GoSS to halt student financial support in Egypt over performance issues

March 26, 2010 (CAIRO) — The government of southern Sudan (GoSS) intends to stop financial support to forty- one students from the semi-autonomous region studying in public Egyptian universities allegedly for low performance.

The decision announced on Thursday prompted affected students to demand an in-depth explanation from South Sudan liaison office in the Egyptian capital.

According to Atem Kuir Jok, the undersecretary at the regional ministry of education, science and technology, irate students forcefully entered the office last week and closed it down severing connections with officials there for a day.

Jok said that this decision has been kept under tight wraps although he could not speculate on how it became known.

"We do not know how they learned it, who leaked to them and why they are attacking officials there," he posed.

However, Jok said that GoSS is preparing to send a team to assess the situation following the attack on their office.

"We will soon send a team of educationists from our ministry and representatives from the ministry of regional cooperation to go and find out what exactly happened" he said.

"If it is because of low performance at their universities, the team will examine their records and see how to best settle this issue," he further said.

Egypt offered scholarships to some 300 students from south Sudan in 2007-2008, as part of a deal reached by the two governments in educational support for south Sudan.

But student sources at the universities have often complained about performance of some of their colleagues revealing that some have been failing their classes since the admission year but were still allowed back in by university administration hoping they would improve their performance.

This prompted Egyptians government based on these reports to stop paying tuition and accommodation fees.

Each of the 300 students admitted to universities of Alexandria, Moesia among others receive tuition fees amounting $53 to cover food and accommodation expenses throughout the year while their performance is monitored.

Jok earlier said received that they reports that 41 students have been failing their courses from the very-beginning without any improvement.

"This is what caused the Egyptian government to withdraw their support for 41 students as a result of their low performance," he said.

Apart from Cairo’s support, the government of southern Sudan also provides a monthly support of $100 to each student studying in Egyptian universities to cover miscellaneous expenses during their holidays inside Egypt.

This money is however not given to students who travel to Sudan during holiday. Asked about the position of his government, he said position of the ministry is that they will no longer support students who have failed.

"If students fail repeatedly without showing improvement through evaluation tests, we at the ministry education, science and technology should not pay for these students but if students improve, we will not run away from supporting them," he said.

      Dear southerns how are you all.

      Am here inexcited about what is happening in cario unversities, It seemed to be abide quite okay that the performance are not well okay to the government of southern. So please minister of eduaction, my advice to you about this problem is that, not every body who is fine in perfoming in class but there are some other people who doesnot perform whether where or where.So donot be wonder why they are not performing well, the problem is in your office. Why ? because during scholarship, you made it illegaly by choosing your childern, children of the ministers,directors and toher peolpe who knowledge about southern sudan leaving those children of poor people who can nolt afford to meet the top oficals to dicuse about such a thing. And even those kids (students) were not been interview so that is why they performing badly. It was due to missmanagement in the ministry.

      See what to do but not leave them hangly.

    This is a serious issue. Students worldwide need to exceed their educational performances,and there is no excuse about that otherwise student who frequently failed always lost scholarships.

    Yes, lower performance in Unversity is something that people should not compliant by all means.

    Goss need to investigate that if that true that those students keep on failing ,then they be given probation for one team as awarning and if they failed again then they should be expel to college for a catchup.

      How could Egypt government teach laziest? Let them back and join your corrupted colleges in Juba, where non-Slaves/Dinkas and Slave fooled others’ children learn. Your eyes opened when you see Slaves failed from Universities. Damn on you.

        To immature Dinka Boy, I am sure your are living in Western World. You need to check the educations statistics before you open your big mouth. Nuer and great Equatorians plus those other minority tribes in the region are doing much better in school than these dumb kids call-Dinkas.

        You are absolutely right Peter Pal, all those school failures would probably Dinkas and it wastes of public money. This so- calld GoSS and the Universities must have to kick out all those 41 students whose theirs performances in the classes are not so greats. I made 51 year olds guy last year in Kampala, Uganda from these people called themselves Dinkas Bor, well you can tell because he got those scarely marks on his forehead and askd him about his tour business in the Capital and he said, he was on the scholarship. This reminding me now about what is going on with those students in Eygpt.

    The scholarship of government of Southern Sudan was basing on blood-mate but not academicians, if they keep failing. They government should not withdraw their support from them because they are future leaders. they will change from worse perfomance in to good work.

    Next time if there is another scholarship, you should used random selective method. I praise Southern Sudanese students who are studying in Eastern African. They perform better to the expectation, because they suffered during and in war time.

    you should keep supporting those students in East Africa.

    Those students should try harder to improve performance. What the GOSS wants is a quality education for every southern sudanese to change southern sudan. Southern Sudanese have to be quick in learning so there are some paces in changing southern sudan for the better. Our Slowness, wasting times , doing nonsences and failure in education will throw our southern sudan into a dust bin.

      As you’re students of higher education, must pass your classes to continue scholarshp support by Egyptian and south sudan government. Good luck for failing grades, money corruption bucks stop there. Be careful students your boss in Juba needs those bucks to support their familes, you 41 students enjoy corrupt money for so long, but to get them again open your eyes wide enough to pass your grades and be productive citizen in the south sudan. GOSS has no empathize for you, neither do I.

        Ladies and Gentlemen, Iam one of the beneficiaries of this scholarship but allow me to comment on some tremendous points in this publication that has been hidden away from the public since a couple of months or years.

        First of all, the genesis of the problem started since early 2008 after the first student’s coordinator was changed and the brought in of new one.
        The second coordinator began identifying students on state level instead of a general word of southerners. secondly, the same person changed his working area by spending about 98% of his time in Juba. Thirdly, students had problems with college administrations where in most cases the coordinator is requested to speak to such administration but he is either absent in Cairo or even if present, doesn’t attend to such requests.
        Surely not to elude all linens of our southerners administrators, but I want to stress here that, the poor performance was induced by our own leaders who are following money instead of providing services.
        Above all the ministry has apart by giving one person two offices in different countries in which some one is a coordinator in Egypt as well as in charge for students’ affairs in MoEST Juba; making students cases with universities un attended to. More over, administration policies in Egypt based on south Sudan geographical locations need analysis. No transparency in Egypt. As 41 students have academic problems, at least three of them received GOSS 100$ on unknown ground and as I write now there is already division among students reaching to the extent that the chairman of student association was beaten by some his own students for reacting about the bad administrative policies of the coordinator because students complaint are always been projected to have been against a particular tribe.
        To analogy between the first and the second systems of coordination here in Cairo, I really say thanks to the first coordinator for leaving the students in good love for one another than the second who has caused tension between his native speakers and non speakers who hope to be future contributors to South rather than to which part of south they come from.

    Its time we southeners tackle our issues head on ’ coz honestly speaking, the system and and school of thought behind the selection of students for scholarships is basically flawed and scanderlous. The so called GoSS is to shoulder the blame ’ coz how can students pass through a selection process if their brains are full of " cow dunk " instead of knowlegde?
    I say,the GoSS corrupted government officials at the Min. of Education must stop wasting money and time on these goons ( 41losers) and allocate their wasted chances to others who are keen to learn and perform as expected instead of favouring their own sons and daughters.
