Gen. Kiir forms South Sudan military Command Council

December 10, 2009 (JUBA) – A Command Council of the army in Southern Sudan has been established with effect from 10th December 2009.

The President of the semi-autonomous Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army (SPLA), Gen. Salva Kiir Mayardit issued a decree on Wednesday constituting the SPLA Command Council.

The 46-member army body is composed of Gen. Salva Kiir Mayardit, President of the Government of Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army in the top command, followed in the second command by Gen. Paulino Matip Nhial, Deputy Commander-in-Chief of the army.

The minister of SPLA Affairs, Lt. Gen. Nhial Deng Nhial, falls in the third position.

Lt. Gen. Bior Ajang Dut, Undersecretary in the ministry of SPLA Affairs came in the fourth position, followed in the fifth position by Lt. Gen. James Hoth Mai, SPLA’s Chief of General Staff.

In the sixth position is the SPLA Deputy Chief of General Staff for Operations, Lt. Gen. Obote Mamur, followed sequentially by the rest of Deputies to the Chief of General Staff and dozens of senior officers in the army.

The Command Council will serve as the body that decides on military issues.

It is for the first time since formation of the Government of Southern Sudan in 2005, and the enactment of the SPLA Act this year, that the army Command Council has been formed.

Earlier, the semi-autonomous government established the Southern Sudan Security Council (SSSC) which composes of the President, Vice President, ministers of some relevant ministries and the SPLA Chief of General Staff plus a number of senior SPLA officers.

The Security Council deliberates and decides on issues that have to do with general security situation in Southern Sudan and recommends action to be taken.

          Technically Hoth Mai and Obote Mamur are third and fourth in command respectively, because the SPLA affairs are ministerial posts but connected directly with the military command council, kirr has done very well in this regard.

      Formatiom of SPLA commmand council is one of the factors that will determine our independency as Southerners.If we fail to get our independent by negotiation then we shall declare our self-independent by force (militarily) and i know there is posibility of defeating Sudan army forces bcz what made our war took long for 21 years is that,we were fighting with Darfur,but now aday if we go back to war with Sudan Army forces minus Darfur, we must defeated them within aweek.

        You need to understand the system before you comment blindly. Kiir is the commander-in-chief of the SPLA ONLY by the virtue of his being the President of South Sudan. You need to understand it.

        If he is absent for any reason, the Vice President becomes the Acting President of South Sudan and therefore the commander-in-chief of the SPLA. He can chair the meeting of the SPLA command council on behalf of Kiir. Then Gen. Matip deputizes him in the number two command. NOW CAN YOU UNDERSTAND HOW THE SYSTEM WORKS?

        Even if another person from a different political party is elected president of South Sudan in the 2010 elections, that person will be the commander-in-chief of the SPLA. That is how it works. So the chair Kiir holds as commander-in-chief automatically becomes the chair of the Vice President, Dr. Machar if Kiir is absent for any reason. Just think about that carefully considering how the system works.

        Again, I read in the news about the South Sudan Security Council. This body is sovereign over the SPLA command council. Its decision overrides the decision reached in the army command council. It is the body that recommends to the army what to do in case of need for action.         Do you really think the main stream SPLA generals whom Riek and Matip forces fought against would allow these two militias to lead them.

        The only reason why these two militias are in their current positions is because of Kiir nobody else wants them their. They are just there for the sake of peace now. Matip and Riek will not be in these positions after we gain our independency in 2001.

        Mark my words, Riek Machar will never ever be a president of South Sudan even if Kiir dies now. There are better Nuer people to lead south than Riek. So forget about Riek presidency, it will never happen.

        Now about Paulino Matip, the guy is a primitive and most importantly he is sick with high blood pressure. It is just a matter if time and he will die very soon. Just let him stay there for now without any voice.

            Honestly if Matip amd Riek militias plus Arab forces did not defeat the mean SPLA during 1990s, how would you dare think that Matip and Riek can do anything to the SPLA?

