Wikileaks: Discontent with SPLM’s Kiir revealed

September 4, 2011 (LONDON) – At a meeting between senior members of the Sudan People’s Liberation Movement (SPLM) and US officials in 2006 concerns were raised about the future of the party and the leadership of current president of South Sudan, Salva Kiir.

In the meeting Yasir Arman, a leading figure in the SPLM and now secretary general of Sudan People’s Liberation Movement–North (SPLM-N), called upon the then US assistant secretary of state for African affairs, Jendayi Frazer to persuade Kiir to continue along the pro-unity path which his predecessor, John Garang had begun upon before his sudden death ikn August 2005.

The revelations came with the release of numerous leaked US cables by Wikileaks – an anti-secrecy organisation which had been releasing classified information on a variety of subjects since 2006.

In January 2006 Frazer met with Arman; Malik Agar – chairman of the SPLM-N; and Deng Alor – the former foreign minister in the Republic of Sudan.

At the time, the Government of National Unity (GoNU), was formed with the signing of the Comprehensive Peace Agreement which marked the end of the civil war between North and South Sudan in 2005.

The GNU was made up of members of South Sudan’s SPLM and North Sudan’s National Congress Party (NCP).

The senior SPLM leaders said that they thought Kiir to be the only man capable of leading the ex-rebel group, but that his views did not represent those of the mainstream. They also expressed concern over the actions of the NCP to divide and neuter the SPLM leadership.

Frazer responded by saying that the US is interested in the transformation of Sudan’s governance.

Alor suggested to the US contingent that Kiir had inherited absolute power but was not capable of “handling it”, as the cable puts it. He said that Kiir was concerned that those aligned to Garang would not support his leadership in the SPLM.

The ex-foreign minister blamed the disharmony in the SPLM on the advice given to Kiir by Lam Akol, a former high ranking member of the SPLA and founder of the opposition party, Sudan People’s Liberation Movement -Democratic Change; and Bona Malwal, former advisor of President of Sudan Omer Hassan al Bashir.

According to the cable, Agar, Arman and Alor asked for US assistance, as well as from other African states in the matter of “sensitizing Kiir to the need for greater SPLM coherence”.

Arman suggested that a result of the Garang-centric SPLA which Kiir inherited after Garang’s suspicious death in 2005, was that Kiir felt the need to put his people into important roles to secure his position.

In 2004 the SPLA nearly split with Kiir’s faction including Malwal and Akol.

Arman said that Kiir’s decision to bolster his position with loyalists in key positions played into the hands of the NCP.

Arman said shortly after taking leadership of the SPLM, that the former head of North Sudan’s security services, Salah Gosh passed on documents to Kiir suggesting to him that there was an internal SPLM plot against him and that he was not favoured by the US.

Alor alleged that Gosh himself entered a meeting where Kiir was in talks with various African leaders to discern allegiances. He said that the NCP blamed the SPLM for Bashir’s failure to attain the African Union chairmanship.

Arman called upon Frazer to persuade Kiir to follow Garang’s pro-unity stance, suggesting South Africa, Uganda and Ethiopia could be useful allies in this.

Those at the meeting expressed their concerns about the future of the SPLM as a national party. They said the NCP was worried about the level of registration for the SPLM in North Sudan, which was not being capitalised upon as Kiir refused go give the SPLM organisers in North Sudan the necessary funding.

Fraser responded by stating that it was thought in the US that Kiir was aligning himself with domestic, popular pro-secession opinion and “transformation and the weakening of the NCP are jeopardized by an ineffective SPLM” reads the cable.

Also discussed at the meeting was the issue of Darfur. The UN estimates 2.8 million have been displaced by the conflict which began in 2003.

Arman described a union between Eritrean, Chadian and Darfuri rebels, headed by one time partner of Bashir, Hassan al-Turabi, bent upon the destabilisation of the NCP.

Arman suggested Garang’s word be followed and the 7,000 SPLA troops currently in East Sudan work in the Joint Integrated Units (JIU) to disarm militias and the Janjaweed.

JIUs are made up of troops from North and South Sudan.

