Addis Ababa conference on DDR for South Sudan calls for new approach

September 17, 2012 (JUBA) – A coordination conference on the program of disarmament, demobilization and reintegration (DDR) for South Sudan held on Monday in the Ethiopian capital, Addis Ababa, has called for new approach in the program which targets 150,000 from the organized forces.

Hosted by the African Union, the conference deliberated on new ideas to tackle the DDR program in South Sudan.

The focus was on how to do more than the classical DDR by transforming the ex-combatants into productive force which will contribute to the development of the nation.

Addressing the conference, the Vice President of the Republic, Riek Machar Teny, called on the AU to help the new country design the program, which he said should not only focus on the part of security reform but also on development.

He told the conference the ex-combatants can be trained in various skills and deployed as units of workforce to implement various developmental projects which will provide them with an opportunity to continue earning income.

Machar commended the AU and UN partners for lending their support to the new approach, urging them to support the government in building transitional facilities in the ten states of the country.

The program, he said, will create employment for the ex-combatants and develop the country. These will include trained in agricultural activities, roads maintenance, mining, etc.

The African Union’s officials in charge of peace and security expressed the organization’s readiness to support South Sudan.

AU will set up a continental resource center in January 2013 and will provide consultants to South Sudan and contribute their expertise in the program.

    AU and UN must be crazy!
    Instead of Building Peace in whole Sudan, you rush to do somethng that has no effect. Please help people in Abyei, Blue Nile, Darfur, and South Kordufan. We never had a country without border like South Sudan, the death of civilians in those area is not matter for AU and UN as long as they benefit from it. You’re nothing to Africa, shame on AU and UN!

        Ruach, you don’t seem to be tired of wars.War is disgrace!Unfortunately this DDR is going to kick off a very unpleasant situation in SS.The thives should have started this when there was money in SS. Doing it now is going to be very dangerous.Any relegated soldier or officer particularly if a high rank one,is going to be a rebell"project".....con.

          con:It is particularly dangerous that Machar is heading the committee!The man is preparing himself for 2015 elections.He wants the army on his side.His strong rivals will not be quite as he assumes.He will try his level best to make his tribe the leading force within the army with some allies from smaller tribes.The Dinka will not " just watching".Peacful intelligent equatorian will be "observing

            con:Machar is a very intelligent , ambitious & cunning person.He secured himself financially very well for the next stage of his " ascend". He sacrified the position of his wife , who actually won the elections in Unity state quitely, because he was eying the big prize.President of SS for the next 20 years!He left poor Salva to be blamed for all the wrong desisons which were personally made by HIM

              con: Particulary in the eyes of the international community, he left Salva to be humilated alone.Machar didn’t attend the world bank meeting where they said " eg they don’t seem to understand..." or when sending an appolgy letter to Obama.Salva is counting on the support of the Abeyei or Garang boys, but they are too soft to deal with Machar.They were used by Garang to address north Sudan

                  con: Meanwhile the Abeyei gang or Garang boys are busy with the negotiation, Abeyei problem and the donors. Machar is distancing himself away from all of this, steel enforcing his postion with tribes on the ground, paying very little attention to Abeyei problem, which he will settel swiftly and amicably with Sudan as soon as he ascends.If he could build peace he is most welcomed!

    Guys,
    AU have rights. How can these huge soldiers in the bush of South Sudan be left to linger in the bush with guns? Meanwhile those calling themselves millioniars in Juba also come from the bush.The Nuers SSLA & Dinkas of Othur need to be reintergrate in the system by reality.Otherwise nothing is still nothing.See the recently defection of the SPLA in Ramceil & Renk?

    Look at this mindless Riak! I agree with the previous respondent that we go foreign capitals for advice on to run our nation. This shows sick this guy is. Does it means we want The AU and the UN to flock to S Sudan to disarm our precious asset, our army? No wonder why no one ever trust Riak for serious leadership. Riak is loosing his mind, go to foreign capital to ask for management advice, shame!
