The two questions needed to be answered are: where will the vote be counted after voting? How many people should count for 2/3 of the voters?
It seems like the NCP has something in Place to hinder the voter turn out during the referendum,and will try to hinder it so we can go for other six months and by then, they would have planned another hinderance.
