S. Sudan earmarks nearly $30 million for development projects after independence

June 02, 2011 (JUBA) – An estimated SDG 79 million -around $29.5 million – will be allocated specifically to boost the development needs of South Sudan, when it becomes independent in five weeks time, David Deng Athorbei, the regional finance and economic planning minister told a recent workshop.

South Sudan, one of the poorest regions of the world, with next to no physical infrastructure, has been ravaged by civil war for most of Sudan’s independence.

“Going forward, resources are going to do what they are intended for and will be effective in delivering development to the population,” said Athorbei, as he officially opened a three-day states and counties workshop in Juba – the capital of the soon-to-be independent nation.

The minister, however, cautioned the attendees to properly utilize allocated resources for effective service delivery at grassroots levels. He further cited the importance of capacity building within the states and counties of the semi-autonomous state.

South Sudan’s second civil war with Khartoum caused massive destruction to the region, around two million lives were lost and four million displaced. In 2005, a Comprehensive Peace Agreement (CPA) was signed between the two warring parties in Naivasha, Kenya bringing an end to the bloody war.

Joe Feeney, UNDP’s head of South Sudan office at the same event underscored the importance of the training, especially at this critical time in the run-up to the country’s path to nationhood.

“It is crucial that the states and counties are involved in this process of promoting inclusive growth and economic development in Southern Sudan as it becomes a new nation,” Feeney remarked.

Among the key issues that featured prominently during the three-day planning and budgeting workshop were the draft South Sudan Development Plan 2011 – 2013 and revised aid strategy, efforts by the southern government to achieve the UN’s Millennium Development Goals (MDGs), public financial management, payroll, public sector reform and revenue management.

Also cited during the workshop as key challenges to the region’s progress were the rising inflation rates, revenue collection bottlenecks, plan based budget execution, lack of fiscal discipline in resource transfer to state and counties, lack of budgets for capital investment and weak databases and statistics, among others.

The annually-held event, now in its third year brought together 250 participants from all the 79 counties within South Sudan. It was organized and sponsored by UNDP.

    I hope this budget SDG 79 Million for development will go to the Counties where a lot of developments are taking place and not to the individual accounts, I know those States governors and state ministers for finance will do planning on this budget and build their own houses inside and outside S.Sudan they don’t care about what going to publice.
    Athorbai I advise you to follow them up keenly.

    Nonsense Mr. minister, since we all know that eveything that come from out through GoSS and it’s ministers for the purpose of development, will always go back to your pockets.

    Mr, Athorbei, if someone who doesn’t know you and your president Kiir, could really believes what you tells, but for us, we already know that you are the big liar.

    Those who don’t know you, may believes the amount you pronounces of An estimated SDG 79 million -around $29.5 million – will be for development of the region.

    And for those who know you, will believes the amount will turn to develop your stomach as it opened many time, million of dollars has been flowing from Western world to South Sudan as for development, but when received all turn to develop you and your president Kiir stomach, as everybody knows that will not be for the development of the region but, for yourself.

    Dear readers,

    It is not good to be pessimistic about the government of south Sudan. I hope that the transitional constitution will be implemented over everyone who will continue to misuse public funds. It is a deadly crime to use the public funds as your own if you are the head of the department whether minister, undersecretary, director general… etc. So, your excellency sir, go ahead with those developmental funds but make sure that it is use properly for the development of this new nation. We have to prioritize the development, first should be human development and then infrastructures. Therefore, training of the leaders of the counties in administration is crucial because 90% of them have not undergone formal training. Let the government then, helps in human development for the betterment of southern Sudanese cadre.

    Dear readers,
    Public fund and public corruption: This is not the ever first donation this Small but rich Country is receiving from out side and what have you seen being it’s fruit other than individuals improving on their welfare because they said they fought the war?
    Wait for the time when the Donating Countries will ask for their compensation which this particular consumers will say let the gov’t shot it out.
    The major problem here is that money will be dipatched to the States, Counties and all sectors but there is no follow up of the implemetation of the activities so this gives the corrupt guys the opportunitiy to chew the fund and to hell with development after all they are old enough to live more 5 years or more.
    Follow up every bit of piasters given for development in each region other wise we expect to live in such unaccepteble environment and we shall continue to hate foreigners for their exccellence and to envy their small businesses in the S.Sudan yet we have the opportunity to do more than any one. Training of personnal who are more hungry will not make any difference.
    Watch out for the use of that fund.

    is it really enough for the development or specifically some parts of the development. The challenges facing Southern Sudan consist of roads (international roads to boost trade)hospitals, Schools I hope if the govt allocates money for that than our country will be at rapid growth. First thing to put in consideration is the use of that money how it is going to be used,otherwise corruption is knocking at our doors.

    You are right to start by saying you hope. No certainty for sure that the big fish will use the money for the development. Up to now no clear structures in the governemnt. They use to send their leftover to States and states will do the same to counties. It is a very fearful situation given the continuity of splm leadership. But let hope that God change their minds overnight and they do the best for the poeple of SOuthern sudan.

    It nice H.E minister and we hope if this will happen our leadership will be triply rewarded for having adopted a new turn, but it is disgusting to hear words like these from people the society so much believe on them but with dry wordings.
    we have been reading and listening to many development plans but ending up in well developed pockets. it would have been very nice and believable if it was said by a one day child than you the ministry because his/her lie would be new to us than yours.

    we know that election has not ended and marrying of your daughters is not over and if you put all the estimated money for development, what will you used to distrbuted to your staffs when you celebrate the winning of your ministrial post of finance? and what will you give to people when your daughter is married?

    these are just tricks but unless you are born again we won’t believe on what SPLA/M leaders are saying because their liberation was for money and not people.

    Hope the Lord will remove the lock in your eyes.

    H.E the Minister of Finance,Your people are not any longer the way U think,during your Nairobi time and the struggle time they know what is going on in the Government.

    1- What will the 30 Million do, and is only for important issues in one paper of the next president Banjamin Bol Mel.
    2-Why did 10 Billion fail,even the Government is now demanded by some innocent traders who put in their real money not like the rest who,took nothing to the states yet they are paid, and continued to be paid by U under ground desite the order from Parliament to set up a fresh investigation, and U are ignoring the directives because most of them who are paid are, either relatives to Kiir,Vice president Bol Mel,.

    3- U give your own people from cattle camps including women Dollars, to cheat people on the street of Juba in broad day light without fear that the source of this will be questionable to me as they are my relatives or from my Yirol, that is why people are not going to Ramciel, if they can cheat from far what if people go closer, they will not only cheat but will be worst that Baris.
    4- U take money from Khartoum before even the end of the month, from Khartoum for your own issue with big man and all the Ministers are keeping quiet so that they retain their positions on that ground and those who are questioning that are the ones that are always removed by big man like we hear, whoever is not friend to Deng Athorbei in the Cabinet find his way out of the Government soon according to big man,and Bol Mel but one day most of U will be asked to return our money.
    5- Now, people are being paid for durra Saga only when u promise to give 3oo,ooo sdg,from 1,000,000 up how many millions, your moneis will be paid as long as u accept to that,most of durra money is paid and U know even the parliament some of them are aware.
    6- U one time attack General Chol for calling U corrupt with nyandeng was it not correct?He knows U well inNairobi,
