Low voter registration turnout in South Sudan trigger extension calls

November 6, 2009 (JUBA) – Southern Sudan is hit by very low voters’ registration turnout as the region prepares for its first post-war general elections due in six months.

Voters’ registration for the Sudan’s April 2010 elections began on November 1 all over the country and set to end on November 30.

Officials of the semi-autonomous region say some of the registration centers in Southern Sudan have remained almost empty for the last one week while others with the maximum of less than a hundred voters to register per day as the turnout has been very low.

Even in the capital, Juba, turnout has been very low with daily average of only 30 people according to registration team leaders.

David Lukudu, a team leader at Naira Secondary School registration center revealed that his team had been registering an average of 15 people per day.

Other centers reveal that for the last one week they have managed to register only 200 to 300 people, respectively.

The Council of Ministers has resolved to request for 30 days extension of the registration exercise to try to mobilize and register a good number of voters, says the minister of Information and Broadcasting, Paul Mayom Akech.

“Voters’ registration is not going on as desired generally in Southern Sudan. There is practically difficulty,” said the official spokesperson.

In the Friday’s Council of Ministers meeting chaired by President Salva Kiir Mayardit, the cabinet discussed the seriousness of the matter by identifying some of the main challenges and taking a number of measures to try to remedy the situation.

Mayom enumerated the causes for the turnout failure ranging from lack of earlier voters’ registration campaign and logistics, insecurity and unavailability of finances among others.

He also added that the registration forms were availed by the National Elections Commission (NEC) in accordance with the rejected results of the Southern Sudan population consensus of 2008 and therefore were insufficient and could not reach many localities in the region.

He called on NEC to avail the needed resources for the registration of voters.

The Sudan People’s Liberation Movement (SPLM) ruled semi-autonomous government also complains about the registration exercise being dominated by members of the National Congress Party (NCP).

According to the resolution, President Kiir will instruct the Speaker of the Southern Sudan Legislative Assembly to adjourn the parliamentary sessions and allow the members of parliament to travel to their respective constituencies and mobilize the people to register.

A multi-political party ministerial committee comprising about eight ministers was also formed to move across the region to monitor the registration exercises.

All the political parties were encouraged to mobilize their supporters to register.

Kiir also reiterated his call on the state governors to allow all the political parties to freely carry out their activities in exercising their democratic rights.

He earlier called on the potential voters to register irrespective of their political parties affiliations in order to vote into office leaders of their choices.

“Vote for the leaders of your choice that will take you to referendum,” he said.

The ruling political party in the South, SPLM, had earlier declared its position to contest for all political seats in the country including the post of the incumbent President of the Republic Omer Hassan Al-Bashir.

The interim period elections, brought about by the 2005 Comprehensive Peace Agreement (CPA), serves as a milestone in the process of democratic transformation in the country, pending the conduct of January 2011 referendum in the South to either confirm the current unity of Sudan or create a separate independent country.

    • I am not surprised. The mixed and contradicting statements issued by the SPLM send a negative signal to potential voters. The SPLM talks of possible boycotting of the elections and at the same time tells people to register. People are demoralized. The SPLM has not up to now come forth with its candidates for Khartoum and Juba which would have triggered people’s interests to register with such candidates in mind. The SPLM should declare its candidates before the end of the registration period, otherwise, they should forget about winning the elections both in the Sudan as a whole and in the South in particular.

      • The low vote turn out was so obvious because we have inadequate roads that facilite the good means of transportations in the states. We southerners must devote ourself to atleast register so that we win the self determination(independent). See brothers and Sisters that was one of the disadvantages of 66% vote turnout of Riek Machar. Please Mr Gatwecc don,t worry about the declaration of Candidate. We have Salva Kiir or Riek Machar ready to Challenge NCP candidate. Thanks

In the mind of many voters, elections and referendum are considered separate issues. If this were a voter registration for referendum, you would have millions turning out. As for elections, even in the US, most people don’t turn out because they don’t really care that much about politics.

        SPLM has to sell this as a referendum and not mere election.

