Western Equatoria Governor urges UN protection of civilians from LRA attacks

November 20, 2009 (YAMBIO) — Western Equatoria State Governor urged the International community to review the mandate of the peacekeeping force in southern Sudan to allow it to defend citizens from attacks by Ugandan rebels.

Governor Jemma Nunu Kumba met Thursday in her office in Yambio with the visiting Special Representative of the UN Secretary-General for Children and Armed Conflict, Ms. Radhika Coomaraswamy. The meeting discussed several issues relating to children (abductees) who are rescued from LRA captivities.

Governor Jemma urged the international community to pay great attention to the situation in South Sudan; particularly WES, and should revise the UNMIS mandate of not only offering protections but also to offer defense for the civilians who are regularly victimized by the LRA.

"LRA does not need diplomacy therefore; the UN should mount a joint operation as well as offering Support to three countries that are affected by LRA i.e. DRC, CAR and South Sudan" she said.

The Governor further said the Western Equatoria has been a peaceful place with peace loving citizens, no tribal conflict but the external problem came after the signing of CPA, Where by the LRA who rebelled against the Government of Uganda started terrorizing people, killing, abducting, looting, kidnapping young girls into sex- slaves, recruiting young boys as child soldiers, and burning properties.

On November 17, the Security Council today called on United Nations missions in the Democratic Republic of Congo (DRC), Central African Republic (CAR) and Sudan to coordinate strategies to protect civilians from the rebel Ugandan Lord’s Resistance Army (LRA), which has killed, kidnapped and displaced thousands of people.

Ms. Coomaraswamy said she is following-up her field mission based on her previous visit in January 2007 to ascertain first hand situation with a view of collaborating with stakeholders to ensure protection for children who are affected by conflicts particularly to the issues such as; recruitment and abuse of children by armed group, demobilization, reintegration and sexual violation particularly against girls in South Sudan.

The LRA, which refused to sign a peace deal sponsored by Southern Sudan government terrorized northern Uganda for two decades before spilling over into neighbouring countries. The rebels have been accused of committing atrocities including mutilations and the recruitment of child soldiers.

As part of a ten-day visit to Sudan, the UN Secretary General special envoy Ms. concluded a two-day visit to Darfur where she met a cross-section of stakeholders in the peace process in El Fasher in the North and El Geneina, including the Governors of the two states, religious and community leaders and internally displaced persons (IDPs).

Coomaraswamy expressed satisfaction that efforts were being made to establish institutions to monitor and address problems of the recruitment of child soldiers as well as sexual abuse and violence against children. She appealed to religious leaders to raise awareness in their different constituencies about these issues.

During meetings with youth and with sheikhs and umdas (traditional leaders) in the Riyad camp for Internally Displaced Persons (IDPs) in El Geneina, the IDPs highlighted challenges they were facing, especially the lack of security, food and medicines.

  • How can the governor avoid accusing SPLA/GOSS for backing their militants that kill thousands of southerners and burn down their villages? It actually unlogic to accuse oneself. Therefore, LRA is a torch to be expose to UN.

  • The International community should not spoon feed fail government in Equatoria. I used to support Equatorian but now not anymore after the recent attack on minister convoy. What ever so called arrow-boys might be heard by NCP and give their guns to commit crime against the SPLM. All the incidents in Equatoria are all connected to LRA but now not anymore after learning those clues. Shame on Equatorians.

He will just spit 3 times to his left hand side because he saw flies are screwing your ass as you release your rotten gases due to your raw milk.

        Sorry man, I am not a gay and straight is a Dinka family value and norms. We are only attractive to women but not men. By way, 70s is about 40 years ago, so now Equatorians are way behind and can not be compared with Great Liberators (Dinka) of all times. Please don’t mess with Dinka nation.

    I support you Mrs Governor, i always want you to realised that SPLA has been a weak and worse enemy of Southern people,fail to protect people and still leaders are turning aganist civilians ie looting, abduction, killing and murdering supported by association of Kiir and Kuol. We better look forword to get help from UN not this dinkalra government.

    Greater Equatoria as one will make some different to their people.

    • Logic: You said last time you are brave holding arrow bow, Why are you now seeking for help from UN which was also brought by SPLM/SPLA, Why don’t you protect your self? Funny thing, if you get help from UN is the same government who rescue you from LRA, UN are here because of Government of South Sudan [Goss] with the same present tribe hold the governance here and now.

      There is one thing stranger in South Sudan, dinkas call Juba ’our’ city which is unusual. I thought their city is Bor not Juba. Juba belong to those who liberate it from Arabs in addition its geaographicl loction is in Equatoria, means Juba is for Equatorians not outsider. Sorry dinkas this pride of yours is stupid, be proud of your own property. Anyway its temporary pride.

      • Logic, you name yourself opposite man. You are really a confuse person. Juba is a capital city of Southern Sudan. Ever Southerner call it our city. What prevent Dinka to call it our city? Are Dinkas not Southern Sudanese? Why we call Khartoum our capital city? Nobody claim Khartoum as their city although Southerners have been fighting against the Northerners government. My friend, your tribalism is going to cause you mental disability. Please calm down and use critical thinking, realistic way of thinking, and use your terms logically to prove your name. This website is used by scholar or educated people. Don’t humiliate yourself through lack reasoning.

          got questionS for you. Who declared Juba as the capital City of southern Sudan? Did Splm ask the citizen of juba? if not take the damn city out of Equatoria because all we see there is the distruction of Greater Equatoria City. Before the CPA Juba was clean and beautiful but now even bor wanna compete with her. Juba will be better off without Dinka and Nuer remember KOKORA? lol it’s the only solution because Equatorians always kept their cool till we said that is it out now!! But you know because of our common enemy the arabs we still quite.

          We Equatorian fired the first bullet for free and independant South. But Dinka and Nuer i done know ,2011 gonna be our judge. if you Dinka and Nuer vote for union, Greater Equatoria gonna be declared separate Nation. KEEP THAT IN YOUR MIND

          • Juba was capital city of Southern Sudan the time of Numiri when he was a president of Sudan. His idea was supported by Southern politician including Mr logo when he was vice president. Make research for that if I am wrong. When John Garang decided to take capital city to Rumbek, the equatorian complained that Dinka is jealous and take the southern Sudan capital to their land. Suddenly, Garang died and new leadership decided to let the capital to remain in it place.

            Addition to that, the land is for the government. The government is the one decide which place is suitable for capital city, companies, and others important in order help citizen without complication. That system is internationally. No question about. If you don’t want certain tribes in you city in same country, it is your idea but government is going to force you for that.

            What i understand for your claim is that the GOSS is not satisfying the citizen needs. we as Southrn Sudanese citizen should united to claim the better live from government. If you don’t need special tribes and I don’t want the system of existing government, I belief we will not susccess at all. Please, work together, make difference. The more we talk about tribe, for example Dinka, the more the get power. It s not bad to talk about their mistreatment but be specific when you claim your rights
