech, President Kiir called on the citizens to change their money. He
also called on those that have banked their money abroad to repatriate it to
South Sudan.

The bank’s governor, Elijah Malok, on Sunday during his launch of a book on the
history of the Dinka community, downplayed the rising concerns of the people on
the lack of date in the new currency, saying even the British currency doesn’t
have dates. He said only the serial numbers would be indicated on the notes of
the currency.

A number of citizens in Juba that spoke to the Sudan Tribune welcomed the new
currency, but however expressed their concerns over the “deliberate” omission of
the date on which the currency was printed.

“I am happy that we now have our own currency despite some of my observations in
the design of the currency itself,” said David Lemi.

“However, my main immediate concern is why the deliberate omission of the year
2011 in which the new currency was printed?” he inquired, adding that the date
was important to identify the notes printed in that particular year should need
arise in the near future to check on any defect or counterfeiting on the
currency of that particular year.

Nhial Tut wondered how the government and ordinary people would know the serial
numbers printed on notes in 2011 and those that will be printed in 2012 and

“First, I ask myself why did the bank officials choose to print a currency
without a date in the first place when most of the nations in the world
including the US have inserted dates in their currencies,” Nhial asked.

“Bank governor [Elijah Malok] should not compare this economically fragile
one-week old Republic of South Sudan to the British government which has been
there for centuries and already secured a stable economy free from corruption,”
he continued, adding that the people would never know through endless serial
numbers how much money is printed in 2011 or which serial number will be printed
first in 2012.

“I hope the government officials responsible for the printing of the new
currency left out the date in good faith, otherwise why would they choose to
omit the date of the currency?” asked Aleu. “When I looked at the currency I
couldn’t tell whether the notes were printed in 1972, 2005 or 2011,” he said,
adding that the situation would easily invite a foul play in the process of
sequential printing of the money and urged the officials to correct it.

    i knew it. i knew that this currency will begin with a mess. corruption plans always rings in the brains of some of our officials. this is a plan to confuse people on how much money is printed this year. billions will end up in big pockets and cause the worst inflation ever in this baby nation. they have started to mistreat the baby nation.

      Inflation doesn’t occur when people put money in their pockets, just asked for what caused inflation!
      Inflation is a rise in the general level of prices of goods and services in an economy over a period of time. When the general price level rises, each unit of currency buys fewer goods and services. Don’t just throw anything out there before you know exactly what it is.

      Mi diit,

      This corrupted new currency of South Sudan pound will be amended in the future. Not only the year 2011 that should be indicated on the notes, even the month of July needed to be indicated to differentiate it from the more notes that will be printed in August or during the year up to December. This is always done for transparency purposes.

      And I also heard that both the Governor of the Bank, Elijah Malok Aleng and the Finance minister, David Deng Athorbei, signed on the notes. It should have been the Governor of the Bank to sign alone unless they did not trust him.

      I also learnt from reliable sources that even the cabinet of GOSS did not discuss and approve the design of the currency. Many of them rejected the idea of inserting individual faces and preferred common cultural issues that unite the South. It was secretly done by few who now congratulate themselves for corrupting the currency.

      What they don’t understand is that any thing done secretly or illegally will always be subject to changes or amendements.

          Kiaa, If you are yearning for a disturtive South Sudan, you will not get it. The Nuer and other tribes committed themself to peacefully build South Sudan regardless of whatever done by those few greedy men amongst Dinka. The history and the soul of the fallen heros/ines will judge them.

          By the way, the RSS must correct this silly mistake or criminal act. People should not rush in to including their names in history of South Sudan mistakenly like that. At least do the right thing if you want your name on the book else you will go down as wrong doer.

          Let’s NOT individualise/personalise the new currency, the break from the north was the struggle of all southerners, even if one person appeared to be (herein Dr. Garang) so the appearance of his face in the currency does not mean the Dinka made it and also made the Money!!!!. I rem. early on some one commented that "even it was buffer or lion face, no problem so-long it can be accepted by the world", so do not spear bell to other tribes.