            Currently, SPLA has tanks which are based in Warrap. That 55% force you mentioned is just there to get paid. Some of them have never even been to basic training. If the war breaks out now, they will disappear and leave the great Dinka to do the fighting and then join latter when there is a peace. If the two militias attempt to jeopordize the SPLA this time, by God we will chase them all the way to Khartoum.

I yearn for the day when citizens are empowered to elected not only the president and vice president. but the parliament.( the represenative legislative body of, by, for the people of SouthSudan so that we can revoke all this executive directives with out any oversight from legislatve body, like parliament. the Military structure, I hope is temporary. we need it now. but not after 2011. because in order to have a modern and 21st century armed forces, we need serious, thoughtful, and thorough Review of future SouthSudan Army. that is in complete civilian control of its civilian Leadership. and Joint staff that is run by an active Military officer in Uniform. not Retired Generals put in charge of Military Dept. which supposed to be run by a non uniforn military and non- political appointee with vast knowledge in National security and defense issues.

Matip and Riek, its just a reminder that some of its critics on this site just don’t want to deal with facts but cheap and meaningless word like ’’Militia or Nyagat’’ that have no bearing on the General or The VP of Goss at all whatsoever, since the Facts are these: General matip is a vetetran of three wars Anya Anya I II and yes the SPLA.
          Even though it was only brief service at late 1983, the importance of his brief service didn’t go unoticed by non-other than Late DR. John Garang. In his Autobiograpghy published in 1992 Edited and introduced By Mansour Khalid ’ The call for Democracy In Sudan’. Dr. Garang talks about the heroes who managed to shutdowns ofthe Jonglei canal and Chevron oil exploration in Bentiu. he specifically mentioned the contributions of Tiger battalions under then Major Salva kiir and Tumsah under major Arok Thon Arok and the third battalion which was in Bentiu under command of Captains Paulino Matip, Bol Nyawan and Khalifa Toc. He (Garang) went on to say that’’ I congratulate the commanders of this battallions’. He went on to mentioned their names in order of their ranks. and concluded by saying’’ I take the opportunity to pay tribute to the fallen heroes of this battalions. posterity will always rememebr them as having shutdown cheveron. and as to VP of Goss everyone know that he joined SPLA in 1984 and fought numrous battles against jallaba. Now just because the happened to disagreed with the direction of the movement in the early and later years of the movement , Gen. Matip and VP Riek, respectively.

      The formation of this Military Command Council is extremely good because everytime when there is something to be resolve by the SPLA intellegently, the GoSS vice president, Riek Machar, the former pro-Arab militia leader seems to be interferring in their task to interrupted such as in Malakal and in Unity State when the pro-Arab militiamen where disarmed by the SPLA. All these problem in the region are sparked by traitor Riek Machar but not this time on since president had isolated him from military duties.

          My brothers, this is the letter of intend to both of you and anybody who may listen to my advice.
          Read the Book of Romans 13:1-7

          It is entitle Submission to authorities.

          Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgement on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? then do what is right and he will commend you. For he is God’s servant to do you good, but if you do wrong, be afraid, for he does not bear sword for nothing. He’s God’s servant, an agent of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of conscience.
          This is also why you pay taxes, for the authorities are God’s servant, who give their full time to governing. Give everyone what you owe him; If you owe taxes, pay taxes, if revenue, then revnue, if respect, then respect, if honour, then honour.

          Here, let’s come analyze the way out. Mr. Gatwech I Lual Garang De Lual personally don’t have any grudge against any person provided that he came to power peacefully. My father Garang De Lual Machar was killed by this Dr. called Riek Machar Teny Dherguon in a place call Pathian at Twic East County. Today, I can greet Dr. Riek though He had not yet apologized for the atrocities. If you can be able to clinged into power by propanganda and proxy the way out is there above. A leader is chozen by God not to force himself through by all means.

          The aim is to difuse your anger because though you are paranoid when Dr. Riek is mentioned the reality remains and tainted image of Dr. Riek may not go away easily unless he take a bold step and apologize for the past.
          Another thing you and me can’t solve is God’s willingness. If God has chozen Dr. Riek to be one of the South Sudanese leaders in this time, then you and me has limited view. That’s remain God’s choice, nothing you can do about it neither me. I would argue not to be self-threatened if Dr. Riek is touched in one way or the other. There is no leader that can come into power without God Almighty blessing.

