SPLM: Khartoum’s NCP planning genocide in South Sudan

March 13, 2011 (JUBA) - A senior member of South Sudan’s ruling party has accused the Khartoum-based National Congress Party (NCP) of backing militias with the intention to cause a “genocide” in the semi-autonomous region as it approaches independence.

Pagan Amum, Secretary General of the Sudan People’s Liberation Movement (SPLM), made the accusation following clashes in South Sudan that have rocked the region since it voted to secede from the north in a referendum in January.

The National Congress Party’s Rabie Abdelati has dismissed the accusations as "ridiculous".

The conflicts in South Sudan, and SPLM accusations, have raised fears that conflict could reignite between the two regions. North and South Sudan have fought for most of Sudan’s 55 year independence.

January’s referendum was agreed as part of the 2005 peace agreement that ended the most recent civil war. The peace deal is due to end in July with the South’s independence.

“The country is currently in a crisis. We have got information and obtained vital evidence that the NCP is creating, training, arming and financing various militia groups with intentions to destabilize South Sudan through genocide,” Amum told journalists at Juba airport.

The SPLM, he added, has already suspended all form of negotiations and contacts with its northern counterpart until the two parties come to a compromise over all matters at stake. The two parties to the Comprehensive Peace Agreement (CPA) have yet to agree on many separation issues including, demarcating the North-South border, natural recourses (oil and water), nation debt and assets, citizenship and currency.

Amum also said the government of South Sudan is looking into the possibility of stopping the export of the region’s oil through the north in July. He said that the SPLM was considering the possibilities of alternative routes of transport other than northern pipelines.

South Sudan is landlocked. Under the CPA the north and south share the south’s oil revenues 50-50. But that deal is set to expire in July and the south was expected to continue to export oil through the north paying a fee for the pipelines and refining facilities, which are based in the north.

Amum said that his party would provide the media with documented evidence to show how the north plans to destabilize the south. Over 45 people have died in clashes in Upper Nile state between the southern army (SPLA) and forces loyal to George Athor who rebelled after he lost his bid to become governor of Jongleu state in elections last year.

The SPLM have accused the NCP of aiding Athor, an allegation that Khartoum denied.

Both parties have also been negotiating over the future of the border region of Abyei. The oil-producing region was supposed to hold a referendum as part of the 2005 peace deal but it did not go ahead due to a dispute over who should be allowed to vote.

Abyei has also seen deadly clashes in the run up to and since the South’s referendum with scores killed. The NCP has maintained that the Arab Misseriya tribe, who enter the region with their livestock for part of the year, should be allowed to vote in the referendum. But the SPLM have rejected this, claiming that the southern-aligned Dinka Ngok are the legitimate constituency in Abyei.

"The NCP have been arming Arab tribes along the border of the north and south ... so they carry out genocide like they have done to the African people in Darfur. This is what they want to do again”, Amum said on Sunday.

He called on the United Nations Security Council to stop what he described as an impending genocide. The UN has a large mission in Sudan to monitor the implementation of the CPA but they are not expected to be asked to stay on in the north after July.

Amum said that the SPLM remains committed towards the creation of two independent states on July 9 and would like to return to talks with NCP but claimed "we have nobody to talk to ... they are already engaged in war."

“We want to see the north and south emerge as two independent states sharing a common border with normal relations based on mutual understanding after the July independence,” he said.

He also accused northern party of attempting to overthrow the southern government before the independence of the South is declared. Amum claimed that the NCP intended to install a puppet government before the oil-producing South’s independence.

He however urged the southern population to remain vigilant and defend their right to peace, political stability and self-determination.

The SPLM Secretary General also appealed to the UN Security Council and the international community to investigate Khartoum’s actions.

      The Wicked, the Poor and the Ignorant: The Chollo Predicament

      MAR. 14/2011, SSN; When the guns are rattling in Malakal cutting short the sleep of many people particularly the children leaving on the ground corpses, don’t think it is for a worthy cause. The situation into which the Chollo people have been lobbed reminds one of the story in 1970 of the American priest James Jones and his flock of over one thousand he ensnared into committing suicide in Guyana. The fighting in Malakal which started in Dur on March 6th had many objectives flagged to it.

