January 8, 2013 (JUBA) - South Sudan will conduct another population census in 2014 following the independence of the country one and a half years ago.

The region conducted its last population census in 2008 jointly with the former Sudan when the two countries were still one. The census result was contested in South Sudan as it counted only 8 million people, which officials say fell short of the expected higher population.

The Council of Ministers in an extraordinary meeting on Tuesday approved the plan to conduct another census and directed the chairperson of the National Bureau of Statistics, Isaiah Chol Aruai, to begin the preparations for the task.

The information minister and official spokesman of the government, Barnaba Marial Benjamin, told the press after the cabinet meeting that to conduct the population census next year is a constitutional requirement which should be carried out.

South Sudan will go for general elections in 2015 and this needs the fresh conduct of the census in order to redistribute the constituencies that will be contested.

The next year’s census result, according to officials, will also better inform the government on service delivery and development plans based on an accurate population in a given constituency.

Census for what? It’s useless if it won’t be put to uses.Better tackles the majors issues first, then minor things later.Example, Security, Roads, Cleans water and Clinic or dispensaries should be the first to dealt with, instead. This is nothing, but poor strategy!

t is time to talk about term limit in the constitution. Term limit guarantees rotation of power and gives hope to minority tribes. It gives moves the country forward without stagnation. After Moi, Kenya is now better because of term limit. Uganda is dead without term limit under Museveni. Lot of people don’t know what I am saying. Good if you know.

        Foxtail,
Do you really understand why a country needs a census periodically? You can’t talk of major or minor issues when you don’t know a population living in your country. How do you plan to deliver services if detailed populations and their activities are not within your reach?

          Folks,
This time ethnicity should be added in the questionnaire of the population census. Last time the poor census was just guessing how much population from tribes in South Sudan by illegally declaring certain areas as populated by a certain tribe. Now we should make sure how many Bari or Nuer or Dinka are actually there physically. Khartoum didn’t want to show ethnicity of majority Africans.

I think census’s questionnaires will have nothing to do with tribes but South Sudanese population why knowing how many Dinka,Bari and so forth.
              Sorry!!!!

              Chol,
That is not the point. The point is that we want to know the correct figures of populations of communities and avoid exaggerations. Big populations do not matter to me alot, though. It is quality that matters.

Listen sound planning to provide social services such as clinics, clean water, security, roads, schools, etc depends entirely on reliable, credible data. Doing it without, is the most misguided strategy ever known. It falls off scheme of things within civilized world. It earns us no respect as a one-year old member state of UN family of nations and regional economic blocs.

To carry out census will help the government to know the population its want to deliver services. so it is not a poor decision to plan for census.

        DD whatever,
Don’t try to inflate the Dinka population to 7 million before it is counted. Last time it was guessed by Isaiah Aruai to be 3 million. He declared counties such as Renk as Dinka population when in fact the Nuer and Shilluk were the majority in Renk town. This time round you may be disappointed when the real census tells you exactly how many you are. But I wish you reach 10m.

Surely we will conduct livestock census so that we better make use of our animals instead of being raided by Khartoum-sponsored militias and renegade leaders. As soon as the exercise is over, we shall get rid of them so that their king criminal, fugitive Bashir is exposed. It is then he is rendered powerless and finally handed to ICC prisons, first in the section of lunatics.

Above all. This so call "the fresh census" is baseless. Which people are we going to count yet we are losing more than 100 South Sudanese in a single month? We better handle the issue of insecurity threats before we talk of anything else.

Surely we must act responsibly when discssing nationl issues. Yet I disagree with you that the next fresh census is baseless. Why is it baseless? How do you plan to improve security? Whose security? A census we talked about is a cross-cuting issue. You can’t improve security without knowing the population. Likewise you can’t construct roads, build schools, etc, without people numbers first
