Lakes State Speaker dissolves all specialised parliamentary committees

October 24, 2012 (RUMBEK) - The Speaker of Lakes State’s Legislative Assembly, John Marik Makur MP, dissolved all specialized committees seats on Wednesday after MPs voted to limit membership of the parliamentary groups to a maximum of two years.

Each of South Sudan’s ten states has its own parliament, Governor and ministers selected from elected state-level MPs. Lakes State’s parliament has 49 members and 18 specialize committees.

State parliament’s were established in 2005 as part of the Comprehensive Peace Agreement that ended decades of civil war and a transitional period until South Sudan voted to seceded from Sudan in 2011.

During the transitional period, elections in 2010 saw former rebels the SPLM reinforce its control of South Sudanese politics.

Taban Abel Aguek MP, who represents Awerial County in the state parliament appreciated the decision made by speaker to dissolve specialized committees.

“This is a very good step taken by [the] Speaker – it is also a great chance for my colleague MPs to contest over those specialize seats to save public interest instead of idle sitting” said Abel.

The recently-passed Lakes State Conduct of Business bill empowers the Speaker to dissolved committees based on article 116(2)g.

Speaker Makur declared after the dissolution of specialize committees, that Lakes State MPs would be give seven days to lobby him to become Chairpersons of the committees.

According to Regulation 116(2)g the Speaker shall appoint the new Chairperson from those nominated by other members of parliament. The Committee chairperson will still have to be endorsed by a unanimous vote of the whole assembly.

Regulation 11 sub regulation 2(e) further states that “in case of a tie or a dispute in the county college, the case shall be settled by the whole assembly through voting".

      Though interest is the bigger driving force, it is good that democracy is realized in our state. Our governor is implementing all his promises he made during April 2010 elections which includes democracy and peace etc. I wish the next specialised parliamentary committees should be based on competency and willingness of delivery of services to the people.

    I have seconded the administration of Lake State share of opinion.Therefore,authorities should clear themselves off from bias and self interesting.Because Law is an element of truth to include all counties performance in any constitution.Work orientation is most power than following or being submissive.     I disagree with all of U commentators. There has been zero work by our MPs or those in Specialized committees. 4 so long they have allowed corrupt officials of Lakes state cabinet who evade all laws, total impunity in rule of laws, lack of service delivery in education, health-care, things like electricity isn’t fuctioning n list is long!!       Good Job Mr.Right Hon Speaker for dissolving these Idol specialised committees who are receiving money and doing nothing.for the other commentators;corruption must be tackeled somewhere in the federal level then states will follow the footsteps of the central government.but not vice verse.

      Akolde , I greed with you changing the people is good , but not a big deal the important thing is a willingness . Our MPs must committed themselves to provide the basic services to the people since they were elected by the people.
      It is really embarrassing that the lakes Assembly has no house until now, leave a lone others public infrastructure.

        . Thanks to the British colonial who built the Rumbek Senior school without it, Lakes state Assembly and other ministries including ministry of finance will be running under the trees.
        In short I can say that we need willingness and commitment from the Assembly not only replacing people.