      As per an acquaintance who confided to my sister-in-law, ‘I am coming to inform you because you have always been good to me. We have come to fight and we are many distributed in different parts of the town. You should accumulate enough food for yourself. We have orders to kill your sister Abuk and her husband Adwok… We have people charged with shooting down Pagan’s plane if he dares to land in Malakal…. We are going to kill the Governor Simon Kun Pouch; we are going to break and take the money from the Bank; Yoanes Yor must fly the flag of Upper Nile not Simon Kun; Salva Kiir will not raise the flag of independence of South Sudan…. The flag will be raised by Dr. Riek Machar and Dr. Lam Akol.

      These words seem to be from a Hollywood scene. It is a very sad thing that poor and ignorant people have been intoxicated with falsehood into a delirium whose antitoxin is their imminent death. I am writing this in response to the four who signed the so-called Collo Global Action and their piece protesting the killing in Panyikango County, South Sudan, namely Peter Karlo, Olany Lueth, Lwanyo Awang and Jino Kak.

      I am a veteran of the war of liberation in which two and half million people perished. We look back at the war years with nostalgia but full of pride that we have achieved the ultimate objective: independence and freedom for our people.

      The Chollo Land Defence Forces, as you may call them, are indeed a militia group supported and armed by the enemies of the people of Southern Sudan. They are not fighting to retrieve the Chollo land… their agenda is power— to take power in Juba.

      The war to take power by force started in June 2010 in the Chollo Kingdom with the assassination of Kt. Peter Oyath and his entourage. The slogan of Chollo land was just a façade and a smoke screen for ensnaring the ignorant like some of you. There was no way this rag tag army would have defeated the SPLA and it was definite that the Chollo would lose their land forever as they did to the Arabs in the While Nile area.

      The peace agreement signed in Pachodo with the assistance of H.M. Rath Kwongo provided for the absorption of five thousand young men and women into the SPLA to constitute the defense of the area. Robert Gwang, who has a genuine concern for the land, acquiesced and has now been absorbed as a Major-General.

      Olony, on instigation and orders of his commander-in-chief, rejected the leadership of Robert Gwang claiming he was a Lt. General. He relocated with his men to Malakal from where he again relocated to Dur with the agreement of the government in Malakal. He was joined by many youth, middle aged and elder men and women; some of them government employees in Malakal seeking army ranks. Little did they know that it was not a straight forward process.

      The fighting in Dur was triggered by Olony’s refusal to go to Gaar in order to join Robert Gwang in the integration process. A good soldier will not jeopardize the lives of his men and the civilian population among who they lived and Olony, whom Peter Karlo has now renamed the Reth, is not a good soldier. He is just an adventurer like his mentor.

      After being dislodged from Dur, he stayed a few days in Abayo, west of Athikong with his men wounded in action. He has brought the war to Malakal hoping to get more attention and sympathy. They are fighting as small pockets without a defined front and therefore will not take time before they are flushed out of their hiding places. Many of the Chollo in town who have expressed sympathy will now just withdraw and shrink into gossip groupings and even the strong voices to the international community may become muted soon as the reality dawns on all. The intoxicant will have faded for good.

      Now I want to ask the Chollo Global Action: don’t you think by heightening the issue to a military confrontation with the Government of Southern Sudan you may have indeed assisted in spoiling the case; that is to say after being defeated how will you again retrieve what has been grabbed, assuming that the Dinka follow up on your defeat and chase the rest of Chollo from their homes including Malakal?

      My submission is that many of you particularly those in the Diaspora have paralyzed your thinking mechanism and just follow like sheep the designs of diabolical person we all know. The issue was not land in essence although the decision to make Pijo the H/Qs of Paweny/Luach County was enough to invoke legal but not military action against the president of GOSS and his deputy.

      If you are careful enough to analyze the development since January 9th 2009 following the skirmishes in the Malakal Stadium, the attack of Anakdair and the burning of Abanimo, you will discover that the inaction on the part of the governments of Upper Nile and Southern Sudan was intended to undercut senior Chollo members in the SPLM [Pagan Amum, Oyay Deng and Peter Adwok Nyaba] for reasons to do with the SPLM internal dynamics and power struggle but more strategically to widened the divide between the Chollo themselves.

