VP Biden says U.S. working to avoid ’failed state’ in Sudan

July 18, 2010 (WASHINGTON) — The number two official in the U.S. said today that his country does not want to see a "failed state" in Sudan ahead of a key vote by Southerners which could lead to the world’s newest nation.

"We’re doing everything in our power to make sure this election on the [South Sudan] referendum is viewed by the world as legitimate and fair," Vice President Joe Biden said at an interview with ABC television broadcasted on Sunday.

"That’s why we have been pushing the U.N., that’s why we have been pushing [South Sudan president Salva] Kiir, that’s why we have been working with [African Union panel chief Thabo] Mbeki, that’s why we have been working with [Egyptian] president [Hosni] Mubarak. All of who have significant influence in this," Biden added.

The senior U.S. official described as legitimate concerns by many Sudan activist groups and NGO’s on whether the referendum can be held in a fair manner to prevent any return to war between the North and South.

Biden said that the referendum "must be viewed as credible to keep that country, that region, from deteriorating. The last thing we need is another failed state in the region."

"I am still hopeful. We are on it full-time and I believe that we’ll be able to pull — they’ll be able to pull (it) off, with our help and the UN’s help, they’ll be able to pull off a credible election," he added.

The U.S. Vice President met last month with Kiir in Nairobi and at the time called for "ensuring that all necessary measures are in place for a peaceful outcome that is internationally recognized, and offered U.S. political, financial, and technical support to that end".

Preparations for the referendum are well behind schedule said the head of the body responsible for overseeing the process. The Southerners have warned that they will not agree to any delay in holding the vote even if it means that negotiations on post-referendum items such as oil, nationality national debt and citizenship have to be discussed after January.

    Dear readers,

    I am really very sick to those who think that they can write base on their own assumptions. Who and where is this person who quote VP Biden if not a Khartoum agent?

    There is no corelation of fail state with this article at all. Did Biden Says which part of Sudan will be a fail state? Or did the writer assume things in his mind?
    According to the article, the opinion wishs are floating and the the referendum that VP was talking about is on the other hand.

    It’s clear now that most of journalist and writers to this site are always manipulators because they put unwanted words on difference mouth.
    If the writer think of Sout Sudan as afail state in the Future,then that individual is wrong. There is no want acountry with its army, goverments, ministers, governors, and everything that comprised the country as afail.

    Talking nasty will not prevent South Sudanese from choosing their own destiny.

      There is nothing wrong with a failed State within Sudan since Sudan itself is already a failed State. One has to ask why Sudan is on the list of failed States? Simple answer: War is the reason. Anyone who thinks that keeping Sudan together will yank it out of the list of failed States is dreaming. Keeping Sudan intact will bring it back to war again which will in turn keep it on the list of failed states until Jesus comes back. Separation will solve the problem of civil wars.
      Uniting Sudan is a prelude to a barrage of civil wars.

      Biden said that the referendum "must be viewed as credible to keep that country, that region, from deteriorating. The last thing we need is [not] another failed state in the region." Joe Biden is misquoted due to lack of proofreading.

      The current united Sudan is already a failed state because the country has been at war with itself for over 50 years. So, Southern Sudan should not fall short.

    SPLM should step up a little to avoid accusation from those pathetic NCP Memebers who like to spread lies in order to maintain their ugly unity. In fact, SPLM can not just rush and endorse that unfair border of 1905 boundary which is not accurate at all. We need this time to ensure that all our land that fall below our boundary is ours regardless of what northerners think.

      To me personally there was nothing being added in this artilce by these either VP Biden nor Reporter. This quote, Sudan is a failed state isn’t first time to be heard today.

      Was a Pagan Amum says if you know much in politics however, there is no specific part in Sudan being figurer out it is Sudan as a whole got failed.To affected who the leaders only, especially NCP party members.

      In addition, South Sudan is yet failed or success state until we get independent our state. So, we can response to such questions, which part of Sudan is failed actually. This remarked we are talking is a way of belittled the curren adminstation of NCP leadership.

        The diffusion of fail state come out when the South demand their right of self-determination according the CPA. This word" failed State" spread when the tribal violence occur frequently in the South as a tool that was used by Jallaba to destabalized the region through militia. This happen,but that can not make the South Sudan afail state after they choose their own state and its government.

        I encourage you to read the first para,and you will get the theme of the article.
        The reporter is adding some words that was not mention by the VP of USA. Yes, South Sudan is not the fail state and that is what i mean because we have our goverment and there is no way South will be afail state. This word come about when the South fight each other because of just food and we all know those food lovers in the South.

