Clashes in Warrap leave 10 dead, SPLA intervenes

August 17, 2011 (JUBA) - At least 10 people have been killed and several others are reported to have sustained severe injuries in a clash involving two ethnic groups in Tonj East county, Warrap state.

Warrap has long been plagued by internal conflict, often involving cattle. Reports from local officials indicate thirteen people were injured, four of whom are said to be in a critical condition.

The cause of the clash remains unclear, although local officials attributed it to a long-standing dispute between the Luackoth and Akok communities of Tonj East.

The resumption of the feud was allegedly triggered by a conflict over the non-payment of a dowry.

“They cannot have it both ways. Hold the girl as wife and refuse to pay. This is insolence in our culture and it is unacceptable,” Deng Acuil Wol, a native of Tonj East county from the Akok community, told Sudan Tribune from the state capital, Kuajok.

He said the fighting began on August 13 and continued until August 14, when the state government called upon forces of the Sudan People’s Liberation Army (SPLA) in another village to intervene.

Wol said that, as well as the deaths and casualties, crops have been damaged and many residents have fled into neighbouring Tonj North.

There have been suggestions that the increase in instances of cattle rustling in South Sudan is connected to an increase in bride prices, as a result of an influx of eligible bachelors, since the end of the civil war in 2005 and the declaration of South Sudan’s independence this year; returning to their homes and intending to get married.

There is also a proliferation of small arms in South Sudan which means that disputes can quickly escalate to bloodshed.

Ariec Mayar Ariec and Deng Mayom, both members of Warrap Legislative Assembly, confirmed that the clashes and the intervention of the SPLA occurred, to Sudan Tribune on August 17.

Among those wounded, said Mayom, were nine members of the Luackoth community, who are in a critical condition, and four from the Akok community.

Dut Akuocwel, a member of the Luackoth community from Tonj East described reports that the fighting was instigated by bride wealth as “engineered by individual politicians I know here in Juba”, describing it as "purely a sectional fight".

Akuocwel claimed that the clashes were orchestrated in an attempt to discredit members of his community who have close ties to the president of South Sudan, Salva Kiir. He said he has submitted a petition on the matter to Kiir.

He said the state assembly was informed by Governor Nyandeng Malek, that a company of the SPLA has been dispatched to the area to restore law and order.

    Every time a crisis like this occur, we should find exactly those who are fault. Take them to court, sentence them and administer the punishment to them according the current laws properly. The nature of the crime and those who carried it out should be announced over radios and on TVs so that those who were willing to commit such crimes should know exactly what will happen to them.

    Those who take other people’s lives deserve to loose their lives too, if we are supposed to have a competent justice system. This idea of compensating people’s lives with cattle should not be allowed. It is archaic and allows the ones with many cattle to act wild and kill other people senselessly without thinking before they act.

    Failing to do this, I am afraid that we will have a lawless state in the world.

        Tonj East is a county far from the sight of govenment both state government and Juba government with tribal and ethnic conflict among its communities. I would suggest to the Government of South Sudan that Tonj East in term of security should be under the responsibility of President because of its volatile and vulnerability of its people. Tonj East must be a teritoral under the president to avoid rampant ocurrance of conflict.

        I dnt knw brother what is going to our people in TONJ and RUMBEK. We DINKA lost alot SOLDEIRS and Civilian during the war. They brought bad image to DINKA Community in general,why they dnt behave perfessionaly like DINKA of BHAR ALGHAZAL. It is really sad news to hear such behaviours of killing each others for in the name of COWS and GIRL. We are in 21CENTURY they have to change such behaviours of killing in this tme of peace.

          you are right, Deltabravo. we lost many people in the war and we are still losing them now.i think Dinkas would be nothing in that way, we are killing ourselves and our enemies will come to finish the rest.we are going to lost and our enemies will win. GOSS should do some thing to stop people not to kill each other. i mean, the leaders should pay particular attantion to Tonj, Jongeli and Rumbek,because when you clean your house, you must concentrate on the dirty part, before u clean the whole house, so Tonj, Jonglei and Rumbek, must be clean like other states in South Sudan.Goss should get ride of criminals there. it is still a new dawn for them, it was like this before in Aweil, but at the end we discovered that, it is not good to kill your brothers.because u may need them at certain time, and u cannot get them back from graveyard. .

        The problem with pastoralist (cattle keepers) in south Sudan especially the men are that they are a bunch of horny guys and in the villages compounded by idleness makes an explosive recipe for chaos. So what if the other guys did not want to pay dowry, perhaps he is broke for now. Surely, with these lot among peaceful community, can anyone blame the Madis who just yesterday were demanding the idle IDPs to go home? They have seen such scenes played over and over and are fed up.

