Sudan rejects UN panel of experts report

November 8, 2009 (KHARTOUM) – The Sudanese government blasted a report compiled by the UN panel of experts established to monitor compliance with UN Security Council resolutions relating to the Darfur region.

The report made public this week accused the Khartoum and Darfur rebels of violating the arms embargo in Darfur and ban on military air flights over the region by the Sudanese air force.

It further blames Khartoum for lack of cooperation with the panel and raising objections to inquiries “offer lip service while committing sanctions violations”.

Sudan’s U.N. Ambassador Abdel-Mahmoud Abdel-Haleem reacted angrily to the panel’s report, saying Khartoum “will demand that the Security Council terminate the panel’s mandate”.

“They are just representatives of Western intelligence agencies," he told Reuters. “We are fed up with this committee. Our position is a total rejection of this report”.

The commission provided excerpts from confidential communication between Sudanese intelligence in Darfur requesting military supplies and air cover for use particularly against Justice and Equality Movement (JEM).

They further assert Sudanese support to the Chadian rebels seeking to oust the regime of Idriss Deby.

“The Chef d’état-major general of UFDD stated in a meeting with his commanders on 24 May 2007: “We receive supplies from the Sudan because we have revolted against Deby. We should maintain in good condition the arms that we possess at the moment, before expecting to receive any new delivery. We should not count on receiving everything from the Sudan” the report says.

The panel of expert also included photos showing the aftermath of Chadian bombing inside Sudan and namely in Jebel Sarrow area.

The report also reveals that unmanned aerial vehicles used in Darfur were equipped with video surveillance technology ordered by a company based in the United Arab Emirates (UAE).

After investigating the source of video recorders it turned out to be sold by Millennium Product Company LLC, with a sales manager the report named as Mojtaba Sadegbi and managing director Saeid Mousaei, both Iranian nationals.

The report said the U.N. monitors visited the company in June. A few hours later Sadegbi and Mousaei left the country.

"The administrative assistant explained to the Panel that Mr. Sadegbi and Mr. Mousaei had left for vacation in their home country, the Islamic Republic of Iran," the report said. "They have apparently not returned to their offices since then."

According to the report, neither the company’s main shareholder, a citizen of the UAE, nor the UAE government have replied to the panel’s request for further information.

The issue of recruiting child soldiers by JEM, Chadian government and opposition has been highlighted in the report.

But with regard to Khartoum, the panel said that the Sudanese government “has not been transparent concerning the disarmament and reintegration of Janjaweed, as demanded by Security Council resolution 1556. Therefore, the Panel cannot confirm whether child soldiers formerly serving with these militias may have been integrated into CRP, the Border Guards and PDF, which all have children under the age of 18 among their ranks”.

Overall the report concluded that “The Darfurian population continues to be victimized by the effects of attacks and counterattacks involving most of the armed movements that frequently lead to disproportionate use of force by the Sudanese Armed Forces,” the report said.

The panel described a government crackdown on Darfur natives that “has manifested itself in violations of a catalogue of human rights and fundamental freedoms”.

The UN Security Council (UNSC) is not expected to take the violations mentioned in the report.

    JEM REBEL to use child soldiers are never welcome and it is the criminal against human race.

    And Chad to invite Iran may create HezooBollah connection into the African soil and these Iranians never would give out to leaving from Chadian soil, and create more problems.

    Idriss Deby should considering to make peace with Khartoum, rather than use JEM Rebels to attach the Sudan’s Khartoum Government.

    Calling Americans coward is like calling a lion a goat because I know that it could be very suicidal if Sudan attempt to confront gallant American forces. Please refrain from Saddam Hussien-like comments again because that may cause you guys big loss while we southerners will just watch the smoke millions of miles away from the war zone.

    Please Mr. Osman try to react to the report diplomatically without losing your voice that much.

      The Juntas in Khartoum will never accept what touches their underpants. They don’t need reports, words of Mouth- but they need action and/ or confrontation- that is where they will understand most. You use diplomacy, you are like abusing them. What happened in Sothern Sudan, Eastern Sudan, Jubal El Nuba during the war and now in Darfur is self evidence and/ or self explanatory you don’t need to make research nor can you blame any one else about it. The NIF must accept. Where is Hassan El Turabi he is the master minder of all these. Jihad in the South, NIF/ Torrorists government in Khartoum and now Janjaweed in Darfur

        U.N. and U.S need to do more about Omar al Bashir ignoring the ICC rule of law. Most major Sudanese people need Sudan government to be change and we also need this killer Hassan Omar al Bashir to be arrest as much as possible.

        U.N.officials must not afaird for the Sudan case simply, because of three things we thinks U.N. maybe will afaird for. One, Sudan has many problems within Sudan itself and those conflicting are not been solve yet and in order for us we Sudanese to live peaceful from each other then, Sudan government must be change from ruler government to democarcy system. Another second reasons was the Idea of people may comparing Sudan with Iraq problem and it is completely very wrong concept, because the nature of Sudanese I mean the way of thinking is absolutely different from the Iraq nature and for this matter U,N. need to know that, we Sudanese people are different in every things for example, we Sudanese people are different in Religions, Nationality issue we are also very different, our views are absolutely different and that is why there was a mass movement against Sudan government because we disagreement in Sharia law, we disagree in management resources for the Country, we also disagreeing in convertation these Black African to become Arab believers. The third reason was about Sudan government, it is become understandable that, this Sudan government is getting thinly every month like that and it is telling U.N and others world that, Sudan government is getting weakend and we see the delayment made by U.N not to take action now is clearly bad Idea. Since the oppositions to Sudan government are largest and perhaps, they are strong capable to assist income action then, there is no point for U.N. officials to let that killer Omar al Bashir wait for general election.

        Our demanding are action now, action now, arresting Omar al Bashir now, arresting Omar al Bashir now, be U.N. for human rights now, be U.N. for human rights now, this is a good chance for U.N. now, this is a good chance for U.N. now, U.N. must not make a delayment for action taken against Sudan government now, U.N. must not make a delayment for action taken against Sudan government now.

        Those words on the above are very Importants for we Sudanese people and the U.N. need to take that consideration seriously.

    For me this is a good action because UN,USA,EU,UAE and AU do not listen at the cries of the people of Sudan. Let them feel it too. I expect more and more violation of their diplomatic policies by the government of Sudan.