This Southern Sudan peace agreement was been witness by the world nation and same election the world nation want to see everything clear. SPLM must work hard whatever it take and whatever it cost your commmitment must be there we can not afford threating since the Sudan’s independence up to this moment of the SPLA/SPLM.

          We are all appreciate the U.S.VP for his statement if he can keep it on then, it will be useful.

    Sudan is a member of the failed states/Countries since 1983. Now time has come for us to avoid sudan of being a faile state that is what Biden/U.S government said.

    This message goes direct to our current President who is in power Bashir to allow south sudan referendum inorder to take place on time smoothly without obstacles and to agree/sign Darfur peace Agreement(DPA).

    Thereby we are now in peace with happy life in South,North, West and Eastern Sudan.

    You’re absolutely right Mr. Biden, the south-Sudan will be the most failure state in Africa if they opt to go for independence, Jonobean are still juvenile (from a political point of view) and not mature enough to run such a big state like South-Sudan which is bigger than Uganda & Kenya and full of troubles and challenges (corruption is not included). Don’t worry Mr. Biden because Shemallean will take care of Jonobean and the result will only have one result (UNITY).
    We have huge number of Jonobean who live in the north and won’t be able to live in the south anymore, those people are the assets for unity, don’t worry about those who live in the south, we’ve the perfect cure for them, we will use the carrot and stick very wisely to fulfill our goal and keep Sudan one. Yes separatists have loud voice but remember empty vessel will always make big voice if you touch it!

      Dear Biden,
      Sudan war and it conflict does not need soft approach or making of friendships, this war is like war of terror which took hundreds lives of American, committed fights unstoppably in a Middle East and others countries you fighting now and hundreds years ago.

      Giving dead advice is not a solution that should helpful and bring stability in Sudan or preventing fail state which you people sympathy. Northern Sudan is fighting for interests of Muslim and their religious, imposing negative ideologies of Islamism to Southern Sudan since 1806 centuries.

      Southern Sudan is fighting to prevent convert and protecting it-selves from suppression and daily forcing to Islamic including lingering killing of their political figures and it influential members in the areas of Southern Sudan.

      I think Biden should know that fearing eminent enemy who ready to attack is a full crime in anyone generation. Arabs are fighting right and left and they don’t have single friend to respect, they are more brutal, aggressive, fools to reason, inhuman and deaf to understand the words of mouths, they only convince through practical of war.

      If you are influent by our resources used by Northern Sudan and then you need refrain yourself and watch silently, dealing with Arab is not problem, we will soon attain our right in few coming months.

      Remember Biden we fought 21 years with Arabs and we had hold them up to now with don’t conquered us in the field of army and this is great evident and achievement we had done.

      If Arab gets momentum these time then the question will be ask by people of southern Sudan and we not stop war with Muslim until coming back of Jesus Christ to see who is owner of the land if you guys don’t know our right as the owner of the land as already marked by our land.
      Our skin is black, our land is black and the environment is well matching us.

      These particular perception and neglect slogans of failing state as some blind always stated and don’t want see the progress we are doing will not end war in Sudan because we have understand that the main big western countries are hide Arab selling us for their own expectations in Sudan.

      The bad analyst people always use would not be an alternative either accepted by these current and not born generations, we will not be united with Arab any more in their favour as done in 1972 accord.

      Nowadays ,we all know some histories around the world, during revolution in America ,rest of Central and South America refused unity of United States of America and therefore, they were left alone to ruled themselves or maintaining their own face country and now they have not extinct from existent as you aspect.

      We argued all our Christian brothers to stand shoulders to shoulders with us as Arab brothers do, then coming to criticising our progress. You need to go in the website like Google and compare 1980 photos of southern Sudan and it current photos, we had done a lot and change had already being done.
      Coming in Southern or Sudan with interests of investing into the raw like oil and resources should not let lost their dignity to forge wrong alliance and use such statement which show unhealthy tone.

      Appeasing Arab or Islamism is a wrong thing that can cause world to collapse from its own feet.
      We will fight Arab and his brothers until last day Jesus arrival back on earth to sit with us and judging offences.

      Biden if Osman come with spirit of attacking pentagon at this moment, would you care about United States failed then fights for safety America?

      Abo Jalabia,

      With unity there is no end to our wars. There will be rebellion after rebellion. The oil money will just go to the top cliques in khartoum and the lives of the ordinary will just stay the same. The oil money will be used to finance the war and nothing will take the Sudan out of the list of failed States where it is currently in the third position.
