Juba–Bor road closing surges prices in Jonglei

November 3, 2009 (BOR) – Prices for imported items have nearly double in Bor, the capital of Jonglei state, a joint reporters’ finding established Monday November 2. Traders say "we are combating loses" attached to ambushing of vehicles by armed men along Juba—Bor road.

The Mundari – Bor clashes early October has disturbed land transport between the two towns. South Sudan forces managed to quell the tension and provide escort to business trucks – but traders argue the national army also demand some fees for ’services.’ Trucks owners in Juba, Uganda and Kenya sometimes reject or overcharge car hiring for Bor destination, traders claim to back high prices in the market.

A Somali driver, who had just arrived from Juba, explained that after reaching Mugala heading here, soldiers accompany the trucks to Bor territory and return when security is seen safe. Speaking on condition of anonymity, he says "the owner of these items [pointing to loads in his truck] paid some money to soldiers for their services [escort]. It’s a risky business." Hiring a truck from Juba to Bor, according to traders cost 8,000 SDG. Other expenses including paying military escort and taxes on road by various units amount to 2,000 SDG summing to 10,000 SDG.

"So, when you reach Bor, you add all those expenses and let the buyer pay," a businessman identified as Mayen explained adding that "we avoiding and combating loses."

At Maror market in Bor, many shops are closed. Nearby shops are at last stocks. The scenario is that prices for food items, imported from Uganda and Kenya, are rushing forward. A 50kg bag of sugar initially brought at 110 Sudanese Pounds (SDG) is now at 185 SDG. A 50kg maize flour originally at 80 SDG surges to 130 SDG, a crater of soda increased to 45 SDG from 30 SDG and worse still, a 50kg back of bean now stands at 400 SDG up from 200 SDG. Future prices are expected to be higher and would negatively affect the poor buyers – employed or persons displaced to Bor town from villages.

BUYING ‘BY LUCK’

A trader identified as Ahmed, who deals in food items says "These are the last items in my shop. Goods are very scarce and you have to struggle, at high prices, to get some." Most traders rent shops in this market. Others have given up and opt to close the shops. However, shops owners do not care and turn-up at the end of month to collect their dues. "Whether I stop this business, is not a solution. We agreed till end of December, [2009]," A woman pouring tea for thirsty customers answered when asked whether there is little she is making after sugar price increment.

A car loaded with maize flour has just arrived to the market. Retail traders let no chance and thus, wholesalers do not worry paying blockers to offload the bags – ‘your customer is your porter.’ A woman buying directly from the wholesaler says she is compelled by circumstances. "What else can I do?" she says when asked why she was buying at such high price adding "getting something to buy is by luck."

The horrors of Juba – Bor road blockage are also felt by government staffs. "My salary is 300 SDG. If a bag of maize flour is now 130 SDG, how can I manage my family," John Chol, a primary teacher shopping at Maror market responded when asked to commend as a buyer on surging prices.

Meanwhile, in remote part of the market – at Southern Sudanese standard, prices are stable for locally products/produces. Sellers of milk, pumpkin, cabbages, firewood, charcoal and others have not charge extra pounds since January according to buyers and sellers in this part of the market dominated by indigenous people.

Deputy Chairperson of Jonglei traders union, Ayuel Arok, known in short as Muzee, blasts the behaviors of government forces on Bor – Juba road while providing security.

"This is totally unacceptable for soldiers executing their duties to overcharge traders;" Mr. Arok says adding “we are going to sort out with the government to explain the meaning of this because we [traders] pay taxes.”

Mr. Arok, however, observed that the taxation officers have being cheating them with heavy taxes and would now allow another burden to protect local people from inflating prices.

On averting security on along Juba – Bor road, traders argue that the government should speed up resettlement of Mundari villagers displaced to western bank of River Nile so that local chiefs take charge of their criminals "because that place have become a haven for gangsters. Not all ambushes are carried out by Mundari."