      Since 1983, there has never been good system of governance in Tonj East which had led people to hostility and accumulation of arms. in fact they were buying arms for protection from Nuer but later on turned them against themselves and people of Rumbek North (Pakam). Tonj East became totally vunerable when the SPLA captured Tonj, Rumbek and Yirol in 1997. They moved away from the area and alot of crimes were occuring day and night. Tonj East has been in tribal conflict for fourteen years starting from 1997.

      The people of Tonj East can only be saved from insecurity when its issue is taken seriously and address by the President and the National Assembly not by the Governor and SPLA because when the SPLA forces are sent to rescue the situation they will commit attrocities and many inhuman things. you can only find government talking to people of Tonj East when there are elections. Tonj East with good population and intillegent people is extensively finishing from controlable violent called conflict. May God have mercy on them since is no government to help them. there is only Government that can loot their resources not killing the criminals. there is government that can kill innocent people.it is a shame

        If people in Tonj East are that intelligent, why do they turn their guns against themselves and their brothers in Rumbek (Pakam Agaar)? I am not saying they should not fight themselves, but having unsolve conflict and tensions among communities from 1997 till now is unacceptable among the same people.

        Why don’t they eliminate criminals among them by putting them through the community justice system or is there no community justice system established there?

        There must be something wrong among the Dinkas of Warrap and Lakes States.

        Why don’t they live peacefully among themselves like Malual Dinka, Bor Dinka, Ruweng Dinka, Panaruu Dinka (Renk) and Ngok Dinka (Abyei)? These Dinka Groups plus others have strong traditional justice system which is not managed by government. Why don’t those guys in Warrap and Lakes copy those systems of traditional governance that ensure peace and justice among people?

      I don’t agree with your statement because we all know from the birth of CPA, so many incidents of fighting among our communities had taken place. Warrap has never been peaceful because of wrong doers who are working hard day and night to create instability in greater Tonj.

      I completely agreed with Ahmed Chol’s statement that the law should deal with people who are committing crimes rather than asking them to compensate lives of deceased by giving cattle to relatives. Such people should be put in reformatory centers or sentenced to death or life imprisonment.

Tonj East is a volatile county with good number of population. Which government you talking about that can care for the people of Tonj East peacefully? Is it not the same government that sent soldiers of Division 5 commanded by Deng Wol to Tonj East and later on killed 15 people in fire squad last year march 2010?

        Am truly sorry for the people of Tonj East whose primitive mentality is based on cows and girls. there are 3 legislation 1 National Interim Constitution, 2 State constitution and Customary law but nobody to enforce law and that’s why there are a lot of problems all over the South.

      If the Nuers didn’t steal their cattle then the bride could have paid the full dowry to the family of the bridegroom. As according to the reporter of this article, the cause of the fighting was about dowry that were promise by the bride’s family to be paid in full to the bridegroom’s family. Every mess or insecurity that going on in Warrap State can still be blamed on Nuers since they always roaming and stealing our properties.

        To blame innocent tribe on what done by others sometime sound bad. This case is far away from cattle raided by Nuer .I blame people who fought becasue their girl dowry is incomplete.
        Also this high demand during marriages in Dinka communities encourage cattle raiding and stealing because if they have nothing to pay during marriage, they decideto go and steal or raid other community cattles.

When there is a problem in lake state i personally do assume it is problem of the people of Bhar El ghazal beacause anything that decrease human population is a collective concern of any intellectual. one of the vital factor we achieved from Universities is concern for others.

          That is a good advise to Dukdal. His name means ’Never Laugh’ which I thought he took it to depict never laugh when there is a problem somewhere, but he is now laughing at Warrap people who are currently in a terrible pain of loss which is not acceptable from somebody whose worldview had been widened by education.

          In Dinka Bor they say, if your brother or friend house is in trouble, ensure peace return there before it is too late because if the wife is kicked out there, the husband and children will definetely come to share the little you have. In simple term, your brother problem is your problem because it affects you either directly or indirectly and in this case, all Dinkas are affected by loss of lives and reputation as a result of unnecessary conflicts among people.

          Therefore, no need to laugh when some of us (Dinka) are in trouble whether through there own making or not.

          From his name Dukdal in Dinka means don’t laugh, so mr. Don’t laugh automatically all readers have measured your standard of education.
          It pains me when i hear the Death of of any single person in south sudan- because for me it is a lost to our Nation lost of manpower, Dukdal doesn’t know that.
