Voter registration delayed in Jonglei’s Pigi

November 10, 2009 (BOR) – Community members in Pigi County, Jonglei state refused and detained registration materials following inclusion of Korwai Payam – inhabited by Khorfulus community to north Pigi, a traditional Atar area, in a move that halted voter registration, officials say.

Atar community requests a separate constituency. A peace agreement, facilitated by South Sudan President Salva Kiir Mayardi, quelled a tension between the two communities earlier this year and adopted equitable sharing of powers in the County that also acquired a new name.

There are 29 state geographical constituencies (SAGC) allocated in Jonglei based on 2008 national census including 2 – the north and south Pigi – traditionally inhabited by Atar and Khorfulus communities respectively. But, only 20,000 people were counted in 2008 national census in Atar area; a figure below a threshold required for a constituency. 28,000 people counted in Korwai payam of a Khorfulus community inhabited area, was added to the 20,000 Atar people to make north Pigi constituency – something Atar community leaders reject.

A member of voter registration officers in Pigi County, Ayar Deng told the Sudan Tribune that their "materials for registration are detained by members of the community."

In Bor, the capital of Jonglei state, NEC senior officials – getting news from the Sudan Tribune when asked to commend, say the community have no authority to interfere with registration exercise but pledged speedy resolution with concern Pigi County leaders.

Pigi Commissioner Santino Riak Athian confirmed the locking-up of registration tools in his County but echoed NEC statement last Friday. Mr. Athian described the community interference as a strain to voter registration.

"To detain registration materials is intimation," Athian told the Sudan Tribune adding that members of parliament from the 2 constituencies should work tirelessly to find a way forward.

The development in Pigi County adds loads to already challenged voter registration exercise in Jonglei state. Turn out is low in registration centers around and in Bor town visited by Sudan Tribune but worse in villages affected by tribal conflicts where the population is starving.

        Hi Guys,

        Focus on the article matter, don’t turn every topics into tribals feud. All southern tribes are greats, but if one took position in defence of his own tribe, it will be a mere argument and counter-argument. However, if the pride of Southern Sudan is to be awarded to those tribes who worked full time job during the struggles, as i know all of us rightfully did, then let us wait for foreign commentators or writers to say their opinion on these contentious issue.

        Books are on there way on how the people of Southern Sudan wage wars against the Khartoum regimes since 1955. The one i read said; all of us fought 100 percent to liberate ourselves, although evidences of back stabbed were there. One author says; "walking a long distant is hardly affordable by all".

          The Korfulus/Atar deadly conflict between General Gier Chuang Aluong and General George Athor is never ending. My state government reconciled them this year here in Malakal and gave their county a new name, but the two are still at their necks.

Greater Equatoria State in general has never been involved in any corruption we are people who understand what is peace, development and management.     The Korfulus/Atar deadly conflict between General Gier Chuang Aluong and General George Athor is never ending. My state government reconciled them this year here in Malakal and gave their county a new name, but the two are still at their necks. I believe that in the near future after 2011 this county should be annexed to Pangak county of Laak-Nuer.

          Thanks Bro Lotongun.Your comment reflects a wise mind unlike the rotten and uncivilised minds of Big Liar Boy, Raanbang and many more.I,am so annoyed with the issue of Khorfulus and Atar communities.I thought it has finished when it was settled by the higest Organ of the GOSS.Given the issue of population of Atar and Khorfulus communities, the population is incorrect in two ways.Firstly, the GOSS has rejected the result for one reason that we do not need to be told again.Secondly there were two SPLA Brigates Stationed in Khorfulus,these army men with their wives and children were counted as a part of Khorfulus Community and there was no amry in Atar.So, this is the main different.

People you called Dor and Nuer are the main supplies of Dinkas Bor for every things because thety are lazy,idle looting community in the South.They have big heart in power so that they earn living through corruption.

        However the issue of voter registration is not for Dinka community alone but for all Southerners,therefore,any Southerner has right to comment.

    It is really worrying. ST reporter gave us the news item. Thanks. But we need to know the real concerns of the two communities that may lead them to kill each other. What can be done other than lamenting, blaming or throwing stones to avoid bloody encounter that will sure be the blood of the wretched of our country not the leaders.

    The way I see this country going is that we shall have secession at all levels, be them constituency, administrative units, pyams, boma, locality, states, regions or the country at large unless we start looking objectively at the grievances of all the discontented and address them from their roots.

    Is there a way ahead?

    Would you mind paying attention and listen to Mr.critic_Ngueny ’s day today comment please? Bear in mind that a fool does not change but a wise person does and remember, constant dripping of water swears a stone.

    I Would like to request my colleagues who normally comment on Sudantribune to stop talking against our leaders and communities for unreasonable reason.I have looked into it critically but it has no help to our day today lives.Talking against our leaders and communities is of no help to us at all.We must be focusing on issues which are going to bring our people together instead of dividing them.

    There is no any community which has never participated in the struggle but the only different is the degree of participation.We must respect our leaders and communities as well.There is no any community which can stand on its own without the help of other communities.

