The enemies of helpless south Sudan have struck again

October 31, 2009 — At a time when we are all engaged with the political developments in the preparations for the election and the referendum issues which have now come to a stalemate, suddenly the “Graingate” popped up to spoil the situation even the more. It is really a pity to see that when south Sudan makes two steps ahead, the witches take us three steps behind.

This grain scandal which is of the magnitude of the astronomical figure of $2.7 billion is no simple deal at all. And in real democracy of which we are not, many big shots would have put in their resignations. This of course is not to be expected from our ethnically selected GoSS, but all the same witches are still witches.

South Sudan has been languishing in widespread insecurity and inter-tribal disputes for the good chunk of this year. The region is completely awash with all kinds of fire arms and sophisticated guns and rocket loungers owned by tribal militias. GoSS believes that the tribal clashes in south Sudan is sponsored by its CPA partners of the dominant NCP of President al Bashir. Well this bit though largely shared by many south Sudanese politicians and some foreigners, it is still a thing to be backed with concrete proofs and evidence to make it sell universally as the north repeatedly denies any involvement in these tribal bloodbaths. We can also do well to avoid any un necessary provocations that would cost us dearly as the recent diplomatic row with the neighbouring Kenyan knowing well that we are a landlocked country.

Then some months back, the UN warned of a looming famine over south Sudan as the rains are very poor and there is a widespread crop failure. With this in mind, a mega grain scandal is in fact the last thing a south Sudanese would want to hear.

We have had the north blamed for most of our problems and I wish we could blame them again on the “Graingate” if there is a chance not necessarily a proof as usual. Unfortunately I am not going to do that here and obviously the GoSS is not going to use its bitter rival the NCP as a scapegoat here in any way. This particular scandal have been cut and tailored to the size of HE Salva Kiir Mayardit and his cabinet in Juba.

This presents now the real challenge to the institutions of south Sudan and it should remind us of what President Barrack Obama said on his visit to Ghana and later echoed by Hilary Clinton in Nigeria on August 12, 2009 on good governance.

“Again, to refer to President Obama’s speech, what Africa needs is not more strong men; it needs more strong democratic institutions that will stand the test of time. (Applause.) Without good governance, no amount of oil or no amount of aid, no amount of effort can guarantee Nigeria’s success.” She said.

The point here is indeed very clear and it is our institutions that can see us through. We need it now to dig into this defaming scandal. The South Sudan Legislative Assembly(SSLA), the law enforcement organs, the Judiciary, the Press(journalists), and the civil society should all come out and play their parts responsibly in unearthing those witches who have dealt south Sudan this fatal blow.

However as I have come to live with it, I will never be surprised to receive some condemnation remarks from the cronies of those involved in this $2.7 billion “Graingate” once they realize that I am asking for the whole GoSS to be turned inside out right from the President’s Office to the ministry of Finance and beyond and those involved should be asked to resign and taken to court regardless of who they are.

One veteran south Sudanese politician who resided in London during the civil war once commented that south Sudanese are abnormally too sensitive to minor issues. Well the issue being discussed was about an SPLM supporter who was caught at Heathrow airport in possession of real cash at the range of almost half a million dollars.

“We don’t have to be too sensitive like that, after all the money is barely $500 thousands. Not much”, he said.

This time around I will not be surprised at all if some one asks me to shut up because this $2.7 billion scandal is nothing. “After all they did nothing. What have they eaten for you to make all this fuss? Nothing! Just some dura? ”.

Nevertheless now for our dignity’s sake as south Sudanese we all need to go out there and prove to the world that we can govern ourselves in a civilized manner and stop throwing blames on the north who though our traditional enemies, but sometimes our own can even do us more harm than the enemy. And to tell the truth, on many occasions we tend to tell the world that we are a bunch of incompetent people which even hurts and damages our image more than the subversions of Khartoum. But incase the minister of finance has a proof to implicate the NCP and the north as culprits in this saga, he should not hesitate to say it, otherwise the whole thing lingers around the President , his cronies and the dominant party in the GoSS..

Last but not least I appeal to the south Sudanese masses to be patient but focused. We all know that the today’s GoSS and its leadership are a team of well knitted mafia net work dictated on us by the terms of the CPA. However people should not loose hope as the forth coming elections offer them an opportunity to vote the right people into office and those drowned in corruption, tribalism and nepotism can be democratically ousted. This craziness must stop.

