I hope not! If so then it will be stupid idea for whoever take responsibility. Whether the State Authority or the Federal Goverment to encourage those kind of activities. So many damages have been done since the beginnig and if anybody want to be responsible for those, he or she have to financially compensate all to who is complain about any damage.
