Sudanese president to visit Juba next week

December 30, 2010 (KHARTOUM) – The Sudanese president Omer Hassan Al-Bashir will pay a visit to the Southern capital of Juba next week for talks with Salva Kiir who is the head of the semi-autonomous region.

The minister for regional co-operation in the Government of South Sudan (GoSS) Deng Alor told the London based Al-Sharq Al-Awsat that Kiir and Bashir will discuss the remaining outstanding items in the Comprehensive Peace Agreement (CPA).

The semi-autonomous south Sudan is due to vote on its future on January 9, the climax of a 2005 peace deal that ended Africa’s longest civil war. The south is widely expected to choose secession.

The National Congress Party (NCP) in the north & Sudan people Liberation Movement (SPLM) in the South have been discussing without success since July the key sticking points of future citizenship arrangements, the sharing out of natural resources — particularly oil — security and compliance with international accords, notably on water allocation from the Nile.

They have also yet to find common ground on the disputed oil district of Abyei which had supposed to be holding a simultaneous vote on its own future that has been delayed by disagreements over who should be eligible to vote and demarcating the region’s borders.

Alor said that hopes for a unity vote in the referendum are diminishing and that it is best for both sides to seek a peaceful divorce and focus on maintaining brotherly ties in the post-secession Sudan.

The NCP officials including Bashir have said they will recognize the outcome of the referendum even if it points to secession.

        Well, for sure the month of January (1 - 30 days) will mark a critical period and decisive moment for all of us (leaders, army, citizens and God).

        May God bless the coming rare month of January 2011 (starting tomorrow, Saturday).

        The year 2011 is the dawn of a new day that will bring to an end the 55 years of liberation struggle in the post-independent Sudan and more than 100 years of struggle by our ancestors. It will usher in real freedom and changes for the better!

        It will be time for verdict to be passed by the leaders, army, civilians and most importantly, God.

      No exaggeration here. Bashir is still a president of the republic even if it remains one day. Bashir will visit the South Sudan Capital Juba next week for discussion of outstanding issues like citizenship arrangements, the sharing out of natural resources — particularly oil — security and compliance with international accords, notably on water allocation from the Nile. With regards to his visit what most observers and commenters should said to Mr. Bashir is that in every point or item they wanted to disscuss led the North (NCP) know what is exactly their rights in the Sudan.

      Arabs came to Sudan and graped most of the land and owned it. They wanted to own Our Natural resources or demand for amicable sharing of Nile water and yet disputed oil district of Abyei which had supposed to be holding a simultaneous vote on its own future that has been delayed by disagreements over who should be eligible to vote and demarcating the region’s borders.

      If Bashir is the President of the Republic he should consider and respect the rights of Southerners by implementing what was agreed and signed in the CPA 2005. Bashir visiting Juba will be the Last visit to South Sudan as the President of the Republic and his visit is actually a BYE-BYE SOUTH SUDAN with H.E. 1st LT. GEN. SALVA KIIR as THE FIRST PRESIDENT OF THE REPUBLIC OF SOUTH SUDAN.

      BASHIR You are mostly Welcome by the South Sudanese and they are expecting from you the CHANGE OF MIND AND ATTITUDE to grant them their aspirations. When you come back for the next time it will be based on building/repairing eroded and destroyed political infrastructures particularly to Southern Sudanese.

        Dear Readers

        I am getting concern about this issue called Citizenship Arrangement. I do not believe in such a thing. This is another way of Arabs wanting to keep all their petty traders in Southern Sudan to control economy and intelligent by spying for Islamic Arab Republic of Sudan which will have no common cultural ties with the South (Secular state vs Extremist Islamic state). We have enough people killed by those northern traders in the South during the war. It is time to empower our people by ensurng they control retail industry where the economy of a country relies.
        All northerners in Southern Sudan should automaticly loose their citizenship right in South Sudan and be given six months to sell their shops and move to the north. Remember those traders are soldiers and spies and were the tools of humiliation and assessination of Southerners during all those years of war. We will not give them right to become citizens in the new country. Any Arab who wants to invest in Southern Sudan is welcomed as an investor and must qualify as an investor by bringing into the economy of South Sudan an investment of a minimum of US $500,000.00.
        Any other Arab and northerners who do not meet that criterium and delcaration to be neutral in both countries affairs should be treated as visitors only and watch closely till they are back to their countries.
        Remember these northerners are easily radicalized and we can not afford staying with suicide bombers on our streets.
        Please never give those northerners citizenship in the new country. Our people might harm them because of previous grievances. We do not need international community to be blaming us of mistreating northern minorities when we can avoid them this time.