    Indeed those Southerners who did that are worse than biblical Satan. They deserve more than hellfire. How can they loot the grains of the poor leaving then with passports for a journey to graveyards. They lack compassion, humanity, Conscience. They have no atom of patriotism in them. They know where they belong. One day the people of the South will have to point to them to their eternal homes.

        You are correct. This tribal administration is a shame and destroys our collective image internationally. People will think that all South Sudanese are greedy and lack vision. People waste our resources like if they are not going to produce children who need a future. Dr. Justin this is a period of mourning and one of the darkest days in our history. We need to write many books about this incompetent tribal leadership.

        It is clear that some people fought the war for their own stomachs not for the nation. This type of administration is a disgrace. $2.7 billion dollars just wasted on Ugandan and Kenyan ladies by these thugs calling themselves officials. Some buy expensive cars without roads to use them on. If you go and see their home towns and villages nothing has changed. The $2.7 billion money looted is being expatriated to foreign lands leaving their own people starving and living in stone age conditions. They buy big houses in foreign countries only to be confiscated by the citizens of those host countries. What a shame. Where is anti-corruption. My prayer is that after 2011 all these monies can be retrieved from all international banks in all the world continents by a future true anti-corruption body.

    Mr Ramba don’t just cry like a women being mistreated by her husband. There is no point of complaining with this weak poor dinkas government whose mission indicates negatively. It is just a mattar of time that keep the agony on us as people of Equatoria. We cry day and nigt for 2011 to pass so that South and its Goss can be brough to face of judges otherwise iliterate leaders will have to go and look after cattles. Who is Kiir to claim himself a dictator? just because we as human being cannot perform miracles, ie possible turn 2011 as tomorrow, and this is why we are still living under the pain inflicted by poor dinkas man. This is 21 century and even a chicken will never allow themselves to be ruled by corruptees, kiilers, arrogant, idiots, mad and premature creature like dinkas. If South is not taking a new opportunity of either electing Reik or Igga then i possible expose that Africa will increase to 53 countries by Greater Equatoria State. We are not after dinkas oil, dinkas poor culture of killing or whatsoever. We need DEMOCRACY AND PEACEFUL COUNTRY. Once again, sorry that i have react badly at the start of my comments.

      Dr Ambago,

      I thank you for your educative piece of writing. The GoSS is a government inclusive of all of us southerners and therefore any malpractice by individuals must be condemned by all. Referring to the government as tribal like our brother Gatwech heralded is untrue and misleading. The lost of public funds through corruption like the 2.7 billions you spoke about could be traced to individuals who are selfish and whose their public duty does not benefit any particular tribe but rather their own stomaches.

      The current government is headed by His excellencies Salva Kiir, Dr Riek machar and Wani Igga. As such any misrule or corruption should include the three leaders but not tribe who are innocent. A leader may hail from a particular tribe but he is there to serve the public and thus any misrule must be blamed on him NOT his tribe.

      YES! The culprit may use the advantage of the leader hailing from their tribe to embezzle public funds but the blame should be on the failure of the system put in place to investigate such mismanagement. Still this does not qualify the tribes to be accountable for any malpractice their fellow leader entangle himself in.

      We should be mature enough mentally and intellectually to differentiate between the government and tribes. If we put tribes forward as the basis for judging the culprit or the system then we are losing the fight against the corruption which is bringing our government to its knees.

      Any failure of the government must comes to haunt and disqualify the three major leaders Kiir,Riek and Wani. Afterall a leader is termed as weak when his deputies or fundamental system does not contribute anything positive to his administration.

      The naive hope that things may change when a Nuer or an Equatoria leader comes to power is unrealistic daydream which can not be justified. Call it a Dinka government and the misconception may comes back to haunt us all. Change will only comes when we view our government as the government of all regardless of who head it.

        If SouthSudan liberation or independent was left to Nuer mentality, we would have not reached the current time. I Thought you should be ashamed of talking of 1991 as the very sad time in southsudan history where Nuer stabbed SPLM/A in the back.

        Nuer until to date are still visionless and could not define what they had been fighting for. This shows why you had been crisscrossing roads from Khartoum and the south until the CPA rescue you from madness.

