LRA plans attacks in South Sudan to disrupt elections

March 17, 2010 (JUBA) – The Ugandan rebels of the Lord’s Resistance Army (LRA) are planning to carry out attacks in Southern Sudan during the April elections, says the spokesman of the Southern Sudan army.

Maj. Gen. Kuol Deim Kuol said the Sudan People’s Liberation Army (SPLA) has confirmed that LRA has planned for massive attacks in Western Equatoria state and Greater Bahr el Ghazal region to coincide with the elections in the region.

Speaking to the UN-sponsored Miraya FM radio based in Juba, Kuol accused the Sudan Armed Forces (SAF) of supporting the LRA to destabilize Southern Sudan.

He said the SPLA forces are ready to repel such attacks and provide security to the people during the elections.

Kuol also echoed the recent statement by the Ugandan President, Yoweri Museveni that LRA forces are based in Darfur region.

He added that LRA forces have already been spotted in areas of Western Bahr el Ghazal state in their preparation for the attacks.

Earlier Sudan Armed Forces denied the claim that the LRA forces are based in Darfur, describing it as “baseless.”

LRA’s leader, Joseph Kony, had been supported by SAF during the war time and his forces were established or roaming in the three states of Eastern, Central and Western Equatoria before the signing of the CPA that ended the North-South civil war in 2005.

In 2006, the Government of Southern Sudan and Uganda agreed on the initiative to talk peace with the rebels in an effort to end the more than twenty years of conflict which began in 1986.

After two years of successful Southern Sudan-mediated talks in Juba that resulted to relative peace in northern Uganda, nearly two million people displaced by the conflict in northern Uganda were able to leave IDP camps and returned to their villages.

However, after concluding the talks by signing several protocols between Uganda government and the rebels including the timetable for implementation of the agreement, Joseph Kony in the last minute refused to sign the compiled Final Peace Agreement document with President Museveni, citing ICC’s arrest warrant for his indictment as an obstacle.

Southern Sudan’s Vice President, Dr. Riek Machar, who was the Chief Mediator in the negotiations between the two parties had to shuttle between Juba and Sudan-DR Congo border looking for Joseph Kony in the wild jungles of thick forests in that region to find him for face-to-face talks in order to convince him to sign, but to no avail.

Kony has since then instead continued with the cross-border international rebellion which affects Southern Sudan, DR Congo, Central Africa Republic and the native country, Uganda.

    LRA’s Kony is objectiveless, Bashir his friend too, therefore less not bother ourselves with thier baseless plan on election prcess.
    Am very optimistic that Kony will not do anything on the election day, perhape if his colleage in ICCs demand failed, which will be after the election results.
    Thus SPLA need to play key role in security maitaince if Bashir failed.

      This notorious rebel group is surely capable of causing havoc and fear among the civil population. If they could succeed to displace two million people in northern Uganda, then they have proved to be capable of causing displacements and confusion in South Sudan.

      I wish all peace-lovers had stopped peace spoilers from sabotaging the peace process. This Kony would have been already in Kampala by now and not more a problem to us if we all worked for peace.

      Now the LRA will surely be used by SAF to disrupt these elections in those areas mentioned. I hope the SPLA will make it a real task to protect the civilians and not make the LRA threats as just a project to get additional emergency budget (money) from the government and not fight an effective war against those criminals (LRA).

        Gatwech, you do not know anything about the LRA, you just hear from the internet, and you are living in gambela or America. Rather ask for more information from us who are in Sudan. The LRA are killing innocent civilians in northern Uganda b/c they don’t have arms to protect themselves, contrary to south Sudan with millions of guns it won’t happen, although there are few people who tolerate this mess but not all tribes. Why should these people let the LRA kill them? I don’t think this is the LRA attack it is the southerners who are messing around.

          you all need to be grown up writers/politicians, don’t just be like perpetrators who incite people to collide for their interests.

          I think it makes no sense for all of you to discuss this notorious rebel leader Joseph Kony whether he is being compared to someone in your state or is being called son of your land, it does not make it a subject matter of discussion, the issue to discuss is how do we protect our people who are likely to be attacked? and how are we going to deter them not to interrupt our elections due eleven April?

          Let’s all inherit the spirit of togetherness, harmony, peace and unity for the prosperity of all of us in the south Sudan.

    This ape need to be taken seriously. He has supporters in the North as well as the South of the Sudan, therefore the SPLA leadership need not to be naive about dealing with him precisly. His threat is immenent and indeed he is capable of destabilizing the South with the help from his malitia minded gangs in the South and North.

        I do not mind if you have an empathy for what the Kony and his LRA guerrillas are about, but he definetely deserves to be categorized an animal (ape) because he has done worse things to humans than a real human can do to another human being. So, for that Mr. Galuak, Kony is a monster. Here is a substantial evident, Kony refused to particepate in a peace deal at the last minute, because he feared ICC. How could he be fraid of the ICC if he was fighting his guerrila warfare for the legimacy of trying to liberate neglected Ugandans? Mr. Galuak any rebel group which commit; raping, cutting of femals breasts, and human limbs is simple a miningless terror malitia driven by the deeds of one individual ambition.

      Dont exagerate the issue of Ugandan Bandits who are struggling just to survive far from their homeland.They need food not fights.They value their lives,so they can not risk their lives in return for rations from SAF.LRA is defeated by Moseveni completely,they dont have anything in South Sudan.SAF is completely demoralise when they see that only few people in Khartoum are enjoyng & building tall buildings with their sons enjoying modern amenities,& vetrans children living at the suburb of Umdurman in extremely squalid conditions.Sudan will soon be ungovernable,if thugs like Bashir,Lam Akol,Bona Malual,Francis Mading Deng & others are given chance to come up.Bleive me.You who support those people will soon find yourselves fleeing Sudan to neighbouring countries.Blind political decisions always lead to catastrophies.1991 IS ONE SUCH DESCISIONS.Do you how many people perished then?Do you have a close relative among those who perished?Who benefitted?Do you want to give them another chance.All those wars that came as a result of 1991 split are :SPLA against Riek/Lam forces,Jikeny against Lou Nuer,Bentiu Wars,Nuer fighting even in Juba as Gvt Militias rewarded with rations by SAF,Kerubino in Gogrial,Fatit against Dinkas in WBG,lATUKA/lOKORO AGAINST SPLA etc

    I told you in my comment yesterday that, kony and his men are already in Darfur, but now kony himself is in Khartoum in the former resident of Osama Bin Laden near khartoum youth Hostel (marcast sha’bab)
    the NCP/INF have been giving all supports to kony in order to distrupt SPLA/M war and after the CPA was signed too
    Bashir Must have to take the resposibility for all those killed by the LRA in northern uganda and southern sudan, and this should added on him as crimes committed ginst humanity