There have been many peace conferences since this meeting but a unified agreement to lay down arms in Darfur remains illusive.

    They made all the mess during candidate selection for the elections to keep their control over the SPLA and the GOSS!Whic simply means they were behind all the rebillions in south Sudan.

    They want to implement foreign ” imperialist” agenda paid for with the blood of our people, certainly in the interest of the foreign power!

    They tried to remove Salva with the help of the Americans!

    Before , we use to consider this just political analysis now it the blatant truth!

    I think these people if they find a chance will liquidate Kiir , just in a wink!

    If you go back and read it with your naked eyes and i know you are one of educated people than you will find out that there is nothing against Salva Kiir in that leak brother,

    May be i am not good to understand english but what i have seen and read is just to convience Kiir to stay on the footstep of uniting Sudan and nothing said that Kiir was about to be remove man read it again and tell me were does it said that they three gentlement said they need to take power from Kiir.

    Salva Kirr is not a politician neither an economist or Dr. or anything but only a gunman so a chance fall from heavens and he grabbed it but now to expedite is the major short coming to him. HE CAN NOT DELIVER SERVICES AS REQUIRED OF A PRESIDENT those who are running the South Sudan gvn’t are the lawmakers and the advisors not Kiiiirrrr.
    Election will rule him out and sent to the lower gurrision. What a sham.

    A president who is ” not capable” of handling power! What an insult! And he went to say it for a foreign diplomate! What he was telling him is ” I am working with a moron”

    To like Salva or not , you agree or disagree with him , he remains as a very wise and prudent politician and quite capable of handling power

    Don’t waste your time assuming that you can mislead the public opinion on the politics of the sovereign Republic of South Sudan.

    You for one intentionally chose to misunderstand what this Wikileaks has said. Please read again as I quote it for you:

    “The senior SPLM leaders said that they thought Kiir to be the only man capable of leading the ex-rebel group, but that his views did not represent those of the mainstream.”

    It also went on further to state what the SPLM big shots expressed in that meeting, and I quote:

    “They also expressed concern over the actions of the NCP to divide and neuter the SPLM leadership and called upon the then US assistant secretary of state for African affairs, Jendayi Frazer to persuade Kiir to continue along the pro-unity path which his predecessor, John Garang had begun upon before his sudden death ikn August 2005”.

    Those SPLM shots are weaklings like yourself who cannot dare to look their leadership in the eye, leave alone trying to plot against them as you wishfully pictured it inside your narrow imagination box.

    All you’ve is to come up this 20th century propaganda, “They want to implement foreign “imperialist” agenda paid for with the blood of our people, certainly in the interest of the foreign power!”

    Why not go on with selling your fake “Islamic Civilization Project” to your atheist darlings in Beijing and Moscow than wasting time labelling others as Communists when your protection depends of the god-fathers of the Kremlin and Hu Jintau of China – they are communists my friend. And if Al Bashir or Nafie told you otherwise, then they are just to become communists themselves.

    Alor said ” not capable of handle it” is his own opinion without the fact. It could be the fact if they try to find the solution to get rid of Kiir. The cable didnot say they need to overthrown Kiir, but suggested thier view pionts otherwise.

    Over the world, any human being there are negatives side and positive side where other human being could pointed out. So Alor and others were trying to pointed the negatives side of Kiir, meanwhile they don’t suggesting to get rid of Him.

    I thought that you are intelligent enough to understand the meaning of dicontent.

    Never-the- less ; have a look at this ” as you have been super selective in your quotations”:((A/S Frazer responded that many in the U.S. believed
    Garang’s vision of national unity was not widely supported in
    the South and Kiir was seeking to consolidate his position
    with his constituency. While a leadership vacuum was
    inevitable considering Garang’s strength, the party should be
    strong enough to continue, and party development was
    therefore critically important. Frazer pointed out that
    every member of the Politburo in South Africa was qualified
    to assume the top position, if this were necessary.

