SPLA general demands sacking of Jonglei governor


May 3, 2010 (KHARTOUM) — General George Athor at the Sudan People Liberation Army (SPLA) announced today that he had pulled together a group of soldiers under his leadership and demanded that the governor of Jonglei who won the recent elections be removed.

"I need Governor Kuol to be removed from his position," Athor told Reuters, referring to Jonglei’s incumbent SPLM governor Kuol Manyang who kept his seat in the elections. He said that he had no ambition to take Manyang’s place but just wanted him removed.

Athor ran against Manyang in the south’s oil-producing Jonglei state but lost by a wide margin. Kuol Manyang (SPLM) obtained 165,387 of valid votes (66.2%). George Athor Deng (Independent) comes second with 67,639 votes (27.1%).

Athor and other independent candidates accused the south’s dominant party, the Sudan People’s Liberation Movement (SPLM), of harassing their supporters and rigging the vote.

The 11-15 April elections were the first in 24 years - and the first since the end of a two-decade conflict between north and south

The SPLA had accused Athor of masterminding an attack on one of its bases last Friday and plotting further assaults in retaliation to his loss in the elections. However, the senior military officer denied claims leveled against him.

"I did not order any attack anywhere and I had never held any meeting with anybody to consider launching attack on military forces," General Athor told Sudan Tribune last week from his ancestral village of Rut.

Jonglei, south Sudan’s vast-populous state, suffered tribal conflicts in 2009 with death toll reaching 2,000. The electoral campaigns and polls were peaceful but tension rose after the announcement of results that were won by the southern Sudan ruling party; the SPLM.

Today Athor declined to give Reuters details of his immediate plans but warned he would respond to any provocation from the SPLA.

"If I am provoked I can attack anywhere ... I have enough forces that can capture Malakal (the capital of Upper Nile state), Bor (the capital of Jonglei state) or anywhere."

Athor, a member of the large Dinka tribe, said he had a number of demands which he hoped to achieve through negotiation.

"And the forces that have joined me are to be given amnesty and to return to their units without punishment," he added.

The southern army played down Athor’s warnings, saying he did not have a large enough force to mount large-scale attacks.

Southern army spokesman Malaak Ayuen said the latest intelligence suggested Athor was on the move, heading south.

"I don’t think he will attack a big town but he will try to destabilize communities ... Now SPLA forces are very much aware and they are prepared to face him."

          Jonglie and its people are the unluckiest people on earth. Greedy and glutton is their major problems. Hostile is another issue among the people born to be in Jonglei in particular Bor and some dinkas not necessary. Could any tell if that is an image of emerging gorilla in Jonglei within the few days. If that is Deng I will be surprise to see his facial expression in the picture. However I am not going to judge him the way he looks, he might be the right leader to stop corruption in Jonglei. Finally Koul Juuk and his fake slips must exit the seat and give opportunity to some in order to stop the killing and insecurity in the hostile state.

            Removal of governor Kuol manyang Juuk from governorship mean destruction to CPA or the interest of South Sudanese and these will caused more harms that South Sudanese never experienced since the formation of government.

            I respected general Athor,but he has no right to say that he demand for the removal of winner in the State of Jonglei. He can,t my dear whether by militray strength or leadership position. Athor is under Kuol in greater distance. Kuol Manyang is the one who can order him to resigned my anything posible.

Koul has two options, pack and leave (resign) or enter into agreement with Athor. If not aka 47 will start singing across all the corners in Bor including your own village.

            I would not agree with any call for terrorist to be consider, George Author is a terrorist government should not accept his allegation of craziness, George Author need to be taken to mental disease hospital, he lost his mind during the war.

              I have a respects for Gen. Athor but he is doing stupid and crazy things now which we were not expected from the freedom fighter to turn against his soldiers.

              Gen. Athor should not let be fools by traitors of S. Sudan who are now clubbing everywhere. This is exactly what Khartoum is planning.