        The idea of " Newsudan Vision" was a political terminology adopted by the SPLM during its formation in Bilpham, Ethiopia. It was meant to rally support from all the marginalised Sudanese people including Nuba from the north. After the SPLM learn that the direct call for the " independent south" would lead to failure as shown by the Addis Ababa peace accord. They brought forward the political term "Newsudan" to gain support from even neighbouring countries who did not favour south secession. This sage idea was too deep for the narrow-minded Nuer to understand and that led to their defection under the brain-dwarf leader Riek machar.

        Even if the 1991 was a revolutionary year for the self-determination as foolish Nuer majority may think, the killing of civilians and splA soldiers would forever made it a failed vision.

        I may have elaborate more but i realised that you are so narrow mentally to comprehend what others feed you.

          It seem to me that you must be one of the least educated people in this Website who are trying to learn the English language by defaming some communities without any provocation.

          I, Rambang Deng and Thieleling, did not comment on this article. It was Gatwech who does comment and did not even mention Dinka by name.

          Please, go to school and learn the English language which will improve your ability to read and understand the issues at hand before replying commentators.

            Ijust cant wait to see a different guy from different tribe to lead, that all i want to see from SOUTHERN SUDAN and there we can jugde to our dumb brothers that the leadership is not a family, it is an individual, whole family cant be president hello no but only the chosen can be a leader. The point on this website is that even some stupid head big kids who dont even have the wisdom in them are talking about how good they are, it make me laugh till cry at the same time. Poor gatwich always on the dark side talking about tribalism, while there are alot of Nuer leading in the goverment, who is not there in the goverment? Another thing is just like MATIP fought his war for his time, most of people in goverment are those who were there since day 1. Tell me my friend i been farming for 22years and finally my garden is yeald and ready for harvest, will i leave all my 22years of work to the birds to eat/distroy while i made it with my sweat? I dont think so and i wont even bother myself to say a word to that man if i wasnt there. It always his right so why dont you let this tired brother eat till refrandum and then we work for our whole democarcy simply as that.

        Don’t denied the fact that pointed out by Dr.Ambago. If I were your boss,could you wast the public funds under my leadreship and I would not held you accountability or charging you for that corruption. Not certianly, that is not the case the truth must remaind my friend. All southern Sudanese know very well that, the thugs which looted public’s money are supported by Mr.Salva. E.g Unity state’s citizens especially state’s government employees have no salaries for six-seven months.Their entitlements were use for securing the Goss presidency and governship by Mr.Salva and Taban.

        Again, let me assured you for this unveil fact. Many people blaming Dr. Riek for being a Goss VP to work and solve some problems with Mr.President. Dr.Riek was there not because he like that tooth/powerless VP position. He is there for the right of self-determination for the people of south sudan that was excluded by Dr.Garang in his communist SPLA/M objectives/manifesto. He wants to negotiate and secure it until south Sudan become an independent State because God has choose him for that purpose. without him I believe nobody care for it.

    As days go by, I keep hoping that us Southern Sudanese are patriotic enough to support our semi autonomous region no matter who leads it. The good news is that, we can be patriotic but not to the level of stupidly overlooking the several wrongs done by our leaders. I would like to make it clear that those who oppose the SPLM should be independent and not supported by the NCP, so that they can be credible and be able to cater for the needs of the South Sudanese mainstream. Those who take criticism of the SPLM as dislike of our people should realise that questioning the authority is what keeps them accountable. We are being taken to be fools, and the tribal conflicts are just another issue exagerated by small minded tribalists who seek to distract the gullable majority while they secure their futures through stealing public funds. Instead of throwing insults to a different tribe, where are the constructive criticisms that are needed to keep the focus on the rulers instead of bashing your fellow citizen who is jobless and poor like yourself? Corrupt leaders sleep comfortably at night while you struggle day by day and all your anger is reserved for your fellow battler? We either wake up and realise who is helping us and those who are keeping us in class 1, or the contempt for us common men and the rampant dishonesty in the GOSS shall continue with our backs to the wrong side.

      Dear readers,

      There is no time to beat around the bush. Kiir’s administration is tribal and has no political will to stop corruption in the true sense of the word. And this clearly explains why no body among these tribal group of corrupt finance leaders has been put behind bars despite the looting of billions of dollars.