          totally polical to create a brighter future or at least a
          decent living for the coming generations in south.And that

            Happy new year 2011.
            I appreicate your viewpoint but you have to know two things. The duty of the government is to provide security and ensure its citizens are in charge of the economy. Now in Juba, how many southerners own shops, few indeed. Why were they not able to own shops because of the policies that marginalized them.
            All small retail businesses should be 99% own by southerners if we need our government not to be an enemy to her people.
            Politics and money go hand in hand. Without money you can hardly maintain power and money is obtained through ownership of businesses.
            Thousand of university graduates are produced every year in Southern Sudan, if retail business is saturated by northerners and others, where will government get jobs for all these people. Now many of those graduates are in Juba without job or in low pay jobs and their only hope is thing will work better after referendum. If independence is achieved and their lives do not improve, what do you think will happen. The government will be compared to the same Sudan government we are leaving now becuase of failure to take care of her people.

                I agree with you but you are too far from reality in your thinking and to be precise, western in your approach to economy and enterprise development. I came to South Sudan in 2006 and found many of the local retail outlets were controlled by northerners and still being controlled by them till today. I am not against northerners and any other foreigner in South Sudan but we need to prioritize economy empowerment of our people and especially giving them control of all informal sectors that employ people with low skills who are by the way 90% or more of south sudan population today.
                Due to protracted civil war, South Sudanese are largely illiterate and do not know proper business management. This puts South Sudanese at disadvantage when competing with their northern brothers, Ugandans, Kenyans, Ethiopians, Eritereans and others who are aggressive retailers. Now Ugandans, Ethiopians, Kenyans, Eritereans and northerners are the ones owning businesses and the ones getting rich while our people are getting poorer and poorer. In this case the government has to come in and protect this crucial informal sector from outside competition. All foreigners are welcome into South Sudan as investors or employees at extreme low jobs or extreme high skilled jobs but not petty traders and middle managerial positions which are mainly preserve for citizens in any country including the emerging economies. The responsibility of the government is not only to create security for her citizens but also policies that prioritize economic interests and development of her citizens. There is no way where southerners will continue to wallow in abject poverty while foreigners are enriching themselves in their land. We need a governement which will be able to uplift people from poverty and uplifting people from poverty is to ensure they are able to get funds to establish businesses and unnecessary outside competition is curved off.
                Therefore, brother, I am talking about something that I am expert in. I hold two master degrees in different business fields from western universities and a management consultant and lecturer in South Sudan.
                Therefore, kindly think like a person who understands the situation our people are in and the way we can move them from abject poverty to afford at least two nutritious meals per day.

The GOSS needs to promote business among the local people, including scholarships and grants, and keep a close eye on discriminatory business practices and favouritism of outsiders which upsets the level playing field. If people of other religions or nationalities give each other favours, then the GOSS should counter this with local favouritism.

                I have eaten at the homes of Sudanese and cooked for them at my home, and indeed at theirs because some Sudanese men can’t cook; they tell me it is against their culture. But it is not against our culture for men to cook.

Let us stop votes Intimidation for the word call separation or Unity. All these make sense. If people are tiredly to go forward, can stopped to build where they are in the south. And created government good where they are, it is not a point to intimidate ourselves that alway let to a fight among us.

                    We need to stop old foolishness, because “s/he said Unity and he said separation. We have look deep into our Africa long interest in the Region and who are African enemy. Who is the problem in Sudanese? How we can remove it? Will intimidation against ourselves African help us? Who are the Allied of African people in Sudan? Will we find another Africa Land we have today to increase Sudan size? If we could asked ourselves those words will let us think deeply for truth.

                    And respect to our people opinions, with dignity. Let us not make south the point of problem.
                    I think voting for separation or Unity will not affect SPLM/a main goal as that was use in CPA for political purpose for the time being during the 6 years peace time. If it will come to a military liberation time Zero, it will not work. As time is ticking into zeros hours, we see how it will works. The political time will be gone for some while. If SPLA/M did not changed their main principle for struggling; it will not be affected by vote whatever come out.

