Mbeki ‘outraged’ over his panelist remark on Darfur mission

November 9, 2009 (WASHINGTON) – The chairman of the African Union (AU) high-level panel on Darfur (AUPD) Thabo Mbeki is “outraged” following remarks made by the former Egyptian foreign minister who was one of the commission’s members.

The panel has submitted a report, which was endorsed by the Peace and Security Council (PSC) last month, in accordance with its mandate containing a roadmap to achieve peace, justice and reconciliation in Sudan’s western region of Darfur.

Its formation came weeks before the International Criminal Court (ICC) issued an arrest warrant for Sudanese president Omer Hassan Al-Bashir for his alleged role in Darfur war crimes.

The timing fueled speculation that the AU is seeking to circumvent the ICC indictment of Bashir particularly in light of the pan-African body position opposing the warrant.

In his meetings with Darfur IDP’s, Mbeki vehemently denied that his mission to find an escape route for Bashir.

However, Ahmed Maher El Sayed one of the AUPD members made remarks earlier this month to the contrary.

“Incriminating the president is out of question and fundamentally unacceptable” the former Egyptian foreign minister said in an interview with the Egypt based Al-Masry Al-Youm newspaper.

“Our goal was to find a way out [to Bashir] from the dilemma of the ICC that sparked a great deal of controversy,” Maher said.

Abdel-Wahab El-Effendi, a pro-Islamist Sudanese political analyst who traveled with the panel revealed that Mbeki was angered by statements attributed to Maher.

He disclosed that the former South African president wrote a “strongly worded letter” to the Egyptian foreign ministry protesting Maher’s remarks.

El-Effendi said that Maher declined to join the team in its tours of Darfur “citing dangers to him being an Arab”.

Alex De Waal, a Sudan expert who was also an adviser to the panel corroborated El-Effendi’s story in his blog saying that people “should examine the record of Minister Maher’s participation in the activities of the Panel. I did not see him a single time in Darfur or Khartoum”.

Maher, was confronted in the last meeting of the AUPD by his peers who gave him choice between withdrawing or signing off on the report as is, El-Effendi added.

The Sudanese columnist acknowledged that Maher’s remarks “gave ammunition” to those who argued that the ulterior motives of Mbeki’s panel is to protect Bashir.

Darfur rebels reacting to Maher’s statements said they were not surprised by them stressing that it proves their earlier point of view.

The AUPD called for a hybrid court with participation of foreign judges to try war crimes suspects and changes to Sudanese laws. It took no position on the ICC warrant except to say that the Hague-based tribunal cannot try all the suspects, effectively supporting its work.

However, the Sudanese government rejected the proposal and emphasized the need to preserve the independence of Sudanese judiciary and conforming to the constitution on the matter.

El-Effendi said that the hybrid court recommendation is “not realistic” arguing that the Sudanese government “cannot prosecute itself”.

The UN says up to 300,000 people have died and 2.7 million fled their homes since ethnic minority rebels in the western region of Darfur first rose up against the Arab-dominated government in Khartoum in February 2003.

The Sudanese government disputes the death toll saying 10,000 people died.

  • AU, EU, UN, AL all are irrelavent, we will never hand over our President to face European justice. A continent that perfected genocide and ethnic cleansing and ignores its own war crimes can never and will never tell us what to do.

    I don’t believe Bashir is 100% innocent but Europeans are the last people to talk about accountability and justice.

      Arabs are minority on the African continent and Sudan and the African majority had been so generous to them and accommodating.

    Maher’s statement is a clear justification of Egyptian hand in the troubles of Sudan that is caused by the centre since when they left this colony of theirs. They suppported Khartoum murderers morally and materially in the decimation of Black African Sudanese in their own country with a view to come and settle there. All this time they have been silent on Darfur genocide only to appear when western media uncovered this evil deed. Now that justice is about to take its course they want to use Black Africa to divert its course. We know pretty well Egyptian lust for our arable land. They still think they can settle on our land. The so-called Egyptian-Jallaba Integration project under Nimeiri was one of the many ways of future cheating the real Sudanese of their land. The recent agreement signed by NCP and Egyptian on resettlement, work, trade, agriculture is the other side of coin on how Arab still thinks they can cheat the blacks of Sudan in this century. It is sad that our Black African brothers in Africa do not understand the mindset of the Arab man. Mbeki should consult South Sudanese who know them more than any other people on this. Or else visit Israel for a lesson on that. Please leave ICC do its job in peace.

      Who care about Arab religion called Islam?

      African Muslims are Africans first and anything else later. European Muslims in Turkey, Bosnia, Albany, Kosovo are Europeans first then Arab converts as muslims later.

      Turkey is now returning to Europe and they will arrest Al Beshir, Kosovo and Albany have already returned to Europe and are Eurpeans. Darfuris, African Muslims in East, West Africa are African first and have nothing in common with product of incests called arabs.

      It’s my mind battle to respond to comments of this post!! It’s a mixed of race, religion and land(Africans’ land)!! To respond to race, It’s an incurable disease that keeps coming up in every generation. I don’t know, I really don’t when will we understand that race is nothing but diversity of humans. It’s nothing but God’s supremely creativity to create different people on earth!! It’s nothing, it’s nothing; so we must not equate any race to stupidity or inferiority nor must we equate it with superiority(intelligence). And if we do this; if we equate race with wealth, then we are nothing but just animals, in which elephants care less about others jungle dwellers, but other elephants like them!! This kind of thinking is animal-like or devil-like!!

      What of religion? Religion is a poison that keeps poisoning us(people on earth) in every generation. I am a muslim because I was born to muslim parent, I am a hindu because I was born in India, I am a pagan(animist) because of an african or a christian because I was born in the western countries or even a shinto because I was born in Japan. This type of argument is the atheists’ strongest. What kind of God do we worship and adore that doesn’t carry out justice? What kind of Allah do we worship and believe in that doesn’t condemn killing of innocents? what’s kind of heaven do we long for, will accommodate the greediness, hatreds, blood-suckers or even worse the extremists who believe in themselves rather Allah or God? Ladies and gentlemen, if we do want to live in heaven we must convince Allah that we are capable of carrying out justice,that we are able to forgive and co-exist as one people regardless of religion or race!!

      Lastly, land(Africa), whose land is Africa? I believe it’s ours all, whether Arabs or native Africans. I do mean this. What’s America to red indians? It’s nothing rather than a burden to them!! What’s Australia to Aborigines? It’s nothing rather than a burden!! What’s New Zealand to Maori ? It’s nothing rather than a burden? What are these questions all about? They show that no one remains on his/her cradle land so we must learn to co-exist by allowing the justice to prevail.

      To finish off, by this time,you(reader) are tired and you want to know my opinion about the panel with Darfur’s case. I strongly agree to those who opposed the outside pressure. We, as Africans must learn to handle our things, however; where is the panel that wouldn’t be comprised of people with race, religion or land clouded minds? By this time you have known why I touched the issues of race religion and land!! Unless we find our own Africans’ forum without the westerners’ pressures, we will suffer from their directions of judiciaries. So just shut up and listen to them because you’re incapable to carry out justices.