      Mr. Michael Madit, what do you call a group of tribal leaders who team up with a President who happens to be from their tribe to condone corruption? What do you call the reluctant of Salva Kiir and his tribal advisors to prosecute the two previous Finance ministers in the Government of South Sudan? What do you call the collective determination of one tribe to always hold the position of the finance minister where the corruption has been taking place? This tribal leaders with Salva Kiir represent that one tribe in the leadership and therefore their collective decision is tribal.

      In this case, it is correct to say that the administration is tribal and the corruption is a collective tribal evil and responsibility. Why is it one tribe that holds the position of the Finance minister three times since 2005 where the money is being handed over to tribal looters.

      For example, here in Upper Nile state Kiir has refused to remove our Minister of Finance despite the governor’s strong recommendation to remove him because of corruption. Kiir refuses to act simply because the man is from his tribe. He quickly removed our former finance minister who was not from his tribe. But now he has refused to remove his tribal man.

      What do we call all these when the decision is collectively taken by tribal advisors with the president? Are they not representing their tribe in the GOSS? So any decision they take is tribal in nature. Please, let us call a spade a spade. No time to beat around the bush.

  • Southern Sudanese,this must not be a suprise at all the way GOSS is managing our country.Have we forgotten how one of our leaders got arrested in Heathrow airport in London with cash stuck in his suitcase?What came out of it?Have we asked our self the mansions being bought in Uganda,Kenya and in Europe by GOSS leadership?Have we asked how the children of GOSS officials study outside Sudan in very expensive schools?How do they get all those funds to do all those things?

    What of dirty business deals which i recently pointed out here being struck by GOSS officials and their girls friends in countries like Uganda and Kenya?Have we forgotten very expensive private cars being used by GOSS officials?This is juice the tip of the iceberg,more would come out.The manner in which our leaders dips their hands into the funds meant for building the S.Sudan is a serious concern to many of us.This is another war which we have not yet fought and won.       Why now talking about secession? We have 18 month to go!Just out of the blue ,he started talking about 2nd class citizen!(I am not a president or anything,but I will not allow anybody on earth to make me feel less than or inferior to him ,even if I am completely a foreigner! It is something internal nobody can change it)Now everybody is bussy with this seemingly new!Everyone in the north knows that the South is going to be a separte state and in fact ,right now it is an independant state; what is new? The distraction is!!Just forget about the $2.7 billions!if you do that you will be first class citizen.There is no way to blame the Jalabba here!!The Don Quixote mentality of creating an imaginary enemy and start your own futile battle ,will not work here!

      The rejection of the agreed upon law of referendum,rejection of the agreed upon national security law"intially was exclusively drafted by the SPLA,as mentioned by Machar"..etc all were stupid communist tactics to delay the election.This why the American response came very swiftly from Gration"any delay for the elections, will delay the referendu" and probably more is been said behind closed doors!!(some morons blame the stanc of Gration thinking this his own policy! this the USA policy is not by individuals.This is the American policy)

      You like it or not the American policy is changing; why ?I think even the GNU don’t precisely know!But definetely because of their own national interest;probably this in the north!The had big hopes that the SPLA could rule the whole Sudan or at least affect the policy tremendously.The SPLA FAILED THEM MISERABLY.

      Now the south is going to seccede, is well and good, from top of our heart we wish you success and good luck.DO NOT BE ILLUSIONED the northerners are opposing this!!!!!!

        Dear Mohammed Ali for your information SPLA is (الجيش الشعبى لتحريرالسودان) which use to be a militry wing of SPLM and know became south sudan army. and SPLM is (الحركة الشعبية لتحرير السودان) so SPLM is the political party.

            But I think it ok to be patience, yet it is our right to stop this government from lording it over too much on our throats. A mass action is needed to force out this reckless regime.

        President Albashir should be bold enough to declare the separation of the south Sudan, and not wait for that far away referendum. The south has been a burden on the back of northeners, and it is high time to be shrugged off, and the journey continues. I think hundred percent of northerners wish the south secede today ,and not tomorrow, the south is already crippled with tribal strife, plus malignant corruption. We have been paying a dear price to be with the south in one country ,let us wake up from this horrendous nightmare .Cancer should be treated with amputation ,and cauterization, not by painkillers
