Arrow Boys in W. Western Equatoria to be armed against LRA - Governor

September 27, 2010 (YAMBIO) - Self-defense groups in south Sudan are to be given guns to help fight off increasing attacks by the Lord’s Resistance Army (LRA).

Some 5 million Sudanese pounds (over USD $2 million) will be spent arming the ‘Arrow Boys’ vigilantes, Western Equatoria state governor Joseph Bakasoro told Sudan Tribune.

The LRA are rebels who originally fought for the Acholi of northern Uganda. The group is now the scourge of the Democratic Republic of Congo (DRC), Central African Republic (CAR), Uganda and Sudan. It is led by Joseph Kony, who is wanted by International Criminal Court for countless atrocities. In 2008, he was about to sign a peace deal, negotiated by Southern Sudan, but at the last minute he refused to lay down his arms.

The Southern Sudan Legislative Assembly (SSLA) has allocated funds to empower the Arrow Boys in Western Equatoria state to fight the LRA. Last week it made recommendations on how to tackle the LRA.

The Arrow Boys are a group of young men who came together to help protect their people from LRA incursions. They are ill-equipped, relying on knives and traditional weapons. They are made up of young men and women from Western Equatoria who took up arms right after the LRA reprisal attacks at the end of 2008, to serve as protection units to the communities against the marauding LRA rebels.

Initially the self defense force was small scale. It grew in September 2009 in response to attacks in which villagers were killed and raped and their villages looted and burnt.

The latest horrendous attacks have affected thousands of villagers. This arrangement to arm Arrow Boys has come three weeks after strong communique from Religious leaders in the Great Lakes Region spearheaded by the two Bishops of the Yambio Episcopal Church in Sudan (ECS) Diocese, Rt Rev Peter Munde and the Catholic Diocese of Tambura-Yambio, Eduardo Hiiboro Kussala. Their joint statement urged the Government of Southern Sudan (GoSS) to step up civil protection from the LRA.

The SSLA speaker James Wani Igga told Sudan Radio Services on Thursday that Arrow Boys will be equipped and trained to protect the region.

“The Southern Sudan Legislative Assembly has reached a resolution, empowering the vigilantes known as ‘Arrow Boys’ and we have allocated them a sum of five million Sudanese pounds so that they can be trained, given equipment and then they will begin to look for these people, the LRA. Instead of the LRA ruining the forest, and the countryside and victimizing innocent people, they will now be the ones to look for them and we are calling upon any population here, if anybody sees the presence of LRA in any of the Payams or any of the villages, you immediately report it so that the Arrow Boys can immediately march there.”

The SSLA security and public order committee last week made their recommendations on how to tackle the Ugandan Lord’s Resistance Army incursions in Western Equatoria state.

The deputy chairperson of the committee in southern Sudan, David Okwier Akway outlined the recommendations to Sudan Radio Services in Juba on Monday.

“We as a committee, made our recommendations to the SSLA concerning our findings and investigations in Western Equatoria state. We recommended that, the SPLA must aim to end armed incursions by the LRA and Ambororo armed nomads in southern Sudan. Second, we recommended that GoSS [Government of Southern Sudan] should support organized forces for effective operations against the LRA with sufficient funding. The committee also urged the ministry of SPLA and Veterans Affairs to deploy additional and well trained SPLA forces to Western Equatoria state, and other areas in southern Sudan affected by the LRA. We also recommended training and provision of equipment to other organized forces like the police, prisons and wildlife services to help the SPLA [Sudan People’s Liberation Army] forces. Thirdly, southern Sudan borders should be more effectively enforced in order to prevent the flow of illegal immigrants and the proliferation of arms. The committee also recommended the construction of security roads in these areas to facilitate the movement of organized forces in Western Equatoria state. We recommended GoSS take a lead in coordinating regional efforts against the LRA with the GONU [Government of National Unity], Uganda, DRC and CAR. Finally, we recommended that the GoSS reactivate peace talks between the government of Uganda and the LRA.”

There are fears that violence could increase in Southern Sudan, ahead of January’s referendum on the region’s independence.

"The home guard units will be trained and armed so that they can provide effective defense until the regular forces can intervene," said Mr Bakasoro.

Some southerners accuse northern politicians opposed to the south’s independence of arming the LRA but this has been denied in Khartoum.

US-based Human Rights Watch last month accused the rebels of going on a massive recruitment campaign in the DRC and CAR.

In May, the US passed legislation requiring Washington to come up with a strategy to work with regional governments to protect civilians from LRA attacks.

LRA attacks have forced some 25,000 Sudanese from their homes this year, the UN says.

        Wal,

        Slow it down buddy because there’re enormous complications hidden somewhere you might have not known. Truly, if you don’t mind for real to take my simplistic advise on this case, that it not a wise idea to arm the so calls Arrow Boy now. Why??? Because the same these boys where the one who were the pro-Arab militiamen in Equatoria the Arab far in North uses in 80s and 90s to terrorize any Dinka in Southern Sudan exclusively.

        Dude, I know you just refuge via the Egypt from Khartoum that why you do talk so because you do not know how many Dinka elders, women, children and innocent young people lost their live at this Arrow Boys. Seriously, I wish you had resided in Equatoria during our 22 years of struggle with this people and the Arabs. That would have reshaped your thought on this issue of LRA.

        Sure you might have argue that but they were not calls the Arrow Boys back then; yeah, you right they were not called Arrow Boys but an Equatorian Defence Force. This boys just nicknamed themselves right after the signing of the Comprehensive Peace Agree ones the LRA opened a new frontline to them which take off the notion of KOKORA for a little moment. When I said KOKORA, I means the seggregation of the Dinka (your people) from in Equatoria which we lost many beloved one in liberation of it.