    Hopeless people and non citizens are the ones going to disagree with my comment but a real Southern Sudanese is going to change as soon as possible.We have to be focusing on the common enemy in Khartoum instead of talking against our beloved leaders and communities.Actually they are bad but a bad brother is better than no brother.Arabs are bad and they are not going to change.

    Anyway,there is freedom of expression but it is not suppose to be practice at our communities level.Our communities have suffered a lot and we have to bring them together in order to get what they have lost since the civil war broke out in 1983.Their rights were being denied by the Khartoum Government and this is the right time for them to enjoy it.

    Dear brothers,Is tribalism is more difficult to eradicate than corruption in Southern Sudan? For me I don’t think so and I have to begin where I am.So many cases are now being reported about tribal clashes in Southern Sudan day and night.Why?What is the problem? We must think big about it otherwise.Imagine,when Comprehensive Peace Agreement(CPA) was signed,many people were hoping that death rates would reduce but it becomes the opposite part of it now.Thousand of thousand of people are dying and many more will die if the Government does not look into it critically.

    The CPA is now abandoned and handed to few people who do not want to defend the rights of Southern Sudanese who have been suffering since 1983.Salva Kiir Mayardit is now being blamed day and night that he is not capable of ruling.Why and how? We must respect him for he has led us to a promise land of Kush.Dr.John Garang died before we went to Juba and due to his being brave enough,(Kiir)he did not fear to go to Khartoum.These are the things that we have to discuss instead of talking against;Dinka Bor,Dinka Bhar El Ghagel and Great Equatoria.We have right to advice Salva Kiir though we are not his real advisers;when we see that the officials are not coo-operative with him.So ladies and gentlemen,let’s behave like educated people.Our time will come and we have to deal with our Taha and Bashire Muhamed Ali.

    I have decided not to be talking or responding to Logic boy’s comment and the rest because I loved my people to be together.Note not that I fear anybody but what am I going to gain at long last?The answer to the question is disrespect from my country men and women.

    If logic boy,Kim Deng ,Oshay,Getwech,Thielig and Busta2, don’t want to change then I have to.I have given them only 21 days which is equivalent to three weeks and I will just be ready their comments.my dear brothers,those who live in glass houses do not throw stone.The elephant is still standing beside us and we must make sure that it is deed.

      I am really very disappointed to all the people involved in the tribal bullyings in this forum.

      People like Rabang and Gatwech and others, what will you gain if our beloved communities of Dinka, Nuer, Chollo, Bari, Zande but to mention a few kill themselves because of all your dirty and unthinkable words you utter out in a simpleton manner in Sudantribune. Please I urge you to refrain from abusing one another’s tribe and think of what best way to change the minds of our brothers and sisters who are backwarded and whose minds are arab-oriented to killing one another. I really hate all of you who instead of correcting one another, you childishly abuse yourselves and instigates conflict among us - Southern Sudanese.

      I do not blame you, but the management of Sudan Tribune for publishing these stupids comments. I warn Sudantribune.com to immediately stop these people or else edit their comments before publishing them for public consumption. I also blame our government, and especially the Southern Sudan Legislative Assembly (SSLA). I one time saw a legislature readings these comments and never raised any motion regarding such public security threats. This Sudan Tribune must face the law for publishing such comments tearing our beloved communities apart.

      These comments made me to question the management of Sudan Tribune. Why is it Southerners/ dirty comments published and not other Sudanese like those in the North, East and West? Or is it that some other people in the Sudan have registered in Southerners’ names? If these are Southerners themselves hence, you must stop right away and focus on the political situations of the Sudan that will favour you most than those in the previous years that looked at you as Second Class citizens.

      For those who were talking about Canal/Pigi County, what is happening there is a family case which they are solving by themselves amicably. Khorfulus and Atar Communities love themselves so much that no body can even attempt to bring confusion to them like it had happened in the past conflicting years. These communities have a Commissioner and Members of Parliaments both in the Government of National Unity and SSLA, who are very wise enough to solve this minor case and they also have the law with them to solve the issue of the constituency. Those you bring our government figures into these comments, I repute ask them to stop it. This issue of the detention of the registration materials has nothing to do with Lt. General Gier Chuang Aluong - the Minister of Internal Affairs and Lt. General George Athor Deng - the Director for Political Mobilization and Orientation. Anything that happens in the any county in Southern Sudan, it is the Commissioner and MPs who can be accountable and not figures who looked at national affairs (Southern Sudan).

      Dear people of Khorfulus and Atar, when people politicise small think that you have done, it shows that you love yourselves and very strong in unity. Be watchful of conflict instigators and do not allow youselves to be deceived again for the interest of those you want you disarrayed or divided. Your unity is paramount. I request you to solve your minor cases internally.

      In conclusion, I urge all the concern leaders of the people to bring Sudan Tribune to book inorder to account for publishing dirty or tribal instigating comments of all ignorant people in this forum. I hate you all for these comments.