                    If it liberation course, of struggle for the whole Sudan Land is not change. Even if the heaven came down, SPLA will fight according military to defeat Arab Invaders.
                    Even our traditional people have been resisting the Arab invaders since Northern primitive Time. And still follow us in southern forest inland from hiding.

                    So, we do not have to intermediate our opinion people who are dreaming for the whole Sudan liberation. The people who are dreaming as separatist can make south secure and stay there, if they do not wanted to move around the whole country. As long as the country is going to be federal state; people should not be worry again of Arab taking over us again.

                    There is no point of struggling to let ourselves being Rules again by Middles East Arab Invaders again. When SPLA/M talks about Unity of the country, is the Unity of African people are ruling their own Country as an African people. Settlers who wanted to live as African and obey the land rules and they can live. It is not to expel them from Africa if they wanted to be a Sudanese people. Southerners should clam down and be open minded about cause of our struggling. It is not a vote that will liberated as out from Arab Invader in Africa countries.

                    A. Disadvantage of separatist Ideology:
                    1. Separatist people are giving Africa Land away: The bad thing is that the Separation people are giving Africa Land away to Arabic people; to settlers them in the Northern Sudan. It will mean, Africa is getting Squeezing into small inland, where African will lose Northern water body Ports. It is the step of pushing into the interior land step by step until of next century. After that they will take full completion of the Land according white Arab theory knowledge of preaching theirs Islamic to sleep others African Nation.

                    2. Now we are talking; the Arabs Sudanese are bringing Arab from Northern Africa, Middle Eastern as farther Indian Muslim into Sudan for settlement as farmers: That is how the land got invades. For example, Pakistan, Palestinian, Egptian, Sudi, Emirates, Kuwait, Iranian, Lebanese and the Chinese. I would talk early African Muslim and Arab who been Africa a long ago. They have been using already poor African like Somalia, Muslim from Ethiopian, Eritrean, Chad, Nigeria, Kenya, Uganda, Niger and Mali etc.

Alway, where there is conflict of Civil war; there will be no development. The corruption will still be running due to instability in parts of Africa south.

                    B. Advantage of Unity of Sudan
                    1. Unionist people are Claiming African Land: If African Sudanese are ruling the nation, there will be law and orders; North to south and East to Western. Where all the Sudanese citizens will enjoy free moving in their Land; without stopping or asking anybody.

                    2. Freeing everybody in the slaves up North and those who considered themselves as black Arab while they do not look like Arab. These people have been used again us non-Muslim African indigenous foreign Religion in Africa. Liberating the whole out, will let hide in Islamic discover themselves as true African. They have been taught from childhood as to believe, they are Arabs people. And they are the best people who will go to Jana. To kill black non-Muslim in the south is not crime; as they been have told by their preachers.

                    3. Big country is the best for people Economic and in moving freely of not caging ourselves into one place. If we can liberate the whole Sudan, we have save the African interest and our Kingdom back again to life. There is no another Sudan land we will find on this planet or explored another one. As the world was finished of being explore. There is no God will us another part of this Land if we give it away to non African.

                    Some of our fathers have made a mistake in the past by settling them in the Land. Some shy away in the bushes hiding. But our generation will never give up like in the past. Give it away now. Our struggling will be continues working toward to the whole Region of Sudan. It is a long Term goal for Africa people to achieve it step by step.

    Its become clear that the SPLM is a separatist movement and through out this period was buying time. No matter what the North did they would have said it wasn’t enough. The South was given full autonomy - government, army, finance. They were given 1/3 of seats in parliament and 1/3 of government or public jobs. The constitution was changed to recognize this diversity - All this despite the North population accounting for more than 80% of the total. The North has invested in the South, almost $3 billion.
    The SPLM since signing the CPA - set up their own flag and international representatives, refused to pay any taxes to the central government. They signed agreements with Northern opposition parties despite being part of the government. They smuggled weapons from Kenya and Uganda in breach of the CPA. They allowed other rebel groups to take refuge in the South. They call openly (Now anyway) for separation. WHAT HAS THE SPLM done to make unity attractive? The author states that the wiki leaks articles prove the North is keeping the money in their pockets. 1- Its not even an allegation. 2. What happened to the $ 10 Billion GOSS share of oil revenue ? The CPA states it is the responsibility of the GOSS to provide investment and infrastructure for the South. THEY ASKED FOR IT TO GET THE MONEY DIRECTLY. Where did it go? The SPLM’s fancy mansions in Kenya, Europe, US and Australia. The SPLM’s army and weaponry.