      In 2005 the Chollo was the only community in the SPLM that came out divided blocking each other. This was exploited by those who didn’t want Chollo holding such positions as Minister of Foreign Affairs, Army Chief of General Staff and the SPLM Secretary General, although the three gentlemen were qualified to occupy these positions.

      I would say that Salva Kiir and Riek Machar intended to embarrass Pagan Amum [SPLM SG] in front of the Chollo after the massive reception he received in Malakal in December 2005.

      Dr. Riek Machar out of reasons best known himself has not implemented the GOSS decision making him the Chairman of the committee investigating the crisis between the Chollo and the Dinka. This inaction on the part of GOSS towards the Chollo outcry worked in favor of Dr. Lam Akol prompting him to declare his SPLM-DC in June of the same year.

      The pundits have succeeded to elbow Dr. Lam Akol out of the Ministry of Foreign Affairs, Oyay Deng Ajak out of the SPLA and to diminish Pagan Amum’s role as the SPLM Secretary-General.

      In a piece I wrote immediately after the declaration of the elections results; I said that the vote that made the SPLM-DC capture all the territorial constituencies in the Chollo Kingdom was an anger vote against the SPLM. I still stand by that statement.

      The real issue is ‘power’ and how to wield it. It is cynical to raise the slogan of land in order to ensnare the poor and ignorant and push them into battle front. The boys fighting in Malakal have SAF military attire and inner vest carrying the picture of Dr. Lam and the insignia of SPLM-DC.

      The SPLM-DC is a registered political party and one would presume that it is national; in this case why should they come to attack Juba the seat of GOSS? Why should the Chollo land be destroyed because SPLM-DC wants power in Juba?

      Who is supporting and supplying the SPLM-DC with arms and money in its adventure? Is it SPLM Democratic Change or SPLM Destructive Cause?

      I want you to reflect on this seriously and its parallel in the James Jones case.

        No matter what the future will bring, and no matter what they will be like in the future. Pagan and we Oyai deserve praise now. They are not Dr.’s but they have done more other people in the course of liberation of the south. Pagan has fought politically and Oyai fought militarily. Regardless of Lam Akol, Oliny and the rest of the Shiluk, nobody should be tempted to look at the whole Shiluk as Lam Akol supporters alone. The community is divided. I respect that community because of Pagan and Oyai.

      Dear South Sudanese who might read this posting now or later. I would like to take this opportunity to remind you where you came from. I know each and every household lost a person in South Sudan during the war. And the cause of the death was freedom, justice, fairness and integrity.

      My simple questions now are these. What is the causes of killing our innocent people now? What are the fighting over? What will they achieved after killing all their people? Who can be honored because he/she has killed his or her people.

      Anyway, I just want to remind some of us who are writing in this net that people are not well represented across South Sudan. Is that is the cause of killing innocent people so that you get power? If you get power by killing people and those defeated take up arms against you again will you really enjoy that leadership?

      I think the best way is that let us declare our independent first, prepare your ground and when elections comes you will win because people will vote for you if they really like you. But we don’t want leaders who want to take power in killing people so that they might become leaders of trees. Because who will you ruled after you have killed all people because of leadership. In fact weak leaders kill people because they are not capable to be elected.

      I just want to say, please people of Upper Nile we have been bothered so much by your hungry of power that sometimes blinded many of your leaders forgeting lives of their people. The leadership of South Sudan will be enough for all of us if we can be patience. It will come to Greater Upper Nile if you are organises. But if each household in Upper Nile wanted to be president of South Sudan the same time, how can it be possible. Upper let me challenge you one more, instead of killing each other sit down get organise, identified a leader and you will get through, but I know we other regions will never support you if you always being using violent as away to get power. you better be left to finish yourself.

      I am very, very disappointed with you and specially they so called leaders in that region. In fact I don’t a leader in Upper Nile, but I have in Equatoria and other regions. South Sudanese let us forget Upper Nile People and their way of doing things.