          You got me wrong. I am not against John Garang’s picture or head as such. When he died I even mourned for him in 2005. Didn’t that show my love for him?

          My usual concern is that we should not rush for individual leaders’ images in our money. We should have instead looked for our common cultural heritages that symbolize our being a people. It would have been better if a picture of a Dinka man or woman dressed in traditional dress was put on the money. And besides, the face of John Garang is all over the notes from 1 to 100 notes. It looks very boring and uncivilized.

          Even the face of the American nation founder was printed on only one note. The rest should have been faces from our leaders from 1947 Juba conference, Anya-nya I, Anya-nya II and then John Garang. That would have saved you from the greed of putting only the face of one leader on all the money.

          Anyway, the money will be amended in the near future, I can guarantee you that.

            It is your right to ask anything you are not made fulfilled if you happen to be a real Southerner and make sure that in the process of doing this you should also have good intensions to enable your message or question be considered as relevance and finally put in to use if any.

            However, you mention something I did not hear one time on this earth of ours you know, saying it is boring! Well, to be clear now money is not for entertainment. It is not made to entertain you rather your friend. It is made for economic reasons and social concept is all about money. Even you’re not required to always read, check the features written on the note and coin currency unless there is special condition which need such process like blindness and so on, in doing so you will be regarded as a forgery specialist because you are like to copy all the features for your own interest.

            Mi dit I am sorry if you are looking for entertainment but I’ll only suggest one solution for your boring condition if any. You may go to cinema if you are not lucky to have any other way to make you fill relief.

            One thing I want to add is making currency is not a simple thing and that can’t be done by one person as you may think so but it can be done by group.
            We have many tribes and heads of states all agreed on one thing only you is still hanging around causing chaos.

            I know you still need help but be patience things don’t come one day. Our govt is there for us work for it for betterment of South Sudan.

      I don’t think date/year of printing was omitted intentionally but I believe it was a result of lack of attention to details by BOSS and the contracted company during preprinting verification exercise. May be the persons who were verifying details did not consider date as one of the most important things to look for.

      The company concerned too did not advise BOSS that date is a key feature in money and should be indicated.

      In conclusion, it is all about ignorant and failure to pay attention to details.

      We Dinka always pretend and we don’t want to accept our mistake. There is no way an official note call currency should not have a date, that is stupid for heaven’s sake. In addition,Kiir can not know the important of date,because he didn’t even know when he was born and when the history of South Sudan started. That is why he has grabbed the history and started it in 1983 for getting it that Juba conference was the start of every thing.

      He can not even acknowledge Senior Citizens like Uncle Joseph Lagu who have started the advocating for Self-Determination of South Sudanese. I know one thing will happen in future, if this leadership get into the hand of Non-Dinka, they will not and ever have it again. May God help and bless my people Dinka.

    You should observed and examine very keenly the notes of some nations. For people who lack critical thinking,you need to wait before jumping up and down. Do you think British are stupid to carelessly print our money? no dear.

    Even USA dollars have only serial number without date. for example; one dollar and 20 dollars have serial 2006.

    malong Aleng said that we have serial numbers but not date.
    I did not see the serial yet but if the notes are written serial 2011 in the note than you are making noise for nothing unless we have no serial 2011 in the note.

      Our government knows why they ommit the printing Date, and possibly it is a trick to ward off Sudan goverment’s scrutiny on how much money our country print each year.

        also 2011 is the date (year) not the serial number. the serial number are so many digits in which each not has its own serial number ending.

        don’t argue when you don’t know any thing about money. just put them in your pocket not knowing its implications.

          Simple test for you. Check you British notes and USA notes before arguing about something you do not know.

