South Sudan army accused of killing and raping civilians in C. Equatoria


March 23, 2010 (JUBA) – Southern Sudan army, the Sudan People’s Liberation Army (SPLA) has been accused of killing and raping civilians in Central Equatoria state.

According to Nhial Bol, Chairman of the Editorial Board of the Juba-based The Citizen newspaper, in a news report he published on Monday, said residents of Terekeka County of Central Equatoria state have accused the forces of the SPLA of raping women and girls in their villages.

The army is also accused of killings and causing insecurity in the town. "SPLA soldiers always come at night searching for our wives and our daughters to rape," a resident was reported as saying.

He described the attitudes of the SPLA soldiers as “inhumane” following the disarmament in the area.

"We never experienced these inhumane practices [but] only after disarming us just two months ago that they had moved to rape our daughters and wives. They know we are weak to react," said another resident.

One elderly woman who claimed to be the only elder mother in town alleged that two soldiers entered her tukul and demanded sex and food, but she forced them to leave when she cried.

The Commissioner of Terekeka County, Clement Maring, said the deployment of over 2000 SPLA forces in the County without notice of the authorities was causing insecurity to the citizens.

He said he last week noticed the sudden deployment of the forces in the area from Yirol County in Lakes state without consulting him or the state governor, Clement Wani Konga.

The county commissioner said daily reports about harassment, rape cases and looting of shops has been a phenomenon creating life threats to the citizens.

He said a resident was shot dead last week but nothing has been done up to now.

Efforts to contact the forces commanding officer in Terekeka and comments from the SPLA official spokesman, Major General Kuol Deim Kuol, have failed.

"The Citizen [staff] contacted SPLA spokesman Gen. Kuol Deim who admitted that there are new forces in Terekeka town that returned from disarmament…but declined to comment on atrocities," revealed the report, saying he would only comment after further findings.


In a related development, renewed inter-states tribal joint attacks against the Mundari of Terekeka by cattle raiders from Dinka Bor of Jonglei state and Dinka Aliab of Yirol County in Lakes state were reportedly launched on Friday night.

Over 11,130 heads of cattle were confirmed looted, four people killed, five wounded and many others mostly children are still missing.

Coupled with acute hunger, several villages have been deserted as populations have scattered in the bushes, according to the published news report by Nhial Bol’s led team that visited the area.

The villages affected include Yari, Wujunyani, Tukoro, Nyikabor, Gabota, Bale, Mijur, Maraka, Jayi, Babari, Bekat, Pojur, Buranga, Yabisa, Giging and Boko, among others.

“Our people are dispersed, suffering under trees in the bushes because of Dinka from Yirol and Bor,” said Paramount Chief of Muni Payam, Anderia Warnyang.

"We are suffering, people are sitting under trees and Dinka Aliab and Dinka Bor have raided us with guns. We want our cattle back," Warnyang said.

Residents and traditional leaders said the joint raiding by Dinka Bor and Dinka Aliab came soon after disarmament was concluded in the area.

SPLM Muni Payam representative said the two communities have now occupied most areas extending from Gumeza, Muni and Tombe Payams of Terekeka County.

He said local police had to withdraw after discovering dead bodies because of heavy presence of the raiders around Kejijuba Island of Muni Payam.

The authorities are worried that the coming elections may find people still scattered in the bushes where they are hiding and able to feed on wild foods.

"The elections exercise will not get voters in their respective villages because hunger situation and consistent cattle raiding are threatening their lives," said the area’s Paramount Chief.

Commissioner of Terekeka County Clement Maring blamed the situation on the communities from Lakes and Jonglei states that have been involving in counter inter-communities attacks over the years.

Mundari community of Terekeka County, which is less than 50 kilometers away north of Juba town, the capital, is bordered by Bari in Central Equatoria state to the south, Dinka Bor of Jonglei state to the north and Dinka Aliab of Lakes state to the west.

Maring lamented that the people of his county have been disarmed; giving the neighboring communities an advantage to raid their cattle, which he said forced him to write a petition letter to the President.

"I wrote a letter to President of Government of Southern Sudan [Salva Kiir] through our state Governor [Clement Wani Konga] that disarmament should be extended to other neighboring areas that still remain a threat to our people," he added.

    Dear readers,

    This situation is very serious and I can understand why the so-called SPLA spokesguy, Kuol Dim Kuol is reluctant to make a comment on such inhumane acts.

    The question is how come the joint Dinka Bor and Dinka Aliab attacks against Mundari was allowed to occur in that magnitude despite the presence of such raping and killing SPLA forces in the area?

    Governor Clement Wani Konga should not be a yes man in the face of such violations. Proper investigations should be carried out. Something smelly fishy in that Terekeka situation of Central Equatoria! It looks a conspiracy and has to be clearly and thoroughly investigated.