      • Mr gatwech,thanks for ur comments in fact elections is not merely looting of public funds, its a great deal of persuading people to vote for you.there is a saying which goes**make sure u speak sweet words because one day you will be made to swallow them** so time is come for splm to swallow their words,i personally believe this task is so trying for splm because they had not been governing to peoples will .questions like how,how,why and so on will be dominating debates if there is any but splm will not allow debates because they will have nothing to defend themselves. so dear southerners every is watching and the time to prove ones credibility is at the corner so lets Waite and see. thanks

      You are wrong Southerners will only register and vote for referendum because they already new the outcome of the election, NCP/NIF will change the results even if they lost the election, therefore we the Southerners are leaving the election to you Northerners where war criminals like el Bahier runs for the top position in Sudan!!!!!!!!!!!!!

      The outcome of election is very clear that NCP will win the election, not via voting but by controlling the voters in North, that way they are not interesting in getting parliament pass some of election law, freedom of press laws and security laws in the country.

      Furthermore, most of Southerners believed that Sudan is not one country any longer, therefore the current registration is for north Sudan election, south has no thing to do with.

      You are laughing today wait for NCP to show you their true color soon in North.

        I like some of your analsis especially on votes rigging by the NCP. Yes, it is very clear that Bashir is going to win the presidential elections for the whole Sudan. But what about the national assembly where the SPLM needs more seats to have a say? And what about the internal South Sudan elections? I believe that if the SPLM is not careful, the NCP will also rig the South Sudan elections in favor of Dr. Lam Akol Ajawin. The NCP’s stooge, Abel Alier may surprisingly declare Dr. Lam Akol as the president of South Sudan after the elections. The SPLM is shooting itself in the foot every where.

      The election you and your National Islamic Front (NCP) are talking about is past due. So, instead of wasting time Southerners would rather wait for the Day South will a Nation. Besides, you northerners are lucky that people like myself are not in high positions like Pres Kiir, Vice-Pres Dr. Riek etc. I would have declared South Sudan separation before 2011.

        Hi Deng if your tribe did not turn ou tto be too tribalist and corrupt by now the south would have attained its authonomy. However, many tribalists have contaminated the whole process that’s why some people are skeptical to register and vote for a regime that has failed them miserably.

        There is no doubt in my mind that even the most patritic citizens of south Sudan have lost hope in the SPLM because it has been hijacked by the tribalists and the corrupt. Comes next years elections this reality can simply be blessed. You people (tribalists) have ruined the chances of Junub attaining its overdue independence and you are to blame. TOO BAD DENG isn’t it?

    • There is one thing you son of a bitch don’t understand. The reason for low voter registration turnout is a clear signal to the ruling NCP that the south is completely fed up with the north. The 2010 elections absolutely mean nothing to the south.

      Come 2011 the southren sudanese populations in the south and in diaspora will turn out in their masses to vote for the long overdue separation. To hell with you Oshay. Death to you and your likes.

  • Who care if Southerners do not register???

    Though Southerners fail to register, H.E Bashir will still be the winner due to the fact, there is no capable person in South Sudan leave alone the cowboy who has failed to displine his boy.

    • That’s a disappointing turn-out … if lack of security and finance hardships behind that low voter registration, then let the SPLM take the registration to people at their door steps and villages…for me.. I think there are more factors behind that low voter’s registration besides security and finance, public awareness is one while absence of roads is the other, we need to mobilize and recruit any available people to go to people on their villages, houses and work facilities, the up coming election is important and should be given number 2 priority next to 2011 referendum.

      If you want to change the leaders and bring in new good ones you need to register. If you don’t register and vote they will continue to be the leaders. May be they like it that there are no people interested to register and vote them out. Or they will mobilize only their supporters to register and vote for them again if others refuse to vote them out.

In addition Equatorians, murle, shilluk and nuer have another problems of fours names, dinkas can makeup their fake names like how they loot GOSS $$$ with false information. Did you remember what Koul the governor of jungle state did in 2007? he register 200 fake names in his pay slip means every month U$D 50,000 goes into his pocket instead of those people he regsiter in his scrap paper. I don’t have to register because am having the same delimma like the rest of people. So there is no point. GOSS will be changed by all meants at any time. You know those wise educated people like Riek and Igga are just there relaxing because they know what is going to happend in 2011. Don’t worry man, soon South will be in the hand of the right people.