    Southerners are dying , killed and mascared in the SPLA paradise not in the north.The fight is between the SPLA and southerners and not with the Arabs, mundocorow or jalabba.There are about 2 million southerners in the north living in peace and harmoney in schools,market, streets, hospitals in peace and with dignity, things which you failed to provide them with.Why should we go to the south to kill them, while there thousands living with us here?

    Why are you negotiating and demanding that we give Southerners living in the north a North Sudan nationality or dual nationality. Why do you want them to be treated as second class citizents? or do you want them to be killed by the savage Arabs in the north?

    Why calling the UN or the security council to interviene? They are already there ; there are 10,000 un security forces in the south and they know very well what is happenining.Everday they are recording the killing of southerners by your SPLA freedom fighters!The so called international community knowes very well what is happening and what will happen. The CIA director said that they were expecting genocide worst than whaat happened in Rwanda in the next five years and it seems that we donnot need to wait that long!

    Stop the negotiation now, well and good! We have no problem.Do you have a second thought about secession? Do you want to delay the official date of secession ( 9 July)Say it clearly ans we won’t accept.We have no problem with southerners, we have a problem with YOU in particular.We donnot want to see you in Khartoum and there will never be friendly relationship with the south as long as there are thugs like you on the leadership in the south.We donnot want your oil; go and drink it.

    Go to your mansion in Australia and your fat bank account there which you looted from the money of the poor, starving and marginalized southerners.You will not be wellcomed to your prestigeous villa in Khartoum , sell it and return the money to the GOSS .Southerners will continue living with us as they have always been in peace and harmoney.

Can you please quit preaching about Ngundeng and talk like a civilized youth? I know he is your father, uncle or what ever may your relationship be, but please quit preaching about him and hence, you better take gosple or Quran el kerim to preach the word of God that will likely make sense. to be honest, you and your likes will not manage to divide southern Sudan as you wish and instead you will see Southerners praying one day about you and you will not exist.       I want to let you know that we have more Arabs in the south rather then southerners living in the north. You need to be aware that comes july, you will never see any southerner in the north to be honest and transparent enough. And instead of seeing southerners in the north, fighting without frontier will break out in the north that will bring the downfall of your uncle or what so ever your relationship is. The reason as to why we don’t like to go back for war is that we care a lot for human life. But trust me, your arabisation, islamisation and the likes will come to an end and frankly speaking is that you will shift to this place pretending to be trading such that u may survive. Don’t you ask yourself why your uncles are flying day and night to Juba? they use to go there in order to drink beer as much as they can having forgotten that they once applied their so called sharia law "pretension is worse than madness".     Why and How can you solve a problem with a lot of complains.
    Are you always telling these things so as to stop that vampire (Bashir). Yet the hope of anybody in the south depends on your struggle. Riek Machar and his president are always doubted. When one asks for which tribe is causing all that? the response sometimes is clear and simple: Dinka rebel group (Athor) VS Dinka army commanders. The president is a dinka, his vice is a Nuer and that makes the most confused, aggressive and illetrate beings who can act as if they have never seen a blackboard. Was it the only State where corruption took place during the election? In Central and Western States, even such confusions existed more, did you hear the that those who failed turned as rebels. Shame on the Dinkas who turn against their fellow Dinkas yet giving hardtime to this innocent Pagan Amum to keep talking about it.

      Dear readers
      Talking like a childish it makes it so useless on other politicians. Amum tried to make a very shallow accusation and warning to the north government without giving a clear evident; that wouldn’t make sense to the whole world. On his yesterday report he warns NCP to stopped oil not to be transport to Port Sudan if NCP is backing up the militias of soon to be independent in 9th July 2011.
      This man is not good in negotiation but good in accusation mark my word.
      Some writers on this website always pressing their attitude against Dr. Riek Machar as he is a supporter of renege Athor Deng which is today appear on this report accordance to the NCP presidential advisor Gosh; that is the conceptual of some of politicians with in SPLM party.
      Warning, carrying wrong propagandas against some of SPLM member who have offered himself to serves the interests GOSS or south Sudanese people like Dr Machar this will cause more chaos incoming time.
      What happening now will make no more different from what took place between Salva Kiir and Dr, Macher in 2008 when some of SPLM members influences Salva Kiir to replaced Dr. Machar position with Wani Igga.
      This round will make it worse than 2008, but people will regret later after things gone from bad to worse. Dr. Riek Machar is not against his SPLM party. He is not supporting rebel movement but need peaceful resolution because sweeping away rebel from south Sudan will lose more life from both side marks my world.

