    Some corrections needed to this statement ....
    December 15 Juba witnessed an incident whereby a soldier shot carelessly into the air generating a wholesale massacre of Nuer civilians.
    This enabled the government, which has carried out many unconstitutional actions, to attempt to purge its critics.