The price increment in Bor town, the capital of Jonglei state, affect other markets in rare counties since this is the only state town connected to Juba by road all seasons. When goods are inadequate in Bor, traders from Ayod, Akobo and beyond have one choice – to scrap other item from shopping list and maintain food items to feed starving population as a result of frequent tribal conflicts.

"The government should provide security. This is the role of the government," Mr. Arok says.

I do blame Salve Kiir Manyardit for choosen Nyagat Riak Machar Teny as a vice president instead of taking some one like James Wangi or Malik Agar nor Pagan Amum and many others from Nubian. You mention Riak Machar Teny, who is him.? He had killed hundred of thousands people during the time he had defected from the SPLA/SPLM and surrender to Omar al Bashir government after when he came back to surrender back to Dr, John Garang de Mabior, he had never apologized for what he did killing Bor civilians and looting million cows.

        The world in general had understand what kind of Neur Tribe nature in Southern Sudan particular, the world Food Program were surprised when Neur Lou and others Neur communities attached world Food Program while the U.N. was brought to some of them unforunately, they kills people just because that was not belong to them. Don’t tell us about Riak Machar Teny who had committed crimes killing small children and innocents women in Bor in June,1993. Riak Machar Teny had kill two deputies in the SPLA/SPLM namely William Nyuon Bany, Kerubino Kuanyin Bol and with 100 Dinkas SPLA Officials in Nassir. He also kill Dr, Akoon Dhor Ariik the son of chief Lou Mawien Ariik Community in Warrap, Riak Machar Teny is not a leader he is a killer guy and I think he is qualify of genocide he did in Dinka Bor people and I am urgy Bor intellects to prepar doucment now.

        Don’t tell us your nonesense that, Bhar al Ghazal are scared for any intention in Jonglei State, to understand me clearly, there were many towns that have been captured by the SPLA Dinkas in the absent of Upper Nile Regional zoe and Juab was about to fall to the hand of SPLA Dinkas if the Peace Agreement was’t arrived. You also need to understand that, Bhar al Ghazal Region is the Region of most bravers people and I don’t think Road between Bor and Juba will need Bhar al Ghazalan people because Dinka Bor can clear out Nyagat of Mundari.

        To Dinkas, I am not sure if there is any one who can tell president of Southern Sudan Mr, Salve Kiir Manyardit that, you have made mistake by appointed this Nyagat Riak Machar Teny to be your vice president in GOSS. If any one should offer to tell Salve Kiir Manyardit that will be a good Idea because Riak Machar Teny had murdering hundred of thousands from Dinkas and after when he came back to join the SPLA/SPLM then, he had never make apologize to show that he was not intens so that people will forgiven him but now we saw such activites which we have had experience in the past. The appointed of Nyagat Riak Machar Teny was a big mistaken one perhaps, there are two Important things all Dinkas must understand very well about Riak Machar Teny’s failure. Riak Machar Teny has fail to convince his own Neur Tribe and the English said, you can not acknowledge others people before your acknowledge yourself and that for reason, Riak Machar Teny can not be appointed in vice president while h had never convince his own Neur Tribe who apparently, they are still acting too primitively.

        Finally, I belief the appointed of Nyagat Riak Machar Teny, It was abolutely a big mistaken for Salve Kiir Manyardit to choose that traitor man rather than a person who have a good records in the SPLA/SPLM Movement. The second mistakes was a law that was being set in the first convention of Chukdoum that, if any one defected from the SPLA/SPLM Movement and attempt to turned guns against SPLA/M then, she/he will not be qualified to serve as a president and vice president in the SPLM, but the really question now gose to Salve Kiir Manyardit what happen to that Chukdoum convention law.? Was that Chukdoum convention law being violated if not then, why and what brought this selfishness man for leadership.? We are so tired with this kind of Neur arrogant and if you don’t remove Riak Machar Teny, then he will probably dig in you and do not fail to ignoring my word.

    Yes prices climbs higher each dy in Bor but especially the food are the most affecting ones. This is to show how depending on the external food we are. Nothing would affect Bor most if we had our food produce locally.

