Bahr el Ghazal Youth Agency support Kiir’s candidacy for South Sudan presidency

Considering the importance of Bahr el Ghazal Youth Development Agency herein referred to as (BYDA) as an agent of change and service delivery, the chairperson, members of the Board of Directors, Founding members and members of BYDA, and the management team called for Board and Founding members meeting in Kuajok, the capital of Warrap State on 18th -22nd November 2009 to revive BYDA activities and appoint senior management team.

It was resolved that as soon as the management team is appointed, it will prepare the ground for general assembly meeting to take place within 120 days. It will also rejuvenate BYDA activities particularly the writing of project proposals on civic education learning programme, Peace building, conflict mitigation and prevention in greater Bahr el Ghazal in particular and Southern Sudan in general.

BYDA members reaffirm their commitment for unity of people of Southern Sudan and marginalized regions and resolve to unequivocally support SPLM/A – in struggle for freedom, equality and justice.

The delegates urge the Government of Southern Sudan at different levels to urgently foster human resource and economic development and basic social services delivery as peace dividends for our communities. It should engage in mind set transformation and create other opportunities for pastoralist communities’ livelihood to reduce communal conflicts.

BYDA members recommend to the Government of Southern Sudan to expedite disarmament of civil population throughout the ten States; aimed at restoring law and order and to create an enabling environment for development and peaceful co -existence among our communities.

BYDA members believe that a sustainable security can only be achieved through enhancement of law enforcement agency capabilities, including building a strong judicial system and security roads construction in the most volatile States and Counties.

BYDA delegates request the two peace partners, SPLM and NCP to allow and facilitate people of Southern Sudan to freely, fairly and timely exercise the rights for self-determination through an internationally supervised referendum as stipulated in the CPA and in different interim constitutions. They also exhorted the two parties to accept the outcome of the referendum.

BYDA members fully and unequivocally support the candidacy of comrade H.E. 1st Lt. General Salva Kiir Mayardit to the presidency of Government of Southern Sudan in the upcoming elections to enable him to complete the mission bestowed upon him by the people of Southern Sudan and marginalized areas.

BYDA members highly appreciate the support rendered and pledges made by their Excellencies’ Governors of four states of greater Bahr el Ghazal. BYDA delegates sincerely expressed their gratitude to Governor of Warrap, his Government and entire population of Warrap State for unprecedented hospitality and his commitment to back BYDA activities and programmes when required.

Bahr el Ghazal Youth Development Agency (BYDA) Meeting

Resolutions and Recommendations.

Warrap State –Kuajok from 18th -22 November 2009

After four days deliberations BYDA delegates passed the following Resolutions and Recommendations:

1. BYDA to launch civic education campaign for public awareness raising on elections and referendum;

2. Expand micro finance programme to outreach communities to decrease poverty that will lead to violence reduction;

3. Launch water programme and try to outreach communities to safe drinking water ;

4. BYDA to initiate and pursue socio-cultural programmes directed towards unity among people of greater Bahr el Ghazal;

5. BYDA to be proactive in peace building and conflict prevention in greater Bahr el Ghazal;

6. BYDA to face the critical challenges of unity, peace and under development in greater Bahr el Ghazal;

7. People of Bahr el Ghazal are urged to mobilize resources to strengthen BYDA organizational capacity;

8. Communal fights, prevailing among our communities must be resolved and inculcated peaceful co-existence in Greater Bahr el Ghazal;

9. BYDA should promote unity of people of Bahr el Ghazal in particular and Southern Sudan in general ;

10. BYDA should be a leading agency in accountability and transparency;

11. BYDA should maintain its core values as an agent of change;

12. BYDA to reflect its principal area for intervention such as empowerment, Self-Reliance and Unity;

13. BYDA to reactivate all its sources of funding; Registration membership fee, annual membership subscriptions, donation from BYDA supporters, project funding through project proposal writings, and revenue generating activities;

14. BYDA should reconcile with all its break away partners;

15. BYDA should support SPLM vision and mission and to be loyal to its leadership;

16. BYDA management team to be selected from personalities of integrity, loyalty and transparency;

17. BYDA should facilitate the coming home of the internally displaced people and refugees ;

18. BYDA should demonstrate power sharing practice to bring about unity in greater Bahr el Ghazal;

19. BYDA board should be enlarge by co-opting more members;

20. The selection of new BYDA Office Bearers should be on provisional basis;

21. Wound heroes and heroine should be co opted members of BYDA and supported;

22. BYDA should target youth and women in its membership campaigns;

23. BYDA should refund Concern Worldwide misappropriated funds on condition that it should be spent on the then intended project ;

24. BYDA membership registration fee should be the same whereas annual subscription should be based on personal income;

25. Old projects should be revived and expanded to new locations inside Bahr el Ghazal;

26. Preparation for the next general Assembly meeting should take place within 120 days from now. Co-opted members and Associate members of BYDA should be invited to the next meeting.

27. BYDA new recruited management team should design with Chairperson Strategies on how to transform BYDA from being the war time organization to post conflict organization.

28. BYDA came out clearly to support the candidacy of H.E. Gen. Salva Kiir Mayardit for Presidency of Government of Southern Sudan (BYDA rule out any attempt to nominate him to contest the post of the president of the Republic because he has a mission to accomplish in Southern Sudan).

29. BYDA Offices should be established in all four states of Bahr el Ghazal.

30. BYDA activities should focus on- sport (Olympics), food security, civic education, microfinance, etc.

31. BYDA to form Thank-Tank Committee to analyze critical challenges facing people of Bahr el Ghazal.

32. BYDA to establish Task Force, to be composed of members from the four States of Greater Bahr el Ghazal to address the following issues: peace and reconciliation, protection positive cultural values, scientific research on different fields, including history and environmental protection.
