Jonglei governor blames tribal conflicts for stilted development

March 5, 2012 (BOR) - The government of Jonglei state blames the cattle rustling and child abduction crisis for the slowing in state development.

While addressing the state, ministers, MPs, government officials and the general public at the state assembly during an oath-swearing ceremony that marked the end of elected parliament and the beginning of the transitional assembly, governor Kuol Manyang Juuk, said the state’s achievements were being overshadowed by numerous crises brought about by cattle rustling and child abduction.

Raids, predominantly between members of the Murle, Nuer and Dinka Bor ethnic groups, has led to the death of hundreds of the state’s citizens since June 2011.

Manyang described success in the state as a “drop in the ocean” in comparison to the challenges remaining.

On 26 February, the state transitional constitution was signed into law by the state governor who took an oath of his office before the president of the high court, witnessed by South Sudan president, Salva Kiir.

Addressing the assembly on Monday, Manyang promised that the next phase of his government will be governed by the state transitional constitution.
He also promised that they will "focus on how best to support disarmament and peace building among the communities”.

    Mr.governor implementation for all your plans and building peace among civilian is needed at this time. If once person died decause of tribalism, its make no sense,for our people to loose their that ways,while all governors are present.

      Tribal conflicts is cause by Dr. John De mobior. He said all cows in the World belong to Dinka dinga Bor. The best options to end this conflict is to Kill all the Cows in South Sudan!

        logic, proper interpretation matter alot before you posted your comments. Dr Garang did not said that to promote conflict among the community, He did not encourage Dinka to go for catlle raiding or child abduction from other community, which are the main caused of inter-communal fighting in Jonglei, do away with your dirty comments, Dr Garang is a MAN of peace (only peace maker in the whole world)

      Peace will come to Joglei only when the Murle and Bor Dinkas are warned against the habit of selling and buying Bor Kids.The government must also work hard to supply Lou Nuer with enough food items.It will help them to settle down rather than engage in risky games of attacking Murle women to take some dura when their husbands has gone for hunting.The Lou Nuers have been paying heaviy for that.

          The victims were mainly women and children living in Pibor town and they were adviced by their husbands to stay away from the town where the white ngagat force was expected to attack , but they shamlessly ran to the place where there was no single man to be confronted and started killing the helpless in their hiding places.

    Mr governor should not point fingers to lack of development as the cause to all the crisis in his state. Kuol has to admit that he has failed in handling the situation in Jonglei and for all these he is suppose to resign and bring a capable comrade even from the wild Murle to calm this situation.

    Shame on u, Kuol. why should you rely ur laziness & self glorification to the tribal conflict in the state? ur voice is clearly heard in this conflict since u are sleeping. u will only wake up when Murle & Nuer ambushed ur own residential home and rape ur wife/wives and abduct ur kids. that is the only lesson in which u will always be on the watch-out of what is going around u.

    the only way of restoring peace in Jonglei is only by constructing the wall to divide the 3 tribes involve in this looting. and their gates will be safeguarded by aheavy armed police and others deployed around the fence. that is the only way forward. the lazy community like Murle will suffer and starve to death if my friend UN doesn’t intervent.

      Siddaw, Dividing the state or building fences does not make sense. We the wise SS have to agree that the current governor has failed and he has to be relieved personnaly.     Kuol Manyang juuk is a thiefs and lyers.

    Did he put money down building schools,clinics,road and cattles raiding stopped. why not put on construction side.
    He just aloud empty words with no meaning. Develope is not block by cattle raiding. that is a tone of the public thiefs Kuol is making bring those money to Universities in south sudan
