Athor says SPLM “ruling clique” can rig referendum against people’s choice


June 1, 2010 (JUBA/TURALEI) – In a most recent written statement attributed to him, dated 28th May, the renegade Gen. George Athor Deng, expressed his concern about the conduct of the upcoming referendum, saying he did not trust the current "ruling clique" of the SPLM-led Government of Southern Sudan to respect the people’s choice in the exercise.

Athor, who confirmed the statement to Sudan Tribune signed the document from an unknown location or base which he just called "Bushes of Southern Sudan". He alleged that the "ruling clique" of the Sudan People’s Liberation Movement (SPLM) rigged the general elections in the South and can also rig the referendum.

"The clique in Juba is now desperately trying to mislead public opinion that the long-awaited referendum in Southern Sudan is tied with their continuation in power. Nothing could be further from the truth. In fact, their very presence in power jeopardizes the credibility of the referendum itself. An illegitimate government that rigged the democratic right of the people cannot be trusted to lead the Southern Sudanese into a democratic exercise to determine their destiny," reads the statement.

He alleged that the SPLM did not respect the democratic right of the people by rigging the elections results contrary to their choice of leaders and can therefore rig the referendum results between unity and separation in the same way of disrespect for people’s choice.

"Since the SPLM ruling clique in Juba rigged the elections with impunity, they can in the same way also rig the referendum. The South cannot afford to have a Self-determination result that is in dispute. That will be a recipe for instability rather than the peaceful outcome the CPA was meant to realize," the statement continued.

Athor called for all the Southern Sudan political parties and independent candidates to discuss and agree on a roadmap that shall also respect the choice of the people and safeguard it against the “riggers.”

“Herein lay my proposal that all the Southern political parties and the Independents who contested the last elections, should sit down to discuss and agree on a roadmap for the South as the referendum date gets near. No one Southern group, especially one that has stolen an election, can alone deliver the South to such a crucial momentous decision. We still hope that wise counsels will prevail on the ruling clique in Juba before it is too late, to see sense and stop playing with the destiny of our people.”

"In view of the vital importance of the referendum on Self-determination for the people of Southern Sudan, I would like to assure our people that we shall never be party to throwing away the moment they have been waiting for now for almost half a century. In fact, our difference with the riggers of their elections is precisely to safeguard their right to make a free and conscientious choice," he said.

He further explained that his group was committed to the implementation of the CPA and the conduct of the referendum as stipulated in the peace agreement, adding that such an exercise could also be carried out in the areas he controlled through an arrangement involving the United Nations.

"I reaffirm my commitment to the implementation of the Comprehensive Peace Agreement (CPA), especially the conduct of the referendum on Self-determination in 2011," he stated.

"In this regard, and should the ruling clique in Juba continue to impose war on us, it is incumbent upon us to: reiterate that the referendum on Self-determination of Southern Sudan should take place on time, that is, on the 9th of January 2011 as stipulated in the CPA; and The arrangements for the conduct of the referendum in the areas we control shall be agreed upon by us, the United Nations and the other stake holders in the process. This is to ensure that the outcome truly reflects the will of the people.”

Athor, in an exclusive interview with Sudan Tribune on Monday, without disclosing his whereabouts, said he supported peaceful conduct of Southern Sudan referendum on time so as to once and for all move on the road to the fight for democracy and good governance in the South.

"I would like referendum to be conducted on time so that another journey for peaceful match in search of a long sought democracy and good governance by the people of Southern Sudan is initiated," he said

Commenting on the general feelings of the Southern Sudan populace regarding recently conducted elections, he said the Juba-based government has shown weak image to the whole world and substantiated claims that southern Sudanese cannot manage their own affairs without being controlled.

"The elections we had [conducted] revealed and exposed complete picture of the future of Southern Sudan and equally substantiated claims that South Sudanese cannot manage their own affairs," he said.

He further added that discontented voices should not be limited to specific states or areas but rather take it as regional problem including those considered to have swallowed the bitterness of the elections. Nobody is happy with the results as nobody celebrated victory of these elections, even those who the national elections commission announced results in their favors, because they received no attendance at their functions, he adds.

Athor, who independently contested Jonglei state’s gubernatorial election and lost to the incumbent Kuol Manyang Juuk, said the Government of Southern Sudan is run by individuals who are not the choice of the people, but only pretend to justify holding on to power in the name of taking the people of Southern Sudan to the referendum.

