Jonglei’s Pochalla county fears “influx of rebels”

January 17, 2012 (JUBA) – Jonglei state’s Pochalla county commissioner says suspected militia from the neighbouring Pibor county are migrating to the area where they have “sandwiched” themselves among local civilians.

In an email to Sudan Tribune, Commissioner Joseph Okello Wello says the intrusion of armed men poses a security threat to the local population.

“There is [an] influx of [David] Yau Yau [militia] forces. They are sandwiched in among the civilian population [when they] migrate to this [Pochalla] county,” said Okello.

While there have been no incidents in the county so far, Okello says the migration of neighbouring populations remains a cause for alarm.

“We are too much disturbed because they did not come from one side. They are filling almost [the entire] western part of the county. Our administrative guess is that they did not come for peace,” he said.

Rebel fighters under David Yau Yau have been operating in his home county of Pibor after a fresh rebellion resumed in April 2012.

Yau Yau, who hails from the Murle ethnic group, first launched his fight against the South Sudanese government in 2010 after losing elections to represent his county in the Jonglei state assembly.

He returned to Juba in 2011 after accepting an amnesty offer by president Salva Kiir, but subsequently defected to Khartoum before resuming a military campaign in lawless territories of Jonglei state.

Attacks since the onset of 2013 have been blamed on Murle tribesmen believed to be loyal to Yau Yau.

Since March 2012, South Sudan’s police and army have conducted a state-wide disarmament campaign in Jonglei after violence between rival cattle herding groups escalated dramatically towards the end of 2011.

Over the last two years, the United Nations estimates that around 2,000 people have been killed in raids and counter raids often involving between the Murle from Pibor and neighbouring groups such as the Luo Nuer and Dinka Bor.

Although Yau Yau is often blamed for cattle raids in the areas surrounding Pibor, some local leaders have cast doubt over whether his group can be blamed for all the incidents.

Juba has repeatedly claimed that Khartoum backs southern rebel groups in an attempt to destabilise the young nation, which gained independence in July 2011.

Sudan denies the claims, insisting that it is Juba backing rebels in the conflict-riven areas of Darfur, South Kordofan and Blue Nile.

      what is the SPLA doing? there is no ceasefire and no ongoing negotiation with the rebels, why allow sandwiching with the civilian. they must be attacked and go back to their home. they should not stay in other people’s home when they destroyed their homeland. rubbish people!!!!

        Kuol Manyang and Kuol Diem promised Southerners that SPLA is going clear Jonglei of all rebels by February. The time they promised is approaching and we don’t hear any news of rebels leaving the state. We are all still waiting for the demised of the CIVILIAN rebel as Kuol termed him. Is it going to be a lie? Let’s see.....

          All politicians are liars. Kuol Manyang can says thousands different things a day and could never accomplish any single one of them. David Yau Yau is not too stupid as many of us thinking, he is shifting that war a way from his own county to (Pochalla) county to make his own people safe in a future

          Know Kuol Manyang is a politician and politicians can sometimes promise to build bridges where there are rivers. He can promise but there are other stakeholders who may not think to do work the way he needs it done. Flushing out rebels won’t be easy as there may be hidden forces apart from Khartoum that perpetuate that dirty work of killings, displacing and destablizing Jonglei State

            EES Kingmaker,
            Look at what Taban did to the rebels in Unity State! He cleared his State of all rebel. That state had more than any other in the south. He didn’t wait for all directives from Juba. He did what was necessary to save lives. If what you said is true, that people if Jonglei will continue to die because other people besides Arabs want our civilians to die, then what is Kuol there for?

              Kuol might have not be trained by SPLA in the first place or he had no intentions of doing what he said.
              Of all the training camps that I knew, non of them teaches you to announce your actual battle plans publicly in the media. What he told the public in November is causing Yau-Yau now to migrate and bring havoc to Pochalla.

    the lack of discipline within the SPLA forces is the major threat in south Sudan,the will not manage to finish Yau Yau rebel once for all, due to discipline issues within it ranks.the people who are now heading the army unit are opportunists .i am afraid,i don,t sense their success during the dry season.

      You shouldnt blamed SPLA unless you didnt know its commitment during the war against Rebels and North, bro. War is what SPLA was known, but bcoz of 2day fake return militias from KHARTOUM, ur question might worth it. Fews of SPLA like YAU YAU are still fueled up by PRESIDENT BASHIR.
