Chad is a member of ICC but failed three times to honor its obligations to arrest Omer Al-Bashir for the reasons best known to Chad and France who is also a member of ICC and EU. What does EU think about Chad and France? If Bashir is really isolated for war crimes, economic embargo or being on terror list, then EU should not "just" express concern but take drastic action against Bashit.