      I can say Joseph Lagus’s regime was better than Kiir’s,because Joseph Lagu had an ambition of delivering the people of South Sudan as an Independent nation,not like Kiir(now in a confused state:either unity or separation,is what Kiir is thinking).Brothers and siters,if Abel Alier did not betray Southern Sudanese,there would have been no problems now.Joseph Lagu is better than Kiir.it is common sense!

  • This is not a surprise for the civilian who know what has been going on in the south Sudan. I think people do not know who are the candidates in South Sudan as I do not know until now,because I do not want my vote to go to a useless person who will not provide security to the nation of south or my families.If you register now then in at time of election your name can be mark to someone you do not know.

  • The Sudan People’s Liberation Movement as a ruling political party in the South will win the election, whether voters turnout is that low, but an increase will come sooner before November 30, 2009 as a last day of registration.

    This Sudan Election will not be won because people are Doctors or whatsoever, but realities will work. Look, Sudan has been ruled by the one never attended Graduate School. Will he win because he has a doctor degree or undergraduate degree?

    This SPLM political Party is not Dinka, but us as Southern people, those who excluded themselves, it is their own opinion. We don’t want Dinka to be positioned that higher, they have portion as us as others in the South Sudan. If you fail, never say Dinka, and if you win, never say again Dinka, but us as whole.

    South Sudan is not known to Arab as Dinka, but all.

  • It is not strange to hear this happening in sudan as election is seen as worthless to expression of sudan people rights to choose their government as the will be rigged by NCP. People should be made aware of the crucial exercise that is coming up after this curtain.   • Dear readers,

    SPLM as the ruling party in the South and custodian of the people, at least during this interim period, has not learned from its past mistakes. Take the census failure for example, the same mistakes that failed the census are repeating themselves in the preparatory process for the presidential and parliamentary elections, etc.

    The census failed partly because of the SPLM contradictions to whether conduct it or boycott it until further notice. In the last minute, Kiir came back from Khartoum and went to Juba telling the South to get ready in two weeks for the census. Issues of logistics, insecurity, rainny season, poorly trained renumerators, etc were not resolved by then. The proccess was aborted.

    Now, the SPLM is at it again. They send negative signals that they may boycott the elections. They have failed to declare their candidates to the citizens. Now the result is that of low voter turnout all over the South. Citizens are not interested because they are in delemma. They don’t know who to vote for and whether or not the elections will really take place. Until the SPLM declares its candidates for Khartoum and Juba, citizens will have doubts in the elections.

    It is a must that whoever is not registered will not vote. Only registered voters will be allowed to vote. This is internationally known. This means that with the low voter turnout, SPLM will forget to win the Khartoum seat since its stronghold is the South. If few southerners are going to vote, how will its candidate defeat Bashir? It will also lose several seats in the national assembly. In the South also if only supporters of other political parties register, then the SPLM will fail in the South too.

    But wait a minute, why is the SPLM doing this? Why does the party refuse to declare its candidates at this stage? May be the SPLM leaders want to know the level of turnout first before declaring their candidates. This means that if the turnout is low, then the party may nominate somebody in mind that he is going to fail the contest against Bashir. Some SPLM tribal leaders may also sneak the voter registration forms only to their constituencies (strict supporters) to have more voters ready to vote for him or her over his or her potential contestant.

    If it is the logistics, lack of awareness among potential voters and financial issues, didn’t the SPLM prepare for them? These are what I call internal mechanisms. If logistics and finances were made available where would the problem come from? I believe that the South would get support from its foreign friends if the SPLM was seen to be serious in the elections. And if potential voters were made aware through mobilization of the importance of registration, where would the problem come from? If candidates were declared to trigger the interests of the potential voters to vote for them, where would the problem come from? Instead of being always reactionary in the late hour, the SPLM must learn to be pro-active.

    This is why it is important even during the referendum to concentrate on internal mechanisms. People talks of 66% turnout for referendum bill. This is not the problem. Even 51% turnout without effective internal mechanisms would also fail. What the SPLM and other political parties need most are seriousness and effective internal mechanisms for the success of any democratic process.

    • Southerners should also understand that elections is a must, a compulsory or prerequisite to referendum in the case of the CPA. The CPA was designed like a roadmap. No elections, no referendum. You boycott elections, it means you also boycott referendum. Elections must be conducted before referendum is conducted. Think about it!

