African Union High-Level Implementation Panel (AUHIP)

Former President of Burundi Pierre Buyoya

Former President of Nigeria Abdulsalami Alhaji Abubakar

Mandate: To facilitate negotiations relating to South Sudan’s independence from Sudan in July 2011 including disputes over oil, security, citizenship, assets, and their common border.

Border Disputes: The AU has appointed a high-level panel of African experts to produce a non-binding advisory opinion on how the disputes should be resolved. It is Chaired by a former member of the International Court of Justice, Judge Abdul Koroma.

As part of the 2005 Comprehensive Peace Agreement the two sides agreed that the boundary between the northern and southern states of Sudan would be as it was on Sudan’s independence as at 1 January 1956 despite their being no authoritative map with the detail to show conclusively where the boundary lay.