"This is just a political propaganda coined by individuals as cover up for frauds. Indeed [the] presence of these individuals in the government risks the credibility of the referendum itself because they are not the people’s choice and the government in which they serve is therefore considered as an illegitimate government," he said.

The former SPLA Deputy Chief of General Staff in his official written statement alleged that the SPLA military offensive against him has failed and warned of his “Uprising” spreading across the region, including to the Southern Sudan capital, Juba, as he also claimed that the recent attacks on Bor-Juba road were carried out by his loyalists.

"Since then the response of the Government of Southern Sudan was a decision by its Council of Ministers ruling out any talks with me and ordering its army to capture me dead or alive. Well, despite the intense propaganda by the clique in Juba downplaying the gravity of the situation, the grand military offensive to fight me mounted under the command of Major General Bol Kong suffered from internal dissent and mutiny, and finally collapsed four days ago. This dashed the hopes of the war-mongers in Juba on a quick defeat of the Southern Uprising against those who stole their will. The Uprising is now spreading as evidenced by the military actions in Pibor area these days, Upper Nile last week, Juba-Bor road and in Unity State today. More surprises are awaiting the ruling clique in Juba. Those in Juba who dream of wishing away this revolution should think again," he stated.

However, the SPLA spokesman, Maj. General Kuol Deim Kuol, downplayed the magnitude of Gen. Athor’s threat two weeks ago, saying he had no more than 100 soldiers and could be crushed militarily if he dared continuing with his allegations.

Maj. Gen. Kuol however reportedly refused to comment about Athor’s current situation about three days ago.

    George Athor has mistaken too much as a politician as he portend to ran for governorship, he was supposed to fight politically as some of real political figures do for example. General Gatluak Deng, Mrs. Angellina Tomas Kume, general Dau Aturjong, general Gore, and many politicians south and the whole Sudan, but his move seems to some shallow minded as a great move to abort southern government.
    Brothers and sisters, George Athor have totally failed his life as a former commander in SPLA, i used to respect him during his time in SPLA which he threw it behind by his current action.

    George Athor is not deserve any respect any more as shallow minded commander, as his currently move gave me a flash back in 1990s when he got deference with hero cde. William Nyon Beny about allegation, that he killed some officers who were sent by Cde. William Nyon to help him fight malitia in upper Nile region.

    I can believe Athor is mentally sick but people didn’t realized for long which he have revealed today.

        You will regrete while we will not because you have create your own messed in your life.

        You was having big house in Juba and having high position in the militray which millions of people don,t have but you choose sleeping in the bush of somewhere unfavor because of your selfisness.

        I know why you still not caught by SPLA till now! it’s not becuse of your strength but it is because they don,t want to killed you. This is afact!

        The only thing that you can do is to surrunder to Juba before thing went out of control. IF you does not know then most of your soldiers already surrunder back to SPLA.

          Dear Readers, I learnt that the little boy who pertended to Called himself Dinka Boy has been appointed as chief of operation to face Geaorge Athor forces. Please you have to prepare yourself and you plan well to make sure you have defeated him in order for him not to make any disturbance again to our people in greater Upper Nile. Being a chief of operation is a big responsibility of which you need to be calm in nerves and wise in decision making such that to not surprise big looses in your army. Why do you always disturbing people on the web and you don’t have any thing to help people of the South with?. Have you every one time since the disadvantage of the war by your eyes?. for me i think there is something good in war that one can plan to wage the war against one another for no reasonable ground. But after the war ended you may realise the big loose and if what you fought is not some thing important then your war can be term as unreasonable war. So in this situation let not encourage the war to happen again in the South the last war which ended in 2005 between South- North is enough we don’t need another war to occure once again in the South Sudan. Is it there is no any other way of solving the problem which has arised among our community?. Military confrontation is not the only best way of solving our own problems. As a educated figure you need not to encouraged the war to happen in your commuinty.

          If we loose our referendum, then it is due to Athor’s love of money. He has been given lots of money that has blind his heart. Money that made him to forget about his people he fought for the last 21 years. Athor will live a shameful. Arabs will do away with him after the referendum is over. He will have the prestige and pride he once had. Shame and guilt will rule his live including his lineage for years to come. Forgiveness will not be an option.