      Does it make you happy if the south turns into another Rwanda or Somalia.Poor innocent people will die , while you are thousands of miles away, enjoying healthcare, good education and all the benifits of the "first" world!

      You are partially right about one thong; if there is a conflict between Sava and Machar it is going to be the doomsday, but not only for the Dinka but for both and for all of the south and the north will not be very far away, many will die even one will win! But nobody will ever win against the other.

      Don’t you feel that, your duty as a southerner or as a human being is to try to avoid this scary situation.If not, I donnot know what is the use of education!

        I have never said, I would be happy (God forbids)if South Sudan descends into chaos as many seemed to craves for. I love my country South Sudan. It pains me seeing individuals siphoned public funds and wired them into their relatives accounts abroad while the average Southerner struggled to makes it for just a day.

        On the contrary, what I’m warning about are dangerous rumors being floated around without any concrete evidence that there is a attempted coup going on in Juba’which are utterly false and irresponsible by Both Pagan Amum accusing the NCP and vice versa Sal Gosh repeating the rumors. plus some of the haters of on this website of Dr. Riek Machar continue to spread this dangerous rumors.

        Dr. Riek Machar called for peaceful solution 2 weeks ago to the rebellion by Athor rather than using Military forces since the victims of any Military will always include the innocent civilians, as we have just witnesses in Malakal/Upper Nile state’s capital. But Salva Kiir ordered Military escalation instead.

        Now,I said it before our problem is not the NCP or North Government but it is internal problem which need and internal peaceful solution not Military one. This problems is between three people of Jonglei, i.e Athor, Kuol Manyang and Gier Chuang. Should the SPLA be used to settled the grudges between three individuals? I say, with a ’BIG NO’

        But continuing pointing fingers on the wrong direction and not find the peaceful solution to this cause will inevitably causes more harm than good! And Should South (God forbids)Descends into Chaos the three mentioned officials from Jonglei will be responsible party for it!!!!!

          I am sorry if I hurt you in anyway.I do respect Machar, he is quite an intelligent man; and I do respect Salva Kiir he is quite a good person with very good intentions; though I have difference with both, but that does not stop me from respecting them. I quite understand that they have a hell of job to do ,the tremendous challanges they have to face TOGETHER. Any conflict between them is frightening! Let us help them to remain united!

          The problem is with the "old guard" who want to remain on the helm forever!Supported by the northen sector they fudged the last conference of the SPLA ,fudged the selection of the SPLA candidates for the last elections, manupulated the elections in favour of their candidates against the independent candidates, kicked out Lam Akol from the ministry in favour of Mansour Khalid who was refused by Bashir and now obstructing the south-south dialogue.

          This group lead by Pagan Amum, Luka Piong, Deng Alor, Edward Lino and supported by northern communist like Yasir Arman, Waleed Hamid (the $ 197 000 man)Al Wathig Keemer,Mansour Khalid fudged the last conference of the SPLA to maintain their postions as during the war when they were very close to Garang and want to advance the agenda of the so called new Sudan.They wanted to kick out Machar , but they couldn’t. Salva was wise engouh not take that risk!They donnot understand the complexities of the community relationship in the south and they underestimated the power of their rivals in their lust for power, fame and money.It is always dangerous and risky to underestimate your enemy!

          Any war or conflict in the south is going to be detremental for both the north and the south. Ordinary people like me and you are going to die . They do not want to die themselves.We did not come that long way to start another war! There is, at the moment reasonable amount of money in Sudan ( south or north)to intiate a reasonable development which should not be restricted to Khartoum or Juba , but spread all over Sudan.Even with secession the borders can be just a line on the papers.Thanks god people on the ground donnot understans what is border or what is pasport,.Just if we could leave them alone!
