Sudanese president makes an ‘Oil for Unity’ offer

December 17, 2010 (KHARTOUM) – The Sudanese president Omer Hassan Al-Bashir offered to let the South take the entire revenue from the country’s oil wealth in return for a unity vote in the referendum that will take place in less than a month.

Under the 2005 Comprehensive Peace Agreement (CPA), the north and south are to split proceeds from oil produced in the South equally.

The Sudan People Liberation Movement (SPLM) in control of the South has persistently accused the North of paying them less than the 50% stipulated in the peace accord.

Bashir made the proposal public during his meeting on Thursday with a visiting delegation of the African Union Peace and Security Council.

"We say if they choose unity, we are ready for the national government to give up its full share in the oil of the South to the government of the south," he said.

But Atem Garang who heads the SPLM bloc in the Sudanese parliament told the Qatar-based Al-Jazeera TV that the issue of unity is not oil related but rather a "matter of principle".

He added that democratic transformation has not not occurred since the CPA was signed and that human rights are not preserved either.

This is not the first time the Sudanese leader makes such an offer. Last October he promised that the central government will pour billions in dollars for development projects in the South and will seek funding from any source including borrowing.

"As for the wealth sharing, we are ready to embrace the development of programs and projects adopted by the Unity Support Fund, in the areas of education, health, electricity, infrastructure, agricultural projects and manufacturing, until it reaches a level comparable to services provided in other states of Sudan," Bashir told lawmakers at the time.

The Sudanese president said that the government will seek funding for these projects from the national budget, grants or loans "even if it exceeded 100% of the oil revenue".

The statements reflect the general feeling about the inevitability of South Sudan’s separation.

On Thursday, Bashir’s assistant Nafie Ali Nafie said that efforts to campaign for unity have failed.

"No matter what we do we will reach this conclusion which will be recognized by the entire world… we must not deceive ourselves or cling to wishful thinking, we must resign to facts and realities," he said.

Nafie accused the SPLM of working to make secession the likely choice.

      I think you don’t know what the South wants despite being in power for more than twenty years since 1989.

      You might have been confused by some few southern unionists that if you did X or Y every thing would be alright for unity. That is a big NO!!!

      Oil wealth is only a small fraction of the reasons why the South wants its own independence and national identity. The list is very long and too late for you to rectify in 22 days from now to voting day.

      Even if you declare the whole Sudan as sharia free (without shariah law), yet the South would still separate because that is a small fraction of the reason why the South wants independence.

      Even if you make Salva Kiir or Riek Machar replace you as President of the Republic of Sudan, yet the South will separate because that is a very small fraction of why the South wants independence since 1947.

      And coupled with the chronic mistrust and political offers meant to cheat and buy time, no body can ever take you serious even if you declare all those changes before 9th January. The fact that you did not want to make unity attractive since 2005 by giving all the 100% oil revenue to the South would question your recently rushed offer of 21 days.

      Too late Sir!!!

      The South is destined to go and any one whether from the South or the North that will try to stop it from happening will be crushed by the strong wind of independence. He or she will be no more sooner than later!!!

        Mr President Omer Al Bashir you missed the golden opportunity your Government should come up with such alternative solution for unification of the Country supposed to be during CPA negotiation in Kenya as wealth sharing, Power sharing and security arrangement and so on now is too late for you Mr President.

        First of all put in mind you are dealing with very well qualify politicians in the South;don,t try to buy the unity with our natural resources its our give by nature.

        WE the people of Southern Sudan we come a long way just about 22 to reach our journey destination which is January 9/2011.
        Was quoted indirected by Rev.Fr Saturnino Lohure in he second parliament in Khartoum 1958 was give indiercted speeched; he said the South has no intention of separating from the North.For had that been the case nothing on earth would prevented the South demanded for separation.
        The South will at any moment separation from the North so if and when the North so decided directly or indirectly through political,social and economic subjugation of the South many people were confused by the statement but for his intention was pointed out the bad polcy toward Southerners by Central Government which dominated by Northerners.
        To our brothers in the North Sudan we say good by enough is enough we already decided to form our own Nation.

        Bashir and his NPC Government are wrong , Southern sudanses were not fighting for oil , rather it was seach for Freedom , and poltical and national participation.
        Your remark is partof NCP failure to idetify the reality of the Sudan conflict .

        Oil belong to South , he has no rioght to jump to conclusion that he has to "offer oil in return for unity".

        The man still thinks that South wanted resources other than freedom, I don’t even understand how he can talk of unity today , ispite of the lastweek antinov bombing of the Northen Barghazel , where civilians, who are the frame part of the unity he refering now.