              The war against referendum will not start from the border but within the South where people greedy. They will use our oil’s money to buy our own brothers to kills the CPA.

            Do you people know what a democracy is? If one looses, they should just wait it out for the next term and try their luck once again. They shouldn’t go around threatening to destroy or kill the main people whom they had campaigned to govern. Remember it is easy to start the war, but not that easy to stop it. Loosers in a ballet box shouldn’t be allowed or be supported whenever they resort to violence. All those who support such acts of violence to acquire leadership should be deem stupid and illiterate at best. One more thing in GOSSs’ leadership is that they shouldn’t allow all those thug Militery Generals to run for civil office and remain Generals. They should first give up their militery position and become Civilian before they could be allowed to run for public office. Should they loose election, they will no longer have authority to command any arm forces. Thus, this will curb the violence through those blood thirsty and power greedy individual.

      SPLM-Patriotic Front,

      Gen. George Athor is still innocent and nothing can indicate that he ordered any soldiers to launch an attack on Dollieb barracks. Are there some soldiers who can sympathize with the way SPLM stole people’s vote in Jonglei and elsewhere? Sure. This issue can be resolved peacefully but it will only get worse if any mindless SPLA officers try to attack Gen. Athor. He is not a general to be taken lightly. There is an attempt here to punish him for seeking free and fair elections. Gov. Kuol might have won but he did so under questionable circumstances. The best thing to do is to annul the elections and reschedule one. In the meantime, a different person should be appointed the governor of Jonglei till this is resolved.

      SPLM should be keenly aware that there some votes you can still and people will roll over like dogs but there are others like Gen. Athor that cannot take that shenanigans lying down. You just have to understand the Gen. and his resolve before rushing to judge him. He is a different breed of leaders in the SPLA and people should be worried about trying to provoke him. He is ready with sophisticate network of officers and NCOs to be taken lightly.

        please what do you mean by elections to be reschedule for jonglei state governorship? first of all my people you should understand things on the ground. if there are cases of manupulations of results in cental equatoria,in northern barelgazel implicates that all others state has also rigged the election.General Athor has hidden Agenda not election results.his problem is well know by wise but not fool.
        election could be reschedule if athor would have followed the courts due process and his complain is confirmed by the court that the election is rigged. it become culture of our primitive people that if one wins election the other ones says the election is rigged .look in the case of Lam Akol.he claimed that election is rigged by Kiir Mayardit who won with 93% of the valid votes cast.however,they thought rigging is the easier song to be sang than to accept the defeat.KUol manyang won with 165000 plus beyond reasonable doubt compare with that of Athor which is 67000 plus.

        general George athor deng is not insane he is just disgruntled with what happened during the election in which there was wide spread rigging in a number of states and jonglei is one of them. some of independents just forgo it, i mean the rigged results. for example Dau atorjong, Gatluak Deng, and Angelina Jany. and the latest reports i received from juba indicate that Alfred Lado is nowhere to be found even in his home. and you can also conclude that there may be trouble from there.

        Dont get irritated and forgot who is George Athor is a well known and respected LT general in the SPLA. he was a well respected general during the war and he contribute greatly in the battles in upper Nile, and equatoria.

        actually when someone well known as kuol manyang or George want to fight, it wouldn’t be physical between the two men but will be fought by those who are loyal to them.

        i think the Spla already took a decision to go after George Athor using force instead of peaceful resolution. i prefer peaceful solution to that problem to avoid any farther causalities between both sides and it can also spark deaths among civilians, and lost of our resources and other impacts

