South Sudan independence a “reality”, NCP official says

January 9, 2010 (KHARTOUM) – The Sudanese ruling National Congress Party (NCP) appeared resigned to a pro-secession choice in the 2011 referendum for the people of South Sudan.

Al-Dardiri Mohamed Ahmed, a leading figure at the NCP, was quoted by local press as saying that the separation of the south from the north became the “reality and inevitable” blaming the Sudan People Liberation Movement (SPLM) for this outcome.

“We should be realistic and talk about what is current and what should be. We in the NCP were keener than anyone else on unity, but the SPLM blocked that option for us, and we missed the opportunity” he said.

He ruled out any possibility for averting the probable secession vote in the remaining timeframe saying that the process should be “smooth, peaceful and attractive” to prevent any return to war. Furthermore, he said that North and South Sudan should have “brotherly relations” in a post secession scenario.

Ahmed slammed the ex-southern rebel group saying it failed to manage the South adding that the latter now is in a state of chaos governed by the “law of the forest”.

However, the deputy SPLM secretary general for the Northern sector Yasir Arman placed the blame on the NCP saying the latter deals with the country’s major issues “in a moody manner” accusing it of fueling conflicts and tribal clashes.

Arman said that the SPLM is committed to the principle of attractive unity and called on the Sudanese people to hold on to the unity choice and work for it.

Last month the NCP & SPLM agreed on a referendum bill last month after much wrangling that created a political deadlock in the country raising fears of resume return to civil war. It will only take a 50%+1 ‘Yes’ vote and a 60% turnover to make South Sudan independence choice valid.

The Comprehensive Peace Agreement (CPA) was signed exactly five years ago between the Sudanese government and the former SPLM rebels in Nairobi ending more than two decades of civil war in the country.

Many observers and opposition figures accuse the NCP of making the secession choice more appealing particularly after the 1989 coup that brought it to power. Critics say that the religious slogans and Islamic ideology emphasized by the government during the civil war coupled with a fierce military campaign in the south has fueled the anti-unity sentiments.

Furthermore, the death of the former SPLM chairman John Garang in a helicopter crash in 2005 is believed to have all but demolished chances of Sudan remaining united. Garang was a strong proponent of unity.

    Arab minsiters in the government of arabs are liars, non of them has ever been serious about unity, by the way its unwise for South Sudan to live in unity with arabs for some reasons. Just let me give few examples about the relationship between South and north. CPA oaths are still in progress uncertain if arab government will fullfill the remaining part or not. Arab government has fail to show ambition to this CPA in many ways.

    In addition Abeyi border has not been settled, CPA itself has not been well implemented, SPLA-NCP relation at meantime is very poor, Referrendum Law not extremely agreed by the opposition NCP, fair election is uncertain due to the rejection of international monitors by NCP, replacement of Abeyi administrator by Bashir is an obvious hint of war. SPLA office was terrorist in Khartoum and phone calls where ordered to be under recording tape. There is any excuses from arabs about South going separation, even if we experience tribal and insecurity issues in some stages we will improve the situation. South Sudan will never be united with islamic government whether peacefull or forcfully. We have had enough from arabs since our grand-grand parents history.

    New Year Message

    Time for tribalism has gone, 2010 is not a time to generalise tribe or community instead of one person. It is time to focus on the real issue far from tribal criticism, political party criticism, leaders criticism, and very far from abuses or insults. We should also debate far from abuses of any single commenter on ST forum, to myself I want to be a man of tolerance, peace, responsbility, respect, forgiveness, love, unity and courage . It is time to get serious and work for the betterment of my nation South Sudan (New name).

    I didn’t change myself because of pressure or whatsoever, it could be my 2010 resolution. For now lets start new year with fresh mind and positive ideas that will improvement the managment of South Sudan, childish comments must be ignored. Some individual comment aggressively when they are defeated in debate, this spirit must be abandon. We are here to play a game ie you get defeated or you defeat others defends on the article and the extend of your debate, but don’t insult people. This is my new year message to ST viewers, contributors, pseuds, readers and editor.

            Give yourself a break to understand that Islamic policy in Khartoum which had been major source of war can’t simply be changed unless you stand ready for another major war between North and South.

            SPLM failed during peace negotiations to convince National Islamic Front (NIF) to drop Sharia law and the idea that Sudan is an Arab country and so the possibility of two countries was brought forth as an alternative. If you still hope by throw yourself to "failed unity" that has been tried for decades, you should be ready for disarmament of SPLA and luxury of being sent abroad to study. SPLA will and should officially be disarmed or integrated (just like Anya Anya l) should another "give unity a chance" prevails.

            I was there and aware many in SPLA have thick brain as a wall but pls do us not disservice: Division of the country is the best way forwards.

            If you can’t apprehend- just recently the parliament in Khartoum amended referendum law without consent from Southern or SPLM block simply by mechanical majority. It was only reversed because of existing SPLA armed threat and pressure from international community.     The NCP was bound to come around to the idea that salvaging unity is a lost cause and South is going to separate. Both sides are to blame for how things have turned out. NCP never gave unity its full support and would have done more to convince Southerners to give unity a chance.

    What is true is that North and South should prepare for a peaceful and uneventful separation for the South. North in particular has a lot to gain from maintaining a good relations with the South. Many marginalized groups are all bordering South and will need their rights protected. Otherwise, there will be war between the two sides.