      I disagree for that arrangement, because it dosen’t sound good even it is not correct, when you put Secretary defens in number two position instead he was supposed to be the Top of all others SPLA Command. I am real confuse now what to say about that, because I had never seen this system in the world. The Military Secretary defens in any nation in the world must be the Top of all others Commands in Army unfortunately, I am having difficulty here to understand how that your arrangement it work if this is real true article then, I will be feeling sorry. In government system if you don’t put things correctly it will cause a big disagreement and so the Idea of trying to please one Commander maybe you favor most and trying to neglected the rights of others Commands in their rights position will cause a lot of oppositions in your government and more benefit of doubting.

        Where did you get that system of the Command Council around the world? Which government worldwide is using the system you just elaborated? Where the Defense Secretary becomes the chairman of the Command Council. Don’t just pretend to be knowing anything while you are not well vast in that field.

        Furhtermore, people tend to post letters without analysis, just a matter of knowning English and having accessed the keyboard, which is not the case otherwise you may end later with insults or threats from the intended party.
        Mr. Aduol, I am not challenging you but trying to tell you that all over the world, the president in his capacity as Commander-In-Chief is the Chairman of the Command Council, followed by the Secretary of Defense or Minister of Defense but for our case which is not recognised internationally. We had a position of Deputy Commander-In-Chief which automatically is to be Deputy to the Chairman of the Command Council.

          Actually, I happen to agree with Aduol Liet in this case. Defense Minister is actually senior to all officers in the army whether he is a civilian or a military officer. On top is the president then defense minister follow by chief of staffs and so on.

Look I was not talking about president’s position I know all these things but if you can understand when they mention that, Paulino Matip Nhial is seem to be the Top in Southern Sudan Military while Nhial Deng Nhial was been appointed recently as a Secretary defens please leave president alone and come down here to see the way the Author mention on the above.In Military system, leave about president there in the worldwide whoes suppose to tell orders to Army.?             The irony is with Kiir’s government everything is all presidential decree while the South has parliament which can thoroughly debate national issues. The prime work of the parliament is to make laws.

            It looks like South has no constitution because South relies on presidential decree too much and thus it falls under category of military rule cus all these decisions lack alternative views and thus they can be clearly termed as undemocratic decisions in that sense.

    I appreciate your move at this critical time Gen.Salva Kiir Mayardit.The formation of this military entity is central to improving and maintaining a long term security in the region.Moreover,by embarking on this change initiative, you have demonstrated to southern Sudanese in particular, your role as a liberator not just as a leader who enjoys his/her position without delivering services to their citizens. Clearly,you have proved to me that you are beginning to close the gap for our long term objective. Closing that gap is what we long to see, and you are not far from it now. But, the longer we wait, the more our people are oppressed and humiliated in silence.

    This military command council is a good idea. Southern Sudan need to be ready militarily for any eventuality in case Khartoum continue with their intransigence. The patience of Southern Sudanese is running out and there seem to be a clear strategy by Khartoum of delaying the implementation of the most critical aspects of the CPA and then abrogating it when the time expires.

    If the referendum law is not enacted before the end of this parliament’s session then it is not likely to be enacted ever and Southerners must be ready to find alternative to take what is rightfully theirs. The speaker of the national assembly and a long time member of the NCP Ahmed Ibrahim Al Tahir mentioned that the position of NCP is that the secession of the South should not be facilitated through a law and that is exactly what they are doing by delaying and putting obstacle that would impede the enactment of the referendum law and other critical legislations.

        But I am not happy with the way that the (JDB) is not functioning as per agreed at the CPA.

    That formation of SPLA councils could be influence, from the recent event that result in to arrested of SPLM secretaries in Khartoum.

    Did the Kiir included the peace`s factor(Dr. Riek) in that councils? no. Then whom do you think to be the person incharge in case of his absent.

    Please those running up and down that Riek is not good,will regrete in the near futur when he will be ruling the south.

    Have you see when he came to Khartoum there is more voilent carringv out.