          An arms against SPLA from George Athor, What unlikely. To who ever want to create that coalition, that is unlikely. Although there are so many injustice, we need transformation. There are those who are in SPLA loyaly for non material thinks. But to those who are arming themselve for the first ever election, I am not a politicain but I was expecting this to happened. We all learn from previous mistake and therefore the next election should be the one we are gearing up so nothing of these kinds to happen. SPLA was one attacked by Machar, with over 20,000 soldiers, by Lam Akol with another and By William Nyuon.       I asked an spla general what becomes of athor and he frankly told me that he was summoned not sent to be arrested and instead chose to attack a barracks and the reasons for his summon was based on why he was stock piling, maintaining soldiers, pickups, diverted money and indulge army past operations at campaign. Than he told me an interesting thing that athor approached them to be re stated but spla told him to wait for command council to look into the possibility, he called president and kiir told him my friend you resigned and if you want to go back its ok, follow military procedure. So the man was jobless and his opponent gier is powerful, lam akol on other hand is pressuring him, so he is under pressure every where and the o nly excuse he has is governorship where now he is ridiculously being fed with what to say by Dr lam so as to make Splm negotiate yet the problem is with SPLA which is charging him, he wants to make his charges above political. Sorry jonglei friends.

        What is popular to you might not be popular to someone else my friend and that is why people vote. if one looses election, it doesn’t necessarily mean rigging. if there is a prove that election rigging did happened, then there is a rule of law which can investigate and award the rightfull winner his/her rightfull position with no need for violence. In a gun battle, there is no legal winner but the destruction of the very life of the innocents. Southern Sudan has lost enough lives, please let us not take more lives through personal greeds.

      Not being a governor is not a vital issue for General Athor to flied out of the forces of southern Sudan. Mr.Athor is wasting the government’s bullet, he always shout the innocents gays and he knows where Kuol Manyang is staying, that is lack of mentality if not let him try to come and discus the matter than to hide him self in the bush looking for those who doesn’t know about politics.

      I also blame the ruling party which is SPLM for not went on organizing the Army forces to go and look for that sick person.

          I really wonder as to why people are getting out of their control. Killing becomes the daily language in some states. Imagine, we just heard recently the killing of three soldiers in Mapel, now Athor is coming up, soon we may hear of another news connected to death. My brothers Gatwech and Busta, what could be your comment here? Who are those causing chaos everywhere? No..No..No.. Which tribe? Eh..Eh.. Am afraid. Some States should see the good examples from CES and Unity State. These are the best known states knows how to react and tackle issues deplomatically. Incase Athor comes up with his plan, what is going to happen with our Cows that gives milk to us? People need to enjoy eating fish Ya Jama, stop all those plans. Some young Men are planning for their marriages, Ladies are more than Men. At least one man can have about two to three wives, yes recommendable.       Those Guns captured by General George were illegally transported there by Top Dinkas Generals in order to be distributed to Local Dinkas to use them against their Country folks Shilluks, Shame on you .

        Authorities in South Sudan have confirmed that one of their military bases was attacked last Friday apparently by one of their own.

        The South Sudan People’s Liberation Army accused one of its officers — George Athor or his supporters — of masterminding the attack after he lost the race to become governor of the oil-producing Jonglei state in Sudan’s recent elections.
        Oyay Deng Ajak, south Sudan’s minister for regional cooperation said those responsible for the attack will be brought to book and even banned from the SPLA. “On Friday, there was an attack on a place called Doleib Hill, 12 miles south of Malakal, and the attack was on the SPLA military base. Honestly, we do not know why they attacked that location. The information we are getting is that they are supporters of one SPLA officer, George Athor, who contested for the position of the governor of Jonglei State, and, of course, he could not make it,” he said. Athor, who denied he carried out the attack, told Reuters news agency the Sudan People’s Liberation Movement (SPLM) harassed his supporters and rigged the elections. Ajak said no election defeat should justify the killing of innocent people.

        “I think there were three people who contested for the governor of Jonglei State, and of course if we are to go by the elections, Kuol Manyang (incumbent Jonglei governor) won the election and the rest should abide by the decision of the electoral commission. I really don’t think that somebody will pick up arms and fight because he didn’t win an election,” Ajak said. He said Athor’s reported demand for Jonglei state incumbent governor Kuol Manyang to step down is a waste of time.