    Very amezing! Amezing that even the printing company with vast experience for more than 40 years can not discover this little but important area.
    Any way I take it easy on them giving it the hardles they(politicians)whent through this period of the CPA and I gues it will be rectified immediately.
    If it was for corruption interest that it was printed without date then slowly it will come up to the light because one day things kept in the dirkness will be brought to light.
    Let’s not make mistakes now because the last six years of the interim period was enough to learn now is to perform in a standard that is measurable, this way other countries will lough at us. Be ’SMART’

      Remember that in 1991 the SPLM/A splitted into more factions. The reason was that "Dr. John Garang De Mabior has put the struggle into his own Briefcase". This is the same issue that has happened. The Cabinet and especially the designated Minister of Finance and Economic planning in collaboration with the Governor of the South Sudan Central Bank has put the decision of the currency into their own Briefcases. They did not consult the South Sudan Legislative Assembly and the South Sudanese Citizens about the production of the South Sudan Pound.

      A week ago i did comment that our New Currency should not be like Kuol Manyang Juk Pound and now it has happened.

      My own conclusion to this is that our Politician are proud of their own mistakes. This has happened during the Declaration day when Kiir apologized for the poor arrangements. And there are many occassions when we are proud of the mistakes. For how long should we be proud of the mistakes?

      The currency should have the date and one man signature who should be the Governor of the Bank only.

      If the Minister of Finance want his name to appear in any legal tender notes let him just write his own book. Economic books and Administration,Finance and Management books. His names should not appear in any currency.

      If South Sudanese uses this currency without any corrections then they have accepted long term economy crisis in the country and with ultimate poverty.

      All criminals and Arabs will inflate the currency by all means. Garang picture is everywhere and they can put it.

    I am afraid of those who kept their money from outside bank that they can never accept the president advice to bring their money back to the Central Bank of South Sudan.

    What happened in the printing of South Sudanese Pound is an error of greatest stupidity both from the printing company with vast experience in money minting and the little money features experienced BOSS and Government of South Sudan (GOSS) treasury.

    There is no justification for omitting date/year in South Sudanese Pound apart from accepting that serious error was made during the printing of money.

    All moneys in the world have year of printing. It is the date that is not compulsory but year of printing is compulsory to be included.

    There is no way now to correct the already printed notes, however, BOSS should correct the error before next printing, and, the government officials in charge and the money printing company must apologize to the nation for making this silly mistake of printing money without date or year of printing.

    In everything you do, always pay attention to details to avoid silly mistakes like this.

        I am not an expert in money making but I understand the basic features of money that include date or year of printing.

        I heard people justifying absence of date/year of printing in South Sudanese Pounds by saying that British Pound Sterling and South African Rand had no date or year of printing.

        That is a white lie. British Pound Sterling has year of printing in all notes and coins and the same to South Africa Rand.

        Never cover up mistakes; doing so mean you are not free.
        Freedom means free from prejudices.

    Fellow compatriot, I suppose we are missing a point. To date the currency is not a strategic solution to stop people producing counterfeit. Secondly, even if that was the case how can you count all the money circulating in the whole economy and drawing your conclusion on that bases. Thirdly, If there is a date then they can also produce the same version of the pound with a date on it. Does that solve a problem? I suggest we should reason behind the issue of date on the currency. Take example, since 2005-until now the US dollars were circulating in the entire South Sudan. However, there has been no much concern about the issue counterfeits. Do you thing people did not endeavoured to produce the same kind of dollar? I suppose the did it but they fail, or did you saw any date on the US dollar note? The reason the could not accomplish to defalcate the dollar is the question we should ask. Let me take you through to why the did not succeeded. The material in which the dollar was made is not easier to obtain in South Sudan (I mean it is expensive). The same apply to the British sterling pound if they were used in South Sudan, it would still be difficult for them to produce because of the material in which a pound was made. So, the question is: Are this money made of the same material as British pound? or they just made the currency with a paper like we saw in Kenyan Shillings and Ugandan shillings. If that is the case, then there is a major concern. However, if they are the same version of British pounds then there is nothing to worry about because it will be difficult for those who need to produce counterfeits. One prove is that, even if you keep them in water for a week or a year it will remain the same without any damage. And if your pound is like that, where are the going to obtain that the same material so that they can make a the counterfeit out of its? So the issue of date is just for people who fail to challenge their discretion.