          You sound naive by desperately trying to deny facts. Leaders including the Commissioner of Terekeka, Paramount Chief, residents, SPLA spokesman Kuol Deim Kuol, have all commented on the incidence. How come you still deny it?

          Because it was not reported on radio or TV doesn’t mean it did not happen. This means the government (GOSS, SPLA and CES governor Clement WAni Konga) tried to conceal it. They didn’t want it to be heard because of its serious nature. Thanks to Nhial Bol for visiting the area and finding out the worse hidden atrocities in Central Equatoria.

          This issue should be investigated properly and find a solution to it instead of trying to conceal it.

          Your comment entails factionalism. Why divide poeple in your comments rather than focusing in the report and its weakenss! This report might not be accurate, but your responses should be wiser than what you have written. Nihal is doing what he should be doing. There is another weakness with most of the SPLA soldieries. They need some sort of education to know how to respect basic human rights. Yes, they have done well during the war, but they still hold the responsibility to protect their citizens in all section of South Sudan regardless of their tribal background. I think, we should alleviate ourselves from tribal bases, and think about our future country.

          SPLA need be restructure to fit its new responsilbity of protecting a nation. I think government of Southern Sudan is working toward that structure. With its current structure, I do not think they are capable of countering any tribal war in Sudan. The most dangerous enemy to South Sudan is not the North, but Southern themselves. Please, do not make all these issue as personal.

        Dear Southerners,

        It is really bad for South Sudan army to turned against the innocent civilians to whom they have to protected. However, I doubt these two different reported of inccidents, that SPLA soldiers raped the civilians and Dinka Bor and Dinka Alap raided our villages and they get away with thousand of cattle.

        ’’SPLA soldiers went to our village searching for our wives and girls at night’’

        Those issues of raped were common during war times, and it was done by Arabs militants to get support from the Khartoum government to sobatages the movement...mean that the SPLA has no purpose except doing whatever they wanted

        These types of Southerners should stop this old modelity of discrediting their army!!!!

      there is nothing special with terekeka payam that the government of south Sudan should relax to response to the situation, they are citizens of south Sudan and full stop. SPLA is not that desperate of women as the enemies of it may claim. I believe that the report is wrong and the person by name Nhial Bol must be investigated thoroughly, SPLA as an army for south Sudan is respecting the dignity of its people as well as they are disarming the whole region of South Sudan. This report has just been fabricated by poor spies of Arabs and many other elements of self interest just to create instability and division in us, how can SPLA turned to be hostile as it is reported at this time and not before when Mandari was infested by Arabs, we are south Sudanese and should not just take things the way they are reported you never know what is the interest of the reporter.

        Any way, even if the Dinka constitute only 5% of SPLA soldiers, still those 5% could be their members deployed in Terekeka to cause such problems. Don’t rely on percentages to make a point. Those 2000 could be Dinka soldiers, who knows.

        But I did not say they could all be soldiers.

        Mundarian people are always liar and dislike SPLA.

        This Equatorian people are taken wrong pictures in Juba and now they are making movies out sider in this language they came out in Terekeka County. Celement Wani Konga when he came to U.S. he held meeting with Equatorian secretely and those who claim raping and killing were already made a fake movies in here for rap and killing. One from unname Tribe was pertaining to be Equatorian because he knows many languages spoken and he went to the meeting and he found that the Equatorian people were all talking lies against two Tribes namely Dinka and Neur.

        These Mundarian people they can creates anything bad against SPLA referrence to those mentions on the above, because of the disarmment issue but not because the SPLA had did something wrong to them. Terekeka County has a long history of favoring with the SAF for many years and this is not surprising anyone who knows them in the SPLA Movement. There are many things for why the rest of Southern Sudanese people will favor independence rather than united Sudan. Mundarian people must thinks properly how long should they will dislike these SPLA which will turn auomatically to SSAF when the Southern Sudan gain her independent and those who have been favor Arab in that area will not be recognized for some years and I think the collaboration with SAF will mean loser after when we confirming 2011, Southern Sudan as a nation.

        For the SPLA, there are some people here out sider Africa are making fake movies for rap against the SPLA particular and they went to Juba and they took wrong picture on the streets then, they came in here to devlop movies and those movies you will probably hear for some time and yes, some people from that State Central Equatoria will be claiming just like what they are saying now. The SPLA which will later on turn to be call SSAF after independence must be aware for those who made fake accusation.

          See, there was batallion trained in Dima in 1990, most of them are "Dor". After Dr Garang ordered them to fight in teregeke, the captured almost surroundered themselves to Jallaba,but the SPLA official heard about the issues so they send Red Army battalions and as aresult,they captured Teregeke. After that most of them just evade to their villages with their guns and they left Red Amy alone.

