Historical Background

As a result of the 2005 Comprehensive Peace Agreement (CPA) between the Sudan’s ruling National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) West Kordofan was abolished and integrated into South Kordofan.

West Kordofan is home to the Arab Misseriya tribe and contains more than half a dozen oilfields.

South Kordofan and Blue Nile are scene of conflict between rebels of the Sudan People Liberation Movement North (SPLM-N) and the Sudanese army since 2011 as SPLM-led South Sudan seceded leaving its former comrades north of the border with key aspects of the CPA not implemented.

A hotly contested election saw the incumbent NCP Governor Ahmed Haroun defeat his deputy Abdel Aziz Al-Hilu who is a member of the Nuba tribe and a senior member of the SPLM-N. The SPLM-N cried foul but the result was largely endorsed.

During the first months of conflict in South Kordofan, some foreign envoys pressed Khartoum to re-divide South Kordofan into two states and to appoint the SPLM-N candidate Abdel Aziz Al-Hilu in South Kordofan while Ahmed Haroun be appointed governor of West Kordofan, after which the popular consultation clause of the CPA could have been held.

The disputed area of Abyei is also part of West Kordofan state.

On January 1 2013 Sudanese president Omar al-Bashir confirmed the government’s intention to bring back the state of West Kordofan, while delivering a speech in Blue Nile State.