          This is a piece of crook!!! George Athor Deng is nothing but another traitor of Southern Sudan. Gen. Athor is dancing with the blood of our innnocent soldiers in his hands who got nothing to do with current politics in the South.

          He should take the hell out of his mouth.. how can the referendum be conducted while some of you are used by Khartoum to discredited the government of Southern Sudan GOSS and its people.

          If Athor Deng knew that referendum is the most important thing for people of Southern Sudan, he would have not killed more 40 soldiers from Southern Sudan Army who can protect this great land from our common enemies who denied us our rights for decades.

          Gen. Athor did not fight the war of struggle alone. There are good number of generals who fought side by side with him for example, Gen. Pagan Amum Okiech, Gen. Issac Mamour, Gen. Peter Bol Koang, Gen. Mading Mabor,Gen. Wal Athiou, Gen. Bior Ajang, Gen. Peter Gatdet Yaak, Gen. Gordon Koang CDR, Gen. Kuol Alier Jongroor, Gen. Cherilo, inclding Gen Gov. Koul Manyang Juuk and gen. Gen Oyai Deng Ajack, Dau Aturjok and the list goes. How about if those generals demanded the ministerial positions by force?

          I though Gen. Athor Deng had an issue in hs home state when he accused Gen. Kuol Manyang of rigging April election results but turn be nonsense when he extend his demanded to disolve the current government in Juba and formed the so called government of national unity to conducts the process of CPA which was totally stupid idea.

          Gen. Athor has to think twice before its too late. We Southerners will not care this time about self interests politicians!! despite being brothers or not.

            I am absolutely agree with your piont of views, George Athor doesn’t want good things for the people of Southern Sudan, eg completion of the CPA which gave the people of the South a right to choose the way Sudan could be. The rebellion he is carring can have a big damage and blockage the way the people should carry out the referendum.

            He supposed to convinced his supporters in army and civilians to swallowed what happened to him and waited untill the right time, due to this elections weren’t the last more and more chance are coming a head but not by force

        By the way don’t make a mistake of calling Athor as a person who has no vision or visionless as you put. He has a clear vision and that why he protested the rig of elections violently. There are people who could could even think of claiming for their right lost or taken away so Athor is visionary.

        I think he knows why he joined the ’liberation struggle and if he was a mere Nyigat , I think he would have defected when even current clean men in the SPLM defected.

        Let learn to give Caesar what belongs to him anf God is is his. Mark the use of word ruling clique used by Late Dr. John Garang. Dr. Garang said in the manifesto of the SPLM that if the vision of New Sudan is not implemented in Sudan, then Sudan will stand of a chance of disintegration and if the same is not implelented in separate South Sudan, then same will be experienced.

        Vision of New Sudan is nothing other than giving right ton each and everyone and if that God given right is denied, normal human has to protest and that why Sudan is on fire since then.

        Being visinary also doesn’t mean adhenrence to SPLM but it depends from what you aim at so never say that statement.

        NB. Am not a fan of Athor but I was compelled by the way you put your statement in judging truth of the matter because I believed there are two sides of everything. So Athor is not only wrong as well as not only right like any other person who participated in the elections in Jonglei.

        Let us learn to be true judges if you are to give justice equitably.

    Last month when those anti-SPLM/A heard that general Athor defect, they were enjoying it but now, they become shame because the Athor will join SPLM bare handed. Athor must know that nothing can make SPLm fall on this Sudan.

      The rebellous is a demogogue who is jeopardizing the referendum. How would SPLM rig the referendum while only the citizens are the ones who are going to cast their votes? There are no parties competing to allege that SPLM would rig it. No sense here at all.
      SPLM, in the first place didn’t rig the last elections as this chauvanist bloodthirsty man is crying in the media. His so called collaborators and himself are the victims of the wind of change in the south. They would not even see the "Promised Land" or referendum because they have hosen to work against the fundamental right of our people.
      The whole world had acknowledged the outcome of the election results, but only out of arrogance and self-esteem, these renegades wanted to portray themselves as leaders while to the contrary. You can’t shed blood in democracy to lead, that is dictatorship and usurption of power which does not belong to you. If they are real democrats, they would have challenged the results in courts instead of resorting to violent and took up arms against the system.

      I urge their supporters to think twice and leave these rogues alone and not remain hostages to uncertain destiny awaiting them, otherwise their long toil for struggle would be for nothing.