          I personally know EQs in general as acoward people who love Jallaba very well and they hate their brothers who liberate them during the difficult time.
          Anyway, let them lie until they will keep silence because they are acting now exactly like Dr Lam Akol in the South. Gossiping, mumbling, murmuring, and biasing is their nature. We should let them talk loud till Jesus come.

          first and foremost, I Would say if the report is correct and not made up as many have already pointed out, then that is in humane and must not by torlerated in the Southern Sudan. Southerners fought Jalaba for 22 years to avoid such babaric behaviors.

          Secondly, Jumping to conclusion before reasoning is bias by it self. To those who rush to accuse Dinka, would any one mind answer this question. Is SPLA a Dinka armed force or is it Southern Sudan armed force? In the not long while ago, some individuals inthis very same site claimed that SPLA is made up 70 to 90% men of their tribe; they know themselves who they are. How come this time when the report is negative about SPLA then all of a suden it is the Dinka that is doing it?

          One last point to make, it is a bilitant lie from the county commisioner to accuse Bor Dinka of cattle raiding in his payam. Dinka bor was the first community that got disarm before any community inJonglei.         the issue here is not all about what the soldiers did in Equatoria or any other region in the south Sudan but it is all about the sabotage intended to discredited our army. If SPLA as our army is being accused of rape and killings of its own people how do you feel, me I feel embarrassed because I am part of it, but you would also need to ask where does the Equatorians who are also in SPLA officers and soldiers from other communities who are not Dinka belong? or do you think they kept quite and let their colleagues do the act? no they can not. The report is wrong or do you think they would not be part of the unlawful act too? if we all have to believe in all the allegations as reported then the fate of unity is in dilemma. who in the south do you think is much more important than the other, we have to have one spirit which we ultimately need to embrace us together ’unity and trust’ let’s not leave ourselves be pin down by inferiority.     I had decided not to make any comment on this website but this report has totally annoyed me to the extent that I cannot even control myself or motion.What is so special about Central Equatoria.I would have bombarded them with words of most destruction but I am not going to do it because Bari are among them and they are not party to the problem.Shame on their representatives for they don’t know what they are doing for all these years of the struggle.

      The present SPLA soldiers and commanders are not from Dinkas tribe, most of them are from Nuers militia group. You condemn Dinkas for no reasons. Actually during the war
      SPLA was controlled by Dinkas to liberate coward tribes of Equatoria from Arabs and forced Nuers [Nyagets] to join hand with Dinkas to form independent country which is on progress.

        For the sake of the Future Nation of Southern Sudan,go back to your respective Villages and give Schooling to your people specially Adult Education programme, it will help them and they will atleast have conduct and discipline.
        Am hundred percent sure Adult Education will benefit them and it will minimise some of these woies.
        Brothers for every world Nation to develop or grow it need a qualified Human resources,look at the Government we have in S.Sudan instead of delivering the services to the citizen,they are running crazy looting.
        You people also would have to have teachers for youselves to tearn some approaches otherwise is difficult to convince a primitive person.

    Well! a new form of election propagandas against the SPLM have surfaced. This is intended for the simple minded southern sudanese to belief. This is how it is. Where there are new troops of the SPLA the politicians collect civilians at night, make them wear SPLA uniform and make them try to rape local women. Also there are some PAID civilian made to tell to the media that the SPLA tried to rape them. But for these politicians who designed this act they should know that the cause of southern sudan will never be defeated. They should not waste their time on this.

    This is a misleading news, there have been tribal cattle raids between mundari and dinka but that was being brought under control since last year, also this report of killing and raping is not true, there have been isolated incidents but it is not something which is happening everyday. Sudan Tribune should stop trying to mislead readers through reports written by other newspapers or editiors. Am sure that things there in Terekeka will be brought under control very soon without any doubt. Also the army should make sure force deployment is not inside village or in civilian settlements, army should be deployed int he outskirts or borders of the counties, only the police should be within the towns or villages, army has to stay at the borders to gaurd a gainst illegal cattle raiders and other criminal element.

        I don’t know why several Equatorians denied SPLA task and love to denigrate and pour scorn on Dinka people who are not the only people under SPLA/SPLM. Please can anyone from Equatoria declared to the folks why do you detest SPLA and supported the party which has never brought any changes to South Sudan (SPLM-DC)? In state of being SPLA/SPLM supporters you guys supported Arab. Don’t you need your self determination in the South? What did you Equatorians get from Arab and none of the other people don’t get? Even the blind Nuer and Shilluk inspired by SPLM-DC. What is the role of it?

    Why always when Dinka are touched their big guys go bitter while when they touch other people from other communities people keep queit?

    Kuol Deim must not downplay this serious problem because it may give birth to still a biger problem than this.

    When big man said that when you catch a dinka by the mouth so that he should not cry he will use his anus for crying and when trying to catch him by the anus he will use his mouth.How can we get rid of this useless community?