    Southerners have been fueled by SPLM propaganda and hatred. If it is not the current situation in the South Sudan, then the deep wounds of many southerners that the SPLM keeps reopening to get sympathy and support. When you start looking at it in this context - The SPLM wants and has always wanted secession of the South. Only then can you understand the push by Western governments to facilitate this despite The SPLM got a very fair deal from the CPA - no precedent to it elsewhere in the world, were a region/county group/society would have such advantages over the remaining population.

    Chances are that South will degenerate into something like East Timor or worse.US involvement will not fare any better than that of Australia in the affairs of east Timor.
    Bashir will survive as will rest of Sudan. The threat to its integrity is much less acute that that to Ethiopia or the new south Sudan. A consensus on bringing order in South Sudan, by all parties involved as well as by Arab, EU and US would pave the way for a successful completion of the process. South Sudan would need police power, money, medical supplies, and food for at least 2 to 3 years before being able to fend for itself. It is nobody’s interest to drive the nation to a situation that is bedeviling Congo, Chad, Uganda or Somalia. A belief in doctrines rather than in what is desirable and what is feasible might drive the nascent country to a ruinous outcome.

    The SPLM and many Southerners wanted independence from the North for their own feelings of hatred towards Northerners or their own agenda’s. Its down to those 2 reasons only. Hatred or selfishness. There is no other excuse - you wanted this since signing the CPA. So stop this repeated bull about dictatorship, unattractive unity or Sharia. No matter what the North offered to make Unity attractive the SPLA would have continued in this path esp since they (Kiir, Mosad and CIA) killed the late Garang to achieve this.

    All this talk of freedom and euphoria sounds good in Western media. But the truth of the matter is the SPLA/M will rule you like dogs ! Uganda and Kenya will be your masters and the EU and US will bail out of any promises made. Because their aim was to make Sudan weak - not South Sudan strong.

Arabic (the Language) and Islam (the religion) came to Sudan like many other African and world countries. Arabs did not migrate by the millions to Sudan - make it clear to some of you illiterate and ignorant people. Arabs did not mass migrate to Sudan. The language and religion did - to the people who were already there - THIS DID NOT INCLUDE YOU.

    So Kush/Cush and all that wonderful praise you give yourselves in your anthem is a joke. Southerners had nothing to do with Kush/Cush or North Sudan. You migrated to Southern Sudan from Uganda or were part of the big kingdom that is now the Congo.

    So there was no struggle ! Frankly there hasnt been one for the last 55 years either. I thought it was Bashir and the NCP that made your lives miserable and failed to make unity attractive or whatever other excuse you come up with. Britain’s general lack of enthusiasm for the south was reflected in their choice of administrators to run the place.As distinct from the Oxbridge ( graduates from oxford and Cambridge) district commissioners swannining around the north, the british who ran the mosquito-infested south were mostly non-pensionable military officers, drisively known as the "bog barons".The nickname say it all about the British disdain for the south in contrst to what they regarded as the sophisticated and romanic Muslim culture of the north!)) this the end of the qoutation!

            But, JG Kuol, M Ali is frothing with hatred, then suddenly says he is against hatred. I don’t think he will ever do what you did, that is, look inside himself and get over playing the blame game. He has drunk too much of the Kool Aid. But you never know: one day maybe enough of his friends will wake up to the truth and he will start to feel a bit lonely with all his crazy rantings. I have been to see some ex-Muslims who come here to give talks (such as Walid Shoebat and Daniel Shayesteh), and they tell amazing stories of being brought up to hate and believe lies, even to join terrorist groups, then something happens and they start asking questions and the transformation begins. Maybe just as Islam came to Sudan, and brought so much trouble, it will go away again. It’s worth working towards.