      Yes, it is very clear that Bashir is going to win the presidential elections for the whole Sudan. But what about the national assembly where the SPLM needs more seats to have a say? It may get lesser seats after elections. And what about the internal South Sudan elections? I believe that if the SPLM is not careful by nominating a competitive candidate in the South, the NCP will also rig the South Sudan elections in favor of Dr. Lam Akol Ajawin. The NCP’s stooge, Abel Alier may not hesitate to surprisingly declare Dr. Lam Akol as the president of South Sudan after the elections. The SPLM is shooting itself in the foot every where.

    I knew and i sow it when i went for registration in our registration centre it is true that the registration of voters in southern sudan is low this is because the system going on for registration in southern sudan will never succed of asking things like nationality, passports and many other things in order for one to qualify for registration to be a voter of the coming election which is IMPOSSIBLE to all the southerners because not all people got access to entered to the hole of money so mark this you are fighting for seperation, which seperation will turn to opposit we shall still go with the fuckin unity of sudan and that will be the time we shall learne a big lesson one you never forget so let the government of southern sudan relise it mistake and release a secret for this issue because what am seeing going through in this registration is an fair i sow it in many registration centres take it for example greater kapoeta if expected 40% be ready to have a result of 19% registered so believe we shall never go ahead no one will even bather for the election at all in southern sudan if the arabs are registering dead people and under age for the case of winning so for us we have less resonable mines to think even a mile

    • This is not a surprizing thing for the people of Southern Sudan- This is as a result of the negative,aggressive and oppressive economic and political calculations since the inception of Sudan Nationhood against the Southerners by the Juntas in Khartoum with their alies across Sudan border. Without and/ or with successful registration, things will never be the same again in this Country. The Juntas mathematics formulae are outdated and over. My message to all Southern Sudanese, however and where ever they may be is that- the work of passing information to the people is not only to the Government- but it is the actual work of ever capable and patriotic citizen, for it is the people who form the government and not government forming people. ’’Remember, there is no government without people, but indeed, there are people without a government’’. And this scenario happens when people are made to believe that- they are not the government. Recommendations: 1. Southerners should come out asking for the extension of voter registration period- reasons being, logistical challenges [ poor roadnetwork], informing and/ enlightening people why it is important for them to register,give time to people to people information dissemination, since, media unlike in the North is not effective in the South. 2.The NEC should consider the difference [ infrustructural and network wide and wise] that we have between the South and the North, thus, should use the South example to take decision that affect people equally. 3.The NEC/ SSEHC/ SEHC should increase the number of registrants and create more mobile registration teams in order to increase the level of registration outreach in the South. Last but not the least, Southerners should comeout to register, for this voter registration- will help in two ways: 1. It will either disapprove and/ or approve the disputed Census Results in the South- if people who are 18 years and above during registration are greater than and/ or equivalant to and/ or less than, the 2008 census results GOSS will have an opportunity to dispute or to accept the census results. And this is why the Juntas in Khartoum are very keen in providing conducive registration atmosphere in the South. 2. This registration will be a specimen for Referendum. It will provide both experience for registration, i.e the number of eligible voters and it will indeed be a better experience for Southern Sudanese who had never voted before. For the messes during this general election will be the perfections of the referendum.

      The South Belongs to all Southern Sudanese and that should be our common point of interest- I believe the GREATER REPUBLIC OF SOUTHERN SUDAN is here with us, guys let’s embrace it. Thanks

  • How can we register to vote while going hungry? To make thing alright, that greedy Government must be Change. In Khartoum most if not all Southerners don’t speak or chat about Election, this indicate that Southerners are not serous simply because there is no clear Political Stand and stability in South Sudan, Killing here,death there, these summed up to frustration.

The year 1991 has passed & this is 2009-10.       • I don’t care whether there’s a low registration in south Sudan or not. Failure to win what so called elections then the result will be cold war.

        To be sincere CPA was just a document, there is no need for SPLM to tell the about their candidates. Provide enhanced protections for registrants and an increased level of accountability for registrars. SPLA/M was not defeated by the JALABA it’s a WIN-WIN agreements. Prospective registrants may want to take this fact into account when time comes for selecting a registered candidate for the SPLM.

        SPLM must be very double carefully of Abal Aliar Period.