      you don’t know what you are saying. in america today if you go with the money dated 1996 they would not accept it. do you know why? it is because the government of iran counterfeited the american dollars in billions in 1996. it even forced the american government to add some special feature to the dollar from 1997 on wards.

      now suppose that the 1996 date was not put on the dollar note, how would the americans easily categorize that year’s notes across the whole country?

      it strategically helps alot to have the date inserted for such eventualities.

      the world is a global village. the type of paper used can easily be bought by organized counterfeiters, but the date can help in identifying the money counterfeited in that year by simply looking at the date/year in which they were printed.

        This is what I call the rotten mentality, if you are sure there is date in American dollar note then I will accept on one bases, unless you explain to me how date on the South Sudan currency will prevent those who want to defalcate the pound. I am in Australia but in dollar-note there is no date indicated anywhere exception of a coin. First, those who produce the counterfeit used the original note, so they can produce the same kind of money with date on it. Now you claim that you know more and even going further insulting a person you never met before. I am sure that reflect you as a polite, diplomatic and perhaps an educated person. However, if you can not prove to me how those producers of counterfeits be prevented from dating the pound then I will assume that you are just a person who claimed to have more knowledge but when ask to prove his point of argument then he is more than a good foolish.         I am sure when there is a date on they pound it is an indication that they will not be stolen. Or maybe, they put you to count every currency circulating in the whole economy. I heard that when there is no date on the money it result to inflation and Mi dit you are they exert explain it to us. Or did I heard you saying when the date is on the pound they will jump out of the pockets and betrayed those who want to steal. I bet you know it better than I do. So we want to hear from a great Economist like Mi Dit with this incredible theory if not madness.

            Anybody who points his fingers against Dinka must know that Dinka people will not forgive him again.

            Know the difference between Dinka and GOSS.
            Blame GOSS for their failures but not Dinka.

            Anybody pointing his fingers against Dinka is an enemy of Dinka people. We have forgiven our enemies in the past but not in ROSS anymore.

    Not Suprising of putting Dr. John Garang his head in currency
    Folks, the Southerners have to show the World that we love Dr. John Garang as our leader. Let the head of Dr. John Garang be in our country South Sudan currency. It is something good for Nuer, Greater Equatoria, Murles , Shuluk and others tribes to put the head of number one dangerous criminal leader whom they love in their pocket.

    Folks, putting the of Dr. John Garang in the currency is very bad for Dinka Community especially Dinka Bor for several reasons.

    First of all, all Dinka Girls, women, ladies and even men will turn into prostitution of seeing the head of Banydiit carrying by others tribes. They will do everything they can to get back the head of their Banydiit, Dr John Garang.This is my bigger concern.

    don’t forget that john garang’s image is now on ’south sudan independent currency’ not united new sudan currency, okay?

    why would i reject garang’s image in my independent country which he previously rejected until he was forced to sign to self determination in 2002 and confirmed it in 2005. i would want his image in the south sudan independent country’s currency to show that his vision for uniting sudan is completely dead and joined the vision of self determination and independence.

    my friend, image is an image on money. you can put john garang, buffalo, deer, chicken, goat, cat and even a rat if it means something at least.

    what i was after is that one note would be enough for john garang’s image if uncivilized greediness or appeasing of rebecca nyandeng who refused to participate in independence celebrations in juba was to be put aside.

    i suggest that from the notes of 1, 5, 10, 20, 50 to 100, we divide images; one for guek ngundeng (first important martyr who fought the british), azande king (who fought the british) both diu (the founder of first south sudan party), father saturino (the founder of anya-nya, deng nhial (who contributed greatly, joseph lagu and john garang.

    by that it would have shown all our regions in the note and the rest of the notes faces would have our cultural heritages and animals that are part of our livlihood. if we do it in civilized manner far from greediness and history theft, it would be fine..

    and i hope the currency will looked almost like in my suggestion in the future.
