Jonglei: Four arrested over rejection of renaming Pochalla County HQ

October 22, 2012 (BOR) – The Member of Parliament representing Pochalla County John Joseph Abulla said Monday that the county’s Commissioner Joseph Okello has arrested four people suspected of being part of group rejecting his attempts to change the name of the county headquarters.

Over the last week there has been a dispute between Commissioner Okello and the community members in Akoyee Payam [district] over the renaming of the county headhunters.

Under the proposition, three Bomas [Sub-Districts] will be annexed to Akoyee Payam, which will be renamed "No Man’s Land Payam".

The community addressed their grievances and rejection of the proposal in a letter to Jonglei State’s Deputy Governor Hussein Mar Nyot, Minister of Local Government Diing Akol Diing MP, and the area’s MP, John Joseph Abulla.

Abulla, who represents Pochalla South Constituency No. 24, said that he received a cal "at 12 midnight that there are four people arrested by the county commissioner."

The source, who Abulla did not name, said Commissioner Okello sent the South Sudanese Army (SPLA) to arrest the four people. According to the source they are being held at the SPLA garrison in Pochalla.

One of the Kings of Anuak tribe, Gilo Okwanga, who visited Bor on Monday also confirmed the arrest of the elders by the SPLA, who were acting on the orders of the Commissioner.

Abulla, who sits on the Committee for Land and Physical Infrastructure in the Jonglei State Legislative Assembly, criticised the Commissioner for ordering the arrest of the four senior community members for expressing their opinions. Free speech is enshrined in South Sudan’s constitution.

The local MP said that Commissioner Okello was not authorized to rename places and he should focus on his administration and helping the community rather than renaming villages.

“I am advising the communities to stay normal so that this thing is sorted out normally we are now planning to go to Pochalla County as MPs to see the issue and share our views together with the County Commissioner,” Abulla said.

    Listen to me, I am not from Jonglei State don’t quote me, but I have to tell you guys that commissioner is wrong to rename the county’s HQ. Also the way such a new name sound is very unusual in South Sudan and I belief those 4 citizens who are objection to new name are absolutely right.
    It seem to me that, most problems are generating by State Officials don’t argue but recalled what happen 5 yrs

    It is absolutely outrageous for MP Abulla to do that. In my opinion; he should have first consulted with the community on what to do and what not. Instead of doing it unilaterally. On the other hand; it does not makes sense to renamed the place like Akoyee as no-man place, while it is not.

      Is there any Anuak minister in Jonglei state cabinet? How many Murle ministers are there as well? It is seeming as if Dinka Bor and Dinka Lou are in control of all the cabinet affairs. You Anuaks and Murle, start complaining to Juba about forming your own state so that more conflict over money with both Dinka Lou and Dinka Bor is avoided

        There is nothing called Dinka Lou, you idoit. Lou Nuer are Origin of Nuer Tribe from Dinai Geeka, our ancestor from Nuer original home, Bentiu.
        Based on your primitive question, we have Minister of Rural Cooperative, from Anyuak, Child and Social Welfare, from Anyuak, and Minister of Youth and Sport from Murle. Those positions are enough for them based on 2008 General Population Census.

    Anyuak are peaceful people in Jonglei,Their few cows are being snatched away by their neibor Murle.The government should give them more police to protect their properties.naming a payam no-man land is akin to stealing.if their are no people living their,then leave the land alone.do try to sell your land like others community for quick riches.

    I am sorry to hear that Pochalla commissioner is running out of his mind. i wonder if he hasn’t taken his time to read the RSS constitution. what right does he thinks he has to amend any rule of his own. he needs to be advise otherwise he won’t like his end. I think i can guess why he and his group came up with that idea, he/they know what will happen in 2015 general election. sorry bro...!!!

    There is nohing call no man land Mr. commissioner. If there is no people inhabit it, then who ever tribes close to that land are the owners.Never create hatred and conflict amongst your people. WE jonglain knows very Pacholla are the icon of peace in our state, so lets them enyoyed like eastern Equatorian. MP Abulla should fellow up peacefully. thank all.