        “To be very honest with you, as a minister for regional cooperation, I really think that those who are responsible for the attack at Doleib Hill the SPLA should keep them banned and of course we will bring them to book. As for the governor to step down, I think this is too far. The governor has been elected and the results had been announced, and if he (Athor) has any case against the governor he must go to the courts,” he said. Ajak rejected any suggestion that the dispute with Athor signals a split in the ranks of the SPLM, south Sudan’s dominant party.

    the rebellion in Jonglei state by George Athor is now clear and he vaguely stated what he want which are two demands:
    1) removal of Kuol manyang juk from the governorship
    2) provision of amnesty for the soldiers who are with him in case he reach an agreement with the GOSS.

    those are very simplistic demands and can be easily given, but i doudt the GOSS will be able to give those demands; they would try to subdue him with force and that will result in other fatalities in both sides and may continue for some time.
    I know Kiir is very slow in action, we have seen this in a number of incidents which happened in the south during the last 5 years. the examples are the recurring fighting that occur between the cattle rustlers which always goes without any notice.

    I hardly believe the potential source of this report without an author. It happned during the voting process in Unity State where unknown journalist reported fell allegations of threatening and killing supporters of Independence candidate Angelina Teny at polling station.

    Inexperience staff from Sudantribune should learn the media code of conduct. They must not published the article without an author unless they have intention to distorted those issues.

    They should also confirmed the potential source of information
    before they rush to media otherwise...

      the report actually first appear in Reuters.com and yahoo news ,Sudan tribune just took the report from there.
      the incident that happened between jonglei and upper allegedly lead by General george Athor is totally difference from what happened in Unity state . the incident in unity state was staged by civilians protesters but this new incident was carried out by military personnel and professionals.
      also in terms of causalities there are 3 casuals in unity state while in the attack that occurred in jonglei took the lives of 8 soldiers and officers.

      from now on if you see a report without its writer just assume that it was taken and transferred from other media sources such as nytimes, reuters, bbc, or yahoo news. the report on unity state that you also complaint that it was without a writer fall in the same category.

    The demand that Kuol be removed is unacceptable under any circumstance as I see it unless it is Kuol himself who will decide to step aside for the sake of peace which I think is really not necessary. How many losers are going to rebel and demand the removal of their opponents if this trend is established?

    Athor should be talking about being given amnesty with his soldiers and that should be his only plea not even a demand because there is no justifiable reason that could have led him to create the chaos that caused the death of SPLA soldiers. This is not the end of electoral politics. In fact, it is just the beginning. He might have won the next election or any other election for that matter as long as there is democracy in Southern Sudan but now it seems he has completely tarnished his legacy and image but he can still be welcomed back as a brother for the sake of peace in Southern Sudan.

    The SPLA should be vigilant though because he seem to be engaging in doublespeak. He distanced himself from the initial attack and now he is demanding the removal of Kuol and he even said that he can capture towns. Is this real? This man need to think twice. He may die like Karubino Kuanyin Bol and other traitors who turned against their own people and end up dying like dogs. It is the blood of the innocent people that they kill that come back to bite them in the butt. It is not too late to correct this anomaly. People need to get used to electoral defeat especially this generals who think that everything has to be settled with the barrel of a gun.

      that will solve most of the looming security problems in the south, i mean if Kiir removed Kuol manyang, Taban Deng Gai. i can add to those two others like Paul malong, Wani Konga, and may be Simon Kuon . it can be perceived by others as weakness from Kiir but it is a wise decision to avoid more bloodshed in the south and further security complications.

      If he dont want to just appoint others in their places a special fair election can be held monitored by international observers without any intervention from the SPLA who ever wins that special can be the governor in their respective state.

      But i doubt Kiir will understand the implications of rampage of insecurity in the south .

      Kiir has no right to remove an elected governor. This time, Kiir did not appoint Kuol but the people of Jonglei voted for him to be their governor. People like Gatwech think that George Athor won the race but the SPLM rigged it for Kuol. Honestly, George Athor did not win the race. Athor can not beat Kuol in any election. Kuol Manyang is well known across Sudan than George Athor. Even within Dinka community in Jonglei state, there is no any comparison in term of populairty between Kuol Manyang and George Athor.