    ¶11. (C) Frazer continued that while friendship between the
    SPLM and USG officials was important, the interests of the
    U.S. were her first priority. State transformation and the
    weakening of the NCP are jeopardized by an ineffective SPLM.
    She noted that those who produced, not those who complained,
    would help keep the SPLM united and assist Kiir’s leadership.
    Good results were the test, and it was essential that the
    SPLM leadership in the GNU not be, in Charge’s words, “me
    too” partners. The SPLM must take control of their portfolios

    The cable will not give you all the details and every word of the meeting , but it is clearly that Frazer wanted to support the position of Kiir against those who “complain” and not “produce”, those who were called the “Garangist” in the cable!She clearly stated to them Kiir position should be strenthened, for somebody of presumable intelligence , the question would be: who wanted to weaken his postion? Did she undestood that the ” Garangist” want to do that? Did they imply that they want her help to remove Kiir and subsequently she called for strenthening him rather than weakening or removing him? All of these are ligitimate questions which will be asked , not by me , but by all southerners and even Kiir himself.Even your quotation is a good example of what they were trying to do! To get help to remove Kiir. They said it indirectly: we think he is the only one , but the mainstream ” majority” do not support him! For sure they were testing the ground and wont say it unless they find it will be accepted. Unfortunately, the idea of removing him was not acceptable to Fraizer!

    The main question remains : why they would discuss and question Kiir leadership with her in the first place?

    Undersandably, she stated her agenda very clearly irrespective of the naiveity of the troika ” arman, alor, agar” who thought that friendship with American officials will influence her decision.She had to remined them that the Amrican interest comes first! Then she spelled her agenda very clearly: to weaken the NCP and transform the government. Specificaly these what I call foreign agenda! Something which will not be accpted in Sudan even among those who who oppose the NCP!

    Since you are fond of “selective quotation” I will refer you to another cable to see how ” our” minister of foreign affairs is revealing all the meeting details with his president to a foreign official who wanted to ” weaken ” the president and his party! Interestingly he took the words of Mubarak Al Fadil as guranted!Probably this is why he was given huge contracts worth tens of millions of dollars in the electrical projects in the south and people estimated that he had made at least $ 20 million profit!

    I thought there was a word called ” honour”, but when I see the dirty and merkey politics of the big powers, such as offering a prestigeous PhD from one of , actually the most prestigous institute of political science in the world to an ignorant monister with the support of a prime minister who ” fractured” our skulls with the continious rehetoric of ” human rights and bla…bla”, I smply feel sorry for you!     Deng Alor is not either capable of doing things properly, that was the reasons behind why he fail to convenience his own brothers to get out from the North. Kiir always bring those enemies close to him but they will cause problems. How come for somebody to represent people and turn against them? In order to avoid personal interests rather than public opinions, Alor need to be investigated seriously. The so called Chief Justice of RoSS, need to get out the laws from the office and send them to wherever people practice the crimes.

    To those who are not reading this article carefully let me point out two key things above… “January 2006” and the word “suggested”.

    Now there are going to be many people out there who are going to try and bring down the new Republic of South Sudan, whatever their reasons may be, but we must be intelligent enough not to jump to any conclusions. His Excellency President Salva Kiir is a very intelligent man and so is Minister Deng Alor. These two men have sacrificed dearly for South Sudan to be where it is today. If anyone of you know the relationship between the two, you would understand that Minister Deng Alor has no intention of undermining His Excellency President Salva Kiir. So it is only right for us as a people to look into articles such as this – released in 2011 – and ask why there wasn’t a direct quote of the exact statement made by Minister Deng Alor, but rather the article uses the term “suggested” in order to have the readers automatically fill in an imaginary statement made by Minister Deng Alor.

    My fellow country men, media is a very powerful tool and it can very easily bring down our new nation. Let us not buy into arguments like the ones above, but rather trust our founding fathers who have brought us to this point. As I stated earlier, His Excellency President Salva Kiir is a very intelligent man. He would not have put Minister Deng Alor as the Former Minister of Regional Cooperations/ Foreign Affairs and then promoted him as the Minister of Cabinet Affairs if he did not trust him.

    So I ask you all to please trust in your President, after all we are the ones who voted for him.