    And personal transport has increase from 50SDG to over 260SDG simply because the way of transport is diverted from land to air so that the Mundari on the way are jumbs.

    I jumbed on them when I camp to Juba last week. Is this going to be the way it will be for the rest of days, months and years. No and Never. Maker Lual and Ali Malou, Kuoldit and Clementdit need to do quick possible solution.

Why the traders are double charged on taxes collection and who are those employed with many roadblocks to ilegally collect the taxes from the traders? Both central and state governments might have awared of all these process of naive taxe collection. The same thing done to Murle is now done even to the foriegn traders without use of this money on puplic services except in the pocket of individuals. Dinka Bor use to start taxing Murle traders right away as they enter Bor teritory from the border to the Bor town while they already taxed by the Pibor authorities under the license of the state government.The State government must acts to stop this irrresponsible behaviour of individuals who tried to jeopardize the trade asset within the state.

    Dinka Bor problem with Mundari does not need GoSS to take part.If GoSS allows people of Bor town to open Juba -Bor road now;then it cannot take hours and I am very much sure about that that is going to be the only solution. Our boarder with Mundari is Biilnyang,so if they don,t want to coo-operate with Dinka Bor then we shall displace them along Juba-Bor road as soon as possible.

      The Mundari-Bor conflict has nothing with the business,but the loss of citizens. It is the responsibility of the SPLM to bring those who attacked the innocents traders and the road users to justice because those users are not Bor or Mundari alone.

      The SPLA must secure the road and they should not demand for the fees because the government paid them for their service.

      The traders have right to double their prices because that is how business works. people make profits under some crisses. Thanks

        I do not see any reason for EQ people to be happy when price of items are high in Bor town than to cry for their parents who were killed and displaced by DINKAS during fighting. Whatever Mundari are doing is looting which is the part of their life style so it doesn’t matter since they are not looting Bor community properties and they are not coming to attack Bor Worriers. DINKAS are the best people in the South but when the revenges against you, you will not forget since they don’t pardon dogs and cock leave the human being who did a mistake to them. I request Mundari to stop joking with DINKAS and I’m very sure if road will not be open than Bor worries will be allow to go back with their cattle’s to Mundari land if government fail to solve the issue of road.

If we really know who is fitting us against each other,then why we don’t discuss what will help us pick ourselves up and do what will lead us to our region development.However, I am really tied of some of you writing all that are not worth discussing. Please the issue of Bor- Mundari conflict can’t be laugh at because is affecting the part of the southern Sudan region.Let not laugh at each other if something bad happen. We all brothers regardless of your name Dinka, Acholi,mundari, Anyuak, Murle, Chuluk,Nuer, and others. We are all important and valuable, and the region of southern Sudan needs all the above mentioned tribes to live along each other. Why don’t need ourselves? All our tribes are made of immigrant from all these communities of the southern Sudan. May you currently from Dinka and may be your people family root from Nuer and some people from nuer have their family root from Dinka and likewise to all communities in the southern Sudan. Why we don’t need each other? And who think will only remain as southerner? We all southerners and we all distantly related. What do you guys think barbarianism and tribalism will lead us to? Without doubt, personally i encourage all of you to come up with some important topics for all of us to dig up possible solutions. We are not leaders now, but we will tommorrow.       Hi Critic, I have realised that up to this point people like you still think that displacing us (Mundari) permanently along Juba-Bor road is possible.

      When the conflict broke out in earlier September, I mentioned that insecurity along the road would happen and people will suffer especially you. Simply not because we will harm you but you will have that inflicted fear that will never go away. I do know that it is a sign of defeat for a Dinka bor man to apologise. Well, I guess you better start learning from this incident and apologise publicly to Mundari people or else you will continue experiencing same fate.

      We know the boarder between you and us and absolutely is not the town you mentioned. So please be careful.

      We do like peace but will never fonder it if we think it is not worth it.