      Athor is only well known in Fangak area where he was fighting Nasir faction and other militias forces all his live. He never been in other part of South Sudan during the war. He was based in Fangak and that is where he is well known. His claim of election being rigged in fovar of Kuol Manyang is all lie. Athor did not and will never beat Kuol Manyang in any election.

      Demanding of removing Kuol Manyang will not succeed whether militarily or through negotiations. If it is a matter of force then Dinka Bor will defend Kuol Manyang seat by all means. So I tell to George Athor, bring it on. Don’t just sing it because Kuol Manyang will teach you a lesson that you will never forget in your live if you make it alive through this saga. Fighting against Kuol Manyang will not be like fighting Riek forces in 1990s. Kuol Manyang is also a Dinka just like you and he has Dinka Bor in his disposal.

I don’t know why people almost everyboday wants to become a Governor? What is the secret behind it? Ok, that should be the most richest positions ever in the GOSS system. After all, the President is ever generous and wise i.e those said to be releived(stoped) from a position are normally given another one. For sure nobody left ideal, only those charged or dismissed on massive corruption.

    If what we are reading is really the recent development in the south then it is very unfortunate. South sudan is going back to chaos. And the spark bahind this is just the GREED for power. The Gen. mentioned above is not the innitiator but it was those who did not respect the citizen of south sudan by stealing their votes to favour other candidates that have manufactured this kind of reaction. Chaos is just created when laws are undermind and for that matter the Gen was just in the queue of those that have broken the south sudanese laws. We had a very bad election start that our young generation are going to immitate. Although people are made to believe that all went well during the elections,the truth is that some southerners had clearly revealed their political immaturity and uncivilised behaviors to overturn the real voices of the people. And as nobody had been there to prevent their election crimes, I wander that no nobody is also going to prevent this crime by the general and his likes. And the net result is just CHAOS and agony to our people. Remove the sperk in your eyes first before going to remove the one in your brothers eye. Someones GREED is not better than others. Greed is greed no matter what form it takes and who commits.So unless we liberate ourselves from GREEDY and SELFISH mentalities like what happened in the recent historic general elections then we just inviting trouble to our people.

      Upper Nile Region become obstacle to Southern Sudan referendum
      Some elements in Upper Nile though that rebellion is the only way of getting high position, like below power hungry staffs
      1-Puolino Matip promoted to deputy commander in chief and his militias forces were integrated in to SPLA forces peacefully through rebellion
      2-Riak – Lam theoretical coup, made him to be the first vice president of GOSS and Lam with foreign affairs and turned in to SPLM –DC
      3-Tang yang militia’s commander promoted to the rank of major general associated with Arabs.
      4-Deng Alony commander of militia’s in Northern Upper Nile Zone and many others commanders joined hand with NCP in order to get high position
      5-George is trying to get high position through rebellion also. These malicious acts will break South Sudan in to many factions. Where by Arabs will not move away on our neck.
      We don’t want South Sudan to be like Somalia lands. Stop insurgency Mr. George in Upper Nile region please.

        You are right. Those who make good soldiers don’t make good public politicians. Fighting wars, leading the army is not the same thing as governing the nation. A lot of SPLA generals things that they will lead the people through the iron pist. I’m an SPLA member myself but I do believe that loosing election don’t mean loosing live. Those Generals know very well that when you loose the battle, you retreate and reinforce your forces and create more tactics. In politic, you reorganize, and wait for the next election. What is important to the voters right now may not be as important as it is now five years to come. Athor should not be supported by any wise, live loving being. He should be condemned to the highest condemnation.

