Controversial S. Kordofan governor may lead negotiations with SPLM-N: reports

March 2, 2013 (KHARTOUM) – The governor of South Kordofan, Ahmed Haroun, may head Sudan’s delegation to the upcoming negotiations with rebels from Sudan People Liberation Movement North (SPLM-N), according to local media.

The African Union (AU) mediation team led by former South African president Thabo Mbeki invited Khartoum and SPLM-N to sit down in the Ethiopian capital of Addis Ababa for talks in mid-March.

The Sudanese government has been strongly resistant to any negotiations with the SPLM-N for fear of reinventing a deal similar to the 2005 Comprehensive Peace Agreement (CPA) which incorporated a power and wealth-sharing protocol.

But the United Nations Security Council (UNSC) resolution issued in May 2012 ordered Sudan and the SPLM-N to cooperate in order to end the conflict in the two regions.

Under the resolution, the two parties are supposed to negotiate on the basis of the 28 June 2011 agreement they signed in Addis Ababa before it was scrapped by Sudanese president Omer Hassan Al-Bashir.

The SPLM-N have been battling the Sudanese government since 2011 in the border states of South Kordofan and Blue Nile ,which has led to the displacement of hundreds of thousands of civilians.

The United Nations in 2011 said that war crimes may have been committed in South Kordofan following the outbreak of the conflict with SPLM-N.

In 2007, Haroun became the first Sudanese official to be charged by International Criminal Court (ICC) in connection with war crimes allegedly committed in Sudan’s western region of Darfur. At the time he held the position of state minister for humanitarian affairs though the crimes he was indicted on were committed while he was the state minister for interior.

The charges against him include 51 counts of murder, mass rape and torture. Sudan has refused to hand him or any other citizen to the Hague-based court.

Last year Haroun was caught in tape that was aired by Qatar-based Al-Jazeera TV showing him instructing troops in South Kordofan not take any prisoners in the course of their fighting with rebels.

His remarks drew criticism by the UN and the European Union.

      Remeber before Khartoum vow not to negotiate with SPLM-N unless the buffer zone is implemented and on their terms, but they do not have any power to stand their position on what they say as the UN resolution is their witing for them. By sending Haroun to be the chief negotiator for NCP, Khartoum is like a rebellious child who refuses the order of his parents but has no power to stop that CONT.....

      that order only respond differently showing that it is not happy of the order.In other words it is trying to say that it diobeys that order.On the other hand Khartoum is try to anger SPLM-N delegation so that the Talks fail but I think if SPLM-N is calm then everything will backfire on Khartoum because as Haroun has no experience in negotiation, He may accept most of SPLM-N request and as CONT....

    But the selection of Ahmed Haroun is not well planned while SPLM-N is one of those who want to send him to ICC.

      I guess that is a smart way for Non Christian Party (NCP) to endorse bloody dictator mr. Hamed Haron because they know if he let the SPLM-N win the negociation, then he will have no position in Khartoum government. Anyway long live to Yasir Arman and Malik Agar because with those 2 freedom fighters SPLM-N will bring S. Kordofan back to South Sudan that’s the reason they fighting for

      The SPLM-N must capture him in Adiss Peace acord and hand him to ICC. criminal Harun deserve death and peace. He doesn’t value Sudanese lives, ordering SAF and PDF to clear the Nubians is already a war crime constituted. SPLM-N must reject him in the Peace, you can sit with the Fool on the same table.         North Kordufan State under heavy fighting between JEM/SLA/SRF and SAF. Many Towns falls under SRF from SAF with Weapons and Militarily Vehicles.
        The fighting erupted Yesterday evening till today late hours.No reports of Rebels of SRF retreating but pushing toward Khartuom.

    Dear AU, when he himself Ahmed Haroun came to that meeting, please! please! please! I’m begging you, all you AU need to do is just hand him over to ICC please.He had been on the run for so long’ and Nubian will be free when he is in jail.Haroun simply forgotten that he hailed from the Nuba peolple.And I do not think that will be a good meeting because Haruon is one after all the suffering of SFP.

    The government of NCP doesn’t want peace to come to Sudan.Sending a criminal to negotiate peace is a sign of rejecting peace. Ethiopia government must arrest this criminal "Haroun" and hand him over to ICC.
