November 18, 2009 (JUBA) — A minister from semi autonomous region of Southern Sudan strongly opposed gubernatorial changes in Upper State describing the move as divisive and unconstitutional.
The unilateral decision taken by the National Congress Party (NCP) to remove Upper Nile State Governor, General Gatluak Deng Garang, holds nothing substantial other than intention to divide and rule the region on tribal basis, said government of Southern Sudan minister of culture, youth and sports, Gabriel Changson Chang.
This comes following a presidential order alleged to have emitted from the office of President of the republic of Sudan, Omer Hassan Ahmed Al-Bashir, instructing Governor General Gatluak Deng Garang to relinquish chair to NCP appointed Governor William Othon Ober.
According to CPA, the ruling NCP of President Bashir is given one gubernatorial seat in South Sudan and the same applies to SPLM in Northern Sudan.
Appointment of individuals into these sensitive constitutional positions and their cabinets is never unilateral but done after consultation with leaders from ruling party from where governor serves, minister Gabriel Changson Chang explained.
He also said any party decision to remove their member occupying the chair becomes effective only after proper and convincing consultation with ruling party like NCP in the north and SPLM in the south is done.
In the case of Upper Nile State governor, talks over NCP demands to remove him were held but reached no conclusion because NCP leadership never presented convincing reasons, he adds.
Asked what reasons did NCP present for removal, he said, their reasons were ever changing hence no proper reason is known but have capitalized on having swayed from party’s principles to collaborate with SPLM.
The governor was accused of collaboration with SPLM and local authorities on issues opposed to NCP principles. The other reason was that NCP asserted the chair belongs to them and it is therefore NCP leadership decision to appoint any member deemed committed and loyal to the party, he said.
The third being power struggle in Upper Nile among dominance tribes. However, none of the tribes has petitioned NCP leader to remove governor, he adds.
Commenting on the issue which divided the state with politicians accusing one another, an official who preferred to remain anonymous, he said surprised by what happened in Upper Nile.
The removable of Governor Major General Gatluak Deng from governorship of Upper Nile shows that Sudan has no intention for development if developmental oriented personal are unilaterally removed based on hearsays and unfounded allegation.
Upper Nile State has completely changed after his appointment; he said adding people have never shown dissatisfaction because he has good ambitions particularly developmental plans for greater Upper State which distinguishes him from other leaders.
Records from his supporters in the state administration shows he is the first Upper Nile State governor who managed to bring a little change within one month after appointment.
He is accredited for building guest houses for government officials, installed electricity in the city, and renovated many business shops and stadiums for the first time in the history of the Upper Nile after CPA, built roads and bridges in and around Malakal city.
He is also appreciated for attempts to stop ill administrative practices as well as bilateral cooperation with foreign countries to support developmental plans.
He established close and friendly contacts with neighboring countries such as Ethiopia resulting into signing of an agreement to building Highway from Ethiopia to Upper Nile State. This plan would be implemented during dry season by China Company.
He is also reported having signed many contracts with Germany Company to build the city of Malakal.
If he goes, without resistance who else will tersely work like this man, who exactly spends money for development of South Sudan, posed another who declined to be named.