      That is another problem.When Matip Nhial disagree with Paul Dor in 1984 it was ignored in the same way Maj Gen Athor Deng is being ignored.When Pal Fema disagreed with Makuei Deng Majuoc,Mr Lanya Ulka son of Maban tribe chief ignored it in the same way Athor is being ignored.When Kerubino Kuanyin was escourted purely by Nuer forces to Bahar El Gazal he was ignored in the same way as Athor.Haaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa.What happened when all the above mentioned people were ignored??????????????Tanura fok.Please solve Athors problem politically,not militarily

The problem of Athor is liking Hornbil problem in standard four book and those would be familiar with that story are going to understand me clearly,and Athor decisions would not like the rest,but Southerners need to convince Athor before the snake does not bit as if as Southerners lose Athor is liking losing a sheep in the Bible or nation. I ask all politicians in South to be keen by their decisions not to disarmy him because I’m nervous what will be happening later his suporters. Making a wrong judgment will divide the south into pieces,the Dinka’s enemies will be happy for it. Do not let your money answer your questions. The people who are destroying Jonglei visions are Konya,Kuol,Athor,and Gier because they need another leader to be happened like Dr.Garang.The current leaders of Jonglei put their feet in one shoe,and none of them will not be a winner like their brother.Some are wishing Athor not live whose hands are cleaned in South?     Everything is in slow motion while the hell is busy trying to take people to hell. It become realty because this conflict is terrible and dangerous. What make Gen Athor get out of control? Is it may be because someone disrespecting him or what? What make senior Gen disrespecting their junior Gen? I thought that Mr. Kuol Mangang Juok grow up for the past years and he become a good politician, and what he care about is his people of Junglei state in general. This conflict is going to spoil our reputation from the international communities because they are watching closely and see how we handle our own problems by ourselves before we get separate country. We didn’t need this matter to resort into violent where lives will be lost. People need to see this beyond of what tuey can’t see in front of them. If there is any kind of counter exchange between two forces, it will fuckup everythings the government do including conduct of self determination for southern Sudan. Please leaders you need to be careful handling this matter.

      Dear fellows, we should not just shadow one person for the crime he has deliberately (If proven guilty) committed to that of a good citizen. As the result projected, how do you think of somebody trailing anther to be a leader when he loss (If at all the election in Jonglei was transparent)? He might have been a good general before, but once he has taken the law into his own hands, it become a crime.

      Once should not mobilize more than thousand soldiers and claim to be keeping piece. I think the number one reason he gather those call Pro-Athor soldier were recruit for the sake of causing havoc to the Jonglei and South Sudan at large a big insecurity problem. The truth speak for itself. He already accepted having a quit large number of Soldiers loyal to him and demand for immediate removal of Kuol manyang. Does that mean he gonna enforce his demand by force if the SPLM leadership does not honor his demands?

      This power thirsty individual and his loyal should be shown how Justice can be practice. Only, only if the SPLM party show some transparency in her own conduct. Otherwise we will not blame Athor and his like for rebel against them.

This problem need to be solved civilly not through shortsight military ambition. There is a rage across all the prefectures of south sudan and any act will trigger a very dangerous path for the south. Is it not odd that we realized that we have a military called SPLA?           I am really sorry to see the well expierenced people in SPLA talking like non expierenced membvers. Being incited to fight is an opponent choice.
          I tried best to comment yesterday to favour him not to be either arrested or mistreated on such accussation of attack. I Not knowing if he was he was really the cause of friday attack.But today he confessed that he warned to attack, what a foolish statement is it !
          Governorship is not a big post to mess up like a learning kid !
          What is it to you if you get annihilated with who ever you have?
          . Take 24 hours deciding what otherwise I will be your enemy and so do most supporters.

    To be frank Georg has seven counties,Kuol has only four counties what do you thinks guys ?The problem I know is,Georg has no journalist in the state who speaks out his right.But Nuer who are under kuol in state are the caustive because most of them are returnees and also are not soldiers in the first place.we know Georg, Georg can not joint Arab.let,s take care we have got another LRA now.ignoring him will be problem. To me as a person Kiir can call kuol back to Army because missing our brother Georg in this moment will be problem.