Untill now Muslims call him Sayedna(our Master Bilal ,everywhere , black or white! Intially Islam allowed an existing practise , but ecncouraged liberation of slaves , like if you commit sin to get forgiveness you have to liberate a slave, then allowed it only for prisons of war in resoprication to what happen from the enemy , then completely prohibitted even for prisoners of war.Mind you this was not slavery of blacks but of people regardles of their colour probably mainly white as the enemies at that time were mainly Romans and Persians .It is not like the trade which was existed in west Africa for the blacks only when the European were setting trade companies and specialized "stores" for human beings to be exported to America, just as a commodity, like the one which is still existing in Ghana.                   Response: I did not start the talk about aborigines, and although I foolishly took your friend’s bait I have called an end to this discussion, because this forum is about Sudan, not Australia.
                  Reilgion is inextricable from a discussion about Sudan. But many people are very ignorant about religion, and make all kinds of assumptions. There is no ban yet on discussing religion (despite the efforts of the OIC), and in any case it is dissemination to call Islam just a religion because it is a comprehensive theo-political, cultural system with global ambitions: Islam threatens MY country too, not only south Sudan. And please don’t tell me there is no threat to Australia. Army barracks targetted for destruction, Muslims getting specially-written texts into our schools to brainwash our children, and much more is happening right here. The Bali bombing. Etc.
                  If anyone says the truth about the Prophet Mohammed, about what he actually did in his life, it is called an "insult" if it unsavoury. If he raped a young girl - don’t tell me a nine-year-old wants sex with a fifty-year-old man (or any man, at her age), you can call it an insult to mention it, but if a white men rapes a young black girl in Australia you all condemn him, as is right, because it is wrong, whoever does it, even a "prophet".
                  I have been to mosques, but I am not interested in da’wa. And following this intolerant principle, not quite to the letter but bad enough, last year a Muslim convertee to Christianity in Khartoum who was trying to leave the country was pulled back and tortured by Sudanese security. Beaten and injected, for following his conscience and rejecting Mohammed for Jesus, who Muslims claim to "respect", though Christians are killed on a daily basis throughout the Muslim world. Muslims "respect" Jesus but kill Christians? Too strange for me to understand.
                  Islamic texts say Mohammed was white. He mocked black people as "raisinheads". Christians aknowledge Jesus was a Jew, and actually some Jews have blue eyes.
                  When I hear Muslims say they "respect" all prophets and religions, I say good on them, but when you look at Mohammed himself, such respect was absent from his words and deeds.
                  I am not a "white supremacist" trying to "teach" Sudanese. In my relations with Sudanese (or any other) people they teach me a lot, not just about the topic of Sudan but about life, about manners, about philosophy. I consider myself very lucky to have these relationships because I see that many Australians and Europeans don’t feel comfortable with Sudanese people, even when they are in Sudan, living with the people. So, while not in Sudan I learn a lot from reading this website but I only comment on things I know something about, and if I am wrong hopefully I can learn from others.
                  I don’t like rude assumptions about my intentions. I cannot reply as they are unfair but put my supposed evil intentions are written down as virtual fact. That is why I made a joke about coming to "divide and rule" Sudan...of course it was a joke! What else can I say? You say I should have "respect and courtesy" to Africans. Yes, but we are individuals as well as belonging to a "race" and I don’t have to respect beliefs I don’t hold. Some views I merely disagree with, and others I absolutely despise (like those of one man in Khartoum who told me the southern people should be "eliminated".) I have arguments with white people, so am I not allowed to argue with black people, but to hold their views as sacred because of their skin colour? I am just giving my opinion, and you can do what you like with it.
                  The white people in Africa did bad things; no-one can deny that; and some good things too: roads, railways, universities, which did not get thrown out with the colonizers. I will not ask you to admit the wrong things Arab (Muslims) have done in Africa because it is pointless - Muslims will never admit wrongdoing and this is a source of grief to the southern people who are expected to forget and deny the reality of what happened to them. I see this grief every day on this website, and Muslims reply to that with denial and an insistence that "true" Islam is somehow jihad-free or the southerners started the war, as if 2 million deserved to die, whole villages get bombed, women and girls dragged away and raped and enslaved, and so on, as a result of a rebellion in Torit, or rejection of crazy sharia laws.