        It is so regretting why some people took up arms for the liberation struggle for more than two decade and turn to bite one another for personal gain and not the fade of nation. Athor should know that South Sudan has 10 states and 3 states are he alleged to have decided to sabotage the referendum process.
        so the seven remaining can exercise the right of Southerners and vote for independent of South Sudan as separate state within the next 7 months out 3 that is not a lost so please remember what you doing as person with your groups who like your crooks way, the goals and fade of Southerners will still go through minus you plus your mothers and in the leopard skins.

        Southerners should identified their enemies at all corners and disowned them because you cannot called a sheep a leopard when it is dressed in a leopard skin. Athor should know that what he saying is not at the will of Southerners wherever they are in South Sudan states and elsewhere in the world but just personal benefit.

        For Athor claiming illegitimate of the SPLM who is ruling the South Sudan terming it as a clique, I do not understand what he is really aimed because the government is inclusive and there is no way an inclusive government be called clique. he should restructure himself and say things that reasonable but baseless.

        Please I heard you are training militia with Leopard Lam Akol and NCP why not come out openly so that you are known and people deal with you and your groups not individual in the shoes of coward person.

Don’t you know there is no general called George Athor in south Athor is became northerner, three days ago he was interviewed on Sudan tv in Khartoum which is means he doesn’t have any impact to the south again since he have jointed the SAF, so now to the further we are considering him as a SAF soldier, as he will face south as SAF and we will deal with him to further as we will not tolerate any betrayer any more the next coming term is a term for political fight only between political parties in south, if you still dreaming about George Athor, I can tell you don’t worry George Athor is done he put his finger in his eyes and poke his own eyes that is the last message from I.S.S if you believe it or not it is up to you.

    Dear Readers,

    The acute problem of South Sudan politics is that the SPLM/A allows no room for the “other” to express and deliver their voices.

    This has its roots in the CPA itself. The CPA gives everything to SPLM/A and NCP and neglects everyone else or everything else, in both North and South Sudan. The consequences on both the North and the South are crystal clear. However, the consequences are much more pronounced in the South. The grave mistake was that the whole politics in the South was shaped by ethnic lines and selfishness of the Junta.

    It is sure that Mr. Athor would have not created problems, if democracy and fair politics were played in the South. He wouldn’t dissent if the political structure of SPLM was complete, transparent and democratic. He is right in every stand he embraces, however peaceful choices were nil for him. His military move has also been wrong and not serving the vision and hopes of Southerners. It is really a dilemma. To worsen the situation further, it has been observed that some SPLM/A leaders and many readers accuse the NCP and NIF of supporting General Athor. No evidence is clearly made available. Such immature behavior is not good and counterproductive. It reflects a political paranoia or complete inability (paralysis) to deal with (facts and evidences), if available at all. The crisis the South is faced by due to General Athor’s movement and many others who joined or may join him. The South id NOT secure for any normal human activity – not to mention politics.

    To add more complications, the food and health security in the region is almost absent. People are in the move now looking for food and medical care. No development has been seriously launched by the National Government or by the GoSS, although it receives about 12 Billion USD from oil revenues and many more billions in international aid and development projects. Both NCP and SPLM/A are to be blamed for failing to develop the South, but the GoSS is big failure here. SPLM/A cannot put the blame on the NCP, as if it is the only party responsible for the implementation of the CPA. The few unfinished development projects started in the South were launched by the National Government!.

    The political inexperience and militia-oriented mentality of some unwise leaders of the South were loose to complicate the situation of the South further. I read on papers irresponsible statements that serves no cause but agitating feelings and sending wrong messages. Even Mr. President of the South himself is unclear of many crucial issues and made many mistakes in running his own government. The American made it clear that the South needs another qualified leadership to rule the South if Southerners opt for secession or unity with the North. A lot of efforts have to be made to include qualified and experienced cadres of Southerners (don’t single out Diaspora cadres) to lead the GoSS to deal with the forthcoming challenges. Referendum is just one of them.

    To resolve such a complicated crisis and conduct the referendum (as stated in the CPA and the constitutions of GoS and GoSS), there must be a South-South dialogue involving every political party, civil society organizations, Women and students’ organizations etc. This has to be done NOW, if it is not too late. SPLM/A cannot deal with our problems alone. The present history tells us so.
