Referendum: Salva Kiir warns army against celebratory gun-fire

January 27, 2011 (JUBA) — South Sudan president, Salva Kiir Mayardit strongly warned members of the armed forces against celebratory gun-fire on the day of the announcement of the final referendum results, due on 14 February.

Kiir, also Sudan’s first vice-president, urged these forces to protect peoples’ lives and properties, just like they did during the one-week long referendum polling period, widely regarded as peaceful.

“Your excitement should not cause misery to yourselves and others. I want to repeat again that there should be no celebratory gun-fire,” Kiir said in a statement.

Already, Sudan Tribune has learned, the president has instructed Nhial Deng Nhial, the Sudan Peoples’ Liberation Army (SPLA) and Veteran Affairs minister and his Internal Affairs counterpart, Gier Chuang Aluong to institute measures that will combat random shootings.

The same directive, sources say, was also contained in the 14-page inaugural address Kiir delivered during Monday’s official opening of the second session of Southern Sudan Legislative Assembly (SSLA).

Kiir’s strongly-worded statement a day after the southern army officially launched its air forces in the regional state capital, Juba on 26 January.

While officiating at the event, President Kiir, who is also the SPLA’s commander-in-chief, reaffirmed his government’s commitment to protect the region as it prepares to become independent.

The SPLA reportedly purchased its first batch of 10 Mi-17 helicopters from Kazan, a Russian supplier, and ordered unarmed aircraft for transport purposes.

The erstwhile guerrilla army fought nearly two decades of civil war with the north before the 2005 peace deal that ended the war and allowed the south to vote in a referendum this month, on secession from the north.

The establishment of South Sudan air forces was legislated in a defence bill passed by the region’s legislative assembly in June 2008. The bill stated that the SPLA should consist of ground and aerial units.

The oil-producing yet underdeveloped region allocates 40% of its budget to the military.

    You have an extraordinary work.Your leadership has brought Southern Sudan back to her Owners.Random shooting may allow those with evil intention to cause havoc during our historic day.Army must be vigilant during this time because those people won’t be happy:

    1.LRA because our independence means an end to their existence.
    2.NCP because they will lose South and her riches.
    3.And all Southern Bashier’s servants.E.g Unicle Bona M,Dr.Lam,Prof.De Chan,Riek G,George Athor Deng among other.
    My advice to those I have mentioned is to return during the celebration of our final results in stead of causing mayhem on our beautiful son as they did.

    Your returning is highly appreciated by all Southern because it means PEACE.

    H.E. The President, you have got a brilliant point at hand. I do agree wiz Gatwech and the other colleague. Gun fire may result into abuse of some——– can be many!.

    Mr.President, I had though you would ban drinking on that day as others may drink unnecessary in the name of celebration and end up causing damages. Not only guns but there are many things in possession that may be harmful after a couples of beer’s bottles, i.e. pangas, knives.
    If drinking is not banned the whole day, then there is a need for all bars to remain closed during the day and then opens late evening atlease to reduce the heavy drinking.

    I suggest, all bars/alcohol sellers to open at 5pm and run until 10pm. any bar operating beyond that time will pay a recommended penalty.

    South Sudan for a brightest future I Pray. Amen!

    Iam not the ‘First Commentator but your true brother).I share the same spirit of building a very healthy Southern Sudan nation with you and other true Southern’s Sons and daughters plus other world super powers who have been with us during hardship.E.g USA,Australia,European nations and Eastern African Countries.

    3.nepotism
    4.ignorance
    5.dictatorship
    among others

    Every southerner must taste the fruit of Southern Sudan’s riches.Every government in power must allocate budget to

    1.Elderly people
    2.War veteran
    3.Widowers or widows
    4.Orphans
    5.Disabled people.
    6.Anybody in school regardless of their ages because what they are doing is for the betterment of the South.And this will encourage them to continue with their studies.Sharing SOUTH’S RESOURCES equally means loving south equally and anything/anybody atempting to target South Sudan will target every Southerner.

    I doubt if you have a gun,i know you have arrows and spears,you can shoot the arrows and throw spear if you want too as long as dont harm anyone.
    President is right for saying that, and people like you, they will never understand until you get into the hot soup and face the music.

    Never be a liar, how can a militia gets 90 government purchased pickups and heavy machine guns mounted on them. Your senior militia Riek Machar did not even have those equipment when he was being used by the Arabs against South Sudan liberation struggle.
    This is why I call people like you as hardcore brainless traitors who only believe in glorifying tribal thugs other than understanding the realities on the ground.
    Do you think Arabs are foolish people like Nuer to give a Southern militia such equipments. Arabs will always send those militias to fight in the South with light weapons so that large number of them are killed to reduce their numbers too since Arabs interest was to depopulate South Sudan by encouraging southerners to slaughter each other like chicken. That is how Arabs have been managing Nuer militias all along.
    So wake up, Arabs are not stupid like Nuer to misuse their resources.
    Please don’t think like that useless Nuer leader who used to be advised by Wunyang the magician- a foolish villager advising Riek Machar and planning military activities of SPLA/M United headed by a foolish brainless Nuer PhD holder. I even wonder whether the guy had ever read any books for that PhD award. What a great shame?

The righ point is to close down all bars for some minutes or hours when declaration is about to be done.

    Hey folk, i don’t see the hindrance reason behind the gun firing during the celebration of our beloved nation during the declaration since we start it with fire then we must end it with firing no matter how peacefully it was ended, it doesn’t matter at all as long as no body is going to get harmed.
