Background
Aguer was dismissed from his position as Speaker of the Northern Bahr El Ghazal State parliament in July 2012, over accusations of insubordination and the failure of the assembly to deliberate on the 2011/2012 state budget.
Aguer told Sudan Tribune in 2012 that his dismissal was linked to the stalled formation of a new state parliament, citing a power struggle within the state assembly. He claims that the dispute began in April when a group of around eight members plotted to drive him from his position.
However, in February 2013 South Sudan’s president Salva Kiir issued a letter, directing the governor of Northern Bahr el Ghazal state, Paul Malong Awan, to resolve reinstate Aguer and six other MPs who he had dismissed.
Kiir’s, in a letter was in support of a resolution by the Council of States - the upper house of South Sudan’s national parliament - which nullified the removal of the speaker of the state assembly.