        Where is pecae road that you were signing and talk about ?
        You are wrong no unity in Sudan , but our realations will continue with brothers in North.

        Oil was discovered in 1982 , and the war was on from 1955. , South will separate , you have no choice what you need do is to agreed with reality of the current political facts.

We are praying God to stop those who are still introducing tribalism/tribal conflict in the semi-autonomous government of southern Sudan. Remainder we have not yet reached the promised land of ours,and also recall what God did to Israel when they turned away from him only few/small number reached the promised land... let us only praying that we all reached the promised land not insisting tribalism/tribal conflict...be ready after that if you want tribal conflict and it’s where you will find your self died!

    Well, Humar Bashir, you cannot promise to give some one what is his to please him. Why don’t you try to say a new word that is not in the dictionary of Southern Sudanese?

    How about giving that promise to Darfur, Beja, Nuba Mountain and Blue Nile who have the same Gerivances as Southern Sudanese. South is gone man and it is not your fault a lone, IT IS THE FAULT OF ALL NORTHERN GOVERNMENTS THAT RULED SUDAN SINCE 1956 or I could rather say since 1955.     Yes, Atem Garang put it plain. Our resolve to vote for separation is not Oil oriented nor is it stringed to any thing to do with materiality. We are fed up with oppression, marginalization in the field of Country leadership, Islamization, exploitation of our black land and its well endowed resources etc. I have no time and space to accomplish my list of grievances.

    Despite, oil is our own, from our black land of the South. No stranger can claim to offer it to us in return for anything. We will have it once our vote has taken us to the dream destination. Bashir should learn to keep his nonsense to himself. The Nigerian comedian, Ato, said it was too late for him to be baptised and saved because he had sinned too much, and was on his way to the grave. It is as well too late for anyone in the North to make concessions, given the fact that they failed to make unity attractive.

    President Omar Al Bashir had gone insane. Oil belongs to South Sudan and when South seperates, oil in the South will be 100% in South land. How can you persuade southerners to vote for unity by offering them oil which is already theirs.

    I suggest better offers to be: 1. Swear to ban all Arabs and other northerners from becoming presidents and soldiers of the Sudan. 2. Swear to ensure south rules the country for forever. 3. Swear to remove all arabs in Khartoum and distribute all property in Khartoum to Southerners and ensure all arabs remove from Khartoum are taken to Nuba Mountains and Darfur to serve Nubians and Dafuris as slaves. 4. Swear to offer your position to Salva Kiir and report with all your other northern deputies and aides to Hague for ICC ruling with immediate effect.
    5.Ensure constitution is changed to reflect those offers in two weeks, diarm SAF within that time, hand over all millitary hardwares to SPLA and move Hegue at the end of two weeks.
    By offering those, all Southerners would be in better position to consider those offers but not oil.
    You have not made any offer Mr. President. I hope you need to see you doctor to advise you on how to approach national isses with clear vision and mind.

Bashir has absolutly nothing to offer Southerners other than his usual unrealistic talks. Bashir and his fellow murderers are now very desperate searching for all ways to lure us but but to no success ! Bashir should actually be thinking of yeilding to the ICC before 09.01.2011 lest we add some more charges on thoes he is currently wanted for by the ICC ! NCP and all its puppets are "living dead" !     Bashir is insulting the conscience of the People of South Sudan. He knows very well our votes are not up for sale.The value of our votes is our freedom. Therefore, the NIF should stop all these nonsense and work towards peace and friendly future relationships between the South and the North. How can you give us 100% share of our oil? It is ours, why do we need someone to give it to us?

    At the beginning of the implementation of the CPA, the South asked for the ministry of energy as part of good gesture in sharing the oil, but you refused and threatened us to go back to war on this issue. Please just accept the fact that it is done.

    The freedom to choose, the power to get there.The south has choosen their freedom, and this freedom will give the south citizens the power to enjoy all of the natural resources that the south offers to her citizens.

Sudan as a country is not a property of any Jallaba. They came when our great grandfathers have live in it for centuries.     NO, bashir you got it wrong. unity means wealth sharing between south and north and separation means more oil revenue for the south if the need for separation was based on oil, but it is more than just an oil wealth.

    I think this statement reflects how greedy the NCP is for the southern oil, which motivated them to kill as many people during the civil war.They put oil first and obviously forget the people who reside over the oil.

    The offer is one of many mistakes the NCP will still discover within their own party.I can only give them credit for discovering their own error within themselves and the south are hereos for brainstorming the NCP to discover who they are, how they operate and many to be listed.But its too late for them(NCP).