    That is nothing than condemning your unthoughtful and an unrealistic treatments you have been giving the Southerners.
    It’s too little and too late talking of the opportunity you already missed.
    It doesn’t matter talking a load of garbage to the Southerners at this late juncture. Unity was said to be made attractive since the hour the CPA was inked.This sounds a loopy idea to all Southerners,don’t waste your breath campaigning for more “brotherly relations”. Not anymore.

    I did cut to post here my comment on another article hoping to be more informative to Sudan Tribune dear readers.

    This issue is of a great importance to the country/2countries. It has to be taken seriously since there are great numbers of citizens living, born or brought up in both sides of the country. Minds have to work simultaneously, and as much as we hope for unity, in due course, we have to prepare for secede. If to go back in history we have a living example of what had happened in Pakistan and India during evacuation or swap of citizens between the 2 countries.

    For the best and before closing doors these arrangements should start now as follows:

    A- Each government of both sides must fully undertake protection and security of other part’s citizens. Legislations, serious steps and strict procedures have to be taken NOW

    B- Southerners living in the North are in no need for nationalization because they will maintain current national status, but The North Government has to furnish South Government with statistic records. While Northerners living in the South they need to be nationalized and in due course, South Government has to furnish North Government with records.

    C- Sudan embassies have to be involved in the process to clear nationality status for Southerner expatriates.

    D- Before of all the above, there should be a chance of free choice availed for people, in both sides, to choose to which part of they country they intend to belong.

    In the contrary let me give you tough pre-warning that if you instigate any war between the south and the north, your fate, will be the same like those of plastine. Your doom will come when you will loose everything that you snarshed from the south, and the wealth you ve accumilated in the banks, back to their legal owners.

      We donot needs Northerners in the South. Any Southerner who wants to come to the South, should have that choice open and if Southerners in the North love to live in the North, they already have and will be accorded that choice by the SPLM. No worries.

      But the SPLM should not just take the South. The SPLM is a national Political Party only well armed and has might enough to usher in changes in the Sudan. Now the SPLM is quitting the struggle by compromising and taking the South leaving behing, Nuba Mtns, Blue Nile and Darfur plus the far North. This is the worst case scenario of betrayal I have never heard.

      South can and may go as Pakistan left India, Canada left USA and many states of USSR left Russia so did Yugoslavia disintegrated and no one was behoops.

      SPLM and should not leave other friendly and African populated regions in these hands. IF it is a race war, so be it. we have already seen what it is.

    I think the Arabs have missed a profound chance to secure unity. They chosen to intimidate us and seek to destabilized South by promoting tribal clashes and imposed their weak ideology on us. Unity was not made attractive. These are unacceptable and it would be wise thing to vote for independent South. The Arabs still believe we can’t govern ourselves like any nation, well, this will be a testament to them. South will be independent in 2011!

    South Sudan will be strong independence nation and we will never look back again. North Sudan will continue to dry up and will go into hell with Bashir who will be caught very soon. This man is a killer and should answer for all the lives he and his administration have dusted off on this Earth.

    It’s simple, both parties are not keen in unity because Mr. Salva Kiir is a known separatist and he is ruling the south in order to achieve this goal, and despite the mistakes of his government when it comes to security issues and the slow general development, the guy did an amazing job in making secession attractive to southerns without stating this publicly. Just look and compare between his role in the unity government and the role of Garang (eventhough it was very brief). The guys is not interested in the rest of Sudan at all, he has no practical role in the unity government (he is symbolically our vise president).

    I think he found the ideal partner in the NCP to achieve this goal of separation. The NCP wants to keep the south but they wouldn’t jeopardize their ideal Islamic state goal for the south, and so if the south opts to be out of this project, then so be it. South is a second priority for NCP when it come to their ideal Islamic state. The process of each party throwing blames on the other is an attempt to justify what is happening, which is basically not too bad for them too.

    Iam a separatist from S.Sudan. I want to aware you that there is no an advantage to unite Sudan because there is never good governance ever in an Islamic country. This due to their only one ISlamic Religion and something different from it, is an ENEMY. We need not to be cheated twice as before. How many agreements apart from CPA did South and North accord? Negatively they all producede zero. Why did our brothers and sisters die? We do not want to forget their vision otherwise all of us will be finished by ARABS in such a way that some us join them while the rest are claiming their rights. Anyway we can tell you what to do but we can not force you to vote for separation. there is a saying that "YOu can manage to drive a horse to a river but you can not force it to drink".

      THOSE WHO CHOOSE TO STAY WILL BE TREATED FAIRLY AND AS THE WISE PEOPLE THEY ARE. YOU WILL BE JEALOUS OF THE PROSPEROUS DINKA OR NEUR WHO ARE GOING TO LIVE IN THE NORTH BECAUSE YOU WILL CONTINUE TO BE REFUGEES IN THE SOUTH WITH YOU WARS AND TRIBAL KILLINGS.

      REMEMBER THESE WORDS .. AFTER 2011. ANY SOUTHERNER TRYING TO COME TO NORTH SUDAN WILL BE SHOT AT THE BORDER. I WILL PERSONALLY BE THERE TO MAKE SURE YOU DONT GET THROUGH.