        Also, I hope you have noted something about the routine negative compaigns on every media about the Dinka people starting from: land graping, raping, killing, corruption, marginalizion, tribalism, nepotism, the goes on as you might know as well or unless you just chooses to pretended as you don’t know anything.

        So my dear, the arming of the people who will tomorrow turn around to kill your Dinka people, of couse the can’t get hold of you since you dwelling in USA, is a fatal mistake to supported. Please no offense intended this time but to reveal to you some essential truths, or unless you might shooses to.

            For sure the above comment of mine to your responding to the article have not added nor did it subtracted anything to your state of conscience. Which actually a problem to me since your respond had articulated it all the true downside of your rashing judgement on sensitive matters you do not have clues on them.

            By the way, the different my respond might have makes to the readers, not you Wal actually because of your hidden circumstances, was that it helped the readers in draw an accurate line for the judgement to the article. Which actually revealed your true Wal nature of being a mere person who had answered the article just because it’s an article. Didn’t have any clue whatsoever to the matter itself.

            But "how can I stopped the current on going killing in Western Equatoria State?" Truly, the current routine killing in the news by the LRA is not true. There is no such threat killing from the LRA as it has been politicized in the news in order to let the Equatorian people ceased their admiring to the GoSS government as the Dinka government isn’t their and will not be their since it isn’t protecting them.

            The downside of the so calls Arrow Boys is the compaign for KOKORA. Something I guess you might not know of it. The issue of the LRA is actually been inflated simply to degraded the image of the SPLA army that it isn’t protecting the entire land and people of Southern Sudan as it is known world wide. But only protecting the Dinka people and so do they the Equatorians have to cease their support to the SPLM/A, and treated themselves as nothing but only Equatorians.

            Somebody is truly smart somewhere because this he had managed to hurry the changing of his militia name after the CPA from the Equatoria Defence Force to an Arrow Boys, merely to keeps them together for the later uses after the referendum against the Dinka people. Which I don’t think the Dinka people will late themselves be terrorized again and kept the silence. Please no to the arming of Arrow Boys, period.

      I personally don’t agree with arming the "Arrow boys", they will become "Gun boys" and that will have a blow back effect on the state and GoSS governments.

      Legitimate armed groups should be mobilized else in South Sudan to deal with this crisis rather resorting to DIY.

      Experience tells us it is not a good idea to move that path for various reasons am not prepared to give at the moment.

        Iam agree with my brother Junub.
        Nothings call Arrow boys to be arm
        Because during the war arrow boys
        Where fighting both side, LRA and
        NIF, agaisnt SPLA troops, also
        If Goss arm them too the will
        Attack trucks cars coming from
        Uganda, Kenya and else where this
        Could be big mistake from our
        Government in the Goss.
        So if the arm Arrow boys, people
        Of Panrien, Alor, Abyei and
        All Bahr el Ghazal including
        Northern Upper Nile can be arm too, we all
        Need to thinks well, this is the Goss
        Jobs, nothings call civillion

    It indicates that the LRA has defeated the SPLA who are now more concerned about their stomachs more than protecting the population. The concept of arrow group militias is not a recent one: It traces its origin in 1990 in nortern Uganda among the Acholi who started with arrows and were later to metamophorse into Local Defence forces being armed by The governernment of Uganda. It did not lead to protection for civilians and govenment troops. Attacks on civilians increased beyond human imagination while the world turned a deaf ear and a blind eye refusing to accept that there was any problem. The problem in Equatoria is very minor compared to what happened in Northern Uganda where it was both Museveni and the LRA exterminating people at equal rates and Museveni funding the LRA at the same time.

      It is time the people of western Equatoria protect themselves and their properties from the notorious LRA since SPLA has buried its tail between its legs. Western Equatoria is the first place to get rid of Jallab while the rest of the places like Warrap, Aweil, Bor and some many others were entertaining the Jalaba and was never liberated in its history. Equatoria defence force, SSIM, and many other militias are now under SPLA. They were formed for a reason and have achieved their objectives.
      I think the guns would be put in good use not like in other places where they are used for cattle rustling and killing innocent lives which happen on daily basis in most part of the country, as all of us know.

        Ahhh, is it? Did the Western Equatoria got rid of the Jallab while the Warrap, Aweil and Bor were entertaining the Jallaba?

        Then Marie, why in the heck did the Arrow Boys ( a late changing of the Equatorian Defence Force name) had to fight with arrows and pangas, and asked the GoSS government to armed them which no disarmament carried out in Equatoria.

        But where did the guns they got rid of Jallaba go, anyway? Sincerely, it seemed to me as if someone actually had just returned from his hide out in Uganda and Congo that why he don’t have the gun. Wish you good lack anyway.

          Mr Junub,
          I am sure you do not follow the events in the South Sudan since the start of the SPLA/SPLM. Do you know that all the western Equatorian boys have been deployed to protect the border towns with the North, while the rest of the people are stationed in the towns. Two weeks ago I was in a tour to Torit, Nimule, Kapoeta and found that the indigenous sons in the uniform are not there. Just for the record Mr Junub. Give me the dates in which the towns I mention fell under SPLA and the battalion that captured them, then I would be able to argue with you. Otherwise you are behind the whole scenario in the country

    I think the "Arrow Boys" can only be armed on the condition that they must be trained as part of the SPLA special unit living corporately in specific headquarters in WES whose main mission is to totally remove LRA from S. Sudan. They are to be fed and cared for by GoSS and must search for LRA daily.

    If given guns and allowed to scatter in their homes, those arms will find themselves in the markets and then in the wrong hands, being used against civilians. It’s good to be wise against handling LRA.
