North-South border demarcation "impossible" to complete before referendum: official

July 26, 2010 (KHARTOUM) — The technical committee tasked with demarcating the borders between the North and South in Sudan adjourned its activities until next October citing the rainy season which would affect the terrain and logistics, one of its officials said in an interview today.

The Government of southern Sudan GOSS representative Riak Degol told the London based Al-Sharq Al-Awsat in an interview that the committee will nonetheless will carry on with office work and engaging in discussions and submit a report to the presidency afterwards containing the disagreements between the North and South.

Degol said that 75% of the outstanding demarcation process issues are in dispute while the remaining items have been resolved.

However, the official cautioned that it would be impossible to complete the demarcation before the South Sudan referendum scheduled for January 2011.

"According to technical estimates of the difficult terrain, the mission cannot be accomplished in accordance with the dates of the referendum" Degol told the newspaper.

The disclosure will likely escalate fears of a political clash between the ruling National Congress Party (NCP) controlling the North and the Sudan people Liberation Movement (SPLM) dominating the South.

Last week, a senior NCP official accused the SPLM of impeding the border demarcation process saying that the ex-rebels did not name their representatives at the border commission.

The official stressed that the NCP position is clear which is that no referendum can be conducted without completing the border demarcation. The SPLM staunchly rejects this condition saying the key vote must be held as planned.

    • No Matter what you say but you must know that when the peace agreement was sign we didn’t put down our guns,
      peace was our plan (A) so if plan A does not work properly then we move to Plan (B) where by every body knows it well, these time we don’t have any war which is going to take place in southern sudan So remember if there is no peacefull separation there will be forcefull separation

      • That’s right! Separation seems inevitable but being lenient to the opposing regime which has been deliberately buying time since will create more anxieties in the South. SPLM needs to exert more pressure in order to break through this long stalemate. It just makes no sense to hold referendum with out demarcation of the South-North border no doubt the border dispute can lead to deadly military confrontation like that of Gaza and Kashmir if South secedes with out demarcation.

      • President Kiir that picture of hand shakes is awful, and that shows you shouldn’t be in Khartoum. Take a good look at the photo, the impression of Bashire on you is dreadful.
        I hate to look at that image.

        Come back to South and do the best you can and 5 to 10 years from now, they’ll not shake your hand like that, but they’ll kneel down to you.

      In the South without border demacration referendum is possible
      In the Norht without border demacration referendum is impossible
      according to your reasoning capacity which one can outweight the other?

      Self determination is being determine by the south only but not every one in sudan and if the delay the demacration then it is up to them what are the going to benefit? people in the south belief that border issuees can be done throught military campaign and it is common all over the whole.

    • You have a point, until now GoSS cannot be able to solve the border problem then what are they negotaiting about?

      It is true that they will come tomorrow and said "REFERENDUM IS IMPOSSIBLE" to be conduct as it planned because of the time.

      I know Dinka are interested living with ARABS because of the fact that no southerners like them any more, even the nearest east africans countries too. So, the only way they see (DINKA) is to lives with Arabs as plan B for them.

  • %75 of outstanding issues unresolved; said SPLM/A offecial. Dear people of the South Sudan, please preapre yourself for the worst!!! Northern Arabs are not willing the South Sudan to go, which means they will set on the war again. This time this war may be carried out with direct involvement of Arab and Islamic countries who continuously voice their disagreement on independent of South Sudan, because they belive that North Sudan has nothing without South of Sudan.

    Dear people of South Sudan never depend on AU leaders,Led by Chinese Jean Ping who themsleves became the stoodges of money, like Abdalla Wad of Senegal and his likes, who in 10 minutes time change their mind towards the problem of Darfur after Gaddafi shown them bunch of US Dollars.

      I am not laughing because i need Unity but Unity could come in to surface as the result of carelessness of intellectuals who rule a country while their Children are abroad ( Parents ruling and abusing poor Southerners and their Children Studying or surviving on the expenses of poor )

        You did not answer "Ayom" question at all, rather you continue discussing your own things. Are you complainning of leaders being their children residing abroad? does this allow you to support unity with Arab in the North? your example of wild lion and demostic animal made your name look ugly in the eyes of Southerners, you cannot call the government of South Sudan harmfulness lion and NCP demostic animal. This is not good Hillary, these children they just came to west or neighbouring countries yesterday, it cannot be cited so deeply as you doing now. Shitman, calm down

  • What crazy people??!!

    War is inevitable, idiots south Sudan leaders (SPLM) offered free help and services to US authorities on fighting the terror (they mean north people - Arab/Jalaba when they talk about terror despite they know that we are peaceful people) when they got separated from north, we know they (southerners) will fight us no matter whether they seceded from north or not and will try to wipe us from the map by all means, they hate us because they said we fought them for 50 years!! I’m surprise if this is the reason because US bombed Japan with nuclear weapon during the WW2 and Japan forgave them and they love US too much and became their first partner in terms of trading, business and economy .. you guys.. did we bomb you with nuclear weapon??!!

    You guys experienced us before in fighting and you couldn’t entered any major cities in the south despite Juba was your dream all the time and you were able to enter only after CPA, we start to warm ourselves before we hit the separatists hard and right in the heart!!

    Nuer and Shullok will be aligned with us when it gets hot, let us make Dinka Bor & Dinka Gogrial blame themselves!!!

    • It does,nt matter wether the North_South border has fully been demarcated or not, referendum will continue, the border issue will be negotiated latter by the two governments. consider the border between United states and Canada.
      It has nothing to do with the Referendum.

      The National Congress Party is creating a mountain out of an ant hill. It,s just a trick to extend the border demarcation excercise, it should not be barrier at all.

      Mr. Jalabi, you are not well informed about the fundamental problems of this country, you better focus on Darfur and the ICC arrest warrant. you should also be charged for migrating into Sudan illegally. It,s high time that you need to come out and show us your migration letters.

    This is the right time to talk.
    I am afraid that Basir is fulfilling his/Arab interest since the CPA was signed because all the commitees for CPA immplemenmtations are always Headed by Arab body. This shows that we(Southernrs) are not aware of Arab politics.And this is the final game but if we fell to get our right now,it will take another more years to reach this end again.

    • we must do referendom without border demarcation. this would tell NCP and their islamic allies that we are serious and that we keep what we say. no compromise on this issue at all. if we were to compromise, we would have compromised our struggle for freedom long ago so that no millions of lives would have been lost in the south. this is going to a TEST which southern sudanese will rate General and indeed our belove president Salva kiir if he is going to stick and not going to alter his position on referendom that is to be conducted on timely fashion, then the man will forever occupt very page in our history book.

        Any one among u have the ability to fact fine or cross check the reported fact? it is sad to see our bad habit stain even the medea. Therefore,slow down a bit. The truth of the matter is that Riek Dogor Jueat informed the public here in South that 75% of the border demarkation is completed and 25% was the remaining conflict that North is unwilling to admitt belong to us. And the most contentious of is the Heglige and Unity oil fileds in Northern Unity State. The last time they step into those borders was when they took Khersana town from the SPLA in 2009. and pushed our froces to Kubri Nyabol only few Kilometers North of Bentiu. The remainig border is the hump that u see on Unity State Northern border (if u possess a south sudan map) and the adjasent Abyiei plus some parts in the Cholo land western bank of the Nile in Upper Nile State. These hicups should not stop us from attaining our freedom through referendum. We can always come back and claim them as an occupied territories. Lets have peace..

  • DEMARCATION IMPOSSIBLE?
    That is really choking.....!but it will not thwart the south Sudan to secede from North. All those are strategies used to hinder the implemtation of the referendum which at this very moment is really too late and Southerners are fate up with North or the Government of infidelity.
    I would rather just advice those chaps to withdraw that word "IMPOSSIBLE" and used another word because it will never eschew us from not going our own way.
    OTHERWISE ENOUGH IS ENOUGH.

      As we are approaching the Referrendum, I think it is critically important that we focuse solely on unifying our people. In my opinion that is the only way we are going to have peaceful Referrendum outcome, other than that the Referrendum will be a political fiasco for the people of Southern Sudan. Lately, we have been aggressively tearing each other down by posting destructive comments,while Jallaba-Arabs are working assidously twenty-four by seven to sabotage the Comprehensive Peace Agreement.
      Therefore, it is imperatively important that we stop preaching down-market, diversionary and outdated primitive stone age period politics that have reduced us in to the lowest common denominator in the scale of contemporary human beings. Finally and last, but not certainly the least, let us encourage, promote and emphasis our shared commonality and de-emphasis our deprecating old-school tribal hatred politics for the greater good of our peace-loving and liberty-seeking people.
      Furthermore, let us working together to promote and encourage the spirits of brotherhood, peace, unity, and solidarity among our people. This is the only way we can realize Kiir’s vision of a united, peaceful, prosperous, and progressive Southern Sudan led by exemplary, responsible and accountable leadership, in which the rule of law and human rights are upheld with transparent and efficient government accountable to people at all levels.
      Inconclusion, let us work together to build a war-free, more secure, and more moralistic corruption-free commonwealth Christian country based on our foundational Judaeo-Christian values and priniciples. SPLM Oyee. New Sudan Oyee.
